Facility Updates Vehicle Registration Updates
The U.S. Army Garrison Stuttgart Vehicle Registration Office appointment system is expected to become fully available online in the coming months.
In June, the office added online appointments for community members clearing and shipping vehicles, in addition to registration renewal. Clearing and shipping includes “shipping plates” and the turn-in of plates for destruction.
Stuttgart community members can make online appointments via the link available on the homepage at www.stuttgart.army.mil, or directly here.
Two new clerks have also been added to the Vehicle Registration team to expedite customer transactions as of July 3.

Patch Finance Office Closed The Finance Office located in Building 2325 on Patch Barracks will close temporarily effective, July 22 in
order to better support customer service for in/out processing through high PCS season at the financial office located in Building 2915, Room 327B on Panzer Kaserne.
The 266th Financial Management Support Center/Army Finance Customer Support Team – Stuttgart will only be able to offer payments through Electronic Funds Transfer (EFT).
Disbursing operations for Pay Agents will be handled by appointment only. For S1’s and Personnel Action Center clerks: The Finance Office will accept transmittal Letter Monday,
Wednesday, and Friday’s between 8:30-10 a.m. and Tuesday’s 8:30-11 a.m. with strict cutoff. The office is closed for training on Thursday. To view the walk-in policy, click here. Those ranked Staff Sgt. and below will be required to see a unit S-1 prior to coming to the office to resolve finance issues, or obtain a PAC slip to visit the finance office.

Property Book Office Closure, Limited Services The Logistics Readiness Center Installation Property Book Office is closed through Aug. 8 to complete the
fielding of the Global Combat Supply System-Army. The IPBO will provide limited services through Sept. 8. During this period, the IPBO will only process lateral transfers and turn-ins. The IPBO will “Go Live” and resume all normal operations Sept. 8.
For assistance during this period contact the Chief of Supply and Services at DSN: 431-3413, or the Food Program Manager at DSN: 431-3412.
MPD Office Updates: ID card, Passport, SOFA Appointments Military Personnel Division office will close during lunch from noon to 1 p.m. until further notice due to
staffing shortages. MPD is experiencing longer than normal waiting times for ID Cards, Passports, SOFA cards and Military Personnel Support, especially on walk in services.
The community is asked to use the online appointment system available for both ID Cards and Passports. The link to make an appointment is available on the garrison SharePoint accessible using a Common Access Card (CAC) as well as on the MPD services page at www.stuttgart.army.mil.
Construction near Robinson Barracks
Construction in the Robinson Barracks area off post may affect traffic to or from the installation from July 28 through mid-December. Energie Baden-Württemberg AG, EnBW officials advised the majority of roadwork, which will occur on Siemensstraße and Leitzstraße, should take place during evening hours

between 9 p.m. and 5 a.m. to lessen the impact to the local community. The first phase of work on Siemensstraße is expected to end by the end of September. As soon as the work in the Siemensstraße is finished, workers will move on to sections of Leitzstraße from October through December. During the day, straight lanes will not be blocked for traffic flow, two lanes of traffic will be available on Siemenstraße leaving Stuttgart. Right turns from Heilbronner Straße onto Siemensstraße may be blocked with a detour in place. Additionally, the right turn lane of the Siemenstraße (used to turn right into the Leitzstraße) will be blocked, estimated through the end of September.
Panzer Construction
Panzer Kaserne road repairs began June 20 at the intersection of Capuzzo Weg and El Alamein Strasse. Work is limited to that intersection. The traffic in that location will be reduced to one lane and will be controlled using automated traffic signals. Repairs are expected to be completed by Aug. 27.
Panzer Shuttle Bus stop relocates
The temporary bus stop located between Buildings 2915 and 2918 on Panzer Kaserne, originally located by the Welcome Center, is scheduled to move locations once again to the hotel/Exchange area. Details to be confirmed. Follow and sign up for email announcements on www.stuttgartcitizen.com.

Patch Thrift Shop Summer Hours Extended Stuttgart Community Spouses Club added two Saturdays during this summer PCS season through August.
The opening hours for the thrift shop for June through August are as follows. o Mon., Wed., Fri. 10 a.m. – 4 p.m. o Thur. 3 p.m. – 7 p.m. o Every Saturday 10 a.m. – 2 p.m.
As you prepare for your PCS out of Europe or you just have a few items to donate, the SCSC asks that you review their donation policy. Visit the SCSC Patch Thrift Store online at Facebook | Website.
Stuttgart Community Public Lactation Rooms
The U.S. Army Garrison Stuttgart Family Advocacy Program in conjunction with the Community Health Promotion Council has announced the following public facilities available to breastfeeding mothers needing to express milk. Newly designated Lactation Rooms are open now at the JAMMI Community Room, Building 3312 (next to the Stuttgart Law Center) on Kelley Barracks, and at Army Community Service, Building 2915, 2nd floor, Panzer Kaserne. as well as the Patch Fitness Center on Patch Barracks. Community members should visit the reception area to sign out a key to the designated rooms. Rooms are outfitted with a seating area and toys for accompanying siblings, along with reading materials and other resources for new parents. Each Lactation Room is available for use at any time during the facilities regular hours of operations. All Child Development Centers also accommodate all breastfeeding mothers within the CDC's located on Panzer Kaserne and Patch and Kelley Barracks. Note: The areas within the CDC are not designated private rooms as the other locations are.

Robinson Barracks Elementary School Gym closed
• Due to a structural failure on Jan. 27, the school gymnasium is closed. An alternate physical education location has been designated for gym class in the interim.

Kelley Car Wash closed • The Kelley Car Wash is closed until further notice due to an infrastructure issue that the Directorate of
Public Works is servicing to repair. • The self-service car wash on Kelley Barracks and its four pressure wash bays are currently out of service;
however, the high-powered vacuums are still operational. • The Patch Car Wash is also available for car cleaning needs, open daily from 10:30 a.m. – 6 p.m. except for

Support Service Updates Free Math Tutoring the month of August
Better Opportunities for Single Servicemembers and the Warrior Zone at the Swabian Special Events Center, Patch Barracks, Wed. and Thurs., 4-9 p.m.; Fri. 4-10 p.m.; Sat. – Sun. 2-9 p.m.
Free tutoring for basic math up to algebra II. Prepare for a College Level Examination Program or just brush up on those rusty math skills. Computers are available for online classes.

School Liaison Office Seeking College Alumni, Child and Youth Services
Through Sept. 30: Attention all College Alumni, the School Liaison Office needs your assistance at the 2016 Stuttgart Hybrid College Fair. Sept. 30 from 5:30 – 7:30 p.m. The SLO is seeking individuals to represent their respective colleges and be able to discuss their college with parents and students.

Child, Youth and School Services Sports and Fitness is looking for sports officials for the following sports: Football; Soccer; Baseball/Softball; Volleyball; Wrestling; Basketball. Both volunteer and paid contracting positions are available. You must be 18 years old to be a contractor.

On-Post Housing Resident Handbook See the Resident Handbook updated by the Housing Office. The housing office encourages occupants to
remind dog owners if violations are witnessed, and “If You See Something, Say Something,” to your Area/Building Coordinator.
Stuttgart Garrison SharePoint CAC access site accessible to all branches • To better serve all branches of the military community in Stuttgart, U.S. Army Garrison Stuttgart has
converted its SharePoint server to a new system to prevent issues with Common Access Card links, files, and important information for service members and personnel. On the new SharePoint site, personnel can locate quick appointment links and directorate information.
• All appointment systems linked on www.stuttgart.army.mil have migrated to this server so registration and certificates at home.army.mil is no longer necessary. Personnel should clear their cache and any previously saved SharePoint appointment links in order to access the correct appointment pages going forward. The old site will be disabled soon.

Stuttgart motorcycle safety course temporarily unavailable • The U.S. Army Garrison Stuttgart training site used to provide active duty personnel their motorcycle
training courses is closed. The site is expected to reopen in the summer following repairs and recertification.
• Motorcycle Safety Foundation training courses are required for all personnel to receive a valid MSF card in order to legally ride motorcycles in Europe.
• In the meantime, active duty service members have two alternate options: o Sign-up for a course at another U.S. Army Installation Command site by registering through the
CAC-enabled Army Traffic Safety Training Program at: http://www.imcom-europe.army.mil/webs/sites/staff_org/safety/atstp/index.html.
o Locate a volunteer MSF instructor available to conduct individual training. Volunteers typically provide training to civilians, family members and contractors not eligible for ATSTP courses.

Appliances, in-home maintenance • To make a maintenance request contact the Service Order Help Desk at DSN: 421-6200/civ. 0711-729-
6200. Personnel should be home for the appointment. The Stuttgart Citizen website provides tips for European appliance maintenance and use.
Travel Advisories Travel restrictions are in place for personnel/dependents for travel to certain areas in Europe. Personnel
should check in with their individual commands for specific travel restrictions.
iReport Europe • iReport is a theater-wide reporting system that soldiers, civilians, contractors and family members in
Europe can use to report suspicious behavior to the appropriate authorities. • iReport is available online and as a mobile app, visit www.eur.army.mil/iReport. • To report an imminent threat or crime in progress, immediately contact the military police or reach host-
nation law enforcement by dialing commercial in Germany: 112.
AtHOC emergency notification system sign up/deregistration • ATHOC has Self Service sign-up available with Common Access Card (CAC) access online. • Service members may also enter a dependent (one additional account). • AtHoc alerts users multiple ways through computers pop-ups, voice calls to landline and mobile phones,

Absentee Voting • Every U.S. citizens age 18 or older by Election Day, November 8, can vote while overseas by registering as
an absentee voter. States are required to send registered absentee voters their ballots no later than 45 days prior to Election Day. Check state-specific deadlines and requirements, and use the step-by-step tool to register to be an absentee voter at www.fvap.gov.

Deadline Sept. 21: Galaxy and Bowling Entertainment Center, Panzer Kaserne. Leagues include Tuesday Night Mixed League, Wednesday Night Men’s’ League, Thursday Morning Ladies League, Thursday Night ‘Shut-up and Bowl,’ Friday Night Mixed League, Saturday Morning Youth League, and Have a Ball League (everyday). Weekly league dues are required. All members must have a current USBC card.

German Hunting Course
Deadline Sept. 1, Outdoor Recreation, Panzer Kaserne. Passing the German Hunting Course provides a certificate and allows you to purchase a hunting license.
The two month course consists of classroom sessions held twice a week in the evenings, range shooting that is conducted once a week in the evenings and two Saturdays which are devoted to the hunting revere. Examination will consist of four parts: Safety Brief, Written Test, Oral Test, and three Part Shooting Test.
The course will be held from Sep. 1 – Nov. 5. Open to US ID card holders 18 or older. Register with ODR at DSN 431-2774 / CIV 07031-15-2774.

Patch Community Club, 9-11 a.m. Representatives from each unit and organization are invited to attend the monthly garrison briefing on
upcoming events and also use the time as a forum for questions, or to cross promote activities within your organization. The meeting is held the first Wednesday of every month and the location rotates in order to hit each working installation.

Join the Family Advocacy Program for a ribbon cutting and grand opening ceremony for the public lactation room now open on Panzer Kaserne. The lactation room offers an alternate way for breastfeeding mothers to nurse their infant or pump breast milk in a comfortable and private setting. The lactation room has toys to accommodate older siblings and reading materials and resources for new parents. Lactation rooms are also available for breastfeeding mothers on Kelly Barracks in Bldg. 3312 and in the Patch Fitness Center, Bldg. 2337.

SOS for Emotions (Formerly Managing Emotions)

and for a better acceptance of nursing mothers in American culture. It is a film that inspires women to say, “I can do that! I want to do that!” Gives courage to all mothers toward achieving their goals of breastfeeding.
