The Harris County Fire Marshal’s Office Fire Training Center (FTC) is a multi-purpose emergency services training provider. This has been accomplished by using our staff and training partners to develop curriculum, and design/construct real world training props, as well as by incorporating safety into everything we do. The result of this is training that is safe and of the highest quality of emergency services training. To assist our students, partners and guest instructors and CNP’s in understanding and complying with FTC safety requirements, we have developed this Safety Guide. Please take a few minutes to review this important information—for YOUR safety. This guide is applicable to all training, whether conducted at the FTC, Cooperative Learning Centers (CLC), area training events, or customer-owned facilities. It is the expectation of HCFMO that all staff, students, and guest instructors comply with the requirements of this guide. The lead instructor has full responsibility for the safety of his/her students and for ensuring all training is conducted in accordance with this guide. The lead instructor in consultation with and the approval of, the HCFMO Training Specialist or his /her designee can deviate from the policies contained in this guide if the requested deviation enhances the safety of the students or instructors. In no instance will the safety of students be degraded. Requests for deviations will be handled on a case-by-case basis; in writing. Any questions concerning the procedures in the guide should be directed to the HCFMO Training Specialist or his/her designee.

If an unsafe act is noted by an HCFMO Training Specialist during a training evolution, the Training Specialist has all rights and responsibilities to stop the evolution until the issue is corrected.

TRAINING REQUIREMENTS

All training conducted on the FTC shall be in accordance with all applicable Federal, State, and Local laws, statutes, policies, and procedures.

Live Fire Training Evolutions

Prior to being permitted to participate in live-fire training evolutions, students shall meet the following job performance requirements (JPR’s) for Firefighter I in NFPA 1001, Standard for Firefighter I Professional Qualifications:

Safety

Fire Behavior

Portable Extinguishers

Personal protective equipment

Ladders

Fire Hose, Appliances, and Streams

Overhaul

Water Supply

Ventilation

Forcible Entry Request for proof of training may be requested by the HCFMO Training Specialist or designee.

NFPA 1403 STANDARDS

Purpose:

To provide a process for conducting live fire training evolutions to ensure that they are conducted in safe facilities and that the exposure to health and safety hazards for the participants receiving the training is minimized.

Prop Preparation:

Building/Prop shall be inspected for damage prior to live fire training and documented

on the available form.

o All hazardous conditions shall be removed

o Debris should be removed

o Exits shall be identified and evaluated

o No fire shall be located in exit paths

Instructor-in-charge shall obtain a positive water source for the entire operation time.

o To meet or exceed required fire flow for all attack and back-up hose lines

o Separate water sources shall supply attack hose lines and backup hose lines

Facility Preparation:

Areas for staging, operating, and parking of fire apparatus that are used in the live fire

training evolution shall be designated

Parking area for an ambulance shall be designated where it will facilitate a prompt

response in the event of an injury

Student and Instructor Preparation:

Pre-fire briefing session shall be conducted for all participants, in which all facets of each

evolution to be conducted are discussed and assignments given

Location of simulated victims shall not be required to be disclosed

NO REAL LIFE VICTIMS, NO EXCEPTIONS

A pre-fire plan shall be prepared and shall be utilized during the pre-fire briefing

All participants shall be required to conduct a walk-through of the building or prop

Fuels:

Shall have known burning characteristics that are controllable

Avoid fuel loads that could cause a backdraft or flashover

Class A combustibles ONLY

Other Preparation Considerations:

All visitors shall be identified and escorted at all times

Safety Office will identify parameters for the visitors to stay in

All possible sources of ignition shall be removed from the operations area

Shall not exceed a student-to-instructor ratio greater than 5 to 1

Ensure all PPE is in proper working order, worn to manufacture’s specifications, and

meet the requirements outline in this manual

Utilize the NFPA 1403 Checklist provided at the end of this document

NOTES

There will be no Class A fire in anything in the burn facility other than on provided burn

racks in provided in each room.

Keep all racks at least 10 inches away from the walls when burning.

NO MORE than ½ bale of hay or pallet per rack

NO MORE than 2 racks per Class A burn room

Utilization of the HCFMO 1403 Commander’s Box is mandatory during all live fire scenarios.

o This box will be provided to the Instructor in Charge

BEFORE YOU BEGIN

LIVE FIRE IN CLASS A BURN ROOM

To preserve our Tower

Temperatures should not exceed 600o

F during training evolutions. While the liner will

withstand higher temperatures, the lifespan will be greatly increased by maintaining temperatures listed above.

Do not attempt to cool panel surfaces following source of extinguishment.

Do not allow “Loading” of suspended ceilings with water or other materials. Note that continued use of smooth bore streams on Paginate I will result in surface erosion.

Never use flammable/combustible liquids in burn room. These materials compromise the integrity of the insulating board. (CLASS A COMBUSTIBLES ONLY)

Small attic burn areas are designed for small fires that are contained in small buckets or pans and primarily used for smoke generation or to stimulate a small electrical fire. Fires shall not be set that will extend beyond the protected area.

Starting Out – Initial Burns

1. During the first burn, DO NOT EXCEED 200 and 300o

F for 15 minutes

o During the burn, monitor temperature very carefully.

o Afterward, inspect the burn room panels. It is normal for panels to develop hairline cracks on the surface; however, there should be no cracks extending completely through the pane.

2. Assuming that there is nothing more than hairline cracks in the first burn, a second live burn may be carried out. Temperatures should range from 400 to 500 F for 15 minutes. Following this burn evolution should again be inspected and screw adjustment checked.

3. Assuming there are no problems, a third burn evolution can be completed. Temperatures should be elevated to 600 degrees F for 15 minutes. Another inspection of the panels should be done and screw adjustments checked. Assuming no deep cracking of the panels, the burn room is ready for training use.

NOTE: If any deep cracking occurs in any of the panels throughout these test burns, notify HCFMO Training Personnel at once.

SAFETY AND PERSONAL PROTECTIVE EQUIPMENT (PPE) REQUIREMENTS

Safety/PPE requirements are listed beside each course and are detailed in the FTC Student Safety Guide available at http://www.hcfmo.net. All students and instructors are required to follow this guide at all times. By registering for class or event, guest instructors and students signify that:

They have read the FTC Safety Guide.

They agree to abide by the requirements of the FTC Safety Guide at all times, and;

They will bring the proper PPE with them to the class, if it is not provided by HCFMO.

Personal Protective Equipment (PPE) Requirements

To ensure the safety of our students, instructors and staff during training evolutions, the following PPE policy has been adopted by HCFMO. The policy is based upon five primary levels of protection, with Level 0 as the lowest level of protection. Additionally, Level 4 contains three levels of protection for specialized training in vehicle extrication, Airport Rescue Fire Fighting (ARFF), and rescue. This policy is to be followed by all students, instructors and staff during any HCFMO sponsored training activity regardless of location.

Level 0

This level consists of everyday, casual clothing suitable for a classroom environment. Level 0 is for courses which are completely classroom based with no hands-on training activities and where students remain in the classroom for the entire course. No PPE is required for Level 0.

• Students & Instructors are not permitted to wear red t-shirts or polo shirts while in the Harris County Fire & Sheriff’s Training Academy (reserved for Firearms instructors).

Causal business attire is the minimum required in the Harris County Fire & Sheriff’s Training Academy building. This means full-length pants, and collared shirts with sleeves. NO SHORTS, TANK TOPS, OR SLEEVELESS SHIRTS.

Level 1

This is the lowest level of protection for training outside of the classroom. Level 1 is for courses where students are not directly involved with hands-on training but require a slightly higher level of protection based on the environment and surroundings. Examples include observing training scenarios, drills or hands-on demonstrations. This level is comprised of normal, everyday outdoor work uniforms or attire:

• Full-length pants are required for all participants; shorts are strictly prohibited for any type of training outside the classroom.

• Shirts with short sleeves are allowed, but sleeveless shirts/tank tops are prohibited.

• Closed-toed shoes or boots must be worn at all times, regardless of classroom or outside training events.

Level 2

This level of protection is the minimum requirement for any hands-on training activity and is comprised of all Level 1 requirements plus the following:

• Firefighter’s Helmet: National Fire Protection Association (NFPA) 1971 Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting-approved, OR

• Hardhat (for non-live fire training activities only): American National Standards Institute (ANSI) Z.89-approved

• Eye protection: ANSI Z.87-compliant safety glasses or ballistic sunglasses • Footwear:

o Fire boots: NFPA 1971 Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting-approved steel toe firefighter’s boots, OR

o Safety boots (non-live fire training activities): ANSI Z.41/American Society for Testing Materials (ASTM) F2413-05 approved

• Gloves: o Firefighter gloves: NFPA 1971 Standard on Protective Ensembles for Structural Fire

Fighting and Proximity Fire Fighting-approved, OR o Suitable work gloves for non-live fire training activities.

• Loose jewelry—such as necklaces, hoop earrings, or dangling earrings—is prohibited.

Level 3

This level of protection is the minimum requirement for any live-fire training activity, and is comprised of all Level 1 and Level 2 requirements plus the following:

• Structural firefighter coat and pants: NFPA 1971 Standard on Protective Ensembles for Structural FireFighting and Proximity Fire Fighting-approved:

- Must meet all applicable NFPA standards - Must be in good condition with all NFPA 1971 Standard on Protective Ensembles for

Structural Fire Fighting and Proximity Fire Fighting approval tags in place. - All closures are in place and in good working condition. - No tears or holes in gear. - Must be a complete set (coat and pants with suspenders). - Full-length pants are required to be worn in conjunction with bunker gear; shorts are

strictly prohibited. • Eye protection: See “Use of Eye Protection Equipment” following Level 4 PPE. • Hood: NFPA 1971 Standard on Protective Ensembles for Structural Firefighting approved • SCBA and PASS device: NFPA-approved and in compliance with NFPA 1981 for SCBA and

NFPA 1982 for PASS.

Level 4

This level of protection defines the minimum requirements for specialized training activities. Vehicle extrication

Protective clothing and equipment for wildland firefighting meeting NFPA 1977 Standard on Protective Clothing and Equipment for Wildland Fire Fighting may be worn in lieu of bunker gear for vehicle extrication training (non-live fire training), an SCBA and firefighting hood is not required, and suitable work gloves may be worn in lieu of firefighter's gloves. All other Level 3 requirements remain in place.

Rescue

Students participating in confined space, and high angle, classes are required to meet the Level 2 PPE requirements with the added requirement that when using an ANSI Z.89-approved hardhat, it must be a rescue-style helmet with chin strap and hearing protection as needed

Use of Eye Protection Equipment

For Live-Fire Training Activities (Levels 3 and 4): Each individual engaged in live-fire training activities must incorporate eye protection measures. Eye protection must consist of one of the following: Level 3

• Helmet, NFPA 1971 Standard on Protective Ensembles/or Structural Fire Fighting and Proximity Fire Fighting-approved, with:

- OEM face shield, OR - Goggles: NFPA 1971 Standard on Protective Ensembles/or Structural Fire Fighting

and Proximity Fire Fighting-approved, OR - Both

Level 4

• Hardhat, ANSI Z.89-approved with: - Goggles: NFPA 1971 Standard on Protective Ensembles for Structural Fire Fighting

and Proximity Fire Fighting-approved, OR - Safety glasses, other: ANSI Z.87-approved

Sunglasses or other eyewear worn in conjunction with an NFPA 1971 Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting helmet and face shield must meet ANSI standard Z.87 Note: ANSI-compliant eyewear will have Z.87 stamped on either the frame or the lens.

Respiratory Protection

Students required to wear respiratory protection during training evolutions should have received prior training, and a medical survey by their employer or department prior to participating in training. By participating in a class which requires the use of respiratory protection, the student implies these requirements have been met by his/her employer or department. Self-Contained Breathing Apparatus (SCBA) Use

• All SCBA and PASS devices used at the FTC and other locations must document compliance

with NFPA 1981 for SCBA and NFPA 1982 for PASS devices.

• SCBAs will be used by all students, guest instructors, and HCFMO (instructors and adjuncts)

during training evolutions involving:

- Interior fire structures

- Exterior fires where smoke or other toxic substances may be present.

• When wearing an SCBA, there must be no facial hair in the seal area of the face piece. The

Occupational Safety and Health Administration (OSHA) and NFPA allow no more than a one-

day growth of facial hair. Your instructor and the HCFMO health and safety coordinator or

his/her designee will approve or disapprove your use of respiratory equipment.

• Students will be required to clean and sanitize SCBA components with a solution provided

by HCFMO prior to returning the SCBA to storage. HCFMO instructors will inform students

of the proper sanitation procedures for the brand of SCBA used during training.

Ignition activities

All props, Interior and Exterior • The instructor-in-charge, in coordination with the safety officer, will direct the actions of the

ignition officer. Verify:

- The preferred ignition location based on wind direction and escape routes.

- That charged hose lines are in place and staffed to protect the ignition officer.

- The ignition officer is in Level 3 PPE during the ignition of the project.

- Only approved lighting-torches are used to ignite prop fuels.

• Once the project is ignited, anyone entering the Hot Zone on the project pad is required to

be in Level 3 PPE with SCBA in operation.

After ignition, propane torches are to be removed from the project's interior and placed in a safe location, uphill and upwind, at the outer perimeter of the operations area.

LIGHTNING SAFETY GUIDELINES

Remember this simple lightning safety message and teach it to others:

“If you see it (Lightning), flee it; If you hear it (Thunder), clear it.”

HCFMO Lightning Safety Guidelines include the following information for everyone’s protection:

• When loud Thunder is heard the danger from Lightning is very near to you. Lightning’s high temperature explodes the surrounding air. This always creates Thunder. BANG! BOOM ! CRACK ! (We hear Thunder).

o Immediately tell others it is dangerous and all people should go to safe locations.

• SAFE locations are:

o HCFMO Multi-Story Burn Building (inside)

o Fully enclosed metal vehicles with all windows and doors closed.

o Large permanent buildings like the fire station or academy classrooms. Avoid the Drill Tower.

• NO PLACE OUTSIDE IS SAFE. AVOID being near any metal objects including fences, machinery and electrical equipment. AVOID solitary trees. AVOID water. AVOID open fields. AVOID training field shelters. AVOID using the telephone or touching appliances. (Portable radios and cell phones are safe to use.)

• When is it safe to go back outside? The suggested waiting time is a minimum of 20 minutes from the last observed Lightning or Thunder before resuming outdoor activities.

• A Person who has been struck by lightning does not carry an electrical charge and is safe to handle. Apply CPR immediately if you are qualified to do so. Get emergency help promptly.

• An HCFMO Training Specialist onsite will monitor weather and will notify all personnel if evacuation of the facility is necessary.

SMOKING POLICY

Smoking is not allowed

1. Inside any HCFMO facility buildings at any time;

2. Under project shelters during lectures/presentations;

3. Any location where classes/lectures are being conducted; or

4. Inside HCFMO vehicles.

Smoking is permitted only outside classroom buildings or covered shelters during authorized breaks.

All cigarette butts are to be extinguished and properly disposed of in the receptacles provided.

PEDESTRIAN SAFETY

Due to the automobile and fire equipment on the field, all pedestrians are to comply with the following guidelines:

• On roadways: - Watch for vehicles transiting the area. - Watch for uneven surfaces and curbs. - Walk along the side of roadways so as not to impede vehicles using the

area. - Walk – DO NOT run on the Fire Field

• On training props:

- Watch for uneven surfaces (rocks, curbs, pot holes, piping, etc.). - Be aware of fire hose layout and ladders. - Watch for wet slippery and muddy surfaces. - Walk – DO NOT run on the Fire Field

VEHICLE SAFETY

Anyone operating a vehicle on the training field will comply with the following guidelines:

• The training field speed limit is 10 mph for all vehicles and equipment.

• Seat belts must be worn by all personnel in motorized vehicles/equipment if equipped.

• HCFMO utility vehicles (Gators and Forklifts) will only be operated by HCFMO or Lone Star College Kingwood staff, or other trained and authorized personnel.

• NO RIDING IN AN EXPOSED POSITION

o Passengers are only allowed to ride in the passenger compartment of automobiles, vans, trucks and sport utility vehicles.

o Passengers are not allowed to ride in the bed of any vehicles.

• Only authorized vehicles are allowed to park, stand, or move on the field.

o All student vehicles will be parked in the parking lot alongside the fence on the East side of the field or in front of HCFMO Main Building.

o Park vehicles close to a curb so service vehicles are free to move around safely.

o A maximum of two (2) staff vehicles will be allowed by any training prop.

o All staff vehicles shall be shut down while parked at training prop.

o A medic unit may be parked near the training prop for rehab, monitoring, or transport.

o When access gates are closed, only APPROVED UTILITY VEHICLES and fire apparatus are allowed to move around the field.

• HCFMO is not responsible for loss or damage from or to any vehicle on the FTC.

TRAINING PROP SAFETY

Prior to conducting hands-on training, the lead instructor or designee shall correct any unsafe conditions on the training prop prior to the start of training. Additionally, the instructor shall inspect training props for any type of environmental hazards such as:

• Critter hazards: wasps, hornets, yellow jackets, fire ants, spiders, snakes, or other critters; pest control materials are available from the HCFMO field staff.

• Slip, trip, or fall hazards: Ice or algae build-up on walking surfaces; uneven walking surfaces; exposed fuel or water lines; unsecured ladders, hatches, or stairs

• Environmental hazards: Stuck, damaged, or restricted ventilation openings or doors; blocked scupper drains; exposed piping, fuel lines, fuel racks, or other objects.

CLASSROOM SAFETY

The majority of this Safety Guide has focused on conducting safe hands-on training, but the importance of safety in the classroom cannot be overlooked. Prior to the start of any class at HCFMOTF the instructor shall ensure any unsafe conditions have been addressed prior to the start of training. For training conducted at locations away from HCFMO, the instructor will conduct a safety inspection of the classroom prior to the start of training. In addition, the following safety items are to be reviewed with the students prior to the start of any classroom session at all HCFMO sponsored training events:

• Review all Emergency Procedures with students

• Classroom and/or building evacuation

o Location of portable fire extinguishers

o Location of exits and rally points

o Location and procedure for activating fire alarm or evacuation plan

- Fire alarm pull box location

- Emergency contact numbers and/or radio channels

- Smoke or Carbon Monoxide (CO) alarm locations

• Housekeeping

o No tobacco products in classrooms or buildings

o Spill reporting and mitigation

o Other slip/trip/fall hazards location and mitigation

o Other hazards location and mitigation

o Proper disposal of trash and used consumables

o Proper extinguishment/disposal of cigarette butts in designated smoking areas

ROOF OPERATIONS

Ventilation Prop

Whenever operating on the slanted roof prop on top of the Burn Building, proper precautions shall

be used to secure personnel to prevent falling. Operations must be performed without a roof ladder,

with all personnel in a safety harness secured to the building.

Rappelling Tower

Whenever operating on the HCFMO Rappelling Tower all personnel will follow the applicable rules

outlined in:
