The Post – graduate unitThe unit is under the Post – graduate studies coordinator who is responsible to the Head of Department. It has similar functions and structure as that of the undergraduate unit.

EXAMINATIONS

The Department administers the following types of examinations to assess the performance of students in the programme:

(i) Written exams in all the theory courses as given in course content(ii) Continued Assessment through tests and take-home assignments in all the theory

courses as given in course content(iii) Studio presentations in each semester (iv) Oral defense of dissertation at the end of the final year

PHILOSOPHY OF THE PROGRAMME

The BURP degree programme in Ahmadu Bello University provides a broad based planning education and training, which assists in developing the students’ intellectual and professional capacities to a high standard. The philosophy is that of design oriented planning, to place the graduate mid-stream between the policy-oriented and technology-based planners. The course therefore aims at producing sound generalist professional planners who can operate effectively in the field of Urban and Regional Planning and related activities.

OBJECTIVES OF THE PROGRAMMEi. To impart Urban and Regional Planning knowledge by the study of theories, methods

and techniques for spatial organization, and management of land uses and activity systems of regions and urban areas.

ii. To assist students to acquire constructive understanding of the social, economic and technological frameworks of development within the physical and other planning processes and the potential capacities of the frameworks for more coherent and relevant collaborative policy formulation and implementation;

iii. To provide students with practical experience of the wide range of planning problems and best-practices, and

iv. To encourage students to develop and sustain interest in specialized planning skills for further research and professional career development.

THE POSTGRADUATE PROGRAMMES

The Post Graduate Studies Programme in Urban and Regional Planning at Ahmadu Bello University is for the Degrees of Master of Science and Doctor of Philosophy. The M.Sc Degree runs for a minimum of two years for the training of professional planners. It offers to successful candidates the Master of Science Degree in Urban and Regional Planning. The Programme as presently structured comprises a number of core courses in planning, together with a number of courses in the related disciplines. Students are involved in studio project work, in both the first and second years of study. Studio projects are designed to expose students to a diversity of planning experiences, as a vital part of training. The programme also involves a thesis during the second year, which must be defended at a crit to the satisfaction of internal and external examiners.Students are drawn from a variety of disciplines such as Surveying, Architecture, Planning, Engineering, Geography, Transport Studies, Social Sciences, Law, etc. This diversity reflects the inter-disciplinary nature of the planning profession. A good Honours Degree in any of the above fields is the basic requirement for admission. The Doctoral Degree Programme is in planning studies and runs for a minimum of 3 years. MSUR 800 Planning Studio Practice-I Planning workshops form the vehicle for bringing together all the facets of planning that are considered separately in the various lecture courses; Project work progresses with increasing complexity, and follows approximately the sequence of the comprehensive planning process; In addition, workshops are designed in conjunction with the lecture courses; Workshop projects require research work, field surveys, analysis and presentation of problems and their solutions, related to practical problem of the urban field in Nigeria; Emphasis is laid on placing student in real situations; As it is practicable, the work environment of a planning office is simulated, with the qualification that the organization of work involves a minimal degree of functional specialization; The projects are to also give the

MSUR 822 Planning Studio Practice IiA Life project problem is conceived for practical application of knowledge and skills acquired in the lectures and studios. Student work’s are reviewed periodically at crit sessions; Final report is submitted in complete technical report form for assessment.

MSUR 824 Planning Seminar A survey of existing research pertaining to selected planning issues for the purpose of clarifying perceptions. (This is on individual student basis); A technical paper is presented by each student at a seminar and discussions centre on the form, content and presentation as related to the student’s thesis subject.

MSUR 900 ThesisThe thesis shall be a topic within the field of planning theory and practice; Topics, which belong largely to the field of the related disciplines will not be considered suitable, nor will topics of a purely descriptive; nature. Each student’s thesis will involve original research, or result in the development of an original idea to contribute to planning knowledge and practice. Review/ crits are held in a series, in which students explain to, and obtain comments of other students and staff; Originality may be expressed in the methodology or through empirical data; Policy – based or design based recommendations shall be required as the end product; If submitted as group research, the final product must contain identifiable and assessable individual contributions; Students must present their thesis for assessment by external and internal examiners.

THE DOCTORAL PROGRAMME (URBAN AND REGIONAL PLANNING)The Doctoral Programme in planning studies is offered to Master of Science Degree holders in Urban and Regional Planning and to candidates from related fields. The Programme runs for a minimum of 3 years for full time students and five years for part-time students as provided in the Postgraduate Studies Guidelines of the Ahmadu Bello University. The doctoral programme is primarily by research but has a coursework component that involves the undertaking of general research methods and quantitative techniques courses and courses cognate and elective courses identified by the students and their supervisory committees as being essential or relevant to the understanding of the field of research being addressed.

STRUCTURE OF THE PROGRAMThe programis primarily by research but includes coursework component of 10 – 16 credit units taken from core subjects areas in research methods and spatial analyses and from a range of cognate and elective courses from within the Department / Faculty or other Departments in the University. The research component is based on a dissertation to be defended in an external examination and a series of three seminars addressed to different stages of the dissertation. These include a proposal, methodology and final research findings seminars. General Areas of Research and CourseworkStudents are required to take coursework insome of the core areas of planning in addition to general research methods. These will amount to a minimum of 8 Credit Units. They will in also take a minimum of 6 Credit Units as electives in subjects relevant to the subject of research from any Department in theuniversity as deemed appropriate by their supervisory Committees.

The broad areas of interest in Urban and Regional Planning make it possible to develop a research topic on diverse topics. This will include but not limited to the following.

These presentations hold at the Faculty level and constitute part of the assessment of the research work. Internal presentations are held at regular intervals on monthly basis to take presentations from students on the Doctorate and Masters programs. For PhD students, the internal presentations are to be clearing sessions preparatory to Faculty presentations

The presentations will be assessed at each stage by the Departmental Postgraduate Studies Committee to verify their adequacy and determine the readiness of the students to proceed to the next stage. Where this is assessed as unsatisfactory, a repetition of the presentation will be required

The dissertation shall be based on a topic within the broad spectrum of the various concerns in the field of Urban and Regional Planning theory and related areas. Research topics and procedures are in all cases expected to have a strong leaning towards Urban and regional Planning. Topics which belong largely to the field of the related disciplines in their conception and methodology may not be considered suitable, nor will topic of a purely descriptive nature. Each student’s dissertation will involve original research and result in the development of an original idea to contribute to planning knowledge and practice in the context of the specific subject chosen.Originality may be expressed in the methodology or through empirical data. Policy – based or design based recommendation are usually required, though not necessary depending on the research problem and methodology. In all cases, the final product must contain identifiable and assessable individual contributions to knowledge.
