North East I.S.D. Teacher Choice Guidelines 2017-2018

What is Teacher Choice?

The Teacher Choice Program was established to allow teachers opportunities to pursue professional development in exchange for 2 paid workdays in November. For the 2017 – 2018 school year, these days are November 20 and 21. Each of these days is provided in exchange for 6 hours of professional development totaling 12 hours for the 2 workdays.

When do I participate in Teacher Choice?

Teachers have the opportunity to accumulate 12 hours of professional development for Teacher Choice from May 1, 2017 through April 30, 2018. These hours should be related to the Campus Plan and entered into the Eduphoria Workshop by May 4, 2018 Part-time teachers must participate in Teacher Choice as follows:

Part-time at 50% - 6 hours

Part-time at 60% - 7 hours

Part-time at 70% - 8 hours

Part-time at 80% - 9 hours Teachers hired after November 17, 2017 are not required to accumulate the 12 hours of Teacher Choice, although it is highly recommended. Teachers who resign before November 17, 2017 will not be docked if they have not acquired Teacher Choice hours. With the principal’s approval, Teacher Choice may be garnered from activities such as attendance at:

trainings

workshops

selected conference sessions

study groups

curriculum writing

book studies action research projects

textbook adoption committees

Why does North East have a Teacher Choice Program?

High performing schools understand the relationship between effective teachers and high student achievement. Since these schools strive to create a culture that values teacher learning and growth, they make quality professional development an essential component of their improvement plans. Quality professional development exhibits the following characteristics:

focuses on teachers as central to student learning

focuses on individual, collegial, and organizational improvement

is results-driven and job-embedded

is curriculum-centered and standards-based

reflects best available research and practice in teaching, learning, and leadership

enables teachers to develop further expertise in subject content, teaching strategies, uses of technologies, and other essential elements that support high standards of teaching

is evaluated ultimately on the basis of its impact on teacher effectiveness and student learning

focuses on developing teachers’ capacity in one or more of the domains under T-TESS Domain 1: Planning

Domain 2: Instruction

Domain 3: Learning Environment

Domain 4: Professional Practices and Responsibilities

Because research studies emphasize the central role of content knowledge and pedagogical expertise in enhancing student achievement, professional development should be accumulated in the areas of curriculum and instruction. In cases where a teacher may have a dual teaching assignment of both core content and enrichment courses (i.e. science and coaching), Teacher Choice should reflect no fewer than 6 hours in the core content area.

Where can I find Teacher Choice opportunities?

Confer with your principal

Search in-district professional development sessions in Eduphoria Workshop

Search the Region 20 Professional development catalog

Consult with the content area/program area supervisor

Who is required to participate in Teacher Choice?

Teacher Choice is required of all teachers, including campus staff on a 187-220-day work schedule. This includes:

Classroom Teachers

Co-Teachers

Coaches

PE Teachers

Instructional Deans

Instructional Coaches

Behavioral Facilitators

Campus ELL Specialists

Instructional Intervention Teachers (IIT’s)

Behavioral Learning Specialists

PRS Instructors

How do I ensure my Teacher Choice hours are approved?

The Teacher Choice process includes both acquiring the training and appropriately entering the training into Eduphoria Workshop. To qualify as Teacher Choice, the teacher must ensure the following criteria is met:

1. The teacher receives prior approval from the principal and ensures the professional development sessions meet all of the criteria for Teacher Choice.

2. The teacher accumulates 12 hours of professional development for Teacher Choice from May 1, 2017 through April 30, 2018 and ensures that the sessions are reflected in their Eduphoria Workshop Portfolio as “approved” by April 30, 2018. Professional development entered into Eduphoria Workshop after April 30, 2018 is ineligible for Teacher Choice for the 2017-2018 school year.

3. The teacher ensures that there is appropriate documentation of attendance at professional development, i.e. signing in at in-district professional development or submitting an official certificate of attendance for outside-of-district professional development into Eduphoria Workshop using the one-time event process: https://sites.google.com/a/neisd.net/eduphoria-workshop-resources/one-time-events

Who Enters Professional Development into Eduphoria Workshop

District-wide/district-level District workshop facilitator Campus-based/campus-initiated Campus Eduphoria administrator Out-of-district Teacher

4. The teacher tracks Teacher Choice hours by checking the Eduphoria Workshop Portfolio. Eduphoria Workshop will indicate the number of hours eligible for Teacher Choice. The principal may approved or deny these hours.

5. There are two disapproval windows. Window 1: The principal or principal’s designee must withdraw disapproved professional development hours from Teacher Choice no later than January 19, 2018 for professional development accumulated from May 1, 2017 through December 22, 2017. Professional development hours remaining in the Teacher Choice queue after January 19, 2018 are considered approved Teacher Choice hours for this window.

6. Window 2: Additional hours to satisfy the Teacher Choice requirement must be met no later than April 30, 2018. The principal or principal’s designee must withdraw disapproved hours no later than May 11, 2018. Professional development hours remaining in the Teacher Choice queue after May 11, 2018 are considered approved Teacher Choice hours.

10 Criteria for Teacher Choice

Professional development sessions approved for Teacher Choice may vary from campus to campus depending on the stated goals in the Campus Instructional Improvement Plan (CIIP). Principals reserve the right to direct professional development toward campus initiatives.

Professional development sessions meeting the following criteria are eligible to be considered for Teacher Choice.

Teacher Choice must: 1. be approved by the principal or principal-designee in

advance of participation in the session. 2. be received outside of school hours (i.e. before or after

school, Saturdays, holidays, and summer vacation), accumulated in increments of no less than 1 hour.

3. be data-driven, aligned with the campus improvement plan, and designed to improve instructional decision-making and student achievement.

4. be related to the current teaching assignment 5. aligned to curriculum standards (TEKS), including

technology-related professional development training. 6. be related to a Domain of T-TESS.

Teacher Choice may: 7. be received outside of the school district. 8. have had the registration paid for by the District (e.g. It

is permissible for a principal to pay for a teacher’s registration at a Saturday conference provided that the teacher is not given supplemental pay for their attendance.).

9. be compliance professional development that is required as part of the job assignment for up to a maximum of 6 hours, provided that it was received outside of the school day. Teacher Choice may be awarded even if the employee receives a stipend associated with the job assignment (e.g. CPR for coaches, HAZCOM for chemical safety officers, Four Blocks training for Instructional Coaches, New Teacher Orientation for teachers new to the district, and receiving professional development in the process of supporting a student teacher, etc.).

10. be received for attendance at a conference for hours that occur outside of the workday up to a maximum of 6 hours provided that documentation of attendance is provided.

Teacher Choice will not be awarded if: 11. attendance at the professional development results in

monetary compensation to the employee. 12. the professional development occurred outside of the

District and there is no documentation of attendance. 13. the professional development occurs during the work

day, even if a personal day is used. 14. the professional development is part of a college,

university course, or certification program. 15. it is for attendance at a meeting, including department

chairperson, dean, lead teacher, lesson planning, or other types of meetings.

16. the employee is providing training or professional development.

17. appropriate documentation of attendance is not provided.

Are there any penalties for not completing the Teacher Choice process? Since November 20 and 21 are paid workdays, teachers not completing the 12 hours of professional development and/or not appropriately entering the hours into Eduphoria Workshop by April 30, 2018 will be docked state personal leave or, if no personal leave is available, salary. Pay will be docked according to the following dock rates:

>0 – 3 hours remaining – 0.5 days or 4 hours docked

4 – 6 hours remaining – 1 day or 8 hours docked

7 – 9 hours remaining – 1.5 days or 12 hours docked

10 – 12 hours remaining – 2 days or 16 hours docked Teacher Choice may not be accumulated in increments of less than 1 hour; therefore, credit for the Teacher Choice Program is not awarded for half hours. Employees who have not completed the Teacher Choice process will be docked in their June 2018 paycheck.

Director for Professional Development, Curriculum and Instruction, at [email protected].
