Section A : General Terms and conditions of Tender
1) THE COMPANY : United India Insurance Company Limited is a General Insurance Company having more than 77 years of presence in India with its offices spread throughout the length and breadth of the country. The company has its Registered and Head office at 24, Whites Road, Chennai-600 014
2) Definition of Terms used in this Document : “Company/UIIC/purchaser” means United India Insurance Company Limited.
“Vendor” is a company, which participates in the tender and submits its proposal after qualifying in PQT process.
“Products/ equipment” means all the active and passive hardware and other materials, which the Successful Bidder is required to supply to the Company as per this tender.
“Successful Bidder” means a company, which, after the complete evaluation process, gets the Letter of Acceptance.
“Letter of Acceptance / LOA” means the issue of a signed letter by the Purchaser stating its intention to award the work mentioning the total Contract Value.
“Total Cost of Acquisition / TCA” means the price payable to the Successful Bidder as per agreement for the full and proper performance of its contractual Obligations.
“Acceptance Test” is a process of testing the services provided by the Bidder at their works. It comprises of Product Acceptance Tests with respect to Technical Specifications and Bill of Materials as specified in this tender, it also comprises of the complete functionality tests with regard to TNEB Power Supply System, and all other related items as per the requirements laid out in the Tender Document.
“OEM”- means Original Equipment Manufacturer.
“Mean time to report / MTTR1” means the maximum time which the vendor would take to report to the affected site after problem has been intimated to the vendor. MTTR1 value of 0 means on site personnel would have to be deployed.
“Mean time to repair / MTTR2” means the maximum time which the vendor would take to repair / replace the faulty equipment/ equipment part at affected site after the problem has been intimated to the vendor. MTTR2 value measurement will be done from the time of problem reporting and not from the expiry of MTTR1
3) Instructions/ Guidelines to BiddersThe Tender offer should be submitted in 3 sealed envelopes as follows
• Cover 1 super-scribed as “Offer for 11KV Switchgear Panel - Technical Specifications” Should contain Technical specifications along with Deviation from technical Specifications, given in the tender document. The bidder should furnish complete Bill of Material with make and model for the offered products in line with requirements. The Bill of Material should be complete in all respects. Incomplete Bids shall not be accepted.
• Cover 2 super-scribed as “Offer for 11 KV Switchgear Panel - Demand Draft towards EMD” should contain Demand draft for Rs.50,000/- drawn in favour of

United India Insurance Company Ltd., payable at Chennai towards EMD. • Cover 3 super-scribed as “Offer for 11 KV Switchgear Panel - Commercial
Bid” should contain your Commercial quote as per the format as mentioned in this document.
The Tender Offer as indicated above addressed to Chief Manager shall be dropped in a sealed Tender box kept at General Administration Department, United India Insurance Co. Ltd., Head Office, 24, Whites Road, Chennai- 600 014 on or 20th June 2014 (3.00pm). If the last date for submission of tenders happens to be a holiday due to some unforeseen circumstances, then the tender can be submitted on the next working day before 3.00 p.m. Cover 1 and Cover 2 would be opened on 20th June 2014 (4.30 pm) in the presence of the vendors who are present at Registered & Head Office, No.24 Whites Road, Chennai – 600 014.
Cover 3, the commercial bid would be opened by the Committee constituted by the Company in after evaluating the technical bids, the date of opening the commercial bids will be intimated and in the presence of bidders who are present at Registered & Head Office, No :24 Whites Road, Chennai- 600 014.
4) Earnest Money Deposit ( E.M.D)The intending bidders should pay an Earnest Money Deposit of Rs. 50,000/-. The E.M.D shall be paid by way of a DD drawn in favour of “United India Insurance Company Limited” payable at Chennai. The EMD will not carry any interest.
4.1) Forfeiture of Earnest Money Deposit
1. If a bidder who has signed the agreement and furnished Security Deposit backs out of his tender bid, the EMD remitted by him will be forfeited.
2. The EMD will be forfeited if -• the bidder withdraws his tender after acceptance;• the bidder withdraws his tender before the expiry of the validity period
of the tender• the bidder violates any of the provisions of the terms and conditions
of this tender specification.
4.2) Refund of E.M.D.EMD will be refunded to the successful bidder, only after signing of the contract, furnishing of Security Deposit by way of Bank Guarantee and release of Purchase Order. In case of unsuccessful bidders, the EMD will be refunded to them after intimating them about rejection of their tender bid.
5) Rejection of Tenders :
The tender is liable to be rejected interalia:• If it is not in conformity with the instructions mentioned herein.• If it is not accompanied by the requisite EMD.• If it is not properly signed by the bidder.• If it is not received in sealed cover(s).• If it is received after the expiry of the due date and time.• If it is incomplete including non furnishing of the required documents and/or
evasive.
6) The Company reserves the right to : • Accept / Reject any of the Tender/s.• Revise the quantities at the time of placing the order.

• Add, Modify, Relax or Waive any of the conditions stipulated in the tender specification wherever deemed necessary.
• Reject any or all the tenders without assigning any reason thereof.• Award contracts to one or more bidders for the item/s covered by this tender.
7) Validity of Tenders :
Tenders should be valid for acceptance for a period of at least 90 (ninety) days from the date of signing of the agreement and furnishing the Security Deposit. Offers with lesser validity period would be rejected.
8) Security Deposit :
The successful bidder will have to furnish a security deposit to the tune of 15% of the total order value for proper fulfillment of the contract in the form of a Bank Guarantee for a period of 1 years from the date of the agreement obtained from a nationalized / scheduled bank.

Section B : Scope of the Tender and Details of Work involved
1. Statement of Objectives :
United India Insurance Company Ltd., a leading General Insurance Company, having its Learning Centre at No. 19, 4th Lane, Nungambakkam High Road, Chennai - 34 is planning to replace 11KV Switchgear Panel at the above said address.
2. Summary of Work involved :
The successful vendor of the 11KV Switchgear panel shall• Design.• Prepare the drawing & get approved.• Manufacture as per approved drawing.• Test at work to meet the requirement of routine test as per IS.• Packing appropriately and ship, and deliver at site.• Client / their representative must choose to witness and approve the
Acceptance test. At manufacture factory.
Section C : Technical Specification of 320 KVA Silent Diesel Generator Set.
1. Purpose :
The purpose of the Technical Specification is to cover the Technical requirements for the proposed 11KV Switchgear Panel and all accessories.
The scope of Manufacturer shall include, but not limited to the following:• Design• Manufacture• Testing at Manufacturer's works• Packing, Transportation and Delivery to site
2. Standards :
The equipment covered by this specification shall, unless otherwise stated, be designed, constructed and tested in accordance with the latest revisions of relevant Indian Standards/IEC publications and shall conform to the regulations of Local Statutory Authorities.

The panel supplied shall ensure that the supplied Panel satisfies all the requirements of Local Statutory Authorities and the modifications to be carried out on the panel to meet the requirements / recommendations of the Statutory Authorities during Inspection, if any, shall be carried out, at site, by the Manufacturer at his own cost and without affecting the schedule for commissioning.
3. Package :
The supply by the Manufacturer shall include
• 11kV Switchgear Panel.• Accessories like Racking handle, Breaker-handling Trolleys etc.• Separate Cable and Breaker side Earthing Trucks.• Spares for Commissioning.• Spares for successful operation for 2 years (Ordering would be Optional and
hence to be indicated separately with break up).• Specified No. of Sets of Drawings comprising GA, Power and Control
Schematic, Wiring Diagrams, Foundation and Floor Cut-out details and Operation and Maintenance Manuals.
• Necessary Special tools.
4. Construction :
1. The circuit breaker shall be Vacuum Circuit Breaker.2. Switchgear Panel shall be indoor, floor mounting, and metal clad draw out type,
incorporating enclosures for the circuit breaker unit, busbar chambers, current transformers, potential transformers, with necessary meters, relay and switches, auxiliary wiring etc. as per the specific requirements.
3. The switchgear shall be designed for maximum reliability of service in the tropical climate specified and robust. The degree of protection shall be minimum IP 52.
4. The Metal clad unit shall comprise of rigid welded structure frame enclosed completely by Cold rolled sheet steel of 2 mm thickness, smooth finished, levelled and free from flaws.
5. The Switchgear Panel shall be dust and vermin proof. All doors, panels, removable covers shall be gasketted all around with neoprene gaskets. If necessary, openings for natural ventilation shall be provided. These shall be louvered with wire mesh of 3mm thickness.
6. The panel shall be provided with removable gland plate of 3 mm thick of ample size for the cable and shall be positioned to give adequate ground clearance to facilitate cable termination. The panel shall be supplied complete with supports for clamping incoming and outgoing cables. Terminal blocks shall not be used to support cables. All cable entry shall be from the bottom.
7. All retaining catches, screws and bolts for doors and covers shall be Zinc passivated. Screws and bolts shall be captive.
8. Switches and lamps shall be flush mounted on the hinged front door of the cubicle. The relays and meters shall be flush mounted on the control cabinet built on the front portion of the cubicle. The operating height from floor for relay, control switch, etc., shall not exceed 1800mm.
9. Panel shall be fabricated in suitable transport sections.10.All hardware for the complete equipment including lifting lugs etc. shall be
supplied along with the panel.

11.Space heater with control switch and single-phase 15A rated plug point with MCB operated at 240 Volt AC, 50 Hz, shall be provided in each panel. Heaters shall have individual 15A rated ON-OFF switch and shall be controlled through a thermostat with an adjustable setting. Space heaters shall be protected through MCB.
12.All fixing bolts, screws, etc. appearing on the panel shall be arranged as to present a neat appearance.
13.All the circuit breaker shall be natural air-cooled. Forced air-cooling is not acceptable.
14. Height of the panel shall not exceed 2350mm.
5. Name Plates :
1. Black engraved Perspex sheet or PVC of 3 mm thick nameplate with the switchgear designation shall be fixed at the top centre of the panel. A separate name plate giving feeder details shall be provided at front and both halves of rear for each panel.
2. Name plates shall be provided for each component. (Lamps, PBs, Switches, Relays, and Auxiliary contactors) mounted on the switchboard. Special warning plates shall be provided at the back of the each vertical panel. Name plates will be fastened by screws and not by adhesives.
6. Painting :
1. All metal surfaces shall be cleaned thoroughly, sand blasted, pickled and degreased to remove mill scale, rust, grease and dirt. After cleaning, the under surface shall be prepared by applying a coat of phosphate and a coat of yellow zinc chromate primer.
2. After preparation of the under surface, spray/powder painting with two coats of final epoxy paint of approved shade shall be applied. Colour shade of final paint shall be as in data sheet.
7. Terminal Block :
1. Multi way terminal blocks complete with necessary binding screws and washers for wire connections and marking strips for terminals identification shall be furnished for terminating cubicle wiring and outgoing cables.
2. Terminal blocks shall be grouped according to circuit functions and shall have at least 20% spare terminals.
3. Individual terminals in each block shall be serially numbered in accordance with the drawings. Such numbering shall be legible, permanent and indelible.
4. The terminals shall be of stud type, suitable for connection of at least 2 nos. copper wires per terminal at each side of the terminal. However, not more than two wires shall be terminated on any one terminal.
5. Terminal blocks of different voltage classes shall be segregated. Minimum clear space of 250mm shall be provided between gland plate & terminal block.
6. All the control wires shall be provided with white PVC ferrules with terminal details printed on it.
8. Temperature Rise :
The design ambient shall be 50°C. The limits of temperature rise determined in accordance with the relevant standard, shall be reduced such that the final temperature obtained at site does not exceed the final temperature computed by the addition of the design ambient temperature to the permissible temperature rise of 40°C.

9. Current Ratings :
1. Every current carrying part of the equipment, including circuit breakers, current transformers, isolating switches, bus bars, connections and joints shall be capable of carrying its rated current continuously at site condition and in no part shall the permissible temperature rise be exceeded.
2. In addition, all parts of the switchboard, including current transformers, shall be capable of withstanding, without thermal or mechanical damage, the instantaneous peak and the three second short time currents corresponding to the rated making and breaking capacity of the circuit breaker.
10. Circuit Breaker :
The breaker shall be able to fulfill the following operation cycle: O-t-CO-t-CO, where t = 3min. 11. Operating Mechanism :
1. Circuit breaker closing mechanism shall be through charged spring type with the spring charge motor operated with 240V±10% AC. The mechanism shall also be provided with emergency manual charging facilities and 'Close' push button, accessible after opening the door. Overload and Short Circuit protection devices shall be provided for spring charging motor. Breaker shall be suitable for remote operation. Spring charging time for power-operated mechanism shall not exceed 30 sec., but preferably less than 20 sec. The breaker shall be mechanically and electrically trip free type with anti-pumping feature. For maintenance purposes, it shall be possible to close and open breaker by means of separate detachable handle.
2. Closing and Tripping coils shall be suitable for operation with auxiliary voltage of 110 V DC power supply.
3. The Circuit Breaker shall be provided with a visual, mechanised, indicating device for `Open' and `Closed' position and spring charged indication of the breaker. It shall be operative when the circuit breaker is in the `Service', `Test' and `Isolated/Earthed' position. Operation counters shall be provided on each mechanism.
4. Means shall be provided for coupling the secondary circuits on the fixed portion to those on the movable portion when the circuit breaker is in `Test' position in order to permit closing, tripping and interlock circuits to be checked for operation test purposes.
5. Means shall be provided for Electrical and Manual Mechanical tripping of circuit breakers, preferably by push buttons, shrouded to prevent inadvertent operation.
6. It shall not be possible to gain access to the tripping toggle or any part of the mechanism, without special tools.
7. It shall not be possible to render the electrical tripping feature inoperative by any mechanical locking device.
8. The Circuit Breaker carriage shall be provided with suitably encased rollers meant for use on heavy-duty floor finish. Rollers shall permit full withdrawal of Circuit Breaker and flexibility of movement on the floor outside the switchgear cubicle.
9. The Circuit Breaker shall be provided with 8 NO + 8 NC auxiliary contacts as spare in addition to the other functional requirements and wired up to the metering compartment / final terminal strip, suitable for inter panel wiring and outgoing field / control panel cabling. Position/cell switch with 4 NO contacts, one each for Test and Service position.

10.Circuit breakers shall be with 3 separate identical single pole, single break units operated through a common shaft of operating equipment.
11. In – built surge arresters shall be provided.
12. Making and Breaking Capacities :
1. The Circuit Breaker shall be capable of making and breaking three phase symmetrical short circuit currents.
2. The Manufacturer shall submit, along with the offer, certified test certificates of making and breaking tests carried out by approved independent testing authorities like CPRI.
13. Contacts :
All main and auxiliary contacts and parts shall be readily and quickly replaceable with minimum special tools.
14. Indication :
Condition of the Breaker close, open, auto-trip, spring charged and trip circuit healthy shall be indicated using red, green, amber, blue and white indicating lamps with suitable series resistors mounted on the front door of the control cabinet of each breaker. Apart from this, mechanical indications displaying the status of the breaker shall be provided.
15. Circuit Breaker Isolating Features :
1. The Circuit Breaker shall be connected to the main bus bars and feeder circuit through plug-in arrangement.
2. The main circuit isolating contact and also all secondary circuit-isolating plug in contacts shall be of the self-aligning type and mounted at accessible positions for maintenance.
3. It should be possible to have `Service', `Test' and `Isolated' positions with the cubicle door closed. Necessary position indicator shall be provided to indicate the above position of the breaker.
16. Interlocks :
1. While electrical interlocks shall prevent the unintended closing of the circuit breaker, preventive mechanical interlocks shall also be arranged to prevent mol-operation as close as possible to the point at which mechanical force is applied, in order to prevent defeat of the interlocks by distortion of linkages.
2. Additional mechanical interlocks, clearly labeled, shall be provided to prevent :• A closed circuit breaker from being withdrawn or inserted into the isolating
Contacts.• Tripping by attempted isolation.• The closing of a Circuit Breaker except when correctly located in service, and
test position.• A circuit breaker being closed in the service position when the secondary
circuits between the fixed and moving portions are not completed.
17. Safety Shutter Devices :
1. A set of insulating shutters shall be provided to cover stationery isolating contacts.
2. The shutters shall open automatically by a positive drive initiated by the

movement of the Circuit Breaker.3. The closing operation shall also be automatic.4. When padlocked/closed, the shutters shall completely shroud the stationery
contacts, and it shall not be possible to force the shutters or part of the shutters to gain access to the stationery contacts.
5. Bus bar shutters shall be painted signal red, and shall be clearly and indelibly labelled `BUS BARS' in large white letters. Incoming feeders the circuit shutters shall be clearly and indelibly labeled `DANGER LIVE CABLES' in large bold, red coloured letters.
6. Durable phase colour identification shall be provided in a prominent position. Provision or access shall be made for lubricating the mechanical linkages.
7. All shutters and doors shall be effectively earthed.8. Shutters shall not operate towards the fixed isolating contacts.
18. Busbars & Connections :
1. The bus bars and connections shall be made of high conductivity Copper and shall be amply sized to carry the rated continuous current under the specified ambient temperature with the total temperature not exceeding 85°C.
2. The bus bars and their connections shall be capable of withstanding the thermal and mechanical effects of a through fault current equivalent to the short-time rating of the Switch gear.
3. Bus bars shall be of Copper with uniform cross sectional area throughout their length, with connections as short and straight as possible. The resistance of any length shall not be greater than an equal length of similar section conductor without a joint.
4. The incoming and outgoing busbars shall be contained in a two separate compartments within the general casing of the switchgear.
5. Direct access to busbars and the connections shall be possible only after removing the covers fastened with bolts or screws. Such covers shall be marked clearly and indelibly `LIVE BUSBARS'.
6. It shall be possible to extend the panel with the extension of busbars at both ends with minimum disturbance to the bus bar chambers. Compound filled bus bar chambers are not acceptable.
7. The buses shall be provided with PVC Heat shrinkable sleeves and joints shall be provided with polypropylene joint shrouds.
8. The three phase bus shall be adequately insulated for unearthed system.
19. Earthing :
1. All the metal parts which are not a part of the electrical circuit shall be earthed using hard-drawn, high conductivity copper wire / flat of adequate size and connected to 50 x 6mm copper earth conductor bolted to the main frame on each unit.
2. Earthing shall be so arranged as to facilitate easy earthing of cable sheaths and for use with other earthing devices.
3. Earth bars of adjacent unit shall form a continuous earth circuit and all joints shall be tinned and bolted.
4. Particular care shall be taken to ensure the following:i) The truck of draw-out Circuit Breaker shall be connected to the
earth bar through a substantial plug type contact and the plug shall be long enough to allow the bus bar and feeder shutters to close before breaking contact.
ii) The cases of instruments, relays and meters shall be connected to the earth bar by conductors of cross sectional area not less than 2.5 sq. mm green colour wires with yellow strips.

5. Current Transformer and Voltage Transformer secondary circuits shall be earthed at one point only through terminals. Auto-disconnect type terminals shall be provided for CT shorting.
6. Earthing facilities shall be provided in the incomer and outgoing circuit for discharging of bus bar and power cable through earth trucks.
7. All doors and movable parts shall be connected to earth bus with flexible copper connections.
8. The panel shall be provided with two earthing stud terminals with suitable nuts, washers etc. for connection to earth bus.
20. Insulators :
1. Insulators of molded or resin bonded material shall have a durable, non-hygroscopic surface finish having a high anti-tracking index.
2. Provisions shall be made to accommodate expansion and contraction of the connection, to take care of the temperature rise likely to be attained during fault conditions.
3. Hilum is not acceptable in a switchboard at any point.
21. Switches :
1. Control switches shall be of `spring return to neutral' type and selector switches shall be of stay put type. The contacts of all switches shall be shrouded to minimise ingress of dust and accidental contact.
2. Phosphor bronze contacts shall be used on the control switches. Unless otherwise stated, circuit breaker control switches shall be 3-position spring return to neutral from both ON and OFF positions. They shall have pistol grip handles.
3. Adequate no. of contacts to meet the requirements of remote interlock alarm and Indication shall be wired, if required, up to panel control terminal blocks.
4. Selector switches shall be rotary type, with stay put contacts. Ammeter selector switch shall have make before break contact arrangements. Switches shall be complete with legend plate, operating handle. The rating should be suitable for duty for which these are employed.
5. Wherever breakers is to be controlled from remote, then local/remote selector switch with locking device shall be provided on the switchgear.
22. Current Transformer :
1. The current transformers shall be resin cast type and shall be of single phase type, with separate core for metering and protection. Shorting link shall be provided on the terminals for each core.
2. The ratio and burden of the current transformer shall be as per single line diagram and shall meet the requirements of connected loads. The vendor shall check and confirm the adequacy of burdens and shall not be less than 115% of overall computed (design) burden of the connected apparatus. The lead resistance shall also be taken into consideration while calculating the requirement of C.T. Burden.
3. All the current transformers shall be dimensioned to carry continuously a current of 120% of the rated current. The rated secondary winding current shall be 1A.
4. The polarity of the CT s shall be clearly marked.5. The current transformer shall be capable of safely withstanding the short circuit
stresses corresponding to the fault level as indicated.

23. Voltage Transformer :
1. The voltage transformer shall be fixed type and shall be of Cast Resin type. The secondary voltage shall be as per the details furnished in the SLD.
2. All primary and secondary winding shall be clearly marked.3. The primary winding of the voltage transformer shall be protected by means of
HRC fuses.4. The secondary windings shall be of accuracy class as indicated in the attached
Single Line Diagram.5. The burden of all the winding shall be as per the single line diagram and shall
meet the requirements of connecting loads. The vendor shall check and confirm the adequacy of the burden and shall not be less than 115% of overall computed (design) burden of the connected apparatus.
6. The primary and secondary disconnection shall be pressure clamp type and secondary shall be multi pin plug and socket type.
24. Meters :
1. Analog Ammeter and Volt Meter, one each with corresponding selector switches, shall be provided, apart from the load manager. All the meters shall be 96mm square. The instruments shall be flush, with (at least) 240° pointer deflection. Instrument Safety Factor shall be ≥ 5 for all meters.
2. On all indicating meters, the zero adjuster shall be accessible from the front. Accuracy of all indicating meters, such as ammeters, voltmeters shall be + 1.0% and the same for integrating meters and recorders shall be + 0.2%.
3. Current coils of all panel mounted meters shall be suitable to operate on 1 Amps C.T secondary as specified in the single line drawing and shall have continuous overload capacity of 200% for accuracy and thermal limits.
4. All integrating instruments shall be furnished with test blocks for current and pressure coils for testing them in site without interrupting their recording while in service.
25. Relays :
1. The relays shall be static, draw out type. All protective relays shall be provided with 'Hand Reset type Flag indication' and `Self Reset Contacts'. However the high-speed master-tripping relay shall have hand reset contacts.
2. Draw out type CT operated relays shall be provided with automatic CT secondary shorting facility.
3. IDMTL relays shall have 3 second operating time characteristics.4. All main protective relays shall be micro-processor based only. The make of the
relays shall be ABB/SIEMENS.
26. Indication Lamps :
1. Indicating lamps shall be of LED type having low Watt consumption.
27. Panel Wiring :
1. The switchboard shall be completely factory wired and ready for external connections.
2. The wiring shall be carried out with flexible, stranded, 1.1 kV grade, PVC insulated, copper conductors of 2.5 sq. mm size for CT wiring and 2.5 Sq. mm for other wiring. All the wiring shall be done with proper cross-reference and bunching. No criss-crossing is acceptable.
3. All wiring shall be marked by numbered interlocking ferrules for easy

identification. Drop out type shorting links shall be provided for all CT Terminals.
4. All spare contacts of Aux. relays, timers etc. shall be wired upto the terminals.5. The Manufacturer shall provide single line diagram and control wiring diagrams
for the Switchgear Panel inside the Compartment/Panel.6. Purchaser's DC and AC control power supplies shall be terminated in one
panel. Panel to panel DC/AC wiring shall be done by Vendor.7. Each terminal shall not contain more than two wires. 8. CT wire termination shall be made with ring tongue compression type
connector and other wiring by fork type. Wire shall not be tapped or spliced between terminal points.
9. The wire shall be suitably grouped in bunches by non-metallic wiring cleats at bends, with each bunch adequately supported along its run, to prevent sagging due to flexibility or vibration.
10.The terminals of different voltages shall be distinctly segregated and shall have easy access. The following colour coding shall be used for wires of different voltage levels: • Red, Yellow, Blue : 3 – Phase, Secondary wiring of CTs and PTs and
Power Wiring.• Black : Neutral• Yellow/Green : Earthing• White :Wiring for Potential Free Contacts.• Red : AC control wiring• Grey :DC Control Wiring
28. Tests :
1. Routine Test : The Manufacturer shall conduct all routine tests on all equipment covered under this specification as per relevant Indian Standards at their works. The Manufacturer shall perform the necessary tests to ensure that the equipment and workmanship are in accordance with the stipulations of this specification.The following tests, whether included in the Manufacturer's routine tests or not, shall be carried out :
a. Complete Switchgear Assembly
i) Inter changeability of removable elements, viz. circuit breakers, etc.
ii) Mechanical operation of circuit breakers, auxiliary switches, manual devices etc.
iii) One minute power frequency withstand insulation test.iv) Insulation tests, 2 kV for one minute, for all control and instrument
wiring up to and including 250 volts. The circuits connected to CT secondary shall be tested for 2 kV for 1 minute.
v) Continuity and polarity tests on all coils, CT s and circuits.vi) Functional test on all relays/meters using primary/secondary
injection method.
b. Circuit breakers
i) Resistance measurement of the operating coils on the breakers.ii) Minimum control voltage at which each breaker operate
successfully.

iii) The operation of the breaker shall be tested under the following conditions :
1. Closing of breaker when the voltage at the terminals of the closing device is within 85 to 110% of the rated auxiliary supply voltage. 2.Tripping of breaker (not carrying load current) when the auxiliary supply voltage is between 70 to 110% of the rated auxiliary supply voltage. The current in amperes and the voltage required for the closing and tripping operations shall be recorded.
3. Manual closing and tripping of breaker.4. Closing with the trip coil energised.5. Tripping with closing coil energised.Latching and complete closing from a momentary operation of the control switch.
iv) The speed curves shall be obtained for each circuit breaker for the following operations:
1. Opening at normal control voltage.2. Opening at 70% normal control voltage.3. Closing at normal voltage.4. Closing and trip free operation at normal voltage.
Each curve shall be plotted in units of contact travel against cycles and shall have the following points marked therein:– Trip coil energised– Arcing contacts part– Breaker in fully open position– Closing coil energised– Arcing contacts touch– Breakers fully closed
The speed of the breaker contacts at various stages of the closing and opening operations shall be computed and furnished with the speed curves.
v) Milli-volt drop test shall be made across the breaker contacts and between terminals.
28.2 Witnessing Test :
The Manufacturer shall give a minimum of 15 days advance intimation to Purchaser / Consultant with regard to readiness of equipment for inspection. Internal Test certificates shall also to be submitted to Purchaser / Consultant for review and approval. Equipment shall be dispatched only after clearance by Purchaser. Witnessing the inspection by Purchaser / Consultant shall not relieve the Manufacturer of his responsibility to supply the Switchgear Panel suitable for trouble free functional operation of the equipment.
29. Performance Guarantee :
The performance figures, which will be indicated by the Manufacturer, shall be guaranteed subject to tolerances specified as per IS 13118 – 2002.

31. Performance Requirements :
1. The performance quoted in the Guaranteed Technical Particulars sheet shall be guaranteed with the tolerance permitted by relevant standards. In case of failure of the equipment to meet the guarantee, the purchaser reserves the right to reject the equipment. However the purchaser reserves the right to use the rejected equipment until a new equipment meeting the guarantee requirement is arranged by the Manufacturer.
2. The Vendor shall furnish the Guarantee for the design, manufacture, material and Trouble free operation of the equipment and its accessories for a period of 30 months from the date of Supply or 24 months from the date of commissioning, whichever is later.

COMMERCIAL TERMS AND CONDITIONS
1.1 SCOPE
The Supplier shall Design, Manufacture Assemble,Test, Pack and Deliver the 11KV Switchgear Panel at the client’s site as per the detailed specification.
The Supplier shall also provide necessary testing and commissioning support at site, as required.
The Supplier shall take clarification, if necessary, and ensure the completeness of the offer, meeting the performance requirements as per specification and intended purpose.
1.2 STATUTORY COMPLIANCE
The supplier shall ensure that the design of the 11KVSwitchgear Panel supplied complies with the requirements of the Chief Electrical Inspector to Government of Tamilnadu and the Tamilnadu Pollution Control Board.
In the event of the requirement of addition, alterations or modifications required on the design or performance of the 11KV Switchgear Panel and associated accessories, suggested by Chief Electrical Inspector to Government of Tamilnadu.
1.3 DRAWINGS & DOCUMENTS
The supplier shall submit 3 copies of all relevant drawings and the quality plan for approval within 1 week from the date of LOI/ PO and shall incorporate the correction / suggestion given by the Consultant / Client before manufacture.
The following documents shall be submitted before the despatch of the 11KV Switchgear Panel.-1 soft copy and 6 hard copies of final drawings -4 copies of operating & maintenance manual of the 11KV Switchgear Panel- 4 copies of final approved Test Certificates
1.4 COMPLETENESS OF SUPPLY
The price quoted shall cover all the Technical and Commercial requirementsof the 11KV Switchgear Panel and services to be furnished under this specification. Any material or accessory which may not have been specifically mentioned, but which are usual or necessary for satisfactory and trouble free operation and maintenance of the equipment shall be included in the consideration of the price.
1.5 INSPECTION & TESTING
The supplier shall be receptive to the physical evaluation of the progress and quality of manufacturing by the client’s authorised representative/s.
The supplier shall inform 15 days in advance about the readiness, for Inspection, in order to mutually fix a convenient date for Inspection and testing of the 11KV Switchgear Panel by the client’s authorised representative/s.
The supplier shall offer the 11KV Switchgear Panel, in completely assembled condition, with all accessories and no pending job is acceptable. The 11KV

Switchgear Panel shall be tested as per relevant IS Standard and as per Specification and the same shall be witnessed by the client’s representative/s.
In the event of incomplete assembly or unsatisfactory test results, the supplier shall rectify the fault / deficiency and communicate for the re-inspection and conduct the tests again. The entire cost incurred by the client for such re-inspection shall be borne by the supplier.
On completion of the inspection, the supplier shall carry out all corrective actions, if any, as per the inspection report and send a compliance report.
1.6 PACKING, FORWARDING AND INSURANCE
On getting the despatch clearance, the supplier shall ensure that 11KV Switchgear Panel is packed properly in order to prevent any damage or ingress of moisture during transit or storage at site. Loosely held components shall be packed separately and despatched along with the consignment. Copies of Packing lists shall be sent in advance and also accompany the consignment.
1.7 COMMERCIAL
1.7.1 Completion :
The manufacturing and delivery of the 11KV Switchgear Panel shall be completed within 2 months from the date of LOI / PO whichever is earlier.
1.7.2 Guarantee :
The 11KV Switchgear Panel supplied shall be guaranteed for a period of 24months from the date of delivery or 12months from the date of commissioning whichever is earlier. If any replacement / rectification of any of the main parts is required to be made due to defects / deficiencies observed during testing / commissioning, the guarantee period shall be re-commencing from the date of rectification / replacement.
1.7.3 Insurance &Despatch:
The 11KV Switchgear Panel shall be despatched only after written clearance by the Client / Consultant, consigned to

All cost related to Packing, Forwarding and Transit Insurance shall be included in the quoted price.
1.7.4 Liquidity Damage :
In case of delay in delivery beyond the delivery period specified, penalty will be levied at the rate of one percent per week subject to a maximum of 5% of the total order value.
1.7.5 Price :
The price quoted shall be firm and on FOR Site basis no request for any price escalation for the given scope shall be entertained.
1.7.6 Taxes & Duties :
Excise Duty and Sales Tax as applicable shall be indicated separately in the offer.
1.7.7 Payment Terms :
10% -of the order value as advance along with the Purchase Order80% -of order value against supply of equipment at site10% -of the order value as retention for 12 months or against submission of Performance Bank Guarantee on commissioning.
1.7.8 Tender Submission and Validity :
The offer shall be submitted in the prescribed form without any deviation either in Technical Specification or commercial condition. Relevant information/certificates/schedules called for shall be annexed to the tender.
Bidder should sign and stamp on all pages of this tender document as a token of acceptance of all terms and conditions stated therein.
The offer shall be valid for 60days from the date of submission. Any clarifications, required by the supplier, either on commercial or technical matters may be sought in writing within 5 days from the date of issue of tender.

1.7.9 Acceptance of Tender :
The Client is not bound to accept the lowest tender and reserves the right of accepting the whole or part of tender without assigning any reason whatsoever.
1.8 Tender Clarification :
Clarifications required by the Vendor either on commercial or technical matters may be sought from the consultant/client, in writing within 3 days from the date of issue of

tender. Failure to respond by Consultant / Client will not affect the terms of the tender document and it is assumed that the tenderer has fully understood the tender document. Reasonable time would be allowed to revisit the offer, if any major gap in understanding the scope.
1.9 Guaranteed Performance :
1.9.1 The performance figures quoted in the Technical particulars sheets shall be guaranteed with the tolerance permitted by relevant standards. In case of failure of the equipment to meet the guarantee, the purchaser reserves the right to reject the equipment. However, purchaser reserves the right to use the rejected equipment until the new equipment, vendor supplies meeting the guarantee requirement.
1.9.2 The vendor shall furnish guarantee for the design, manufacture, material, and trouble free operation of the equipment and its accessories for a period of twenty four (24) months from the date of supply or twelve (12) months from the date of commissioning, whichever is later.
