The PaschiCombo card issued by Banca Monte Paschi Belgio

in Belgium is a Maestro card on one side and a MasterCard card on the other. Both access the cardholder’s deposit account.

Cardholders can decide at the point of sale whether to withdraw funds immediately (Maestro) or once a month (MasterCard).

The PaschiCombo card includes a contactless chip that can initiate MasterCard PayPass transactions. A merchant’s POS terminal determines whether those transactions are handled as Maestro or MasterCard. The card also has a display screen that generates a one-time code that cardholders can use at online merchants who deploy 3D Secure services.

Banca Monte Paschi will replace all of its Maestro

The holographic security business of JDSU, formerly American Bank Note Holographics (ABNH), has been sold to OpSec for $11.5 million in cash with the possibility of another $4 million to be paid depending upon performance over the next year. JDSU paid $138 million for ABNH in 2008 in an all-stock (except for $1 in cash) transaction.

The business produces holograms for Visa, MasterCard, Discover, American Express, and

other payment cards worldwide that are hot stamped onto cards issued by more than

20,000 financial institutions.

OpSec provides several kinds of optical-variable devices including holograms, diffraction

grating imaging, and liquid crystal technology, which its customers

will launch

NFC-based payments first using SIM cards, not embedded secure elements, to initiate contactless EMV transactions. This will enable Vodafone, and the service providers who will market the wallet to their customers, to reach a larger number of consumers.

CorPay can also handle the trusted service manager function needed to provide over-the-air provisioning of card account data to handsets. However, Vodafone plans to use Gemalto in that capacity.

CorFire customers include Google, First Data, SK Telecom, T-Money, China Telecom,

Vodafone will act as an aggregator, offering commercial

Valid USA, a wholly owned subsidiary of Brazil-based Valid, has been designated by a court-

appointed bankruptcy trustee as the successful bidder for

substantially all of the operating assets of the Vmark companies. The bid was $51.2 million. The deal is expected to close by the end of this month.

Vmark assets include Versatile Card Technology, Qualteq, Creative Automation, Unique Mailing Services, Global Card Services, Unique Embossing Services, Automated Presort, Fulfillment Xcellence, Unique Data Services, and Veluchamy.

Vmark customers include Bank of America, Chase Card Services, and Citibank. Its

revenues, which were in the $140 million range annually before filing for bankruptcy, are now at about $120 million.

Valid manufactures 200 million payment cards annually in Brazil. It also produces driver’s licenses, SIM cards for mobile handsets, and PKI tokens used to generate digital certificates to secure online messages between corporations and the government. Competitors in Brazil include

Gemalto, G&D, Morpho, and Oberthur.

(such as Discover, Interac, BC, Star, Bancontact, BankAxept, etc.), and private label credit, debit, and prepaid cards (such as store cards and gasoline cards).

Private label cards accounted for 40.56% of the world total in 2011, down from 45.23% in 2006. Many of these cards are prepaid “gift” cards for use at retailers. UnionPay cards accounted for 21.92% in 2011, up from 14.58% in 2006. Visa cards accounted for 17.46% in 2011, down from 19.23%. MasterCard cards accounted for 7.87% in 2011, down from 9.12%. The rest (Maestro, domestic general purpose, American Express, JCB, Discover, and Diners Club cards) accounted for 12.18% in 2011, up from 11.84% in 2006.

By 2016, the payment card industry is expected to see a cumulative increase of 4.83 billion cards, led by private label cards (mostly prepaid), up 1.85 billion. UnionPay will follow with an increase of 1.71 billion, then Visa, up 0.70 billion, MasterCard, up 0.36 billion, and the rest up 0.22 billion.

UnionPay will be the only general purpose brand that will increase its share. UnionPay cards in circulation are projected to gain 3.55 percentage points to 25.47%. MasterCard cards are projected to decline 0.13 percentage points to 7.75%, private label cards are projected to decline 0.60 percentage points to 39.96%, Visa cards down 0.79 percentage points to 16.67%, and the rest down 2.03 percentage points to 10.15%.

Credit cards are available in Iran. However, there are relatively few as the country is still creating a credit bureau infrastructure. Currently cardholders must have a cosigner, sometimes more than

one cosigner, to even apply for a card.

Card payments at the point of sale are booming in Iran. Debit and prepaid card transactions grew by more than 130% in 2011 over 2010 after the Central Bank of Iran instituted a 0% discount rate policy to encourage merchants to deploy POS terminals. This followed the September 2010 action of the Iranian government to cut subsidies that consumers received for commodities and energy. To compensate, the government deposited $40 a month (44,000 rials) into every citizen’s bank account. Anticipating long lines in bank branches to withdraw that cash, the Central Bank of Iran told banks to issue debit cards to give people access to their money via ATMs and the point of sale. Cardholders do not pay any fees for the cards or transactions.

There were nearly 2.1 million POS terminals operating in Iran at the end of March 2012. Merchants can deploy multiple

terminals to access special services available from a particular bank. On-us transactions are authorized and settled directly by the bank

issuer/acquirer. Transactions that need to be routed to another issuer are handled by Informatics Services Corp., majority owned by the central bank, which operates a national switch called Shetab.

Top providers of merchant acquiring services in Iran include Fanap, Eniac Tech, and Iran Kish. Fanap, a unit of Bank Pasargad, has written custom software for more than 300,000 POS terminals manufactured by Castles Technology.

first nine months of 2011. Credit card purchase transactions increased by 9.4%. Debit card purchase transactions increased by 0.5%, but Interlink debit card figures (counted with Visa) declined due to the impact of the Durbin Amendment, which requires issuers to put at least two unaffiliated networks on debit cards. Much of the activity went to other EFT systems, which are not included here. Debit cards generated 64.90% of all purchase transactions, down from 66.81%.

Combined credit and debit card purchase volume was up 5.1% over the first nine months of 2011. Credit card purchase volume increased by $129.85 billion. Debit card purchase volume increased by $5.54 billion.

Consumers will soon be able to deposit paper checks to

their Visa prepaid accounts by taking a picture with their mobile device. For a fee that will range from 1% to 4% depending on the type of check as well as the amount, they can have immediate access to those funds. The service will leverage Chexar’s soon to be renamed Spyke – The Good Funds Network.

Chexar was formed in 2008 after the company sold its El Banco nonbank financial services chain in Atlanta. It retained El Banco’s check

cashing platform including an enrollment process, early warning system, proprietary algorithms, and other risk management tools because it saw an opportunity to offer immediate funds availability to third-party checks for loading onto prepaid cards and for cashing over the counter at bank branches, markets that top verification and guarantee firms had made little effort to penetrate.

Third-party checks such as payments received by a gardener or a contractor or some other service provider are part of the person-to-person check sector, which is the only type of check payment

Litle & Co.’s top competitors for card-

not-present business are Chase Paymentech and First Data. Both built their CNP processing platforms on software that Litle & Co. created in the mid-1980s and later sold to First USA.

Litle & Co. will operate as a wholly owned subsidiary of Vantiv, continuing to sell directly to merchants as well as benefiting from sales generated by Vantiv’s distribution channels. Vantiv plans on investing capital in Litle and will make its Massachusetts facility an innovation

First Data, Accenture, and VocaLink have signed a partnership to create an immediate funds transfer (IFT) network in Australia aimed at clearing and settling consumer and business payments between deposit accounts in real or near real-time.

The platform has been designed to meet goals outlined by the Reserve Bank of Australia, which wants an IFT network in place by 2016. The First Data–Accenture-VocaLink partnership is the only proposal in the market at this time.

begin with banks that commit to the network.

First Data maintains links to all of Australia’s financial

institutions. It handles 1.5 billion transactions annually, about 30% of the credit card and debit card account processing in the country. It will provide real-time payment processing for the IFT network, leveraging

its existing payment processing infrastructure and VocaLink’s Immediate Payments software.

VocaLink designed and operates the Faster Payments Service in the U.K. where it has processed two billion payments since 2008. It has just signed a contract to bring its Immediate Payments technology to Singapore.

Accenture will provide system

integration for linking financial institutions to the new network.

First Data is talking with financial institutions to determine a governance structure for the new network. The technology partners have no plans to create a service mark identifiable to consumers.

Banco Santander and the Elavon subsidiary of U.S. Bank have formed a merchant

acquiring joint venture (JV) in Spain. Santander has been using Elavon’s proprietary dynamic currency conversion platform in Spain since 2003.

Elavon will provide full acquiring processing services to the JV. It will own 51% of the joint venture, with Santander owning the remaining 49%.
