Part One Campus Information

1.1 General Information

In this academic year, the classes of HKCC are mainly conducted on PolyU Hung Hom Bay

Campus and PolyU West Kowloon Campus, while some classes of the engineering subjects

are conducted at PolyU main campus. Both PolyU Hung Hom Bay and PolyU West Kowloon

Campuses are equipped with state-of-the-art facilities that will help better nurture the all-round

development of students. All HKCC students will have access to the facilities on both

campuses, in addition to certain facilities on PolyU main campus.

Part Two Communication Channels

2.1 Student Handbook

The Student Handbook contains essential information concerning general academic matters,

regulations, rules and procedures, facilities and services for students, and various

communication channels. The latest version of the Student Handbook will be available at the

my.HKCC Student Portal: http://www.hkcc-polyu.edu.hk/myHKCC/ in September 2019.

2.2 CPCE Portal (http://portal.cpce-polyu.edu.hk)

You can access your student email account, Moodle E-learning system, etc. via the CPCE*

Portal.

*CPCE is the abbreviation of the College of Professional and Continuing Education, which

oversees its two units, namely Hong Kong Community College (HKCC) and School of

Professional Education and Executive Development (SPEED).

Before your first login, you need to change your default password at the CPCE Portal by

following the steps below:

Visit CPCE Password Manager at https://pwdmgr.cpce-polyu.edu.hk/

Enter your user name which is your student number, e.g. 19123456A

Select “Student Domain” and click “OK”

You will be redirected to “CPCE Password Manager”

Click on “My Questions and Answers Profile”

Enter your student number

Type the characters (e.g. “KEYY”) you see and click “Next”

Enter your password and click “Next”. The default password for you as an HKCC

student is Hkcc.xxx (case sensitive), where xxx is the last 3 digits of your HKID number.

For example, if your HKID No. is Y123456(A), the default password will be Hkcc.56A

At the CPCE Portal, you may find the “Wireless LAN” configuration guide. To connect to the

campus Wi-Fi, please select “CPCE_Student” on the Wi-Fi network setting on your mobile

device. The login name and password will be the same as the one you used to log into the

CPCE Portal.

You may find the configuration guides for other devices or operating systems on the CPCE

Portal.

2.3 Student Email Account

Email is a formal channel of communication at HKCC. You can access your student email

account by going to the “Office 365 Sign In” page at http://webmail.cpce-polyu.edu.hk. You

can also access this sign in page by selecting “Webmail” from the CPCE Portal.

You shall now be forwarded to the Office 365 Sign In page. If your student number is

19123456A, your Windows Live ID is [email protected], and the

password is the same as the CPCE Portal password.

After the first login, please select your preferred language and time-zone (UTC+08:00 Hong

Kong).

After using your mailbox, always remember to click “Sign out” on the toolbar to log out from

your account and close the internet browser. For more information about the student email

2.4 my.HKCC Student Portal

Useful information such as the HKCC Student Handbook, Definitive Scheme/Programme

Documents, Subject Description Forms, examination timetables and standard forms are

available at the my.HKCC Student Portal: http://www.hkcc-polyu.edu.hk/myHKCC/.

You can also access the sign in page by clicking “my.HKCC” from the CPCE Portal.

Online facilities related to your study (e.g. subject registration, add/drop, personal timetable)

and personal record (e.g. amend contact information) are also available at my.HKCC Student

Portal.

Your personalised timetable for Semester One will be available after 28 August 2019. You

should check your personal timetable via the my.HKCC Student Portal. New students are NOT

allowed to change any subject group in the first semester of study. You may select elective

subjects for Semester Two 2019/20 through the online subject registration facility at the

my.HKCC Student Portal, subject to the study pattern of your programme, the quota of the

elective subjects and the availability of resources. Further subject registration details will be

sent to your student email account.

3.2 Student Account Information

While you will be informed of the issuance of debit notes for tuition fees via your student email

account, details of your tuition fee payment can be obtained at the Student Account Enquiry

System (SAE) at https://www48.polyu.edu.hk/fosaecpce/cpce/. You may also access SAE via

the PolyU Finance Office website at http://www.polyu.edu.hk/FO/.

Part Four Financial Assistance

You may apply for the following financial assistance schemes which are administrated by the

Student Finance Office (SFO) or the Office of Continuing Education Fund (OCEF) of the

Government of the Hong Kong Special Administrative Region:

Financial Assistance Scheme for Post-secondary Students (FASP);

Non-means-tested Loan Scheme for Post-secondary Students (NLSPS);

Continuing Education Fund (CEF).

Important Note:

You are advised to study the detailed information about the eligibility, level of financial

assistance, calculation of financial assistance and payment arrangements for the

FASP/NLSPS/CEF. Students can only obtain financial assistance either under CEF or FASP

for the same programme/subject.

4.1 FASP and NLSPS

You should submit your applications for financial assistance through the E-submission system

on the SFO’s electronic platform (SFO E-link) before the commencement of Semester One

2019/20:

4.1.1 Application Procedures:

a. You should read the Guidance Notes of the relevant financial assistance scheme(s)

carefully before completing the online application. To assist you in completing and

submitting your application, an online demonstration is available at

https://ess.wfsfaa.gov.hk/demo/en/ (both Chinese and English versions are

available).

b. After you have submitted your online application successfully, you have to submit

the duly signed declaration and the required supporting documents to the SFO

within one week online or by mail / by hand.

c. If you fail to report / attach the required information / supporting documents to your

application and the information/supporting documents are only provided upon the

SFO’s request, this would be treated as a misrepresentation and/or omission in your

application.

d. If there is any change of your student status, please be reminded to notify the SFO

in writing.

Please note that pending approval for financial assistance from the SFO will not be considered

as valid justification for deferral of the tuition fee payment if you have not duly acted according

to the instructions of the SFO.

4.2 Continuing Education Fund (CEF)

4.2.1 Attention:

Students can only obtain financial assistance either under the CEF or the FASP for the

same programme / subject.

Students enrolled on a programme/subject may apply for reimbursement of the

programme/subject fee upon fulfillment of all the following conditions: (i) they have

successfully completed the programme/subject; (ii) they have attained at least 50% of

the mark of the programme/subject assessments; and (iii) they have attended at least

70% of the classes of the programme/subject. Students are required to submit a consent

for disclosure of personal data to the Specified Public Authorities for the purposes of

fee reimbursement before the commencement of the programme/subject, and submit a

claim application within one year upon the successful completion of the

programme/subject.

The list of reimbursable programmes/subjects under the CEF is available on HKCC

website and online version of the Definitive Scheme/Programme Documents (Note: A

list of subjects have been submitted to register as Reimbursable Courses under the CEF.

The update list of reimbursable programmes/subjects will be available in late August

2019).

4.2.2 Reimbursement Procedures:

a. With effect from 1 April 2019, applicants who apply for the CEF for the first time

are only required to complete Application Form [SFO 302 (2019)], which is a

combined application form for both account opening and fee reimbursement. This

combined form is also applicable to applicants who have opened a CEF account

before 1 April 2019 to apply for fee reimbursement only.

b. Application Form [SFO 302 (2019)] can be obtained from the Office of the

Continuing Education Fund (OCEF) and District Offices or downloaded from the

OCEF website. Applicants may also fill in the application form online on the

website of GovHK and print the completed form.

c. The completed application form together with the letter of certification issued by

the College after successful completion of the reimbursable course(s) and a copy of

supporting documents should be submitted to the OCEF.

d. Successful completion means you have attained the overall mark of 50% of

assessment(s) as prescribed for the course and have attended no less than 70% of

the contactable hours of the course.

Part Five Student Lockers and Student Identity Card

5.1 Eligibility

Subject to the availability of lockers, HKCC students may apply for the use of lockers on a

first-come-first-served basis. A successful applicant will be allocated a locker on his / her

home campus for storing personal belongings throughout his / her years of study by paying a

one-off non-refundable maintenance fee of HK$65. All applications and enquiries should be

directed to the CSAO Service Counter on 4/F of Hung Hom Bay (HHB) Campus or 3/F of

West Kowloon (WK) Campus during office hours.

5.2 Rules Governing the Use of Student Lockers

a. Students should provide their own padlocks and keep the lockers securely locked at

all times. Students have the responsibility to acquire a strong padlock for their own

lockers. For security reasons, combination padlocks are not recommended.

b. Students are advised not to store any valuable belongings in the lockers. The

College will not be responsible for the security of the items kept inside the lockers.

Students should take full responsibility of all items stored in the lockers.

c. Any student who requests our staff or representatives to cut the padlock of his / her

locker (for whatever reason) should complete and return the “Request for Locker

Service” form to CSAO. A handling fee of HK$50 will be charged.

d. Students are advised to pay attention to the possible disciplinary consequences

arising from misuse of College amenities:

The right of the use of the locker is not transferable. The locker so allocated

through proper application channel is deemed for use by the student who made

the application. Any student found to have given the user / access right of the

locker to other person(s) or outsider(s) will be subject to disciplinary actions.

Posting stickers or posters on or inside the lockers is not allowed.

Storage of any items of illegal nature or of which may cause or be likely to cause

a health hazard, security risk, physical danger or nuisance to the environment /

the College / general public (e.g. perishable food, explosives, pets, weapons,

etc.) is strictly prohibited. Such cases will be referred to the CPCE Student

Discipline Committee.

Any violation of the locker regulations by the users may result in termination of

the use of lockers and / or confiscation of items kept inside lockers. The College

may decide to take disciplinary actions against students who do not observe the

rules governing the use of lockers.

Occupying student locker(s) without proper application / approving procedures,

and failure to observe the deadline of clearance shall be treated as unauthorised

use. Unauthorised use of lockers is strictly forbidden. In case of unauthorised

occupation of lockers, the College has the right to instruct the Campus Facilities

Management Office to force open lockers to remove and dispose of the items

therein without notification in advance.

Any student found to have occupied locker(s) without authorisation will need

to pay a fine of HK$100 (subject to change) per locker.

5.3 Unauthorised Use of Student Lockers

In response to the above 5th and 6th items under point d of Section 5.2 Rules Governing the Use

of Lockers, if unauthorised locker users need to recover their disposed items, they are required

to complete and return the “Request for Recovering Locker Items” form to CSAO. An

administrative fee of HK$100 will be charged.

5.4 Return of Lockers on Termination of Studies, Change of Programmes or

Graduation

a. In case of withdrawal from studies during term time, students are required to vacate

their lockers immediately and leave the doors unlocked by the time they submit the

application for withdrawal to HKCC (via Form 15), otherwise there will be delay

in the refund of the caution money.

b. Student who has changed to a new programme or mode of study can submit a

written request to CSAO for reallocation of locker if his / her home campus has

changed upon successful Transfer of Study if necessary. Subject to the locker

availability, a new locker may be allocated to the student. The student will be

required to vacate his/her locker and leave the door unlocked when requested.

c. Upon graduation, students are required to vacate their lockers and leave the doors

unlocked on or before the end date of the last semester enrolled or a date advised

by CSAO, whichever is earlier.

d. Any items left inside the lockers after the date specified by CSAO will be disposed

of or donated to a charitable organisation.

5.5 Padlocks

To safeguard your property, all locker users are suggested to observe the following security

tips:

In case of theft on campus, students are required to report to the Campus Facilities Management

5.6 The Right of the College

The College reserves the right, in case of emergency or violation of the above regulations, to

take possession of the locker concerned, dispose of the items therein and forfeit the student’s

right to use the locker without prior notice. The College is not responsible or liable for any loss

or damage of the property found inside the locker under such circumstances.

5.7 Student Identity Card

Upon your first registration on your study programme, a student identity card will be issued to

you. You are entitled to the rights and privileges of a full-time student of HKCC, as appropriate,

upon fulfilling the criteria for progression for the period you have duly paid the tuition and

other fees (including caution money, fees for the Students’ Union, etc.) and have completed

the subject registration procedures. You should carry your student identity card at all times

while in the University / College premises as it enables you to gain access to various PolyU /

HKCC facilities.

Different units have their own service provisions and effective service periods for different

types of students. Generally speaking, service provisions will not be available once the student

status has ended or students have completed their studies and are eligible for award regardless

of the student identity card expiring date. Students / graduates can contact individual offices

for more information.

5.7.1 Renewal of Student Identity Card upon Expiry

If you are admitted in August 2019, your student identity card will normally expire on

31 August 2021 or (i) immediately upon the discontinuation of your study (including

withdrawal of study, discontinuation due to non-payment of tuition fees or relevant fees,

deferment of study, etc.), (ii) 30 days upon de-registration, or (iii) a maximum of 90

days after the announcement of assessment results before graduation, whichever is

earlier. In case you are eligible to continue with your study after the expiry date of your

student identity card, the College will advise you to exchange for a new student identity

card in the last week of August. If you do not receive such notification one week before

the commencement of the academic year / semester, you should enquire at the HKCC

Information Kiosks during office hours.

5.7.2 Return of Student Identity Card to HKCC

The student identity card is the property of HKCC and is not transferable. It should be

returned to HKCC upon withdrawal or termination of your student status at HKCC,

whichever is earlier.

You are advised to return the card to the HKCC Information Kiosks in person, when

required. If you prefer to return the student identity card by post, you are urged to cut

the card into halves; otherwise, you are at your risk of any abuse in the use of your card

when it is lost in post.

If you fail to return the student identity card within the specified period as required, the

caution money you have paid shall be confiscated, and you may not be eligible for any

certification of your study at HKCC. Any subsequent request for a refund of the caution

money will not be entertained.

5.7.3 Abuse of Use of Student Identity Card

You should take good care of your student identity card to prevent any possible abuse

by other persons. You are liable to disciplinary actions, which may include temporary

deprivation of student rights, suspension or expulsion of studies, if (a) you lend your

student identity card to another person to enable the latter to gain access to the PolyU /

HKCC facilities or for other purposes or (b) you use a student identity card that does

not belong to you to gain access to the PolyU / HKCC facilities or for other purposes.

Any such offence will also be filed in your student record which will be taken into

consideration when HKCC recommends candidates for articulation and / or

scholarships. HKCC also reserves the right to release the record to potential employers

/ universities / institutes which submit formal requests for reference checking with

consent from the candidate.

5.7.4 Loss, Damage and Replacement of Student Identity Card

In case your student identity card is lost or damaged, or you have amended your name,

you should submit an application for “Replacement of Student Identity Card” (Form

16). A replacement fee of HK$110 will be charged for the new student identity card. If

the original student identity card is found eventually, you should immediately return

the original student identity card to the HKCC Information Kiosks for cancellation. It

is an offence to possess more than one student identity card for the same programme at

the same time and you shall be subject to disciplinary actions if found committing this

offence.

You are advised to submit your application in person as early as a loss is found. If you

cannot submit the application in person, you should attach a photocopy of your Hong

Kong Identity Card to the application. Such copy will be destroyed after processing the

application.

Part Six Campus Safety

6.1 Introduction

Hong Kong Community College is committed to providing a safe, healthy and environmentally

sustainable campus for every student and staff member. Being a member of the college

community, it is your responsibility to follow the established procedures during an

emergency/accident. You are one of the key persons to ensure that prompt and efficient actions

are taken so as to minimise bodily injury and property damage. We need your cooperation and

support to ensure a safe campus.

6.2 General Consideration

In case of emergency/accident when human lives and/or college/personal property are

threatened, it is important to minimise any personal injury and property damage. To this end,

it is prudent to adhere to the following priorities when encountering an emergency/accident:

Protect life, yours and others.

Protect college/personal property.

You are encouraged to report the situation promptly either by telephone, emergency phone or

in person to the 24-hour manned Campus Facilities Management Office (CFM) located at

Room LG05 on PolyU Hung Hom Bay Campus (HHB) or Room SLG08 on PolyU West

Kowloon Campus (WK).

*Emergency Telephones are installed throughout the two campuses and directly linked to the

CFM. The staff of the CFM will be dispatched to the scene to render on-the-spot assistance.

If the situation demands, the CFM will request assistance from the Health, Safety and

Environment Office, Health Centre and/or other government bodies such as the Hong Kong

Police Force, the Fire Services Department, and Ambulance.

6.3 What to Report?

Particulars to be reported to the CFM when there is an emergency/accident on campus:

Nature of incident with brief description. (e.g. person(s) injured, missing or trapped in

the incident.)

Your name and location.

Your contact telephone number.

Full details of the location of the incident and the place where you can wait safely to

meet with the dispatched staff.

6.4 Emergency Evacuation

There are fire alarm notification systems on both HHB and WK campuses for emergency

evacuation. Most systems sound only fire alarm bells while others may have flashing lights to

supplement the alarm bells and/or announcements about the situation. At all times, when the

alarm system sounds and/or voice command for evacuation is activated, everyone must leave

the campus and move to a safe location.

Upon hearing the fire alarm or evacuation announcement

Keep yourself and the others calm.

Turn off electrical devices and stop laboratory operations that are not safe to be left

unattended.

Quickly leave the campus and do not use the lift.

Help those who need assistance.

Close doors behind you but do not lock.

Wait at a safe location for instructions from the emergency response personnel.

Do not re-enter the campus until told it is safe to do so.

6.5 Personal Injury

For minor injury, apply first aid and use medical supplies in the first aid box. For serious injury,

notify the CFM and request assistance from the Health Centre and/or call an ambulance.

Do not move the casualty unless it is absolutely necessary.

Make sure that you and the casualty are in a safe place while waiting for help.

If the danger is imminent, move the casualty to a safe place.

6.6 Lift Trapping

If you find someone trapped inside a lift

Immediately notify the CFM using a nearby emergency telephone or call the CFM at

3746-0666 (HHB) or

3746-0999 (WK).

Tell the people inside the lift that assistance has been called for.

Warn the people inside the lift not to open the lift door by force.

Wait for the security personnel.

Do not try to open the lift door to release the people inside.

If you are trapped inside a lift

Call for assistance by pressing the emergency alarm button on the lift control panel.

The intercom on the panel allows you to speak to the CFM.

If someone answers you, tell him/her your situation.

Tell the attending CFM staff if you feel uncomfortable so that medical assistance could

be rendered.

Keep calm and wait for assistance.

Do not try to open the lift door by yourself from inside.

When the lift door is being opened by the attending firemen or staff from the lift

company, stay away from the lift door.

After the lift door is opened, leave the lift car according to instructions given by the

emergency personnel.

6.7 Crime

Students should be alert and report any criminal case, e.g. burglary, theft, vandalism, assault,

etc. to the CFM.

It is important to never leave laptops or other personal items unattended. Some students are

frequently leaving laptops and other property unattended in communal spaces, libraries and

computer centres while they go to the washroom, get a drink, visit with friends, etc. While it

may seem harmless to step away for just a moment, your absence allows a thief just enough

time to steal your property. We encourage you to always secure your personal property when

on campus and, as inconvenient as it may be, please make sure that you have a clear view of

your belongings at all times. Please also make sure to look out for one another. If you observe

suspicious activity anywhere on campus, please notify the CFM at 3746-0666 (HHB) or 3746-

0999 (WK) immediately.

6.8 Viewing of CCTV Records for Detecting Stolen/Lost Cases

The College is responsible for the protection of privacy interests of every individual, requests

for ad hoc viewing of CCTV records by victims / subjects in question and related students are

therefore not encouraged. Once a suspected criminal case is reported to the CFM, delegated

CFM staff will check CCTV records as soon as possible and will coordinate with the College

or police for further action, where appropriate. In any circumstances that a campus user makes

a request to the CFM for the latter to view relevant CCTV records, the following regulations

need to be observed:

The review is for security, crime or discipline-related reasons only; and

Subject to a maximum duration of 3 hours’ review.

The procedure in handling suspected criminal cases is indeed in line with that of PolyU main

campus. Furthermore, as advised by the police, victims / subjects in question are required to

report to the police themselves as the College is not allowed to act on their behalf.

CCTVs are intended for surveillance of the entrances of each campus and the toilets and

therefore not the whole campus is under the coverage. Students are advised to pay attention to

their belongings and, for enhanced security, to use padlocks with a key instead of combination

locks. In addition, students should not share their lockers or locker keys with others.
