• Cost implications: High construction cost to build new bridge, new underpasses, new SB to WB ramp and retaining walls in the NW and SW.

Difficult to accommodate WB left-turn movement on north side of interchange because of slope.

• Traffic operations: WB to SB movement changes from free flow to signalized.
