Introduction

Whereas Bar-Ilan University (henceforth: “the university”) is the proprietor of

the student dormitories which are located on the university campus

(henceforth: “the dormitories”).

And whereas The student has registered for studies at the university in the 2014-15

school year and has asked to be allowed to live in the dormitories.

And whereas The university has agreed to give the student authorization to live in

the dormitories according to the conditions and provisions detailed in

this undertaking letter.

And whereas Without detracting from the other instructions of this undertaking

letter, the above authorization is dependent on the principal

conditions, which are: The student is legally registered as a student at

the university and is in practice studying at a scope of at least 20

weekly hours for freshmen and at least 18 weekly hours for

Therefore, the student confirms, with his signature on this undertaking letter, that

he is aware and accepts the conditions for receiving authorization to use the

university’s student dormitories, and he agrees to them and undertakes to act

according to them, as detailed above and henceforth:

Introduction and Appendices

1 The introduction to this undertaking letter and its appendices comprise an integral

part of it.

2 The titles of the sections are intended solely for orientation in the undertaking

letter and will not be used for its interpretation.

The Authorization

3 The university authorizes the student to live in a room that will be allocated to him

in the dormitories (henceforth: “the room”) and to use the public areas and

facilities in the dormitories, and the student accepts this authorization from the

university, and all – according to the provisions detailed in this undertaking letter

and subject to them (henceforth: “the authorization”).

4 The authorization is for living in the room and using the dormitories solely for

accommodation purposes, solely personally by the student, and all – according to

the conditions of this undertaking letter. Any use that deviates from this will

comprise a fundamental breach of this undertaking letter.

5 The authorization is for living as a single person, in a room intended for two

roommates. Another student, of the same gender, will live together with the

student, according to the university’s choice and its decision (henceforth: “the

roommate”.

6 The student declares and certifies that in this undertaking letter he is given

permission to live in the room only, and that he did not pay and will not pay the

university any key money and/or any payment pertaining to and/or related to his

accommodation in the room except for the accommodation fees according to this

undertaking letter, and therefore no tenant and landlord relations or provisions of

the tenant and landlord law [consolidate version] 1972 or any other law or

regulation for protection of tenants will apply to this undertaking letter or the

authorization.

7 Without detracting from the other provisions of this undertaking letter, the

authorization is dependent, at any time, on the preconditions. The student confirms

that he knows that these conditions are cumulative and that in the event that, for

any reason, one of these conditions will cease to exist, the authorization to live in

the dormitory will expire immediately and the relevant provisions for this matter

will apply, as detailed henceforth. The student undertakes to inform the Office of

the Dean of Students in writing, within 7 days, about any of the preconditions that

ceased to exist.

The Authorization Period

8 The authorization is for the period that begins on October 26, 2014 and ends on

July 31, 2015 (henceforth: “the authorization period”). In order to remove all

doubt, it is clarified that the authorization period includes the entire period in the

definition, including periods in which there will be no studies at the university for

any reason.

8.1 Summer dormitories – extending the authorization period for the duration

of the summer vacation (i.e., from the end of the authorization period until

the beginning of the next school year) or part of it, requires separate

registration and the explicit confirmation of the dormitory management

which will be given according to its discretion and subject to the relevant

preconditions, as will be publicized by the dormitory management. It is

clarified that in any case, authorization to reside in the dormitories during

the month prior to the beginning of the next school year is dependent on

the applicant having been accepted to the next school year, having paid an

advance and having signed the required undertakings. In any case that such

a confirmation will be given to extend the period of authorization for the

duration of the summer vacation or part of the vacation, the conditions of

this undertaking letter and with the obligating changes, will also apply to

the period of the student’s stay during the authorized period (henceforth:

“summer authorization period”).

9 In special cases, and subject to a written confirmation by the Dean of Students

according to his discretion, the university will extend the authorization period by

one week (henceforth: “extended authorization period), and this – subject to the

student’s presenting the above confirmation to the housefather at least 14 days

before the beginning of the extension. This undertaking letter will also apply to the

extended authorization period.

Accommodation Fees for the Dormitories

10 The accommodation fees for a single person in the dormitories for the entire

authorization period are as detailed henceforth, true for the consumer price index

of July 2014 (henceforth: “the basic index”). The accommodation fees will be

linked to the rise in the consumer price index:

10.1 2 occupants in a room intended for two roommates in the Sherman,

Gaon, Wolfsohn and Gross dormitories – NIS 7,992 (according to NIS

888 per month);

10.2 1 occupant in a room intended for two roommates in the Sherman, Gaon,

Wolfsohn and Gross dormitories – NIS 12,807 (according to NIS 1,423

per month);

10.3 A student with a tourist status will pay a supplement of NIS 2,000 for 9

months of authorization. In the event that he changed to the status of a

new immigrant during the authorization period, he will be entitled to a

refund of this supplement. The refund will be carried out through the

tuition fee debits.

11

11.1 The student knows that the accommodation fees were calculated

according to the authorization period, where the authorization that

begins in the first half of the “authorization month”, in its following

definition, obligates full dormitory fees for that month, whereas

authorization that begins in the second half of the “authorization month”

obligates only half of the dormitory fees for that month.

11.2 “Authorization month” means as follows:

11.2.1 A period of one month which begins on the 1st of the calendar

month and ends on the 31st (or the last day) of that same

calendar month, when the academic school year began between

the 1st of the month and the 15th of the month;

11.2.2 A period of one month which begins on the 15th of the calendar

month and ends on the 15th of the following calendar month,

when the academic school year began between the 15th of the

month and the 31st (or the last day of the month).

12 The accommodation fees will be paid in the following manner:

12.1 An advance of NIS 500 will be paid before entering the dormitories.

12.2 The remaining sum will be paid in three equal payments with the

addition of the linkage differences for the rate of increase in the

consumer cost index which is known at the time of actual payment

compared to the basic index, on the following dates:

12.2.1 First payment – not later than December 15, 2014

12.2.2 Second payment – not later than February 15, 2015

12.2.3 Third payment – not later than April 15, 2015

12.3 Notwithstanding the aforementioned in sections 11.1 and 11.2, payment

of students of the preparatory course for immigrants will take place on

dates that will be detailed at the beginning of the year by the office of the

dormitories section. The document in which the dates are detailed will

comprise an integral part of this agreement.

12.4 A cumulative arrears interest will be added to any sum on account of the

accommodation fees that will not be paid on time, at a rate of 0.25% per

week, or at a different rate that will be collected due to delay in payment

of tuition, all – according to the ruling of the university administration.

12.5 The accommodation fees shall be treated as tuition for all intents and

purposes and their non-payment on time will give the university the right

to take any action against the student that was ruled for the matter of

non-payment of tuition. Furthermore, and without detracting from the

generality of the above, in case of non-payment of the full

accommodation fees and/or non-payment on time, the university will be

entitled to stop the authorization and/or to stop the student’s studies

and/or to prevent him from taking exams and/or receiving services

and/or different confirmations until full settlement of his debt to the

university, and this – without this detracting from the student’s

obligation to pay the full tuition and the accompanying payments for the

school year.

It is hereby clarified that payment dates according to this agreement are

binding and are not dependent or conditional on the receipt of payment

slips from the tuition fee department. The student's responsibility and

undertaking is to make full and due payments and, if he did not receive

payment vouchers, to directly contact the tuition fee department, and

even to visit the department, for the purpose of arranging all payments.

12.6 To remove all doubt, it is clarified that the student must pay the entire

accommodation fee for the entire authorization period, including for

periods during which no studies took place at the university, for any

reason.

The Authorization Conditions

13 The student undertakes to use the room and the dormitories solely according to the

authorization he was given and according to the conditions of this undertaking

letter.

14 The student undertakes not to transfer his rights according to this authorization or

relating to it, or part of them, to any other person or factor, whether for a reward or

not for a reward.

15 Without detracting from the generality of the above, the student undertakes not to

pass the keys to his room and the keys to the main door to another, and not to

enable another use of it that deviates from temporary hosting according to the

dormitory regulations.

Rules of Behavior in the Dormitories

16 The student undertakes to behave according to the instructions of the

dormitory regulations, which are attached as Appendix A to this undertaking

letter and comprise an integral part of it, during the entire authorization

period. It is clarified that the instructions of the regulations are intended to

supplement the instructions in this undertaking letter and not to detract from them.

17 The student undertakes to obey the instructions of the housefather, who is

responsible for dormitories and rooms on behalf of the university. It is clarified

that in any place where “housefather” appears in this undertaking letter, this also

means “housemother”.

18 The student undertakes that during the entire authorization period and during his

living in the dormitories he will observe the sanctity of the Sabbath and the Jewish

holidays, in the dormitories and on the university grounds.

19 The student undertakes not to introduce into the university premises in general and

to the premises of the dormitories in particular, foods – whether cooked, dried or

liquid – of any type, which did not receive and/or do not have an appropriate

certificate of kashrut from the Chief Rabbinate of Israel. In any case where

concern should be created that the above food, whether before being cooked or

afterwards, is not kosher, the student undertakes not to introduce it to the

dormitories and the university grounds in any form and for any purpose.

20 The student undertakes not to cook or heat food, in any form on the dormitory

premises, except in the public areas that were allocated for this. The student

undertakes to cook in these areas using the appliances that will be placed for this

purpose, only with food and other food products that have the appropriate

certificate of kashrut from a certified rabbinical authority. The student also

undertakes to be strict about observing the laws of kashrut and the instructions and

guidance for using them when using the ranges, ovens, and any other appliance

that will be placed at the disposal of the dormitory occupants.

21 The student undertakes not to introduce into the dormitory, including the room,

and not to make use in these premises, of any cooking and/or heating and/or

cooling appliance – whether electric or other – unless he was supplied with this

appliance by the university and use of it was explicitly permitted by the university.

22 The student undertakes not to introduce into the dormitory and/or the room a

weapon of any kind and/or any other dangerous instrument or item.

23 In addition to all of the above, the student undertakes not to make use of the room

and/or the dormitories that deviates from the limits of the law and reasonability,

within the circumstances of the matter. Without detracting from the generality of

this undertaking, the student undertakes not to cause disturbance, danger, and/or

disruption of the reasonable use of the dormitories by the other occupants of the

dormitory. The student undertakes to maintain order and cleanliness, both in his

room and in the common areas and in the public areas in the dormitories, and to be

strict to observe proper rules of hygiene as well as – the instructions of safety and

security in the dormitories.

24 The student undertakes to inform the housefather of any absence of four days or

longer within the authorization period, except for periods of formal vacations at

the university. The student herewith explicitly agrees and undertakes that during

the period that begins on the eve of Passover until the end of the holiday of

Passover he will not live in the room and will not enter the dormitory premises.

The times of opening and closing the dormitory will be published on the bulletin

board of the dormitories.

The Room, the Furniture and the Facilities

25 The student undertakes to maintain the room and the furniture in it (that is detailed

in the list of equipment and furniture that is attached as Appendix B to this

undertaking letter, and that will henceforth be called: “the furniture”) in clean,

good and proper order. Furthermore, the student undertakes to maintain the

cleanliness and working order of common facilities and common standard

equipment that is found in them. A list of the common facilities and the common

standard equipment found in them is attached as Appendix D to this undertaking

letter. It is clarified that in the event that additional furniture and/or additional

common equipment will be placed at the disposal of the students, beyond the

standard common furniture and equipment as detailed, this will be ex gratia, and

the university will not have any obligation to do this and/or continue to do this. In

any case, the student’s obligation to maintain the cleanliness and working order

will also apply to additional furniture and additional common equipment as

mentioned.

26 The student undertakes to inform the housefather of any damage, failure or loss

that will be caused to the room and/or the furniture and/or the common facilities

and/or the common equipment, immediately after these are discovered.

27 The student undertakes to carry, at his expense, the expenses of repairing any

damage, defect or deficiency that will take place in the room, or the furniture,

except for damage or defect that stems, according to the housefather’s ruling, from

natural wear or from reasonable use according to the authorization.

28 The student also undertakes to carry, at his expense, the expenses of repairing any

damage, defect or deficiency that he will cause to other parts of the dormitories

and/or their facilities and/or the common equipment (the standard and the

additional) that is not within the framework of reasonable use, according to the

housefather’s ruling.

29 The student will not try to repair any damage, defect or deficiency as detailed

above by himself. The university will carry out the repairs/purchase according to

its discretion, and will debit the student for the expenses this involves, according

to its ruling, and this – without his having the right to object or appeal the size of

these expenses. The sums for the return of expenses will be added to the

accommodation fees and everything customary for accommodation fees and any

provisions of this undertaking letter that pertain to payment of the accommodation

fees will apply to them.

Health Insurance

30 The student undertakes to be insured with health insurance in accordance to the

law in one of the recognized sick funds during the entire authorization period and

to have a valid sick fund magnetic card in his possession during his entire stay in

the dormitories.

Guard Duty

31 A male student undertakes to keep guard in the dormitories without reward during

the days and hours as will be set from time to time by the university and those in

charge of this on its behalf.

32 It is clarified and agreed herewith explicitly that the fulfillment of the above

obligation for guard duty will not create employer and employee relations between

the university and the student.

Installation of a Phone

33 Installation of a phone in the room is possible – according to the student’s choice

and in his name only. In the event that he will ask to install a phone in his room,

the student will act according to the instructions of the university, Bezeq and the

Student Union on this matter, and in any case the student will carry all the

expenses involved in the installation of the phone line, maintenance of the phone

line and use of the phone line.

34 The student knows that he must carry all the expenses involved in the installation

of the phone line and all the payments related to the maintenance of the phone

line, including making a deposit or other guarantee as instructed by the Bezeq

Company, payment of monthly bills, interest and linkage, and in case of need also

payment for renewed connection, loss or theft of the telephone.

The University’s Jurisdiction

35 The university – including via the housefather and/or another representative – will

be allowed at any time and according to its absolute discretion to carry out the

following actions:

35.1 To determine and change the identity of those living in the room and their

number and all the details of the accommodation in the room in the

dormitories according to the accepted standard and subject to the building

plans of the dormitories. In order to remove all doubt, it is clarified that the

university will be permitted according to its absolute discretion, to transfer

the student from room to room or to transfer him to another dormitory

and/or rented flat as well as to change his roommate. It is clarified that a

student who will not heed the instructions of the university according to

this section and will remain a single occupant in a room intended for two

occupants, will be debited for double the dormitory fee, and this – without

detracting from any other remedy rights of the university in such a case.

35.2 To change the dormitory fees according to need.

35.3 To enter the room and any other part of the dormitories without asking

permission from the student, at any time and for any purpose.

35.4 To remove items of furniture and equipment for a period of time or for

good, to exchange them with others and/or to make changes or repairs in

them.

35.5 To instruct the student to remove equipment and/or furniture and/or any

other item that he introduced into the room and/or the dormitories, to

forbid use of certain equipment and furniture in the dormitories and/or to

introduce them into the premises of the dormitories and/or the room.

36 During the school year and during the vacations between semesters repair work

may be carried out in the dormitories, in the accommodation rooms and in the

public areas and/or construction work near the dormitories, within the framework

of development of the campus. The university will do its utmost that any

disturbance that involves repair and construction, including noise and dirt, will be

as minimal as possible. However, it is clarified in advance that in any case, the

performance of work as mentioned in this section will not lessen the

accommodation fees and will not levy on the university any obligation for a refund

and/or compensation, monetary or otherwise.

37 It is agreed that this contract contains nothing that negates, harms or restricts the

rights and jurisdiction of the university that are given it in any way including by

law and/or by the contract and/or according to the university documents, and that

the university will be permitted to use all the power it is given.

38 The student knows that the university is not responsible for loss or harm to his

equipment or property and/or of others that is found in the room or the

dormitories, during the authorization period and after it (including when moving

to another room and/or while clearing the room and afterwards). Personal

belongings on the dormitory premises are not insured by the university and the

responsibility for their intactness and/or security as well as their clearance on time

is levied on their owner. The university is entitled to clear out, give away or throw

away objects that were not cleared away on time (including objects that were

found outside of the student’s room, even during the authorization period) and the

expenses this entails will be levied on the student.

Termination of the Authorization

39 The university will be permitted to terminate the authorization immediately (even

before the end of the authorization period) in any case in which the student

breached a provision of the provisions of this undertaking letter (including the

regulations) or any monetary undertakings that he took on himself towards the

university. In the event that this is a breach that can be corrected – the university

will be permitted to terminate the authorization immediately if the student does

not correct the breach within 14 days from the time he was requested to do so.

40 Without detracting from the generality of the above, the university will be

permitted to end the authorization immediately and to demand that the student

leave the room immediately (not to stay and not to sleep in it) and to clear his

belongings within 7 days if the student ceased being a student at the university

and/or breached the discipline regulations of the university and/or one or more of

the preconditions for eligibility for the dormitories ceased to exist pertaining to

him and/or according to a written instruction from a physician that states that the

student comprises a medical risk for the occupants of the dormitories.

41 The student will be allowed to terminate this undertaking letter if he delivers a

notice in writing about his intention to do so to the Dean of Students at least 14

days in advance.

42 It is clarified that the student will be obligated to pay dormitory fees for the entire

authorization period as it is defined in this undertaking letter. If the undertaking

letter was terminated before the end of the above period, the student will be

obligated to pay dormitory fees for the period until the end of the undertaking

letter (including the period of the prior notice as mentioned above, whether the

student lived in the dormitory during this period or not) or for the period until the

actual clearing of the room, according to the later of the two.

43

43.1 If this undertaking letter was terminated by the student during the period

from Novemeer 01, 2014 until January 31, 2015, he will be debited, in

addition to the dormitory fees as mentioned above, also for a fixed and pre-

agreed upon compensation at a rate of double the monthly dormitory fee.

43.2 If this undertaking letter was terminated by the student during the period

from February 01, 2015 until June 30, 2015, he will be debited, in addition

to the dormitory fees as mentioned above, also for a fixed and pre-agreed

upon compensation at a rate of one monthly dormitory fee.

43.3 In the event that the authorization was terminated by the university because

of a breach of a provision of the provisions of this undertaking letter or the

regulations that are appended to it or the disciplinary regulations of the

university and/or because of a breach of a monetary undertaking towards

the university and/or because the student ceased being a student at the

university, this will be regarded as a termination of the undertaking letter

by the student and the above provisions regarding an agreed upon

compensation before the termination date will apply to it.

43.4 The debit of compensation according to this section shall be treated as

tuition fees for all intents and purposes.

43.5 What is mentioned in this section is intended to supplement what is

mentioned in the declarations form about the verity of the details that the

student gave at the time of presenting his candidacy for accommodation in

the dormitories. The declaration form is attached as Appendix C to this

undertaking letter and everything written in it comprises an integral part of

the conditions of this undertaking letter.

Moving Out

44 The student is obligated to clear the room and the dormitories at the end of the

authorization period or upon the early termination of the authorization or

undertaking letter and to return it – including the equipment detailed in appendix

B – when it is clear and free of any person or object, in good and proper order as

he received it, except for wear stemming from normal and reasonable use, and to

hand the keys to the room to the housefather – according to the procedure detailed

on the bulletin board.

45 If the student does not clear his belongings from the room and from any other part

of the dormitories by the date on which he must do so, he will be debited with a

monetary fine of one monthly dormitory fee. The university will also be permitted

to remove these objects from the room and the dormitories and store them at the

student’s expense or to carry out any other action on them, including discarding

them – all according to the possibilities at its disposal and its discretion, and the

student waives in advance any claim that he may have because of this. The student

will be obligated to return to the university any expense it will incur in connection

to the clearing and the storage as mentioned, and the debit shall be treated as a

debit of tuition fees for all intents and purposes. It is clarified that the university

will not be responsible for the intactness of the objects whether or not it chooses to

realize its rights to clear them. The said in this section will also apply to objects

left by the student in the public areas during the authorization period.

46 In addition to the mentioned above regarding moving out, in the event that during

an emergency situation or war the security forces will demand the use or holding

of the entire or part of the dormitory building, including the room, the student will

clear the room immediately, for the period required by the security forces.

Clearing the room due to the above demand will not comprise a breach of the

authorization by the university and the authorization period will not be extended

because of the time period of the clearing, however the student will not be debited

for dormitory fees for this period. At the end of the clearing period the student will

be permitted to return to the room, and the obligation to continue to pay rent

beginning from the date when the clearing period ended will apply to him,

according to a notice by the university to the student, and until the end of the

authorization period. In case of the clearing as mentioned, the student will remove

all of his possessions from the room, will take them with him or will store them in

a place as instructed by the housefather. In the event that at the time of giving the

instruction to clear, or during the actual clearing, the student will be absent from

the dormitory, he herewith gives the university, a priori and from now, irrevocable

permission to clear his possessions and store them in a place that will be allocated

and of which the student will be informed.

Addresses

47 Addresses of the parties for the purposes of the authorization and this undertaking

letter are their addresses in Israel, as detailed henceforth, and any notice that will

be sent by registered mail to one of these addresses will be regarded as having

reached its destination within 72 hours from the time it was delivered to the post

office. In addition, a notice will be regarded as having been handed to the student

from the moment it was placed in the mailbox in the dormitories.

Appendix A to the Undertaking Letter for Authorization to use the

Bar-Ilan University Dormitories

The Dormitory Regulations

The student dormitories on the Bar-Ilan University campus are part of the extensive

activity maintained by the University to help students in the field of housing. These

dormitories are conducted according to Jewish religious laws and are intended for

religious and Torah-upholding students. They comprise an appropriate framework –

unique among the universities in Israel – for the population of religious students, and at

the same time make a significant contribution to strengthening the special character of

Bar-Ilan University, which views the principles of Judaism as the uniqueness of the

Jewish people. All this, in the spirit of the vision of the founders of the University to

establish a higher education institution, that cultivates and advances learning and research

in all branches of the Torah and the sciences and in the spirit of the Torah of Israel and

Jewish tradition.

1 Public Prayer

1.1 In order to maintain a Sabbath atmosphere on the campus, observation of

the Sabbath according to religious law and prayer in a minyan, students

who remain in the dormitory on Sabbath must participate in the Sabbath

prayers in the campus synagogue.

1.2 It is clarified that the obligation of regular participation in prayer does not

apply to female students.

1.3 The prayer times are published by the Office of the Campus Rabbi and on

the bulletin board in the dormitories.

2 Hosting

2.1 Entry and/or staying of members of the opposite gender in a building

and/or room in the girls’/boys’ dormitories is forbidden after 23:00 until

08:00 on the following morning, on all days of the week.

2.2 Inviting guests of the same gender to sleep in the girls’/boys’ dormitories

obligates obtaining permission from the housefather, or in the absence of

the housefather, from the dormitory counselor.

2.3 The student will be responsible for the behavior of his guests and visitors

and will care that his guests and visitors will behave properly and will

avoid doing anything that may disturb the convenience of the students in

the dormitories and/or disturb the peace and quiet in the dormitories and/or

perform an action that is forbidden to the dormitory occupants according to

the undertaking letter and the dormitory regulations.

2.4 Breaching a provision of the provisions in this section comprises a

fundamental breach of the authorization conditions, due to which the

university is permitted to bring to an immediate termination of the

authorization. Without detracting from this, a breach of the provision

comprises, as mentioned, a serious discipline offense, whose punishment is

expulsion from the dormitories.

3 Property and Accommodation Rooms

3.1 For security reasons, the door to the room and the entry door to the

building must be locked, and so also the closets. The keys, during the

authorization period, are intended solely for use of the student who

received them. The key to the room and the key to the entrance must not be

given to any other person, including residents of other dormitories. Keys

must not be left above the doors. The doors must be locked at night. The

key must not be left in the lock.

This provision is intended to protect dormitory residents, and to maintain

safety, security and orderly measures in the dormitories. This provision is

required also to ensure the privacy of dormitory roommates and their

belongings. As such, and in light of the severity of the breach of this

provision and the prevalence of the phenomenon, it has been decided that

the minimum punishment for the violation of this provision is a fine of NIS

500.

3.2 It is forbidden to put or hang an additional lock on the room, unless

permission for this was obtained from the housefather and on condition

that he was given a key to this lock. The university will be permitted to

undo and remove any lock or other latch that was hung or fixed contrary to

this section, at the student’s expense.

3.3 The personal belongings in the dormitories are not insured and the

responsibility for their intactness or their insurance is levied on the owner.

It is recommended not to keep valuables or sums of money in the rooms. A

bank is at the students’ disposal, which is found at the entrance to the

university. A student who is interested in keeping money or important

documents will turn to the housefather. Any case of loss or theft should be

reported to the housefather immediately. It is clarified that the university is

not responsible for any damage, loss or theft of the property of the students

or their guests in the dormitories.

3.4 It is forbidden to move furniture or bed linen that belongs to the

dormitories from one room to another, from one building to another and

outside the university grounds, and it is also forbidden to move property of

the university to the rooms, except for the listed equipment.

3.5 It is forbidden to use cooking utensils, electric or others, or electric

appliances for heating food or heating the room in the accommodation

rooms.

3.6 It is forbidden to light fire in the rooms. Lighting Sabbath or holiday

candles is permitted only in the kitchen.

3.7 It is forbidden to keep animals in the dormitory (including in the rooms)

and/or the entire area of the campus.

3.8 It is forbidden to hang pictures in the rooms, except in the places intended

for this. Hanging pictures contrary to this section will obligate the student

to pay the expenses, as will be set by the university, for repairing the

damage and painting the room. This debit shall be treated as a debt of

tuition fees. It is clarified that in any case the student will not be permitted

to paint the room himself.

3.9 The students are obligated to clean the rooms in which they live and the

adjacent bathrooms and toilets. The students will be obligated to pay for a

thorough cleaning of the room and/or bathrooms and toilets in the event

that these will not be found clean, as they were received from the start. The

above debit is shall be treated as a debt of tuition fees.

3.10 Order and cleanliness of the kitchens and dining areas must be maintained.

3.11 Cleanliness of the hallways, the yards, the gardens and the other public

areas in the dormitories and around them must be maintained. A student

who will throw materials and trash in these public areas (including

throwing from the window) will undergo a disciplinary trial and may

expect a punishment of expulsion from the dormitories. Utensils and

objects belonging to the students that will be found in the public places

will be discarded.

3.12 The lights should be turned off anytime that there is no need for lighting.

3.13 The students are asked to avoid wasting electricity, water, and gas and will

obey the instructions of the housefather regarding their use. A student who

used electricity, water or gas above the reasonable amount, after the

housemaster remarked on this three times, will be obligated to pay the

excess expenses, according to the housefather’s estimation.

4 Smoking

It is absolutely forbidden to smoke in all the premises of the dormitories including

the windows and openings of the accommodation rooms and the public areas.

5 Illness

5.1 A student who lives in the dormitories must be equipped with a valid sick

fund card.

5.2 The student must inform the housefather of any health problem, illness or

injury, medical problem, regular intake of drugs or injections.

6 Absences

The housefather must be informed of any absence of four days or more and the

address where the student will be found during this period.

7 Discipline

7.1 The student must behave properly and in a suitable manner and not

participate in any form or manner in criminal or forbidden activity. The

student must avoid doing anything that may harm the good reputation of

the university or the reputation of the student body.

7.2 The student must behave in a manner that will not endanger the other

students, will not disturb their convenience and will not harm their

reasonable use of the dormitories.

7.3 The student must maintain the quietude in the dormitory in all hours of the

day and be especially strict about keeping the quietude from 22:00 in the

evening. Disturbing the quietude is a justified reason for expelling the

student.

7.4 The student must obey the instructions of the housefather and the

counselors at all times.

7.5 In case of differences of opinion with the housemaster or the counselors,

the appellant may present his opinion to the dormitories committee via the

Dean of Students. However, until clarification of the matter, the appellant

must fulfill all the instructions.

7.6 A student may turn to the university authorities on matters of the

dormitories only via the housefather.

7.7 The student is obligated to participate in the dormitory meetings that

usually take place twice a year.

8 Modesty

8.1 The students will not leave their rooms (including to the hallways) in

immodest or improper dress (i.e., in skirts or trousers that do not reach the

knee, or sleeveless blouses or blouses that expose the belly – for girl; in

underwear or without a shirt or undershirt or without a yarmulke – for

boys).

8.2 Immodest activity is absolutely forbidden on the dormitory grounds.

8.3 Hanging immodest pictures and showing immodest video films is

absolutely forbidden on dormitory grounds.

8.4 Breaching provisions in this section comprise a serious discipline breach

which is punishable by expulsion from the dormitory.

9 General

9.1 A student who is interested in staying in the dormitory on the Sabbath will

inform the housefather of this in writing not later than Thursday at 16:00.

9.2 The time of locking the dormitory on Friday (on a Sabbath where no

occupants are staying) will be set and publicized on the bulletin board in

the dormitories by the dormitory division. The student undertakes to be

updated and meet the publicized instructions.

9.3 Sleeping on the university grounds and/or in the dormitories outside the

accommodation rooms (on the lawns, in classrooms, etc.) is forbidden.

9.4 Possession of sabotage material and/or ammunition and/or inflammable

materials such as benzene, gasoline, etc. on the dormitory grounds is

absolutely forbidden.

9.5 Games of chance and gambling, other card games for money, drinking

alcohol, possession and/or use of drugs or any other illegal action or deed –

are absolutely forbidden.

9.6 The student will not deal and will not participate in any manner or form in

criminal activity and/or activity that is against the laws of the State of

Israel and/or activity that is contrary to the undertaking letter, these

regulations, or any other regulations of the university.

9.7 The university cares for regular guarding by means of a group of

professional and experienced guards. Therefore, students who are

requested by one of the guards (who wear a special uniform) to identify

themselves and explain their actions and behaviors, or to help if asked, are

obligated to fulfill the demands of the guards and their instructions within

the framework of their job.

9.8 The student is obligated to read, keep updated and follow the

announcements that appear on the dormitory bulletin board.

9.9 It is forbidden to ask for entry authorizations for a car into the university,

unless according to the instructions of the dormitory division.

I declare that I have carefully read the undertaking letter regarding authorization to use

the dormitories and the dormitory regulations which are appended to it and I fully accept

their provisions and instructions, including all their details.

Appendix C to the Undertaking Letter for Authorization to use the

Declaration Form

I herewith declare that all the details that I gave above are correct and complete. I also

undertake to inform the dormitory division at the Office of the Dean of Students of any

change that will take place in my financial situation and/or in any of the details which I

gave above, immediately after the change takes place.

I am aware that giving false details or omitting details or not updating details that

changed during the handling of the request for living in the dormitories and/or during

living in the dormitories will lead to deprivation of my right to receive accommodation in

the dormitories and to my prosecution in a disciplinary trial before the university

discipline committee, and will also obligate me to pay compensation as detailed herewith,

everything – according to the discretion of the Dean of Students.

I am aware that if incongruence will be found between what is declared in this form and

the details that will become clear to the university later, any accommodation rights (if

there will be such) that I will have in the dormitories will be abolished immediately. I

undertake that in such a case, without detracting from the right of the university for any

other remedy according to law or contract, I will pay the university, within 15 days, a set

and predetermined compensation at a rate of double the monthly fee for accommodations

in the dormitories, and in the event that I have already lived in the dormitories – double

the dormitory fee for the entire period of my living in the dormitory during which the

details that I gave were false and/or not complete (all this – in addition to the regular fee).

Furthermore, I undertake that in the mentioned case I will compensate the university for

its expenses in clarifying the details, in the event that such were incurred. The monetary

debit of these sums will be carried out through the tuition fee division and all the

university’s rules that apply for collecting debts of tuition will apply to it.

I am aware that upon the abolishment of the right to live in the dormitories, as mentioned

above, I will have to clear my room in the dormitories within one week and return it in

good and proper condition and according to all the obligating procedures. In the event

that I will not clear my belongings on time, I herewith give the university irrevocable

authorization to clear my possessions and store them at my expense or carry out any

action on them including throwing them into the garbage, everything according to the

possibilities it has and its discretion.

I undertake that in the event that I am accepted to the dormitories I will arrange the

registration to the dormitories on time and according to all the instructions and

procedures and will sign the contract for living in the dormitories / undertaking letter as

updated for that time. I am aware that the formulation of the contract / undertaking letter,

as they are in the current school year, is at my disposal for perusal at the Office of the

Dean of Students. I undertake to fulfill all my obligations according to the contract /

undertaking letter and as detailed in the payment voucher as well as any other

number of places in the dormitories is limited, and therefore in the event that I will not

arrange my registration to the dormitories and will not sign a contract / undertaking letter

on time, for any reason, then, without detracting from any other remedy that is imparted

to the university, any right I was given (if it was given) to live in the dormitories will be

abolished.

Waiver of Confidentiality

I authorize the university to examine, as it deems fit, the details that I gave in this form

and any detail that is related to my standard of living and/or of my family. I also give an

irrevocable authorization to any factor or institution which has information about the

above details – including information on my state of health – to hand it to Bar-Ilan

University.
