childrens' lives and has made a difference. Court orders Defendant to show causewhy it cannot assure that at least 400 additional class members will receive TBSfor fiscal year 05−06, compared to the previous year. Defendant shall prepare and deliver to counsel forPlaintiffs one report that compares the access to out−patient specialty mental healthservices offering TBS by foster children placed in their county of adjudication tothe access to such services by foster children placed outside of their county ofadjudication.
