He said there have been incidents in the past where lanes of trees were severely cut, causing an outcry from the community. “The tree lanes are part of our heritage and should be preserved as far as possible. Safety of the residents is of course of para- mount importance so there will be occasions where trees have to be trimmed. The issue is not the trimming, but how it is done. “It is easy to hack a tree, but quite another thing leaving the tree resplendent and neat,” he said. Nico Köhne, whose property in Fivaz Street borders the Altydgedacht vineyards, fears they will be bothered by the wind once the trees have been topped. “Where we now have a view of the lane of trees and Table Mountain, we will have to look right onto the houses at the opposite side. The trees also block the noise from the road,” he said. He says he fears the City will deliberately cut the trees so drastically that they will die and be removed so that the road can be wid- ened. Another resident, Liesbet Kristafor, shares his concern. “It will affect our view and the value of our properties,” she said. The same section of Racecourse Road was closed for a week in June last year while trees were pruned following several inci- dents in which branches fell on the road, in one incident causing about R92 000 worth of damage to a car. In another accident, a mother had to drive over a branch in Racecourse Road when it fell right in front of her car, causing consid- erable damage. Walker said although the toppingof the treesis considered a rather drastic measure usedin the maintenance of trees, it was is neces-sary to reduce tree-related risks along the ro-ad in the long term.“This includes the risk of long branches

breaking and falling onto the road or entiretrees toppling over onto the road,” she said.“Trees are valuable assets and City Parks

takes careful decisions to ensure their sus-tainability. The department undertook athorough investigation into the safety of thetrees, which included the consideration ofconsultant arborist studies,” she said.“Topping (or lopping) appears to be the

best long term maintenance solution to re-duce tree related risks. This practice is outof the ordinary and only occurs in exceptio-nal circumstances,” she said.“The trees have been trimmed regularly,

with dead, dying and weak branches remo-ved. Nevertheless, as the branches keep gro-wing, they are no longer able to hold theirown weight and then tend to drop withoutwarning. This particularly occurs duringrainy and windy weather,” she continued.She said the last claim submitted due to

falling branches was in August 2012. “Bran-ches and treesweaken and fall regularly, notnecessarily causing damage, but this posesa risk to people and vehicles,” Walker said.“Following the lopping process, the area

might appear denuded and barren. Howe-ver, the treeswill regrowquickly,with regu-lar follow-up trimming required in the yearsthereafter,” she said.The dates on which the road section will

be closed may vary due to weather and ope-rational reasons. This will be announced bymeans of signage on site, which is alreadyin place at both ends of the road section.Additionally, there will be flagmen on du-

ty. Limited temporary signage will be erec-ted indicating road closures and alternativeroutes.“City Parks kindly asks the public to dis-

play understanding and patience while thisproject is underway, especially as it is inten-ded to make the route safer,” said Walker.“The department particularly urges roadusers to avoid using the red route.”

A police officer who allegedly tried to com-mit suicide on Monday by driving into on-coming traffic on the N1 from Durban Ro-ad, is still in hospital.Provincial police spokesperson Captain

Frederick van Wyk said the officer invol-ved was off-duty.“The accident happened around 13:50.

Two charges of attempted murder havebeen brought against the officer,”VanWyksaid.Traffic spokesperson Maxine Jordaan

explained the incident: “It is alleged a poli-ceman was travelling along Durban Road.Instead of taking the onramp onto the N1towards Cape Town, the officer is said tohave taken the Durban Road entryway in-stead of the outbound lane – directly intooncoming traffic – where he collided witha truck,” she said.“The incident happened just before 14:00

and it is alleged the policemanwas in somesort of distress,” she said.Jordaan said the officer survived the ac-

cident and went on the run.However, she said police had been noti-

fied and officers managed to apprehendhim.

The City’s Belinda Walker recently planteda tree in the Vink’s Arboretum along Jip deJager Road in celebration of the partnershipbetween the City and the Vink’s GreenbeltAssociation.The arboretum was started in 2002 by re-

tired engineerVinkvanZyl,who singlehand-edly planted many of the trees and ensuredthey were cared for.When he died in 2005, local residents

formed the association, named it after him,and continued to tend the near three-hectarepiece of land.“This arboretum functions as a green

‘lung’ within an urban area and spaces likethis are becoming increasingly important,”said Walker, who is mayco member for com-munity services and special projects.“Vink’s Arboretum also provides a wel-

coming sanctuary for residents as they comehere to walk, picnic, play and educate theirchildren about indigenous foliage,” she said.The partnership between the City and the

association has resulted in a haven which isenjoyed by not only those residents who livein the suburbs around the arboretum, butothers too.“Visitors come from all over the city to en-

The residents of Morningstarmust report illegal dumpingand can be rewarded for it.

The City of Cape Town urgedresidents to record evidence of il-legal dumping after complaintsabout illegal dumping on vacantland in this Durbanville neigh-bourhoodwhere low-cost housingis planned.Trucks and other vehicles, as

well as residents from Morning-star themselves, have been ille-gally dumping refuse on the landat the corner of Langeberg Roadand Pikkewyn Street since thefourmunicipal houses on the landwere demolished at the end of lastyear.A 166 unit low-cost housing

project is planned for the land.Residents have complained

about a rat problem due to refusedumped there, as well as vagrantsand drug users hanging about atnight.Benedicta van Minnen, the

City’s mayco member for humansettlements, said the City’s hu-man settlements directorate willerect “no dumping” signs on thesite and arrange for concrete bollards to beplaced on Langeberg Road to prevent vehi-cles from gaining access to the site.The directorate has also appointed a ser-

vice provider to clean the site and removethe rubble, she said.“The rat problem has been reported by

the ward councillor to the environmentalhealth department,” she said.“When residents see illegal dumping,

they must report it. The City relies on thecommunity to be their eyes and ears and toreport illegal dumping taking place, as wellas report the offenders, so that together wecanwork towards clamping down on illegaldumping and ensure cleaner spaces,” VanMinnen said.The City launched an illegal dumping

campaign in January this year, she said.JP Smith, the City’s mayco member for

safety and security, stated in a Januaryme-dia release: “The City’s safety and securitydirectorate introduced a reward system formembers of the public who provide infor-mation that will lead to a positive outcomeagainst criminal activity.”Illegal dumping is extremely costly as the

City spends approximately R350million an-nually to clearwaste fromopen spaces, sew-er systems and toilets, he said.“The informant reward policy allows for

payments of up to R1 000 for informationleading to an arrest or fine being issued forillegal dumping. Informants would be re-quired to submit asmuch evidence as possi-ble, including sworn affidavits, photo-graphs or video footage, as well as clear

identification of vehicles and/or personsinvolved.“Witnesses are only required to testify in

court where the suspects contest thematterand opt for a trial instead of paying an ad-mission of guilt fine.“We are hoping that the reward system

will result in more people coming forwardwith useful information,” Smith stated inthe media release.Van Minnen said construction of the

houses are planned to commence in Augustthis year after the tender process is con-cluded.“All approvals are now in place and the

tender will be advertised in April,” shesaid.Regarding a resident’s complaint that the

four houses should not have been demol-ished so long before construction starts,Van Minnen said the houses had to be de-molished “in order to complete the plan-ning and design process and to obtain thenecessary development approvals, whichcould not be granted without the houses be-ing demolished”.Residents also expressed fear that illegal

squatting can take place on the vacant land.“The City’s anti-land invasion unit pa-

trols the site regularly. Residents must re-port illegal structures immediately, she ad-vises.V Residents must report illegal dumping to021 400 6157 during office hours or 0860 103 089at all hours.V If residents see any informal structures being builton the property, they must call 0800 225 669.

Durbanville’s own Miss Winelands Pe-tite 2015 has been chosen as one of 50semi-finalists in the Miss Teen Com-

monwealth South Africa competition.MeganCoetzee (18) fromSummerwoodEs-

tate in Pinehurst took a gap year this yearto fulfil her dream of taking part in this com-petition.

Her dream was fuelled when she was cho-sen as one of the top five in the Miss Durbiecompetition in her 2014 matric year at Dur-banville High School. She was also awardedthe title Miss Photogenic.This led her to enter the Miss Winelands

Petite 2015, and on 28 February she wascrowned as the winner in the town hall inPaarl.Megan took part in the first round of the

semi-finals in Johannesburg this past week-end and will fly back to Johannesburg on 2May for the second round of the semi-finals,after which the 20 finalists will be chosen.On 27 June a boot camp will be presented

in Johannesburg. The grand final is sched-uled to take place on 12 September.The winner will depart for London on 9

November to takepart in theMissTeenCom-monwealth International competition.“I alwayswanted toworkwith charity and

that is why I have decided to take a gap yearto fulfilmydream to get involvedwith chari-ty work, work with people and develop my-self through experience,” she explained.She has already decided on the Sunfield

Home inWellington for intellectual disabledadults as her focus project.Megan has visited this home with its 80

residents and day-care visitors. She handedout lucky packets and did face painting ina combined effort with the charity projectBietjie Liefde.“I really do believe in hard work and live

with a simple motto of ‘Believe in yourselfand have a little blind faith’.”As a Miss Teen Commonwealth SA semi-

finalist she needs to raise R1 000 cash spon-sorships each month.This money is used to cover Common-

wealth Pageants SA’s production and ad-ministrative costs, her charity projects andto assist the winners to travel and compete

in London in November.The Sunfield Home in Wellington has

many needs to fulfil. The most importantneed tomeet is breakfast foods such asWeet-bix, oats, mieliemeel, maltebela and yo-ghurt. They also require plates both big andsmall, cutlery, plastic coffee and cool drinkmugs, and amicrowave oven. Other necessi-ties include duvet covers, sheets, pillowcas-es, pillows, towels andwashcloths, curtains,clothing (new and used) andmen’s pyjamas.Megan, who finished matric with six As

and one B, plans to study humanities at Stel-lenbosch University next year. She is inter-ested in languages.“My interests include painting, product

design and teachingmyself Italian. I hope tomajor in psychology and French. ThereafterI wish to further my studies and do a diplo-

ma in art direction, for I believe I am a suc-cessful art or creative director in the mak-ing,” she said. She is currently doing muralpaintings at a local coffee shop.Megan has also taken karate for six years

ADurban-basedmother of two, Sue Barnes,has developed re-usable sanitary pads thathave been distributed to close to 20 000 un-derprivileged girls in Kwa-Zulu Natal.Barnes recently brought this project, cal-

led Subz, to Cape Town and introduced itto a handful of schools in Belhar and Dur-banville. At each school the Subz team hada fun facts-of-life and inspirational talkwith the girls first before the packs were

handed out.The Subz concept is simple and the was-

hable clip-on pad and panties pack that Bar-nes distributes to the girls aim to help themdeal with the challenges of menstruationwith dignity.Barnes says the Subz project was born

when she became aware of how manyschool days some girlsmiss per year simplybecause they cannot afford sanitary pads.

cellor of the University of the Free State,was the guest speaker.His inspirational talk emphasised tea-

ching values and morals in addition to tra-ditional subjects.Some of the awards (other than those

mentioned in the photographs) presentedinclude the Hall of Fame award to John Ru-therfoord from Durbanville, who was ab-sent at the event, for his pioneering workin Lesotho. Lynne and Nick Swanepoel from Brackenfell received the Lifetime Achievement Award for theirwork with the Rendille people of northeastern Kenya. This award is presented to those whohave given a significant part of their lives to the commitment and pursuit of God’s calling tomissions and/or social justice. Their contribution includes crafting a Rendille alphabet, translatingthe New Testament into the Rendille language, providing education and sharing the Gospel withthis desert tribe. Toemy tannie sterf, het sy ook haar hele versa-meling aanmy nagelaat,” sê Burke, wat niesy regte naam wil gee nie omdat hy alleenwoon.

Alan Rogers van die Royal Philatelic So-ciety of Cape Town sê dit is moeilik om diewaarde van Burke se versameling te bepaalvoor hulle nie self daarna gekyk het nie.

“Die waarde van seëls hang van verskeieaspekte af. Sommige jare se seëls het baiekeermeerwaarde as ander jare s’n. Skaars-heid speel ook ’n groot rol,” sê hy.

Competence SA hosted its first autumn“Pop-Up Coffee Shop Talk” in Durbanvillelast week.

This was the first of a series of free pop-upevents around Cape Town. The topic for dis-cussionwas “How tohandle difficult conver-sations”.

This insightful talk was facilitated byRené Grobler of Competence SA, a consult-ing group in people management, and gavethe attendees an opportunity to connect, notonly with others, but also with themselves.

The emperor’s tomb would remainhidden for more than 2 200 years afterhis death.

Programmestomitigate against the ecological andotherdamage believed to be caused by invasiveplants, which can spread aggressively, arean important facet of a more sustainabletomorrow. This exciting facility, which of-fers inclusive job creation for people withspecial needs, has been focusing on insectsto control prickly pear and devastating in-festations of invasive aquatic weeds, suchaswater lettuce, parrot’s feather,water hy-acinth and Kariba weed, which are consi-dered the worst weeds in South Africa,”said the City’s mayco member for energy,environmental and spatial planning, Jo-han van der Merwe.

Biological controlTo date, five employees have reared over

80 000 insects, which have been releasedsince operations begun at the facility.A well-known biocontrol agent, the co-

chineal insect was reared and later relea-sed on the invasive drooping prickly pear

(Opuntia monacant-ha), with much suc-cess, says Van derMerwe.The plant on

which the insectwasreleased was des-troyed within sixmonths.This scale insect

from the dactylopii-dae family is usedwidely across thedry Eastern andNorthern Cape tocontrol prickly pear (Opuntia spp.) invasi-ons on farms.The cochineal insect thrives on themois-

ture and nutrients of prickly pear.“Treating prickly pear with cochineal

biocontrol is a vastly superior method toremoving the plantmanually, which is dif-ficult and dangerous for City workers asit has many thorns. Another problemwiththemanual removal of prickly pears is thatbits of the plant, especially the cladode,will drop to the ground and grow. The riskof unintended introduction of prickly pearplants is eliminated when using the biolo-gical control cochineal insect,” he said.

University inputThe Cape Town Biological Control Pro-

gramme is a partnership between the De-

partment ofEnviron-mental Affairs andRhodes University’sDepartment of Ento-mology, led by Pro-fessor Martin Hill.Rhodes University

is an internationalleader in the field ofbiological controland guides the Cityon rearing and relea-sing insects to cont-rol selected invasiveplants.

Last year, the City’s biological controlteam was trained by experts from RhodesUniversity.“Biological control is increasingly beco-

ming a cost-effective method of control inthe war against infestations of invasiveplants,” he adds.The City’s Invasive Species Unit plans to

increase the awareness of the applicationof biological control.“The aim is to show learners how bio-

control insects are reared for release, the-reby creating awareness about this exci-ting part of invasive plant management.The school outreach programmes will

not only raise awareness, but will also pro-vide learners with the opportunity to seefirst-hand how these highly specialised in-sects are reared,” he says.

Mixing it up with the big boys is surely afeather in the cap of 14-year-old Liam Witten,who is already playing for Fairmont High’sfirst cricket team.

The wicket taking leg spinner is a heada-che for batsmen as he continues takingscalps.

To take figures of 3/12 in five overs in yourfirst game against Krugersdorp is nothingshort of a dream start.

Earlier this month he received a sportsaward for taking four wickets in a match. Hedid this in nine matches during the courseof the season.

It comes as no surprise he also scooped theaward for the best senior bowler, taking 36wickets in 18 matches, keeping the batsmendown to a run rate of 2.9 runs per over.

Thus far he has taken more than 128 wic-kets for Fairmont.

Last year he showed he is destined for hig-her honours in the future as he took 18 wic-kets in five matches for the District Northunder-15 side.

As far as Western Province trials go, hemust surely impress the selectors with 11wickets in three matches at a run rate of 3.7runs per over.

Liam is clear on his goals: “I want to playfor the Cobras when I’m 18 and go and playin the IPL in India. I really enjoy my cricket,and it is always nice to take wickets.”

season, focusing on explosiveness and juston getting my whole body stronger. Al-though I still struggle with my groin and el-bow, I feel a lot better and confident of get-ting the job done in Stellenbosch.
