Plaintiffs may also propose a review protocol, andDefendant shall act reasonably in evaluating Plaintiffs' proposals. The Court does not accepteither candidates assessment that it will take some three years to accomplishcompliance with the Amended Judgment, and the Court is not at this time preparedto extend jurisdiction for that length of time, much less appoint a Special Masterfor a minimum of three years. Having tentatively chosen Mr. Saletta, the Court iscompelled to note that it does not view the first of Mr. Salettas three phaseSolution−Focused Decision Making Process (the Readiness Phase) as warranting aperiod of several months.... Instead, the Court would expect Mr. Saletta and theparties to undertake as soon as possible the second (Design) Phase that heproposed. The Court has substantially revised the last draft it circulated concerningthe appointment of a Special Master. It is attaching that document, in draft form, tothis Order, without the name of the appointee filled in.
