TERMS & CONDITIONS / INSTRUCTIONS FOR BIDDERS
1. Single stage/two envelope bidding procedure shall be applied in response. The Envelops shall
be marked as “TECHNICAL PROPOSAL” and “FINANCIAL PROPSAL”. The financial
proposal of bids found technically non-responsive shall be returned unopened to the respective
bidders. Technically responsive bidders will be informed and their financial bids will be opened
in the Central Procurement Cell (CPC) meeting.
2. Responding organizations shall deliver sealed proposal of the “TECHNICAL & FINANCIAL
PROPOSALS” before or on February 26th, 2021 at 9:30 a.m.
3. The Proposals will not be accepted after the due date &, time and shall be delivered at the
address given below before time. The TECHNICAL PROPOSALS shall be opened on the same
day at 10:00 a.m. in the Conference Hall adjacent to Vice Chancellor Office UET Lahore by
the Central Procurement Cell in the presence of bidders or their representatives.
4. Bidders are advised not to quote different options (only one option is to be quoted). Received
bid with different options shall not be entertained.
5. Price should be mentioned on FOR basis and inclusive of all delivery charges to UET Lahore
Narowal Campus, Narowal.
6. The prices, including all taxes should be quoted item-wise in Pakistani Rupees so as to reach
the premises of the University of Engineering &Technology Lahore Narowal Campus near Ada
Siraj Narowal Muridke Road, Narowal. .
7. The tender will be awarded to the bidder having lowest total cost of items which will be
determined after multiplying its quoted price for two number of items. The Grading formula
will be:
Quoted Price of Item 1 x 85 =X
Quoted Price of Item 2 x 115 = Y

Z=(X+Y)
The Bidder having lowest value of Z will be declared as successful bidder.
8. Offers should be valid for 120 working days from the date of opening of the Financial Bids.
9. If the Successful bidder fails to supply the Furniture (Lab Tables) within 30 days after
issuance of purchase order, he will be fined 0.5% per week of the total payable (net worth of
the tender) which will be deducted from his payment. The relaxation in the delivery time will
not be more than 4 weeks after the expiry of delivery date.
10. Bidders must submit their tender duly signed, clearly indicating the offered specifications of
each item, specified in the Tender Document.
11. Offers must be supported with comprehensive sectioned literature of the materials / good
offered/detailing all the Guaranties. (For both metal pipe and lamination boards that will be
used in the manufacturing of Lab Tables).
12. The University reserves the right, at the time of placing the order, to increase or decrease the
quantity of items.
13. Bids must be accompanied by 2% of total estimated cost as Earnest Money in the shape of
CDR (132,900/-) in the name of Treasurer, University of Engineering and Technology, Lahore
without which bids will not be entertained. BANK GUARANTEE IS NOT ACCEPTABLE.
Total Estimated cost and amount of CDR is also mentioned in specifications table
(ANNEXURE 1).
a. The CDR will remain with the University and will be returned to the bidder/supplier
once the delivery of tender items is fully complete and cleared by the inspection
committee.
b. The successful bidder will arrange two stamp papers @0.25% of total value of Purchase
order.
14. a) If the successful bidder failed to supply the furniture within stipulated period
mentioned in para 9, his Earnest Money shall be forfeited.
b) If the bidder failed to supply the furniture/equipment, then the University has the right
to purchase the Furniture from other suppliers and any difference in payments would
be liability of the successful bidder failed to supply alone with the penalties mentioned
in para 9.
15. The Furniture must be in accordance with the specifications and sample already made
and available for inspection at UET Lahore Narowal Campus.
16. A bidder prepare and deliver the samples for both type of Lab Tables (at UET Lahore Narowal
Campus, Narowal) for inspection by the university inspection committee preferably on or
before the tender opening date that must match with the university samples. Their samples
along with their technical bids will be evaluated. The financial bids will be opened of only
those bidders, whose samples will be PASSED by the inspection committee of UET and who
obtained minimum of 70 marks from the bid evaluation criteria given in annexure 2.
17. Successful bidder has to prepare sample for both type of Lab Tables (In Case his previous
sample is not in accordance with the sample/design specifications provided in the tender
documents or rejected by the inspection committee) within 1 week of issuance of sample
preparation letter. Once the sample is passed by the inspection committee it will be handed
over to the university and rest of the supply should be matched with their samples by the
inspection committee.
18. Bidders must attach attested photocopy of their N.T.N. and G.S.T. Number, Professional Tax
Certificate.
19. 10% security of total value of Purchase order/bill shall be deducted at the time of bill process.
The deducted amount as performance security will be returned after successful completion of
Defect Liability / Warranty Period (para 22), after repairing the defects in the Furniture /
replacement found during the warranty period.
20. Income Tax, Sales Tax and other taxes of any kind will be deducted at the source according to
Governments prevailing rules.
21. Sale price of the tender document is Rs.1000/- (Non-Refundable). The details specifications
of the required Furniture are given in the subsequent pages.
22. After sale service, supply and repair of the furniture must be guaranteed for a period of one
year at the premises of UET Lahore Narowal Campus. University will not pay any charges for
such repair done in university of contractors premises (if deemed necessary to move items to
contractor’s workshop)
23. The original Request for Proposal documents duly signed and officially sealed by the bidder
must be submitted in whole with the proposals. Any conditional, ambiguous, incomplete,
supplementary or revised offer after the opening of tender shall not be entertained.
24. Any overwriting/crossing, etc. appearing in the offer may be properly signed by the person
signing the tender. All pages of the tender must be properly signed & stamped. Offer with any
overwriting/use of Blanco shall not be accepted in any circumstances.
25. The Departmental/Sub Campus Inspection Committee, will get the furniture inspected at UET
Lahore Narowal Campus and will have the right to reject the furniture if not found according
to the stated specifications.
26. In case any supply / material is found not in conformity with the specifications provided in the
tender document and samples, either on account of inferior quality, defective workmanship,
faulty design, faulty packing or is short supplied, or wrongly supplied, the supplier shall replace
the same free of charges.
27. A bidder company/firm should meet the evaluation criterion mentioned in (annexure 2)
to qualify for the financial bid opening procedure.
28. The bidders are required to submit the company profile including technical, engineering,
managerial capabilities, after sale service and past experience/performance along with their
technical bids and also list of reference installation/supplies in Pakistan for similar furniture.
29. The bidders will express clearly in the bid proposal about his manufacturing output capacity
pertaining to group of items i.e., how many set of item they can manufacture within a month
and how much time they will take to deliver all the required furniture after issuance of purchase
order.
30. Earnest Money should be attached/enclosed in Technical Proposal Envelope.
31. Procurement shall be governed by the PPRA Punjab Rules-2014 amended up to 2020.

EVALUATION CRITERION
Note-1:
The minimum marks for qualifying in Technical Evaluation for mentioned
Furniture in annexure 1 are 70. The financial proposal of the bidders found technically non-
responsive shall be returned un-opened to the respective bidders.
Note-2: Please strictly follow the format and sequence given in the table below for
compiling your technical bid.
