Training CalendarTraining Calendar2015-2016
This Training Calendar provides information on the training programmes of the HIRD scheduled during 2015-16. It
has been designed by keeping in view the training needs of the various stakeholders that we cater to. The Calendar
provides information on the titles, modules, duration, clientele, dates, venues and numbers of these. Moreover, it
includes the Exposure Visits, Awareness Campaigns, Workshops and Seminars proposed to be organized by the
Institute in that year.
These include 1161 on-campus and off-campus programmes on the Mahatma Gandhi NREGA (12), MPLADS (04),
IWMP (26), SBM (04), Environment (04), Disaster Management (04), RTI (02), IAY (04), RGPSA(1074), ISTM (04),
Women Empowerment (1), ICT (2), Gender Budgeting (3), Planning, Budgeting & Management in RD (04) and
Exposure Visits (13) under IWMPScheme.
The above exercises are bound to be of immense help in the capacity building of the elected representatives and official
functionaries involved in the processes of decentralized rural governance, decentralized planning and in the
implementation of the rural development programmes of the Ministry of Rural Development and Ministry of
Panchayati Raj, Government of India; Rural Development and Social Welfare Programmes of the Government of
Haryana.

About HIRD
The Haryana Institute of Rural Development (HIRD) is an Autonomous Body under the Department of
Development and Panchayats, Government of Haryana. It provides facilities for training, research and consultancy
in rural development.
as a result of decision of a High-Powered Committee constituted by the Government of
India under the scheme for the creation of State Institute of Rural Development in all the States.

The Institute was setup as the apex institute for training and research in the field of rural development in the state at
Nilokheri (Karnal) in 1990
The Government of
India also agreed to finance the SIRDs to the extent of 50 percent on a recurring basis. The remaining 50 percent
expenses are to be borne by the concerned State Government.
The broad objective behind this exercise was to revamp the training infrastructure for enabling the administrative
functionaries, the elected representatives of the PRIs and the ultimate target beneficiaries to derive optimum
advantage from the resources being allocated by the Ministry of Rural Development for this purpose.

expenditure of five-core faculties to the extent of 100%.
is situated at National Highway No.1, 145 KM from Delhi and 120 KM from Chandigarh. It is also linked
by rail from Delhi and Chandigarh.

HIRD Mission
Adding value to the rural development efforts through special emphasis on inclusive growth
by improving the knowledge & skill of the rural stakeholders and by changing the mind set of
the officials and elected representatives through training programmes, workshops, awareness
campaigns and seminars.
It particularly seeks to identify, discuss and analyse the factors that contribute to the
improvement of social and economic well-being of the rural poor through research and
consultancy efforts for generating knowledge for policy formulation and remedial actions.

Our Vision
Therefore, the Vision of the HIRD is to do the capacity building of stakeholders in the implementation of the
plans of economic development and social justice as envisaged under the 73 Constitutional Amendment Act,
1993 and in the execution of the Flagship Programmes of the Ministry of Rural Development such as
Mahatma Gandhi NREGS, RGSY/RGPSA, BRGF, IWMP, NRLM, NBA, IAY and Welfare
Schemes of the Government of Haryana. Besides, the Institute seeks to play a pro-active role in good governance
through the strengthening of the RTI regime.

Hence, the Institute aims at strengthening its faculty and infrastructure for the above purposes. It also plans to
create specialized centres for playing a critical role in the above processes. Further, it seeks to update the training
modules & methodology and to undertake Action Research for realizing the above objectives. Steps are also being
taken by the HIRD to associate senior academicians from the universities and research institutions with its
research projects on the status of rural development and decentralized governance in the State. These endeavors
are likely to go a long way in fulfilling its mission.
