Road and rail network• The next major projects must be aimed at the north with the TEN network• The review of the TEN transport network in 2023 is an important milestone• New railway lines to the Arctic Ocean are on the long term agenda and

require sufficient transport volumes before they can be implemented

Three options for the Norwegian rail link• The rail link to Kirkenes build with the Finnish track gauge• The rail link to via Skibotn to Troms, built with the Finnish track gauge• To utilise the Swedish mine railway from Bothnian Bay to Narvik, need to be

built a track gauge interchange station on the border

• Construction of the new railway (456 km) comprises the following main sections:

• 1. Kemijärvi–Sodankylä 101 km, (Fin)

• 2. Sodankylä–Ivalo–Inari–Finnish/Norwegian border (Näätämö), 325 km (Fin)

• 3. Finnish/Norwegian border (Näätämö)–Kirkenes, 30 km (Nor)

Potential freight transport volumes using the Rovaniemi–Kemijärvi–Kirkenes railway 2030

• The investment costs of 2025 (the assumed opening year of the railway) including the construction time interests are estimated at 2 264 million EUR.

• Discounted consignor benefits 2025–2055 are1 870 million EUR.

• The benefit/cost ratio of 0.8
