Add intra-freq F1 cell as neighbor cell. BlindHoFlag=False
ADD INTERFREQNCELL: CellId=F1 Cell ID, RncId=8, NCellId=F1 Cell ID, BlindHoFlag=FALSE
Add co-coverage F2 cell as inter-freq neighbor cell, BlindHoFlag=TRUE. admit
blind handover for F2 cell to co-coverage F1 cell.
ADD INTERFREQNCELL: CellId=F1 Cell ID, RncId=8, NCellId=F2 Cell ID, BlindHoFlag=TRUE
Add 2G cell as neighbor cell.
