The issue rocked the House after a written response by the Chief Minis- ter Omar Abdullah revealed that at least 7963 engagements of casual/daily wagers, need/ contingent/local fund paid and consolidated workers were made in 10 different departments from March 2009 to January 2013. Though the Government said a laid down procedure was followed in making these engagements, several mem- bers slammed the coalition government for “misusing power for party interests.” Giving break up, the government reply said 1147 engagements were made in the Public Health Engineer- ing/Irrigation and Flood Control departments by the concerned Chief Engineers; 940 engagements in Education department by CEOs/ZEOs and headmasters; 1612, 614 and 181 engagements in Agri- culture, Floriculture and Hor- ticulture Departments respec- tively by Directors concerned; 1008, 1428 and 761 appoint- ments in R&B department, state Local Bodies and Tour- ism respectively. Bhat was produced before the Court of 4th Addi- tional Sessions Judge Srina- gar R K Kotwal in connec- tion with a case registered against him in Rainawari police station for allegedly committing offences under various sections of RPC. He will be now produced before the court on Monday. According to Prosecution case diary, Rainawari Police Station had registered an FIR( 42/2008) against Alam for leading a procession of thousands and setting on fire some structures at Badam- wari near Kathidarwaza. Bhat was brought here MUDDASIR ALI Jammu, Mar 23: Virtu- ally blaming his predecessor Peerzada Muhammad Sayeed for ‘mess’ in the Education department, the Minister for School Education Tara Chand Saturday said he has ordered a probe into reports of with- drawal of funds against non- existing school buildings and illegal appointments made at different levels. Taking note of the viola- tion of norms for admission in the Elemen- tary Teacher Training (ETT) institutes in the State, the Minister said he has ordered a time-bound inquiry into the issue today after some mem- bers demanded the action. In his response to discus- sion on grants for School Edu- cation department, the Min- ister said that in violation of rules, thousands of students were given admission in ETTs which have mushroomed in J&K over the years. He said 11000 students were given admission after counseling and their regis- tration done in 2011 while another 16000 students were given admission without fol- lowing proper procedure. “Now there is a demand that these students shall be allowed to sit in examina- tions,” the Minister said. He said the issue had come before the Chief Minis- ter Omar Abdullah when he was heading the department. “The Department was held by the Chief Minister for some time (when Peerza- da Muhammad Sayeed resigned over the mass copying issue involving his foster son). The CM had asked then Chief Secretary to get the matter investigated,” Chand said. Later the State Board of School Education was asked to initiate action on the issue under law, he said. “The ETT involves the students from outside state and it (mess) is bringing bad name to J&K,” Chand said. He said the Divisional Com- missioner, Jammu would ARVIND SHARMA Jammu, Mar 23: The pres- sure on the state govern- ment is mounting with each passing day as the members in the Legislative Assembly have been repeatedly urging it to take an initiative and persuade the opposition parties to end their boy- cott and participate in the proceedings of the ongo- ing budget session. The government, which finding it hard to main- tain quorum of the House, is not only under pressure from a couple of opposition mem- bers left in the House, but even the members from the treasury benches have now appealed the government to persuade the opposition. When there was lack of quorum in the House today, a visibly upset GM Saroori, while intervening during a discussion on demand for grants, said that the govern- ment should come forward and show farsightedness and ensure the presence of opposi- tion in the House. The issue cropped up in the afternoon during discus- sion on demand for grants of Education Department. While Javed Ahmed Dar was speak- ing, Ajaz Ahmed Jan who had just completed his speech walked out of the House at 1:07 pm. after which there was lack of quorum in the House as only 22 members were left behind. Realizing the pres- ence of insufficient number of members, Deputy Speaker Sartaj Madni immediately asked the marshals to go and call back Jan. He was then recalled from the lobby after which the proceedings restarted. Annoyed Madni then said, “It is the duty of treasury benches to maintain sanctity of the House. How many times will I have to tell the members to be serious and ensure smooth functioning of the House but there is no effect? Jammu, Mar 23: National Conference-Congress coali-tion Saturday came under sharp attack in the Legislative Assembly for making “illegal-ly engagement” of people in various government depart-ments allegedly to appease their party members.
