Background

• The Tri-Service GPS Sustainment Management Office (GPS SMO) was established in 1997.

• Primary reason was to provide long term sustainment of the Advance Range Data System (ARDS) hardware/software suite for all Army Navy and Air Force T&E ranges.

• Secondary reason to support any other GPS based range instrumentation as required.

• Preferred alternative to using a formal organic depot

• Organic depot support very expensive and not suited to supporting T&E range instrumentation

• Air Force SPO at Eglin formally transitioned all ARDS long term sustainment responsibilities (including CM) to the SMO in December 2002.

Background

• SMO Primary Focus Remains:

• Complete Logistics, Configuration Control and Sustainment Support for all GPS-based Range Instrumentation Equipment in use at Tri-Service & authorized FMS Test and Training Ranges.

• Repairs, obsolete component replacement, enhancements and upgrades, depot spares program, configuration management, documentation package

• Coordinate and administer ongoing ARDS Service Life Extension Programs (Navy, Air Force, Army, and German)

• Administration of the Contractor Logistic Support (CLS) Task Orders with TYBRIN Corporation under the CES contract.

• Administration and execution of FMS cases with Federal Republic of Germany.

FY11 Accomplishments

• Continued support for the Navy ARDS Service Life Extension Program.

• Continued support for the Air Force ARDS Service Life Extension Program.

• Continued support for the Army ARDS Service Life Extension Program.

• Continued support for the F-22 program’s ARDS parts procurement and repairs.

• Continued support for the Large Area Tracking Range (LATR) Participant Instrumentation Package (PIP) Service Life Extension Program.

• Continued support for the AIM-9X Joint Advanced Missile Instrumentation (JAMI) program.

• Continued support for the JAMI CTEIP program office.

• Transitioning to CLS sustainment with the SMO in 2010 – 2011

• Continued support for the Joint Strike Fighter program.

• Continued support for the 46TW TSS/TSDE missile instrumentation group.

• Continued Support for the German WTD-61 and WTD-71 T&E Range GRIS/TDAS Instrumentation Maintenance and Service Life Extension Programs.

• Continued Support for Unmanned Air Systems (UAS) operations and maintenance.

• Provided maintenance and operations support in accordance with OPNAVINST 4790 for unmanned GPS based air vehicles assigned to the UAS Technical Project Office (TPO) and Weapons System Support Activity (WSSA) organization(s) at China Lake, CA

FY11 Accomplishments

• Managed three active SMO CES contract task orders totaling $46,803,788.

• Managed and executed 12 active subcontracts totaling $33,126,967.

• Of these 12, the Nanowave subcontract has 9 individual task orders requiring management and oversight.

• Awarded 60 purchase orders for repairs and parts procurements totaling $763,719.

• Coordinated and executed 99 open repair actions.

• Managed and executed 2 FMS cases.

FY11 Accomplishments

• Conducted extensive testing on a modified Aethercomm DLT power amplifier delivered by DRS to verify the BIT problems were corrected.

• Conducted acceptance testing on 79 new production Technipower DC/DC power supplies.

• Conducted acceptance testing on 3 new DC/DC power supply test sets.

• Coordinated and Managed the Request for a New ARDS Fleet Wide Seek Eagle Flight Clearance.

• New flight clearance required for the AN/ARQ-52B(V)-17 (modified), AN/ARQ-52C(V)-17, and AN/ARQ-52D(V)-17.

• Ongoing support and coordination.

Current Issues

• Status of new CES III contract.

• CES III Basic Contract was Awarded on 27 May 2010.

• The new SMO Task Order (0003) was awarded on 24 September 2010.

• Has three CLINS: Labor, Material,& Travel.

• All funding placed on contract must be identified as one of the three CLIN categories.

• Current Ceiling: Labor - $1.5M; Material - $8.2M; Travel - $64K.

• Status of ceiling on existing SMO task order.

• Current ceiling available as of Mod 83 is $268,181.92.

• Current CES II Period of Performance ends 31 December 2010.

Current Issues

• TYBRIN is working with Aethercomm to determine the status of the return on the power amplifiers that were modified.

• Units sent in from Eglin, China Lake, and Pax River have not all been returned to the correct location and some units are missing.

• Problem was compounded by the assignment of new serial numbers to the modified units.

• ARDS SLEP Basket ECP

• Appendix B of the User’s Manual is undergoing a final cleanup with the tech writer.

• Still waiting on the final set of drawings for the EDIU, EFSSR, and ADLT

• When received, all new documentation will be uploaded to the SMO website.
