important. T his way, Bil l can be sure thatthe agenda is his, and he can go into it witha groundswell of support behind him.

 T hat ’s i t . None of us doubt that you havethought long and hard about many of thesethings and have probably gone way beyondwhat we have laid out i n many areas. But wehope that there is something here that you

can use. We would, of course, be very happy

to flesh out these ideas at greater length and

work wi th anyone you choose to make them

fit the work that you have been doing.
