1.0 TDM Plan Overview This Transportation Demand Management (“TDM”) Plan was developed in accordance with the Unified Development Ordinance (“UDO”) (Chapter 496, Article 8, Section 8.4 of the City of Buffalo Code) and the TDM Policy Guide, adopted by the City of Buffalo Planning Board on March 27, 2017, for the proposed Emmanuel Temple Seventh Day Adventist Church to be located at 726 Jefferson Avenue in Buffalo, New York. This TDM Plan identifies the methodology used to estimate travel demand and the proposed strategies to be implemented by the project owner to comply with the City of Buffalo’s transportation demand management requirements. More specifically, the Plan includes a description of existing transportation accommodations, on-street parking supply and demand (utilization) analysis, estimated travel demand based on known site characteristics, proposed TDM strategies to reduce travel demand, proposed transportation accommodations, modal share objectives to meet the needs of site users without placing an unreasonable burden on public infrastructure, and an anticipated implementation timeframe for TDM strategies.

2.0 Project Information Project Name/Address Emmanuel Temple Seventh Day Adventist Church 726 Jefferson Avenue Buffalo, New York 14204 Project Owner/Applicant Northeast Conference Corporation of Seventh-day Adventists 115-50 Merrick Boulevard Jamaica, New York 11434 Project Architect Foit-Albert Associates 295 Main street, Suite 200 Buffa, New York 14203 TDM Plan Preparer Fisher Associates 325 Delaware Avenue, Suite 200 Buffalo, New York 14202 General Project Description The Northeast Conference Corporation of Seventh-day Adventists (applicant) is proposing construction of a new church building on vacant land at the corner of Genesee Street and Jefferson Avenue. The property address will be listed at 726 Jefferson Avenue, where the main entrance of the building is proposed. The construction of a 22,430 +/- square foot church facility will include a 300-seat worship center, fellowship hall, religious educational rooms, and a multi-purpose hall. Site improvements will include pedestrian sidewalks, landscaping, site lighting, on-site stormwater retention, and surface vehicle parking. 26 on-site vehicle parking spaces will be provided with access via Jefferson Avenue and Genesee Street. A total of 30 on-site bicycle parking spaces will be provided with outside bicycle racks accommodating 20 spaces and an indoor location accommodating 10 spaces. A site location map (Figure 1) is provided on Page 3.

3.0 Site Inventory Site Land Use The site of the proposed project is currently vacant land consisting of lawn and gravel areas. Future land use of the site consists of a church facility with associated pedestrian, on-site vehicle, and bicycle parking facilities. The church facility will include a 300-seat worship center, fellowship hall, religious education rooms, and multi-purpose hall. In addition, the church facility will include a small chapel, offices, and a small warming kitchen. Site Users There are no current site users as the site of the proposed project is currently vacant land. Future site users will include employees, volunteers, and members of the church. The church will have varying activities throughout the week with weekly Saturday services including morning prayer service, sabbath school, a full service from 12-1:30 PM, and a fellowship meal concluding around 2:30 PM. On a weekly basis, the greatest number of site users is anticipated to be on Saturday during the full service from 12-1:30 PM. Site Zoning The proposed project site consists of four parcels: 561, 569, and 599 Genesee Street, and 726 Jefferson Ave. 561, 569, and 599 Genesee Street are within the N-3C zoning district, and 726 Jefferson Ave is within the N-3E zoning district. Local Transportation Accommodations The proposed project is served by the following transportation accommodations.

1. Transit Facilities Based on a review of data from the Niagara Frontier Transportation Authority (NFTA), the proposed project is located within ¼ mile of the following transit routes: Table 1: NFTA Transit Routes

Route 24 – Genesee This route operates between downtown Buffalo and the Buffalo Niagara International Airport.

2. Bicycle Facilities

Based on a review of data from the Greater Buffalo Niagara Regional Transportation Council (GBNRTC), the proposed project is within ¼ mile of designated bike lanes on Cherry Street from Michigan Avenue to Jefferson Avenue, and designated bike lanes on BFNC Drive from Jefferson Avenue to Orange Street. Based on a review of Reddy Bikeshare information available from their website, the proposed project is not located within ¼ mile of a bicycle share hub. The 2016 City of Buffalo Bicycle Master Plan includes recommendations in the

vicinity of the proposed project including bicycle facilities along Genesee Street, Jefferson Avenue, and BFNC Drive.

3. Car-Share Facilities

The proposed project is not located within ¼ mile of a car-share facility/operator. 4. Public Parking Facilities

As shown in Section 6.0 Travel Demand Accommodations on page 17, the proposed project will utilize on-street vehicle parking to satisfy, in-part, the project’s modal share objective due to the site’s limited capacity to accommodate vehicle parking. The following parking supply and demand (utilization) analysis completed by Fisher Associates is in accordance with the requirements of the TDM Policy Guide and was used to determine whether the proposed project can utilize on-street parking in accordance with the thresholds and limits described in the TDM Policy Guide. Study Area: The study area used for the parking supply and demand (utilization) analysis is ¼ mile from the proposed project. Parking Infrastructure: Parking infrastructure data within the study area was sourced from the City of Buffalo, State of New York, aerial imagery, and site observations. Data gathered, documented, and reviewed included regulatory signage, stop lights, stop signs, cross walks, curb cuts, number of travel lanes, and fire hydrants. This data and NYS Vehicle and Traffic Law was used to determine legal parking supply within the study area on the day of the parking utilization counts. NYS Vehicle and Traffic Law was incorporated into the analysis as it dictates legal parking spaces in the absence of municipal signage (which was prevalent throughout the study area). A map of regulatory signage is shown in Figure 2 on page 7. A map of estimated legal parking supply is shown in Figure 3 on page 8. Based on the data collected and analyzed, a total of 1,471 legal parking spaces are available on Saturdays within ¼ mile of the proposed project. The estimated number of legal parking spaces will vary based on the day and time of the week and the day of the year. Utilization Counts: Three (3) on-street parking utilization counts within ¼ of the proposed project were completed. These utilization counts correspond with the peak hours associated with the proposed project. The weekly peak parking demand is anticipated on Saturdays with church activities and services starting at 9 AM and ending by 2:30 PM. Peak parking demand is anticipated on Saturday’s during their full service from 12:00 --- 1:30 PM. On-street parking utilization counts were completed on Saturday July 18, 2020. Each utilization count took approximately 20-30 minutes to complete and started at the following times:

A summary of the parking utilization counts is shown below in Table 2. In addition, the percentage of utilized on-street parking for each counting period was mapped: Figure 4 on page 9 for the 8:00 AM count, Figure 5 on page 10 for the 12:30 PM count, and Figure 6 on page 11 for the 3:00 PM count. The results show the 3:00 PM counting period had the highest percent of utilized on-street parking with 9.7%. The 3:00 PM counting period had 1,329 parking spaces available for use. Threshold: Based on the results of the parking supply and demand analysis, on-street parking within ¼ mile of the proposed project is significantly below the 75% utilization threshold, and thus, can be utilized by the proposed project to meet, in-part, the site’s modal share objective. Limits: The number of on-street parking spaces needed to meet the proposed project’s modal share objective is described in Section 6.0 Travel Demand Accommodations on page 17.

4.0 Travel Demand Estimate Overview The methodology used to calculate the travel demand estimate complies with the methods and allowed substitutions detailed in the TDM Policy Guide approved by the City Planning Board on March 27, 2017. These estimates used data from the Institute of Transportation Engineers (ITE) and, where noted and appropriate, were substituted with project-specific information that enhanced the accuracy of the travel demand estimate. Step 1 Baseline vehicle trips

The estimated number of baseline vehicle trips was determined using data and methods from the ITE Trip Generation Manual, 10th Edition (Supplement) and from ITE Trip Generation Handbook, 3rd Edition (September 2017) for the number of entering and exiting trips during the Saturday Peak Hour. The proposed project is closest to the description of ITE land use code 560 (“Church”). The dataset for land use code 560 includes trip generation studies from “general urban/suburban” settings/locations which were used for the following estimates.

Step 2 Mixed-use adjustment

The proposed project does not include two or more land uses and, as such, is not required to adjust the estimated trip generation from Step 1 above to account for internal trips.

Step 3 Conversion to baseline person trips

Baseline person trips represents the total number of trips associated with the project including vehicular, transit, bicycle, and walking trips. The estimated number of baseline person trips was determined by using baseline mode share from ITE (ITE Trip Generation Handbook, 3rd Edition (September 2017), Table B.1 & B.2) and an auto occupancy rate of 1.4 persons per vehicle pursuant to the TDM Policy Guide. Baseline mode share for church land uses is not available from ITE. As such, the office land use mode share was used as a substitute. See Table 4 below.

Step 4 Adjusted person trips for infill development projects Based on the ITE definition of an infill development project, the site is considered an infill development project. Because the project meets this definition, an adjustment to baseline person trips is required to reflect the diverse modes of transportation used in an urban setting. The estimated number of infill person trips was determined using the following ITE Equation from ITE Trip Generation Handbook, 3rd Edition (September 2017):

To estimate infill vehicle person trips using the above ITE equation, baseline person trips from Step 3 was multiplied by the ratio of ITE infill development vehicle mode share (see Table 5 below) over ITE baseline vehicle mode share. Infill development mode share for church land uses is not available from ITE. As such, the office land use infill development mode share was used as a substitute. Step 5 Conversion to final vehicle trips

The final number of vehicle trips associated with the project is the conversion of vehicle person trips back to vehicle trips by using the modal share estimate, vehicle occupancy factor, and the equation provided in the TDM Policy Guide. The final number of vehicle trips is shown in Table 7 below.

The estimated number of baseline parking spaces was determined using data from ITE Parking Generation, 5th Edition. The proposed project is closest to the description of ITE land use code 560 (“Church”). The dataset for land use code 560 includes parking generation studies from “general urban/suburban” settings/locations which were used for the following estimate. However, the dataset for land use code 560 only includes parking generation data for Sunday. This ITE data corresponds with church service activities which can be applied to the Saturday services for the proposed project. Table 9: ITE Parking Demand

5.0 TDM Strategies and Objectives Target Reduction The proposed project is located within zoning districts which require a reduction of estimated travel demand and parking demand (see Table 10 and Table 11, respectively) by at least 10%. This equals a reduction of the estimated 45 vehicle trips to 41 and estimated 154 parking spaces to 139. Proposed TDM Strategies The proposed TDM strategies detailed in Table 12 below will be implemented by the project owner to meet the required target reduction of 10%, reduce single-occupancy vehicle trips, reduce vehicle miles traveled, and promote transportation alternatives. 3. Promotion and Education

The project owner will provide promotion and education material tailored to the TDM strategies identified in this TDM Plan to employees, volunteers, and members of the church. Additionally, this information will be kept up-to-date, made available in a highly visible location, and include other transportation options that would help further reduce the sites single-occupancy vehicle trips and vehicle miles traveled.

8. Roadway Improvements

The project owner will include improvements to the pedestrian environment along Genesee Street and Jefferson Avenue that increases the attractiveness, safety, and accessibility for pedestrians. These improvements will include pavement upgrades, accessibility improvements, streetscape amenities, exterior building lighting, and site landscaping.

12. Vanpool The project owner will utilize a church-owned or operated van to transport visitors/attendees for church services, events, programs, and church initiatives. The van will be utilized to and from individual residences and will not replicate any designated NFTA transit route. Employees or volunteers of the Church will coordinate the route and operate the van.

6.0 Travel Demand Accommodations Vehicle Parking Accommodations The project includes 26 on-site vehicle parking spaces with the remainder of the modal share objective of 108 vehicle parking spaces accommodated on-street (see Table 14 below). On-site vehicle parking spaces

26 on-site vehicle parking spaces will be provided with a surface parking lot adjacent to the proposed building with access via Jefferson Avenue and Genesee Street. Of the 26 on-site spaces, 2 spaces will be dedicated for accessible parking.

On-street vehicle parking spaces

To meet the remainder of the modal share objective (108 spaces), the proposed project will utilize on-street vehicle parking spaces. Based on the results of the parking utilization counts completed on July 18, 2020 and the requirements set forth in Section 3.6.1.C of the TDM Policy Guide, the use of these parking spaces by the proposed project will not place an unreasonable burden on the neighborhood’s public infrastructure.

The proposed project’s anticipated peak demand is during the church’s full service on Saturday’s from 12:00 PM – 1:30 PM. The results of the on-street parking utilization count during this peak period show on-street spaces within the study area were 8.0% utilized with 1,353 available spaces. The counting period with the highest utilization was at 3:00 PM with 9.7% of on-street spaces utilized and 1,329 available spaces.

According to Section 3.6.1.C.5 of the Policy Guide, a TDM Plan can propose to use public parking facilities up to 85% utilization for the corresponding peak hours. If the proposed project needed to utilize 108 on-street vehicle parking spaces, on-street utilization during the 12:00 – 1:30 PM peak period within the study area is anticipated to increase to approximately 15.4%. However, the proposed church is not anticipated to have full membership upon opening which will result in less parking demand than is estimated.

Bicycle Parking Accommodations A total of 30 on-site bicycle parking spaces will be provided with outside bicycle racks accommodating 20 spaces and an indoor location accommodating 10 spaces. Transit and Pedestrian Accommodations The project is located adjacent to two active transit lines, Route 18 Jefferson and Route 2 Genesee, with a bus stop located adjacent to the site and several others in very close proximity. It is anticipated that they congregation will highly utilize these transit facilities due to their close proximity. In addition, the project owner will provide new sidewalks, landscaping, lighting, and a public bench near the transit stop adjacent to the site. The inclusion of these improvements would significantly enhance the attractiveness of the pedestrian realm and promote walkability in the area.

7.0 Implementation Timeframe From Table 12, the roadway right-of-way improvements strategy will be part of the proposed site work and be completed before the certificate of occupancy is obtained. Bicycle parking spaces both inside and outside will also be part of the construction phase and will be completed before the certificate of occupancy. The remaining TDM Plan strategies including promotion and education material, vanpool, and TDM coordinator will be implemented within 6 months of the issuance of the certificate of occupancy.
