1. Introduction:
To demonstrate compliance with the applicable requirements of CAR-145 Regulations,
organisations are required to maintain and develop a Maintenance Organisation Exposition
(MOE).
In the case of Foreign AMOs (FAMOs), CAR-145 provides additional information and indicates
that this MOE may take the form of:
a) A full UAE GCAA MOE approved by the GCAA; or
b) An EASA MOE (showing compliance with EASA Part-145) acceptable to the GCAA,
supplemented by this document (hereafter called “The GSP”); or
c) An FAA Repair Station Manual together with EASA MOE Supplement (showing compliance
with FAA/EASA requirements under the Bilateral Agreement), acceptable to the GCAA,
supplemented by the GSP.
2. Requirements:
In line with the introduction of non-expiring AMO Certificate for Foreign Approved Maintenance
Organisation (FAMO’s), The GSP is required to be published to demonstrate organisation’s
compliance with the GCAA additional requirements defined in the AMO Certificate ref: AWF-AMO-
007B Appendix II.
3. GSP control and maintenance:
The FAMO’s Post Holder-Quality Assurance shall be assigned the function to publish, maintain
and update of The GSP.
However, the ultimate accountability of the above is with the FAMO’s Accountable Manager.
The GSP shall be available to the staff before exercising the privilege under the GCAA AMO
Certificate and, when required, to the GCAA.

6. Additional Requirements:
I. Notification to the GCAA in respect of changes to organisation’s activities,
approval, location, personnel (i.a.w CAR 145.85):
The FAMO’s Post Holder-Quality Assurance shall be assigned the function to notify the GCAA,
as soon as practicable, on any of the following changes:
1. The name of the organisation;
2. The main location of the organisation;
3. Additional locations of the organisation;
4. The accountable manager;
5. Any of the persons nominated under CAR 145.30(b);
6. The facilities, equipment, tools, material, procedures, work scope or certifying staff
that could affect the approval
However, the ultimate accountability of the above is with the FAMO’s Accountable Manager.
II. Notification to GCAA on any changes to EASA/FAA approval status:
The FAMO’s Post Holder-Quality Assurance shall be assigned the function to notify the
GCAA, as soon as practicable on any changes to EASA/FAA approval status.
However, the ultimate accountability of the above is with the FAMO’s Accountable
Manager.
III. Corporate Commitment by the Accountable Manager:
The GSP and the latest EASA approved MOE (or FAA RSM and EASA MOE Supplement)
define the organization and procedures upon which the UAE GCAA AMO approval is
based as required by CAR 145.70. These procedures are authorised by the undersigned
and shall be complied with when work orders are being processed under the terms of the
GCAA AMO approval.

It is accepted that the procedures do not override the necessity of complying with any new
or amended regulation published by UAE GCAA where these new or amended regulations
are in conflict with these procedures.
It is understood that the organization is authorised to exercise the privileges as specified
in the UAE GCAA CAR-145 Approval when organisation satisfies that the established
procedures maintains safety standards. It is further understood that the UAE GCAA
reserves the right to suspend, revoke or limit the AMO approval of the organization if it
has evidence standards are not upheld or procedures followed or failure to complete the
payment of associated fee for continue validity of the AMO approval certificate.
It is agreed that the GCAA reserves the right to audit the organisation (e.g facility, station
etc) as and when required. The organisation shall provide the GCAA with the necessary
arrangements to access the facility and/or station(s) and payment of the appropriate costs.

IV. Uploading of approved Exposition/Manual and any subsequent amendment into
GCAA Q-Pulse:
The organisation shall be responsible for uploading the latest version of EASA MOE or
FAA RSM and EASA MOE Supplement.
V. Occurrence Reporting i.a.w CAR 145.60 The organisation shall notify and report to the GCAA, and the organisation responsible for
the design of the aircraft or component, of any unsafe condition of the aircraft or
component that has resulted or may result in hazards to flight safety.
Reporting to the GCAA shall be through the GCAA Website (ROSI system), as defined in
GCAA Civil Aviation Advisory Publication, CAAP 22.
Reference may also be made to the company’s procedures (indicate Reference).
VI. Release to Service Procedure:
The organisation is responsible for complying with the requirements of CAR 145.50 for
release to service of UAE registered aircraft and component for fitment thereto.
A certificate of release to service (CRS) shall be issued by appropriately qualified and
authorized certifying staff when satisfied that all maintenance has been properly carried
out in accordance with UAE Civil Aviation Regulations and the organisation’s specific
release to service procedures.
Additionally the UAE GCAA approval certificate number shall be stated on the aircraft
CRS, which shall additionally contain the following statement required by AMC to CAR
145.50(b);
“Certifies that the work carried out except as otherwise specified was carried out in
accordance with CAR 145 and in respect to that work the aircraft/component is considered
ready for release to service”.

VII. Release to service procedure for organisation holding B Rating approval
The organisation is responsible for compliance with CAR 145.50 for release to service, of
UAE engine intended for fitment onto UAE registered aircraft using UAE GCAA AW Form
1. Attached sample of GCAA AW Form 1.
Any component other than Engine can be released using AW Form 1 or any other release
form as specified under CAR-145.42(a)
VIII. Certifying staff Qualification – compliance to Appendix IV to CAR 145:
The organisation is responsible for ensuring that the Certifying Staff not qualified to GCAA
CAR 66, shall comply with Appendix IV to CAR 145 in regard to Certifying Staff
requirements.
a. Certifying Staff and Support Staff Records:
Certifying Staff records shall meet the requirements of 145.35(j)
b. Qualification Procedure for Specialized Services
UAE GCAA requires tasks associated with Non Destructive Testing (NDT) shall be
accomplished with reference to CAR 145.30, APPENDIX X to CAR-145.
IX. Certifying Staff training on UAE operators procedure and documentation
The organisation is responsible for ensuring that Certifying Staff are trained and continue
to be familiar with the relevant UAE operator’s procedures and documentation before and
when exercising the privileges of the Certifying Staff authorization.

7. Appendices:
Appendix I – Table 1, 2 or 3:
Application for an EXTENSION of GCAA AMO approval must complete and submit a Form AWF-AMO-004 - CORPORATE COMMITMENT BY ACCOUNTABLE MANAGER FOR FOREIGN APPROVED MAINTENANCE ORGANISATIONS.
The Tables in this Appendix 1, must be completed or updated when the applicant requesting a change/add scope of work outside the EASA or FAA/EASA (with EASA Bilateral Agreement) and have been approved by the GCAA.
If the change is within EASA or FAA/EASA scope of work, these Tables must be empty of any entry.
It is the responsibility of the organisation to ensure that these Tables in Appendix 1 is up to date and consistent with the approval issued by the GCAA at all times.

INSTRUCTIONS to fill the Table 1, 2 or 3: (Refer Appendix II to CAR 145)
The following instruction must be followed to complete the Tables in Appendix I (when applicable).
(1) AIRPORT NAME/ STATION (code) or LOCATION :
Enter clearly the location of the maintenance facility where the maintenance works is being performed.
e.g. - i: DXB – Dubai International Airport, SHJ – Sharjah Airport
e.g. - ii: Al Awir, Dubai, Nantgarw, Cardiff, South wales, UK - if located away from the Airport
(2) Enter clearly the class rating from one or more of the following; A, B, C and D. (Rating other than A Rating)
For B1/B2/B3 - Enter the engine/APU Manufacturer and type and any restrictions/ limitations
e.g. Engine (B1, B2 & B3 rating) limited to module change only, and etc.
(3) LINE MAINTENANCE – AIRCRAFT/ENGIE LIMITATION:
Enter clearly the level of the maintenance work performed as per the application submitted to the GCAA (Refer Keys):
i. For Line maintenance - Level of Scope of Works: L1, L2. L3, L4 or L5 (as applicable) – Use the following KEY:
L1: mean Preflight & Transit check including Minor Defects Rectification
L2: means L1 checks up to and including Daily check
L3: means L2 checks up to and including Weekly/Service check
L4: All line maintenance Checks up to and including A Check
L5: as defined in the application submitted to the GCAA, and
LIMITATION – Enter aircraft type (with the engine type fitted).
NOTE: Freighter version must be entered as individual model/ variant.

NOTE: The GSP will be published and distributed to the staff, and made available upon
GCAA request.
