cing Forum (CPF) addressed to FrancoisBinneman, chairperson of the watch, statesthe watch have been found to be in contra-vention of the code of conduct for neighbour-hood watches.“The finding was made by the concensus

of various roleplayers. These include the Pa-row Community Policing Forum (CPF), Pa-row police commissioner, Colonel PhindiNtungele and a representative of the depart-ment of community safety,” says Deon Ma-neveld, chairperson of the CPF.

Unnecessary forceThe letter was delivered to all the neigh-

bourhood watch members over four weeksago. But Binneman says they won’t stop pa-trolling as none of the allegations againstthem can be proven.“We are getting legal council because we

have been treated unfairly and unprofessio-nally,” he says.Maneveld did not disclose the specifics of

the allegations, but a source who wants toremain anonymous claims members of theexecutive board of the watch would patrolregularly while drinking and would not he-sitate to draw firearms and use force against

The department of Social Developmenthas released the findings of an in depthinvestigation into conditions at Seren-

dipity old age home in Panorama.The investigation followed allegations of

neglect of the home’s frail residents, manyof whom suffer Alzheimer’s Disease. FromJune to October last year, 18 residents diedat thehome,which is supposed to accommo-date 28 people. In one case, the only one inwhich the surviving familywas prepared tosubmit medical records, the department in-structed criminal charges be laid againstthe home.According to Sharon Roberts, owner of

the home, no residents have died since No-vember, when the investigation startedIn the report released last week, social de-

velopment minister Albert Fritz laid downstrict deadlines for changes if Serendipityis to keep operating.The first deadline, to employ a trained

nurse, was met on 19 January, according toRoberts.“The department had to act within the

law, specifically the Older Persons Act inthe course of dealingwith thismatter,” saidFritz in his report.He said the key findings were:•There was no safety programme for resi-

dents and staff, as the facility did not havea fire and safety compliance report from themunicipality,•The building structure is unsafe an not

compliant with municipal by-laws,•The nutrition in meals served did not

comply to legislated guidelines,•The facility does not provide evidence-

based care to older persons,•The facility does not comply with appli-

cable laws/regulations when administer-ingmedication to older persons, as no prop-

er medication administration took place,nor did a trained medical practitioner ad-minister medicine.•The facility does not have appropriate

staffing to copewith thehealthneeds of resi-dents. There is no registered professionalnurse appointed and home based carers areperforming duties which form part of anurse’s scope of practice.The investigation revealed failure to pro-

vide adequate health care resulted in a his-tory of residents being admitted tohospitalsin a severely neglected state.A number of deadlines were set for com-

pliance with legislated guidelines.“The requirements and deadlines im-

posed are non-negotiable, and failure tocomply will see the department act withinthe law to have the facility shut down,” saidFritz.“I amhappywith their requests,” Roberts

says, “But there were irregularities with

the investigation and I am taking that upwith the minister.”“They say I do not have bells in the bath-

room or an oven in the kitchen. That is sim-ply not true,” she says. “There was nothingwrong with the food the residents received,but they want a dietician involved, so wewill do that.”The department is in the process of con-

tacting relatives of the remaining residents,with the intention of having them removedand placed into registered facilities by 19March while Serendipity complies withdeadlines.Fritz said other unregistered facilities in

Hands with Words project, told them thereis a huge need for ministering among thedeaf community in South Africa.“We do not have people in South Africa

who can directly translate the Bible intosign language,” Van der Walt explained.She said this is the first ever attempt to

translate the entire Bible into SouthAfricansign language.Lisa Craye, executive director of Hands

withWords, said they aim to launch 32 evan-gelical Bible stories by the end of this year,but eventually to provide the deaf with thefull Bible in sign language.“It is going to take us forever to translate

the Bible,” she joked. Since the project start-ed in 2013, they only managed to translate16 stories.Craye says the reaction from the deaf com-

munity after seeing a draft of the Bible’s cre-ation story in sign language, was absolutelyincredible.“It was the first time they have ever heard

The 99er is organised and hosted by theEl Shaddai Christian School. There areover 350 volunteers involved on the raceday.

Over R10 000 was raise for charity in theform of on-line donations by cyclists. Inaddition, R30 000 from race profitswere do-nated to Partners for Possibility, InsideOut and the ESCS Scholarship fund. Thisyear the riders will have the opportunityto donate on-line when entering and willalso be able to ride for a specific educationbased charity by making use of the Given-Gain foundation.
