Candidates for the Canton Township Board of Review and the Building Board of Appeals are currently being sought by officials. Recently, members of the board of trustees failed to approve the appointments of Supervisor Pat Williams for the two boards, commenting that a wider selection of candidates for the positions was needed. The board members who voted against approving Williams' nominated appointees said that they were not question- ing the abilities of those nomi- nated, but rather wanted to choose from a larger field of candidates from the community. Board members failed to approve the reappointment of Carol Richardson, Anthony Rosati and James Malinowski to 2-year terms on the Canton Board of Review by a 5-2 vote. Trustees Steven Sneideman, Sommer Foster and Anne Marie Graham-Hudak, Treasurer Dian Slavens and Clerk Michael Siegrist voted against the appointment, while Trustee John Anthony and Williams cast the yes votes. The same 5-2 vote rejected the appointment of Darian Moore, who was unsuccessful in his bid for a term on the board last November. Moore was sug- gested by Williams as an alter- nate to the Board of Review. The trustees also rejected the appointment of Gianfranco "John" Palazzolo to a 2-year term on the Building Board of Appeals. Williams, Anthony and Sneideman were in favor of the appointment while Siegrist, Slavens, Foster and Graham- Hudak cast no votes. The appointment of Sue Dodson to the Commission for Culture, Arts and Heritage was approved with Sneideman and Graham-Hudak casting no votes. The only unanimous vote on suggested appointments came in favor of naming Foster as the township representative to the Commission for Culture, Arts and Heritage. Williams suggested that if the board members were not in favor of his chosen candidates for the appointments, they should help find others to fill the vacancies. Williams suggested that the rejection of the candi- dates whom he referred to as "excellent" would require imme- diate board action as the Board of Review which hears appeals of property tax assessments begins work next month. The divided voting appeared to coincide along political party lines with Williams and Anthony the only remaining Republicans on the board which has a Democratic majority since the November election. Funeral services took place last week for well-known, long- time local businessman John E. “Jack” Demmer. Mr. Demmer, 93, died peace- fully in his home surrounded by his loved ones Jan. 31, 2017 after a year-long battle with lymphoma. Mr. Demmer was the founder and Chief Executive Officer of the Demmer Automotive Group, which includes the iconic Ford dealership in Wayne, located on Michigan Avenue West, almost directly across from the Ford manufacturing facility. The automotive group also includes a Lincoln dealership and collision shop in Dearborn. Mr. Demmer's sons, Bill and Jim, followed him into the automotive sales business, as he followed his own father, Charles Joseph Demmer. Mr. Demmer's granddaughter, Jackie Demmer, now manages the Dearborn Lincoln dealer- ship. Mr. Demmer's dealerships are among the largest automo- tive sellers in the nation and until just a few weeks before his death, he was on site, work- ing, according to his family. Mr. Demmer sold his first car at the age of 16 working on his father's used car lot on Livernois in Detroit. His father opened the car lot in 1938 after selling used cars from the fami- ly home on 14th Street for sev- eral years. While at that fledg- ling enterprise, the Demmers, father and son, would drain the radiators of the cars for sale beginning in October because there was so little business during the winter months. When his father opened the Livernois lot, Mr. Demmer, an only child, would work there after attending school, having been working with cars since he was 13. He did whatever jobs needed to be done around the lot, and often said he was proud to be able to change a set of tires between two cars, and lube the cars in under a half hour, without power tools or a hoist. He sold his first car from his father's lot, a 1935 Ford Coupe, for $135 which resulted in a profit of $7.50. For some time, Mr. Demmer and the bookkeeper were the only salespeople at the lot and one of his strongest memories came on Feb. 14, 1939, when the lot actually sold out of cars. Mr. Demmer enlisted in the United States Navy during World War II. When he returned from military service, he resumed his career at his father's used car lot while he attended Wayne State University. While in college, Mr. Demmer met his future wife, Margaret, whom he married in 1948. Trustees reject supervisor’s appointments Taking the LEAD Romulus team participates in national business workshop Nia Pittman joined an elite group of students last summer and came away with some pretty specialized information. Pittman, a senior at Romulus High School, partici- pated in the LEAD (LEADership, Education and Development) business classes at Fuqua School of Business at Duke University in Durham, NC. Pittman was among the highly selective class of 30 11th grade students from 14 states selected to participate in the program. Pittman was the only student from Michigan select- ed. The LEAD program has partnered with leading U.S. corporations, universities and government agencies to men- tor and influence high-poten- tial students from diverse back- grounds to pursue careers in business since 1980. To date, more than 10,000 scholars have participated in summer pro- grams at universities across the country including the University of Michigan, Northwestern, University of Pennsylvania, Duke University, Emory University, New York University and Lehigh University. During the 2-3 week pro- gram, students receive hands- on instruction in business and have an opportunity to interact with executives at top corpora- tions. Pittman was immersed in campus life during the class- es and was able to participate in a variety of cultural activi- ties. Highlights for Pittman, she said, included meeting world- renowned Duke University basketball coach, “Coach K”, Mike Krzyzewski, at Cameron Indoor Stadium and participat- ing in a business competition during which her team tied for first place, for their business plan to launch new product, “Last Resort”, wearable tech- nology in the form of a safety bracelet, watch and necklace for teens. She said the team- building at Triangle Training Center in Pittsboro, NC was also a favorite activity. “What I liked the most about LEAD was the experience itself, the diversity, and the relationships. I went to LEAD expecting to stay to myself for three weeks but I made friend- ships that I know will last for the rest of my life. “I learned so much about business and entrepreneur- ship. We got the chance to lis- ten to many different speakers who gave us very valuable information that I can take and use for the rest of my career,” Pittman said. Pittman said she was proud of her business team's winning business idea and successful presentation. “I learned what it was like to really work with a team on a plan where everyone had dif- ferent ideas, positions and roles but we had to come together to finish our plan and be successful,” she said. As for meeting the famous basketball coach? “It was very nice to meet Coach K. He gave us advice on what it's like to work as a team and how during one particular season the team was at its low- est point and was able to over- come and take the victory. The donation came about as a resultof a tour of The B.L.O.C.K. facility takenby Marian Nicholson, Canton PublicLibrary department head of business

services, as part of the Canton TownshipLeadership program, which takes placeannually in an effort to educate areabusiness leaders about township opera-tions and services. While on tour,Nicholson realized the need for newequipment at the B.L.O.C.K. and reachedout to Leo Papa, Canton Public Libraryinformation technology departmenthead, to inquire about the possibility ofthe library donating several old comput-ers slated to be replaced with new mod-els.

“Sure enough, months later Leo Papacontacted me and was able to replace thewhole lab,” said Mortier. “We went from amixed-match of computers to a fully-functional computer lab.”

The B.L.O.C.K. Youth & Teen Center,which stands for Building Leaders Out of

Canton's Kids, is a 3,000 square foot cen-ter which provides a fun, teen-friendlyenvironment where students from ages11-17 can participant in supervised afterschool programs, social events, and activ-

Belleville Police Chief Hall Berrimanand City Manager Diana Kollmeyer willhave no lack of approved candidates forthe three open positions on the policedepartment.

Corps. He is also a member of the Armyreserves. He earned his associates degreein criminal justice in 2012 fromWashtenaw Community College and hascompleted police academy training.

Ahmed Kassem, also a graduate of thepolice academy at Schoolcraft CommunityCollege who also has an associates degreein criminal justice. He is now a member ofthe Army Reserves and served in the U.S.military.

Glenn Morrison, a retired DetroitPolice officer and Belleville resident.Morrison has 39 years of police experi-

ence and also served in the U.S. Navy. Healso retired from Oakland CommunityCollege last year.

Michael Randall served as a commis-sioner on the Livingston County Board ofCommissioners for two terms and servedas an assistant fire chief in Howell. Healso served as a sergeant in the PinckneyPolice Department.

Inkster Mayor Byron Nolen presentedhis annual State of the City address lastThursday before a capacity crowd at theBooker Dozier Recreation Center.

While Nolen addressed a myriad ofissues in the city, he stressed public safetyas his main priority and had good newsfor residents concerned about crime inthe community.

He lauded new Police Chief WilliamRiley's programs for concentration onpublic service and employee training andnoted that a new scholarship programallowed Inkster to send two individualsto the police academy at no cost to thecity, thanks to Riley and local businessowner Imam Pasha, who helped fund theprogram.

Nolen noted that the police depart-ment purchased 35 body cameras andhas increased training in sensitivity, cul-tural awareness and first aid.

The city received three state grantstotaling $782,328 to help increase staffingand replace equipment and vehicles inaddition to the two new patrol SUVs, thefirst new police vehicles purchased bythe city in more than 6 years.

He said that while some increases incrime were reported, overall crime in thecity has been reduced by 12 percent.

He noted that new zoning ordinanceshave been proposed to require business-es to have high definition cameras out-side their businesses to help deter crime.

“If you commit a crime in Inkster, youwill get caught and you will pay theprice,” he told the crowd.

The responsibility for ordinanceenforcement has been returned to thepolice department, Nolen said, one of hisfirst executive decisions since votersapproved the new, strong mayor form ofgovernment last November. Nolen is nowthe full-time mayor and Chief ExecutiveOfficer, replacing the former city manag-er form of government by charter revi-sion.

Nolen said cleaning up the communityis as much a priority for him as it is formany citizens concerned about the illegaldumping in the city. He said violators willbe prosecuted to the fullest extent of thelaw, which could include the seizure ofthe violator's vehicle and equipment.

Nolen cited the many accomplish-ments of the fire department during thelast year, including the maintaining of 12

e m p l o y e e sfunded bygrants. Thedepartmentalso procureda new fire res-cue truck anda reservetruck toensure serviceto the citizens.He noted theefforts of thefirefighters,under new Chief Chuck Hubbard, to helpclean up the city.

He noted that tentative negotiationswith the City of Wayne were under wayregarding a fire authority with that com-munity.

He spoke of the improved Youth andParks and Recreation services and notedthat the city was hoping for a state grantto continue to provide services to the res-idents.

The mayor reminded the crowd thatlast year, he had addressed various goalsfor the city and included accountability ofpublic officials among those.

He detailed a number of staffing anddepartmental changes he has implement-ed since Dec. 12 which have alreadyshown benefits to the community. Heannounced, too, that the city was initiat-ing a new program to better utilize tech-nology to cut costs and improve city serv-ices. He said city meetings could soon betelevised on a city channel, along withpublic service announcements and com-munity events.

He said the return of some formerInkster School District property to thecity was significant and that he was nego-tiating for the return of more property tobenefit taxpayers.

He detailed plans for a new entertain-ment district along Michigan Avenue andadded services for senior citizens.

“Our vision is simply to rebuild ourcommercial and residential areas. Torebrand our city with all of the positiveenergy and change that reflects the newera that we are in. To continue to reshapeour government, to improve the way wedeliver services to our residents andbusinesses owners. This is what changelooks like. And as always, we have onelove, one cause, one city.”

Local business partners, city board andcommission members and leaders fromlocal, county and state government attend-ed the fourth annual address Burcroff haspresented regarding the state of the com-munity. This year, the mayor choseBuilding Community, with city programsand services showing care and compas-sion, as the topic of his presentation.

Highlights of the mayor's addressincluded the partnerships the city hasformed with organizations to leverage rela-tionships and highlight Romulus.Agreements with organizations includingthe Southeast Michigan Council ofGovernments, Downriver UtilityWastewater Authority, the Detroit RegionalChamber and others were cited andBurcroff said working with the MichiganMunicipal League is giving the cityresources for economic development andeducation for citizens regarding municipalfinances.

He stressed the advancements in com-munication in the city regarding programsand events, a consistent theme, he said, ofhis administration. He mentioned the newmobile app. CodeRED, is an emergencynotification system that sends calls to land-lines and cell phones registered in the cityduring emergency events.

Burcroff mentioned the recognition ofthe city as a “Five-Star” communitythrough the University of Michigan-Dearborn eCities survey for the first time,one of only six municipalities to be fea-tured as a “Best Practice Community” forinnovative programs and best practicesgeared toward business development. Alsoin 2016, the city achieved impressive devel-opment numbers; having more than $149million in new investment and 1,150 newjobs created.

Burcroff stressed the importance ofbeing a family-friendly and compassionatecity, demonstrated, he said, by the growthand enhancement of some newer events.The city-sponsored Black History BusTour doubled in size in 2016 from its inau-gural year in 2015. A new Public ArtProject was sponsored by the Arts Counciland Downtown Development Authoritythat gained the attention of artists fromaround the country as well as beautifiedsome of the parks and public spaces.Movies in the Park continue to grow withover 500 people in attendance at the Julymovie night. The Fall Family Fun Festivalwas another success with even morehayrides and stories in the Historical Parkand more than 300 children and familymembers in attendance, he noted. TheScarecrow Contest in the downtown areashowed much more engagement with 57groups and organizations participating.There was a lot of holiday cheer spreadaround the community with some otherprograms highlighted including coatdrives, Adopt-a-Family programs, RomulusGoodfellows: No Child without aChristmas initiative, and the new WreathsAcross America program.

Public safe-ty, Burcroffsaid, is alwaysa priority inthe communityand last year,

During the year, this group met as acommittee to work on building relation-ships between the community, youth andthe public safety department. One out-reach program was a youth roundtableevent that brought high school studentstogether with public safety departmentofficials, and clergy members for fellow-ship, question/answer sessions and brain-storming.

Burcroff also highlighted a new“WRAP” program in partnership with theGreat Lakes Water Authority to assist eligi-ble, low-income residential customers withtheir water bills. He also touted their newstickering and notification process whichbetter alerts residents to shut-off warningsand payment options. By implementingcost-reduction solutions and maintaining astable fund balance, he said he felt confi-dent in the good financial decisions beingmade under his administration.

Assessed values for industrial, residen-tial and commercial properties all showedan increase in 2016. Burcroff invited theaudience members and the public, to acommunity forum beginning at 5:30 p.m.Feb. 23 presented by the MichiganMunicipal League regarding the limita-tions that cities in Michigan face based onthe financial laws of the state. This presen-tation will take place at the RomulusAthletic Center.

Overall, Burcroff said, the city complet-ed 94 percent of “rocks” (top, key projectsassigned each quarter) during 2016, thehighest completion rate during his admin-istration to date.

Looking ahead to 2017, Burcroff gaveupdates on key developments includingthe proposed Outlets of Michigan mall,downtown businesses and the 34th DistrictCourt project. Another goal of his adminis-tration, he said, is becoming certified withthe Michigan Economic DevelopmentCorporation Redevelopment Ready pro-gram. This set of best practices outlined byMEDC helps communities streamlinetheir development process and, once certi-fied, gives assistance in marketing and pro-moting some key redevelopment sites.

Proceeds raised from the State of theCity event, totaling more than $3,000, willbe used to enhance the Sounds inDowntown summer concert series andMovies in the Park programs that takeplace on Fridays in June, July and August.

The Westland OrdinanceDepartment has a new nameand new leadership.

The former ordinance depart-ment will be referred to as theDepartment of NeighborhoodServices and will be led byHassan Saab, WestlandConstruction and MaintenanceSuperintendent for theDepartment of Public Service.

Saab has been with the cityfor two years and has 23 years ofexperience with the WayneCounty Department of Public

Service. He holds a Ph. D instructural engineering and amasters degree in civil engineer-ing.

The new Department ofNeighborhood Services willencompass all services that werepreviously handled under theordinance division, includingcommercial ordinance enforce-ment which was assigned to thefire department in 2009

In 2011, fire department per-sonnel also began to performresidential ordinance enforce-

ment in the city with a mainfocus at that time on vacanthomes. The effort was a move toconcentrate on addressing blightthroughout the city, according toa statement from the mayor'soffice.

Those additional responsibili-ties dramatically increased theordinance workload in the firedepartment and ultimately led tohiring subcontractors to helpperform the required inspec-tions and enforcement. On adaily basis, the Fire Marshal

Division had a “dramaticallyincreased workload taking andreceiving complaints and hand-ing disputes of charges,” accord-ing to the mayor's office.

“This new transition puts thefocus back on critical ordinanceissues, re-branded with a newvision and new processes will gointo effect to streamline opera-tions and promote pro-activity.This will allow the Fire MarshalDivision to focus on the life andsafety of our business ownersand residents,” noted Mayor

William Wild.“The city worked hard to

ensure this transition was seam-less and without interruption ofservices to residents.

“Under Saab's new leader-ship, I am confident that resi-dents will begin to see improvedservices through theDepartment of NeighborhoodServices,” he concluded.

It was a short-lived marriage butended amicably.

The intergovernmental agreementbetween the Wayne and Westland firedepartments ended without much adoFeb. 1, four months ahead of the contrac-tual expiration date.

Wayne Mayor Susan Rowe said thedecision to end the four-year arrange-ment was mutual and that the split was“amicable.”

“This will not impact fire services ineither community,” she said. “This is anamicable split and will allow us to pursuea fire authority with another community.”

Rowe said that the split would notimpact the dispatch operation which isshared with Westland or impact MutualAid in case of a severe fire emergency.

Staffing will not be impacted in theWayne Fire Department, Rowe said,where a federal SAFER grant has fundedthe hiring of four firefighters, “and wehave posted for three more,” she added.

Westland Fire Chief MichaelStradtner will continue to oversee boththe Wayne and Westland departments,which is a cost-savings for Wayne, Rowesaid.

The change will see only Wayne fire-fighters responding to Wayne calls, unless

the situation necessitates a call forMutual or Automatic Aid. The dispatchassignment map has been realigned tothe former call areas for assignment bydispatchers, that is Wayne firefighterssent to Wayne calls and Westland fire-fighters sent only to Westland calls.Under the joint agreement, which includ-ed a re-labeling of equipment and vehi-cles, Westland firefighters were coveringa portion of Wayne.

Rowe was scheduled to attend aWestland City Council meeting and Wilda Wayne meeting to ensure a completeunderstanding of the early terminationby officials. Both councils voted toapprove the split and both mayors saidthis was an effort to ensure that thechange ended on a positive note for thecommunities.

“This was, financially, the best deci-sion for us,” Rowe said. “We are lookingat other avenues, other alternatives,” sheadded.

In addition to the fire chief, the twocommunities continue to share the serv-ices of Department of Public ServicesDirector Ramzi El-Gharib and have beendiscussing the merger of the two districtcourts, the 18th in Westland and the 29thin Wayne.

The men approached their idea for acar dealership to Ford Motor Co.,Chevrolet, Plymouth and Pontiac execu-tives. Finally in the spring of 1957, FordMotor Co. approved the men for an Edseldealership.

They opened Spitler-Demmer Edsel inSeptember of 1957 in a former gas stationwith a one-car showroom, in what wasNankin Township, at the corner ofGlenwood and Wayne Road. The Spitler-Demmer dealership eventually moved to35540 Michigan Ave. West in Wayne,although the Edsel was discontinued in1960. Mr. Demmer acquired the entiredealership in 1975 and eventually movedthe dealership, now called Jack DemmerFord, further west on Michigan Avenue tothe current site, which has been exten-sively remodeled and expanded duringthe years.

Mr. Demmer had also acquired a Ford-Mercury dealership in South Lyon and histwo sons, Bill and Jim, eventually joinedhim in the auto business.

In 1994, he expanded his businessinterests and founded the CommunityBank of Dearborn with board membersfrom the former Dearborn Bank andTrust. He purchased a Lincoln Mercurydealership in Farmington Hills in 1998,

and in 2000 he acquired Krug Lincoln-Mercury in Dearborn, one of the largestLincoln-Mercury dealerships in the coun-try.

His longevity and success did not gounnoticed. When Ford Motor Co. recog-nized Mr. Demmer's 50 years in businessin 2010, he didn't hesitate to remind themthat including his time selling the Edsel,his dealership was actually 53-years-old.

Mr. Demmer was known throughoutthe area for his contributions to the com-munity and his support and involvementin various charities and civic organiza-tions.

“Jack Demmer was a true blue memberof the extended Ford family. And he treat-ed everyone who came to the DemmerFord and Lincoln dealerships as a mem-ber of his own extended family. Jack alsobrought our Ford values to life through hismany contributions to the community,”said Mark LaNeve, vice president, FordMarketing, Sales and Service.

In addition to his wife of 68 years,Margaret, and sons, Bill (Sharon) and Jim(Linda), Mr. Demmer is survived by hisfour daughters, Patricia (Tom) Groszko,Susan (Bill) Hermann, Marianne (Art)Nelson and Jean (Colin) Zick; 21 grand-children and 19 great-grandchildren.

He was preceded in death by a daugh-ter-in-law, Shirley, nee Dudek, Demmer.

Mr. Demmer was entombed at HolySepulcher Cemetery.

Abraham Lincoln and his wife, MaryTodd Lincoln, will celebrate the formerpresident's birthday with a luncheon atthe Plymouth Historical Museum thisSunday, Feb. 12.

The Lincolns--portrayed by Fred andBonnie Priebe--will talk about the involve-ment of Michigan in the Civil War andabout mourning customs of 1862, the timeof their son Willie's passing.

The lunch and program will begin atnoon and continue until 2 p.m. The lunch-eon menu includes several of Mr. Lincoln'sfavorite foods.

“We are fortunate to have the largestcollection of exhibited Lincoln memora-bilia in the state,” said Museum ExecutiveDirector Elizabeth Kerstens. “Lincoln'sbirthday seemed a perfect time to invitefolks here to enjoy it.”

Opened in 2002, the Abraham Lincoln

Exhibit at the Plymouth HistoricalMuseum is a result of the lifetime collec-tion amassed by Dr. Weldon Petz.

Highlights of the Weldon Petz LincolnRoom include:Artifacts from Lincoln'syouth;a rare book belonging to Lincoln asa boy; rare family genealogy and photo-graphs; handwritten legal documents andlaw books; life mask of Lincoln made in1860; Civil War art; a lock of Lincoln's hair;artifacts from the Lincoln assassination;Lincoln and Hamlin presidential cam-paign banner that hung on theStarkweather home in Plymouth in 1860and the Lincoln archives containing morethan 1,200 books, photographs, and clipfiles.

Classes and tours of the museum andthe Lincoln collection are available bytrained museum guides and teachers,Kerstens said.

Bill Cottrell, a guide in the museumLincoln Room, said that interest inLincoln and the Civil war remains highmore than 150 years after his death.

“There are several Civil WarRoundtables in the area,” Cottrell said.“Including one here in Plymouth. It's areflection of how people still regardLincoln and his presidency.”
