development strategy

• Political willingness

• Make the most of your local resources (cultural heritage,

cultural identity, quality of life, location factors, real state, …)

• Transversal policies rather than sectorial policies to

encourage spillover effects

• Harmonised and comprehensive strategies (culture,

economy, innovation, urbanism, transport, …)

• Public- private collaboration

• Mobilise non financial resources

• Avoid to public policies

• Collaborate in European and transnational projects: source

of funding, exchange of knowledge and visibility.
