If you own a swimming pool, more taxis your destiny. This was announcedat a press conference last week. Allhouses with swimming pools will nowbe taxed with an additional municipaltax called the Swim Tax.

According to Avril First, maycomember for swimming pools, the taxwill take effect on 1April 2016. “We aredoing a thorough audit of all houseswith swimming pools, to determinewho must be taxed and how much taxthey will pay,” she says.

The taxwill be calculated on the sizeof your swimming pool and on theamount of water it takes to fill up yourpool. The smaller the pool, the less taxyou will pay.

“Home owners will need to fork outfive cents for every litre of water theswimming pool needs to be filled up.It works out to a monthly tax of R2 500for a swimming pool that takes 50 000litres. In addition to that, a yearly taxwill be charged on the size of the swim-ming pool. For instance, if your poolis 20 squaremetres, youwill pay an ad-ditional R2 000, or R100 per square me-tre,” First says.

According to the press statement,people who come forward and declaretheyhave swimmingpoolswill receivea considerable discount. “We urge res-idents to help us with this audit. Bysending us your address and the sizeof your pool, we can save a lot of timeand money. This saving will be givenback to home owners. All home own-ers who send us their details will re-ceive a 37.5% discount on the monthlytax for six months,” First says.

“But we also take into account thathomeownersmightwant to try fool us,so if they send us the details of theirswimmingpool andwe investigate andfind they lied about the size, we willhave no option but to drain the pooland fill it with sand, but we will devel-op a nice herb garden there, and thisis not an April fool’s joke,” she says.

The Parow Community Policing Forum(CPF) is ready to tackle the root ofcrime around the Voortrekker Road

Corridor.This is according to Deon Maneveld, CPF

chairperson, who addressed service provid-ers and the public at the first official CPFmeeting of the year on 24 March.

Maneveld said the time is ripe to startmaking a difference in the area.

The meeting followed an almost five-month battle to have a new CPF executiveboard elected, primarily because no quorumof service providers could be found.

Maneveld said the executive was relieved

they can now start their projects and opera-tions for this year.

“We are busy cleaning house and buildinga solid foundation fromwhich all our initia-tives can be based,” Maneveld told the gath-ering.

“I am result driven, at the end of the yearwe want to be able to say we have accom-plished some things,” he said.

“We have been talking about our firstproject. We are identifying the most chal-lenging area and without saying too much,it is around the Voortrekker Road Corridor,what is going on at night and the issuearound drugs.”

Maneveld said this projectwill involve thepolice, law enforcement and neighbourhoodwatches.

“We are looking forward to some changesin the area, with the appointment of the newParow police station commander, ColonelGert Nel. He is driven to deal with the samecauses, as are we,” Maneveld said.

He then thanked Colonel Phindi Ntungelain her absence for the work she has done asstation commander over the past four years.

Ntungela has been redeployed to Wyn-berg.

“Sometimes change is good so that we canstart afresh with new ideas, but the successof our initiatives will not be up to the execu-tive members of the CPF, it will be up to ev-eryone who challenges us and provides uswith information and asks us questions,”Maneveld emphasised.

A pub and grill that used the side-walk in Voortrekker Road as abraai area had some of its activi-

ties curbed by the problembuilding taskteam. But Parow residents are not satis-fied with the intervention.

“It is not okay to braai outside but itis okay to sell drugs there?” a disgrun-tled woman asks. According to her, “ev-erybody knows about the things that arestill being traded there”.

“The owners acknowledged their con-travention and agreed to move inside.Often business owners misinterprettheir rights and through the interven-tion of law enforcement staff, rectifica-tion is affected,” says subcouncil chair-person Clive Justus about the fact thatthe owner of the pubwas trading outsidehis business premises.

Although Justus, who initiated theproblem building task team, says thecommunity should not expect a head-over-heels approach when it comes todealing with a problem building, thispub is on his list of properties that havebeen sorted out recently.

Other buildings on this list includeevictions at well-known drug dens, butaccording to a neighbour of one of thesepremises, illegal immigrants are rent-ing there again and “business” alreadypicking up.

Still, Justus maintains that headwayis being made.

“Currently, the Parow/GoodwoodProblemBuilding Unit has 30 active cas-es invarious stages of investigation.Theunit is in the process of finalising legalaction against more property owners inthe near future,” he told subcouncil 4 attheir March meeting.

“The team reported 12 problem build-ings to have been remedied via the own-er either selling his building, makingthe necessary building alterations andaesthetic improvements to comply withnew usage, reducing overcrowding, im-proving unsafe living conditions orevicting delinquent tenants accused ofdrug abuse or prostitution,” he said inhis March chairman’s report.

According to Warrant Officer Dono-van Smit, who gave feedback of policeactivity and crime statistics at the 24March CPF meeting, the Parow policeare working side by side with the Prob-lem Building Unit to build cases againstdrug kingpins.

“It is a court driven operation backedby the National Prosecuting Authority(NPA), it is not a quick fix,” said Smit.

He stressed that the police do not doevictions, but take care of the criminalside of the operation, whereas the Prob-lem Building Unit works on by-laws.

“The modus operandi at the momentis to build a case with case numbers, sothatwhenwego to courtwehaveenoughevidence. It is long process. You needproof, otherwise the case will be thrownout,” he said.

Justus urged residents to keep report-ing antisocial behaviour to the taskteam and the police, to help them buildcriminal cases.

“Problem buildings are propertiesthat contravene national building regu-lations, are overcrowded or in a deplora-ble state, are the subject of numerouscomplaints from the public, are invadedby illegal squatters or pose a serioushealth or safety risk in terms of nationalbuilding regulations,” he says.V If you would like this unit to investigate a prob-lematic building, please call them on 021 5961999.

The fraud case against ten members of theParow police has been postponed to 22 Mayfor a final appearance to confirm a trial da-te.

The ten appeared in theBellville regionalcourt on 27 March and bail has been exten-ded.

In the meantime, the accused and theirlegal representatives will have time to pre-pare for the trial.

They are facing charges of fraud and cor-ruption.

“The state is ready to hear the case, Iwould like to fix a trial date on 22May,” thejudge told the accused’s legal representati-ves.

The ten are represented by different legalteams and in some cases representativeshave not consulted with the accused yet.

The ten were temporarily suspended in2014 when the fraud and corruption caseswere firstmade against them, but in Janua-ry an internal disciplinary hearing foundthem not guilty after witnesses had notshown up at the hearing.

They have since taken up their work inuniform again, but have been temporarilyplaced at different stations across CapeTown.

Family of one of the accusedmade allega-tions outside the court that there is proofthat some of them have been set up.

“We have consulted with the lawyer andwill disclose the information after the tri-al,” they told TygerBurger.

Northlink has just become the firstSouthAfrican technical vocational ed-ucation and training (TVET) college

to offer students a fully equipped 3Dprintingacademy.Computer numerical control (CNC) stu-

dents will be the first to benefit from thistechnology with training modules now add-ed to their syllabus.This technologywill broaden students’ ho-

rizons, as it can be applied to a very widefield, says Sandra Schmidt, Northlink’sWingfield campus manager.

Exciting technology“This is a very exciting and developing

technology which is not only being used tomake jewellery and prosthetic limbs, but al-so architectural and engineering proto-types.“Three dimensional model designs were,

up to recent times limited to wood, paper,wax or graphics. It is expected that this tech-nologywill growexponentially in the future,not only in areas like mechanical engineer-ing design but also in other disciplines suchas boat building, civil and electrical engi-neering, aerospace and medical technolo-

gy,” says Schmidt.The ten 3D printers that were imported

from China are actually entry level printersthat “grow” models from CAD drawings indifferent kinds of plastic, says Brad vanReizig, head of the engineering departmentat Wingfield.“But at themoment amultimillion printer

is being developed in Durban that will beable to grow 3D titanium objects. It will beused to make aeroplane parts, for instance,”he says, and adds this kind of environmentis hopefully where trained Northlink stu-dents are heading.

Solar geyser rebatedeadline extendedEskom has extended the cut-off date forsolar water heating systems rebates.

Since Eskom handed the rebateprogramme to the department of energyin February, the two entities haveagreed to extend rebate claims for highpressure systems, with an installationcut-off date of 30 April this year.

Claims have to be submitted by bothinstallers and homeowners no later than16:00 on 29 May.

Installers’ sign-off dates are used todetermine the date of installation andEskom says homeowners are remindedto ensure their respective installersigns and dates claim forms the momentinstallations are complete.

No new solar system supplier orinstaller registrations are being proces-sed by Eskom.

With the World Health Organisationpredicting steady growth in thenumber of cancer patients worl-

dwide, the radiation oncology division atCape Town’s Tygerberg Hospital has recei-ved world-class equipment to enable it totreat patients faster and more effectively.

“We’re privileged to have a very progres-sive and forward-thinking CEO and provin-cial authorities who see the value of inves-ting in state-of-the-art equipment whichenables us to deliver the same quality of ca-re as found in hospitals in Europe and theUS,” says Prof Hannah Simonds, head of ra-diation oncology at Tygerberg, and Associ-ate Professor at Stellenbosch University.

“The Tygerberg radiation oncology divi-sion currently treats around 2 500 patientsa year, with an increase of around 300 year-on-year. As patient cancer awareness im-proves and the population life expectancyincreases due to improved management ofother conditions, we expect to see oncologypatient numbers increasing. So we have tobe prepared,” says Prof Simonds.

South African oncology is characterisedby a larger number of patients in the advan-ced stages of cancer, as well as a largernumber of patients suffering from otherconditions such as HIV and TB than inmuch of the rest of the world. The radiationoncology division at Stellenbosch Univer-sity and Tygerberg Hospital is an internati-onal leader in cancer treatment with radia-tion therapy and chemotherapy, and is re-cognised for its excellence in clinicaltreatment, education and research. Its tre-atments include Intensity Modulated Radi-ation Therapy (IMRT), Four DimensionalComputed Tomography (4D CT) and FourDimensional Positron Emmision Tomogra-phy-Computerised Tomography (4D PET-CT), Linear Accelerators for external beamradiotherapy and radioisotopes in brachy-therapy as well as neutrons and protons incollaboration with I-Themba labs to treatthose cancers that cannot successfully betreated with photons and electrons.

The unit is equipped with four Digital Li-near Accelerators and the MOSAIQ oncolo-gy information system, all from Swedishfirm Elekta, a leading manufacturer of spe-cialist oncology radiotherapy and radio-surgery equipment. The most recent acqui-sitions, the latest Elekta Synergy Digital Li-near Accelerator and the MOSAIQoncology information system, were instal-led just over a year ago.

As one of only two state units furnishedwith advanced oncology radiotherapyequipment to serve around four million pe-ople in the Western Cape, Tygerberg Hospi-tal’s radiation oncology unit seeks to deli-ver the most effective treatment possible,using the most effective tools available.“Many under-resourced hospitals in Africastill have to rely on cobalt gamma ray sy-stems, with the associated risk of causingcomplications. However, our Elekta DigitalLinear Accelerators allows us to limit theradiation exposure of normal tissue and soreduce side effects. We also have a veryhigh- tech imaging system for the best qua-lity assurance,” she says.

The installation of the new electronic pa-tient data management systems will enhan-ce auditing of the division’s patient num-bers, treatment and outcomes. “The end of2015 will be the end of the first full clinicalyear using this data management system.It will support outcomes projects looking atfactors such as toxicity and survival rates.”

A group of heroic swimmers gathered atGlenBeachnearCampsBay lastTuesday fora group swim in preparation for the annualSwim forHope, themost dangerous openwa-ter swim in the world.This 8km extreme openwater swim raises

funds for the Little Fighters Cancer Trust,a local charity supporting families and chil-dren with cancer.The dramatic swim will commence the

moment the wind drops below 12 knots andthe swell below 2.5 metres.This exclusive event was initiated by

swimmer and musician Carina Bruwer in2013, when she braved hypothermia, jelly-fish, sharks and tempestuous weather toround Cape Point. The event has grown andwas evenmentioned in parliament last year,receiving standing applause in the NationalAssembly.“This amazing organisation, which does a

lot of work, especially at the Tygerberg Hos-pital, and has never turned away a singlechild needing support, receives tremendousawareness by means of this event. Swim forHope has no equal as an open water swim-ming event in SouthAfrica, and possibly noteven internationally,” says project managerMandie Erasmus.

Last year the event raisedR120 000 for the cause.Swimmers will swim from Diaz

Beach on the western side of CapePoint to Buffels Bay on the Easternside, Erasmus explains.“The 8km challenge is character-

ized by cold and rough seas aroundthe Point, dangerous and relentlesswaves off Diaz beach and an abun-dance of sea life, while the generalinaccessibility of the terrain con-tributes to the extreme nature ofthe swim. An attempt is usually on-ly possible in moderate weatherconditions, which is why the swimdate can only be called a day or twoin advance,” she said.Funds are raised via public and

corporate donations, and this yearNigerian-based philanthropistsRamzi and Nicole Mansour havepledged to double the public donations up toan amount of R100 000, to encourage andboost fund-raising efforts.All moneys will go towards the Little

Kennis geskied hiermee ingevolge dieWet op Plaaslike Regering: Munisipale Stelsels,Wet 32 van 2000; dieWet op Plaaslike Regering: Munisipale Finansiële Bestuur,Wet 56van 2003, en dieWet op Plaaslike Regering: Munisipale Eiendomsbelasting,Wet 6 van2004, dat die Stad se voorgestelde wysigings aan die geïntegreerde ontwikkelingsplanen konsepbegroting vir 2015/16 vanaf 30Maart 2015 tot enmet 30 April 2015beskikbaar sal wees vir kommentaar by die hoof- munisipale administratiewe geboue, allesubraadskantore (sien lys hier onder) en alle munisipale biblioteke.

1.6 Enige eiendom wat aan die maatstawwe vir ’n openbare voordeelorganisasie indie gewysigde munisipale eiendomsbelastingregulasies voldoen, dog nie vir die100%-korting ingevolge die Raad se belastingbeleid in aanmerking kom nie, salteen 25% van die residensiële koers belas word - R0.001733.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.

2.1 WATER

Drie stelle watertarieweword voorgestel (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak vanwaterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as normby dieWaterverordeningingesluit word, sal dít die tarief wees wat geld.Dit kan egter later na gelang van verderevereiste beperkings hersienword.

’n Verhoging van 11% inwaterverbruikstarieweword voorgestel.

2.1.1 Volledig huishoudelik – water wat hoofsaaklik vir huishoudelike doeleindesgebruik en aan enkelresidensiële eiendomme voorsien word

vir massavoorsiening aan ander munisipaliteite en vir kosteverhaling van diedepartement waternetwerke van die Stad Kaapstad: R3.70 (R4.22met BTW) per kℓ

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede

Hoogtepunte van voorgestelde wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, word nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die konsepbegrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan dievlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe word voorgestel.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

2.2.8 Divers (standaard) – alle verbruikers wat nie onder bostaande kategorieë val nie –95% van waterverbruik: R11.53 (R13.14 met BTW) per kℓ

2.2.9 Divers (Stad Kaapstad-oksidasiedamme) – alle verbruikers wat nie onderbostaande kategorieë val nie – 95% van waterverbruik: R10.84 (R12.36 met BTW)per kℓ

Hoogtepunte van voorgestelde wysigings

Hoogtepunte van voorgestelde wysigings

• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat minder as 250 kWh per maandontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegene wat tussen250 kWh en 450 kWh per maand ontvang ’n gratis basiese toevoer van 25 kWhper maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg van dieverhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsien word.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

Kyle de Wet is proof that constant hard workpays off – frankly it is his cricket bat that doesthe talking on the field.

The Grade 11 learner at Fairmont HighSchool who is a top order batsman, practical-ly eats, drinks and sleeps the game.

He recently scooped three top awards at theprize giving, walking away with Best SeniorBatsman, Senior Batsman and a merit award.

Kyle also played his way into the NorthernDistrict side which in itself is another big ac-complishment.

Cricket in the northern suburbs is impro-ving all of the time and to be chosen to playfor the Northern District team says a lotabout the talent this young fellow possess.

According to his mom Lizette, Kyle livesfor his cricket. “When doing his homework,it is in front of the TV, watching cricket. Heis enjoying his meals in front of a cricket ga-me. The Xbox game is a cricket game. All hisfriends have to, even if they do not like it,watch and play cricket with him. On theother hand, he is a real gentleman. As cricketis a gentleman’s sport, it is no wonder he likesit so much.

“He knows so much about this sport. Andhe has so much patience in explaining everyt-hing to his mom and his friends. He will even

coach his friends how to play excellent cric-ket,” said a proud Lizette de Wet.

Currently, Kyle is seeing his coach once aweek for one-on-one sessions in preperationsfor the Western Province trials.
