Is the Baltic Sea Region a region of possibilities for you? Join us in the third UBC youth conference from 26th until 29th of September in Pärnu, Estonia and see that this is true!

The Baltic Sea Region is a region of possibilities for young people! We are now offering an opportunity to explore this. We are inviting you and over 100 young people, civil servants and politicians to take part in a youth conference in Pärnu, Estonia.

During the conference we will dive in under the surface in order to discover possibilities offered in the Baltic Sea Region! We are digging deeper and exploring what is under the surface of cultures, power, participation and much more!

The conference will be a mix of interactive and creative workshops and there will be a lot of opportunities to meet new people and exchange experiences. The conference will be held in interaction with the IX UBC General Conference which means you get an opportunity to talk directly to decision-makers from cities in the Baltic Sea Region.

On the next pages you will find the preliminary programme of the conference.

We are all living in a global world and it is increasingly important to have knowledge and experience of how to interact with people from other cultures. In this workshop we will dig deeper under the surface of cultures. We will explore how to learn from history in order to create a more tolerant society today.

This is the workshop where we will explore how to get youth more involved in youth organisations.Youth organisations is a great possibility for you to get non-formal education and learn new skills and develop various competences. It can give you a great possibility to implement your own ideas, projects and dreams!

Who is in power? And what can you do? How do you get about influencing important issues in your city or school? Follow us on a ride where we will explore the issues of “power and influence” - from global to local level.

Have you heard about European voluntary service (EVS)? EVS is an opportunity for youth in the EU to go abroad as a volunteer for up to one year (with everything paid!). In this workshop we are looking into the possi-bilities with EVS for both young people and for cities that would like to host volunteers from other countries.

Come and chill out in our cool youth lounge. Here you will get access to your own activity space and express yourself in a creative way. Show others a video about your city, school or organisation, create your own souvenir of the conference or just chill out and have a conversation with other young people. Everything is possible in the Youth Lounge!

Do you have an idea but no money?

This is the place to brainstorm new ideas and projects with your new friends from the conference. And the best thing is that we have some money to make your dreams happen! Apply for a “micro-project”!

This is the workshop for civil servants and politicians who would like to learn more about how to work with a child and youth perspective on a local level. How can you have a dialogue with youth and get their perspective? We will present methods and examples and you get an opportunity to exchange experiences.

Practical information

AccommodationAll youth participants will be accommodated in double rooms using the country mix principle. The conference organizers will cover accommodation expenses of youth participants representing UBC member cities from Estonia, Latvia, Lithuania, Poland and Russia. Youth participants from Denmark, Finland, Norway, Sweden and Germany have to cover their accommodation themselves.

All civil servants will be accommodated in single rooms. All accommodation expenses have to be covered by the civil servants themselves.

Prices of the hotel rooms:Civil servants: 55 EUR per night (single room)Youth: 27,50 EUR per night (shared double room)

TravelWe kindly ask you to arrive to Pärnu on Wednesday 26th of September until 19:00.

The conference organizers will cover travel expenses of youth participants representing UBC member cities from Estonia, Latvia, Lithuania, Poland and Russia. Only original buss tickets will be reimbursed.

Youth participants from Denmark, Finland, Germany, Norway and Sweden have to cover their travel expenses themselves.

All civil servants taking part in the conference have to cover their travel expenses themselves.

Shuttle service to/from airportFor those travelling by planes, there will be shuttle service from Tallinn airport to city of Pärnu provided. Website of Tallin airport: www.tallinn-airport.ee

You may also consider taking the flight to Riga airport in Latvia. The distance to Pärnu from Riga is approximately the same as from Pärnu to Tallinn. Non-alcoholic/drug conferenceThe UBC Youth Conference “Under the Surface” is non-alcoholic/drug conference and the use of any alcohol beverages or drugs during the conference is prohibited. Any participant found using alcohol or drugs will have to leave the conference.

ApplicationWe invite one civil servant/politician and two youth representatives (age 16-25 years old) from each UBC member city.

Please register by sending in attached application form before 17th of August. After the deadline we will inform all particiants that have been selected to take part in the conference.

Participation in the conference is free of charge. The confer-ence organizers will cover all expenses connected to the conference programme (including meals & coffee breaks).

If you require a visa for travelling to Estonia we can provide you with an offical letter of invitation.

Please note that the organisers of the conference do not cover any insurance during the conference. Participants should therefore have their own insurance during the conference.

Conference languageAll conference activities will be held in English. It is important that all the participants of the conference have the basic knowledge of English to be able to understand and express themselves.
