    1 INTRODUCTION

    This user guide presents a global view of functionalities that allow exchanging statistical

    data within the European Statistical System by explaining how to use the EDAMIS system

    the set of applications implementing the Single Entry Point strategy of Eurostat.

    The document goes through each item of the EDAMIS menu providing information on its

    usage and also on who can access it based on the user profile or role, so it is a good

    starting point for all EDAMIS users.

    The reader can go directly to the point of interest without reading the whole manual.

    Where another, more detailed document exists on the subject, the reference points to

    the corresponding document without repeating its content.

    Those additional materials are available in the EDAMIS Help Centre or can be obtained by

    contacting the EDAMIS Support.

    2 EDAMIS AND ITS USERS

    There are several categories of users in EDAMIS. Depending on the category they belong

    to, corresponding functionalities are made available. This section presents the general

    principles and the corresponding actors. It also describes each individual profile and role,

    and finally it gives an overview of the menu items which are made available to each

    actor. The ‘report’ menu item is available to all users.

    2.1 General principles

    Table 1 presents a definition of the EDAMIS actors.

    3 TRANSMISSION

    3.1 Send the Data file - EDAMIS Web Application (EWA)

    EDAMIS Web Application (EWA) is installed in all National Statistical Institutes and is the

    main method used for transmitting data. Three modes of data upload are possible. The

    first mode is interactive through the EDAMIS Web Application (EWA) GUI (see Figure 1).

    For more information about sending data files via EWA, please refer to the ‘EWA user

    guide for data sender‘ document.

    3.2 Semi-EDI - EDAMIS Web Application (EWA)

    The second data transmission mode is the semi-automated mode which enables the data

    sender to review all datasets to be sent before they are effectively sent. In that way, it is

    possible for the data sender to validate what has been prepared through an automatic

    routine.

    3.3 Full EDI - EDAMIS Web Application (EWA)

    The latest mode is via a fully automated mode, by dropping data files which need to be

    transferred in the EDI directory of the data sender. This works provided that either the

    envelope of the data file is structured according to the dataset naming convention, or if

    the data file is a GESMES file which contains a header with the corresponding

    information.

    3.4 Send the Data file - EDAMIS Web Portal (EWP)

    The EDAMIS Web Portal (EWP) has been designed mainly for offering other data

    providers (for instance other CNAs, national banks, Ministries and Agencies) a simple and

    secured way to transmit statistical data to Eurostat. When using EDAMIS Web Portal

    (EWP), it is not possible to automate the process as it is always interactive. Figure 2

    presents the ‘Send Datafile’ screen.

    When the ‘send data’ java applet is used, the data sender can access the advanced

    features of EDAMIS, and when the ‘send data’ java applet is not used, only the standard

    transmission is possible.

    It should be noted that depending on the data file size, on the user’s connectivity, the

    upstream bandwidth and on the server load at Eurostat, the time needed to transfer the

    data file could vary significantly.

    3.5 Send the Data file (light) - EDAMIS Web Portal (EWP)

    Connected as ADM and CCO, it is now possible to send a data file by using the

    ‘Transmission>> Send Datafile (light)’ function.

    The user can upload a file that complies with the DSNC. Files that do not comply with the

    DSNC are refused. Figure 3 presents the ‘Send Datafile’ (light) screen.

    3.6 Web Form Entry - EDAMIS Web Portal (EWP)

    For specific domains, upload via a web form is possible. When it is available (domain

    specific), the user opens a web form via the ‘transmission’ main menu and the ‘Web

    Form Entry’ sub-menu. It should be noted that to use Web forms it is necessary to use

    the web form entry java applet and its certificates.

    Once loaded, the form is displayed on the screen and the user is able to complete it with

    the data to be provided for the specific period. Validation rules are embedded in web

    forms and are automatically applied when the user enters the data in the form (see

    Figure 4). There are two types of rules: the first are critical rules, which must be fulfilled,

    and the second are warnings, which indicate that entered values are not in the expected

    range; however, it is possible to keep the entered values along with an explanation

    provided by the sender clarifying why the values are out of range.

    This is different from the ‘external’ validation process which is based on the DSDs to

    validate a file transmitted with EWA or EWP (see 5.7).

    3.7 Receive the Data file - EDAMIS Web Application (EWA)

    The EDAMIS system is fully symmetric, in the sense that the EDAMIS Web Application

    can both send files to and receive files from the EDAMIS SEP at Eurostat (see

    Figure 5). This SEP can, in turn, both receive data files from and send data files to the

    EDAMIS Web Application (EWA) (in addition to delivering the received datasets to the

    statisticians in Eurostat).

    Thus datasets can be called incoming or outgoing from Eurostat’s point of view (old

    terminology). When data files are received from the EDAMIS SEP, they are made

    available in the ‘receive file’ form of the main menu.

    To copy a file to the local workstation, the user simply clicks on the file name to start a

    standard HTTP file download.

    When a user tries to download a file, they can access the download data files by choosing

    the ‘download’ sub-menu.

    Once the file has been correctly downloaded, the user can click on the ‘Delete’ button to

    remove the file from the EDAMIS Web Application (EWA) system (see Figure 6). Please

    note that once deleted, the file cannot be recovered.

    3.8 Receive Data file - EDAMIS Web Portal (EWP)

    When a user has been granted receiver rights for a dataset, by the transmission

    coordinator or by the domain manager, the receiver can access the received data files by

    choosing the ‘Received File’ sub-menu in the ‘Transmission’ main menu (see Figure 7).

    The receiver downloads the received files by clicking on their hyperlink.

    Once the file has been correctly downloaded, the user can click the ‘Delete’ button to

    remove the file from the EDAMIS Web Portal (EWP) system. Please note that once

    deleted, the file cannot be recovered.

    3.9 Send Transmission Feedback - EDAMIS Web Portal (EWP)

    In the ‘Send Transmission Feedback’ screen, the user can see all the transmissions

    received between the two specified dates. For any given occurrence received, the

    receiver can send a comment and an attached file to the sender.

    Linked with the feedback process, acknowledgment and notifications are sent as well.

    3.10 Received Feedback - EDAMIS Web Portal (EWP)

    In the ‘Received Feedback’ screen, the user can see all the feedback messages sent to

    him by the receiver.

    3.11 Send Transmission Feedback - EDAMIS Web Application (EWA)

    In the ‘Send Transmission Feedback’ screen, the user can see all the transmissions

    received. For any given occurrence received, the receiver can send a comment and an

    attached file to the sender.

    3.12 Received Feedback - EDAMIS Web Application (EWA)

    In the ‘Received Feedback’ screen, the user can see all the feedback messages sent to

    him by the receiver.

    4 REPORTS

    All reports are visible in the EWP via the ‘Report’ main menu and all submenus. Reports

    are available to all users and can be printed or downloaded in CSV or SDMX-ML formats.

    A subset of all these reports is available on the EWA, but in that case it only concerns the

    country and the organisation where the EWA installation is located. The following

    information is available in the reports:

    • The EDAMIS report contains a description of all themes, modules, domains, datasets, countries, organisations, users, legal bases and code lists.

    • The ‘Data file traffic’ reports contain an overview of all the received and transmitted data.

    • The ‘Timetable between dates detailed’ report provides detailed information about the EDAMIS status as regards the expectations, reception and actions which need

    to be taken.

    • The ‘Timetable between dates summary’ report contains the number of expected and received occurrences for a specified period for each dataset and for each

    country.

    • The ‘Timetable by occurrences detailed’ report contains the dataset, the origin of the dataset, the sending organisation, the reference year, the reporting period,

    the transmission period, the status, the end of reference period, the first reception

    date, the last reception date, the first notified, the last notified, the indicative

    deadline, the delay, the maximum delay, the number of files, the total, the

    minimum and maximum volume.

    • The ‘Timetable by occurrences summary’ report includes the dataset occurrences (received, expected, not received) by dataset and by country.

    • The ‘Timetable by transmission means summary’ report works in the same way as the other timetable reports and provides the number of files received for each

    dataset and country. This report is structured by type of transmission (EWA, EWF,

    EWP, EMAIL, etc.).

    • The ‘Coverage indicator for timetable’ report includes the percentage of the occurrences received from the expected occurrences for a specific period by

    directory (unit, domain, dataset, country) or by country (organisation, domain,

    dataset).

    • The ‘Transmission Feedback’ report includes all the feedback messages sent by the receivers.

    • The statistics on transmissions allow the reports on data transmissions to be customized.

    • The ‘Automated reporting’ function is accessible to all users and gives them the possibility to plan data file traffic and dataset by country and organisation reports.

    The user can define the selection criteria and the frequency for the production of

    the reports (date of generation, periodicity, etc.). If an automated report exists,

    the user can update, delete or activate it. For more information about the

    ‘Automated reporting’ function, please refer to the ‘Automated reporting’ leaflet.

    • The ‘Datasets by Eurostat Unit and Country Organisation’ report displays all organisations and senders for a specific dataset.

    • The ‘Inactive User(s)’ report displays the name, login, country and organisation for each dataset according to its status (all, active or inactive users), with its

    periodicity and the number of days since that the last file was sent by the user.

    • The ‘Inactive Organisation(s)’ report displays the dataset, periodicity and organisation according to its status (all, active, inactive), with the country and the

    smallest inactivity period of the organisation senders.

    5 INVENTORY

    5.1 Manage Themes and Modules

    The Domain Managers (DMA) at Eurostat maintain the Dataset Inventory containing:

    • the Domains linked to statistical themes;

    • the Modules linked to the themes;

    • the Datasets belonging to the domains and to the modules;

    • the Link between Dataset and Country, defining which countries transmit specific Datasets

    The way in which entities are organised between each other as well as links are displayed

    in Figure 10 (EDAMIS tree).

    In EDAMIS, the domain is linked directly to the theme. The module is linked to the theme

    and to the dataset. The datasets for one domain can be linked with different modules for

    the same theme.

    The hierarchical levels are: Theme > Module > Dataset.

    5.2 Manage Domains

    5.2.1 Create a new domain

    Only the EDAMIS Administrator and the Central Coordinator are authorized to create a

    new domain. This is due to the fact that several underlying actions must be performed.

    Whenever a domain manager wants to create a new domain, the domain creation form

    should be filled in and given to the EDAMIS support team. The domain creation form is

    available at the EDAMIS Help Centre under the ‘In Practice >> Setting up transmission’

    menu.

    5.2.2 Update the information of a domain

    Select the ‘Inventory>Manage Domains’ menu to access the domain management

    screen. Click on the domain to access the domain management form (see Figure 11).

    The administrator and the central coordinator can update all the fields, while the

    DMA/DCR can update the label and the description and can also add or remove a public

    key.

    5.2.3 Add/Remove an encryption key

    Select the ‘Inventory>Manage Domains’ menu to access the domain management form

    and add a public key in the public key section.

    5.3 Manage Datasets

    5.3.1 The dataset management form

    Select the ‘Inventory>Manage Datasets’ menu to access the dataset management screen

    in which you can insert a new dataset, copy or delete an existing dataset, request to

    (de)activate a dataset or edit a workflow.

    In the first two cases, you arrive at the dataset management form which is divided into

    five sections: Dataset Identification, Transmission, Timeliness, Confidentiality and

    Validation. The name of the dataset is automatically generated from the values provided

    in fields of the ‘Identification’ section. The dataset naming convention provides further

    information on the way the dataset name is built up.

    The ‘Request Activate’ and the ‘Request Deactivate’ buttons allow the DMA to request the

    activation/deactivation of the dataset. When a new dataset is created, it is not yet visible

    outside. The DMA can thus create links with countries and organisations and can change

    the settings of that dataset confidentiality. When the dataset is ready to be put in

    production, the DMA requests its activation using the button and saves it. The request is

    then sent to the Administrator who activates the dataset. At this moment, the dataset

    name is followed by an icon labelled ‘A’ in all the screens of the EDAMIS Web Portal

    (EWP).

    5.3.2 The ‘Identification’ section

    In this section, the DMA provides the information related to the ‘Structure Id’, the

    periodicity of the data, the periodicity for the transmission, the module, the label (long

    name) of the dataset and a description of the dataset (see Figure 12).

    5.3.3 The ‘Transmission’ section

    The DMA uses this section to specify the ‘Transmission direction’ of the dataset, the

    ‘Expected to send/receive’ flag, the ‘Possible exceptions’ and the data ‘transmission

    mode’ (see Figure 13).

    The ‘Expected to send/receive’ flag is used to indicate whether Eurostat is expected to

    send or to receive data files for this dataset. If a legal act or a gentleman‘s agreement

    exists for a dataset, the ‘Expected to send’ flag is set to ‘Yes’. This has an impact on

    reports and on functionalities such as the reminder function.

    The ‘Exception possible’ flag is only for information purposes; it has an impact on the

    monitoring but not on the data transmission. This flag can be employed, for example,

    when a theme of the dataset doesn’t concern a country (e.g. Maritime Data cannot be

    collected by a country without sea access). You can add an optional justification.

    If the Domain Manager sets the ‘Transmission mode’ to ‘All’ for a specific dataset, the

    user is allowed to send that dataset either as a data file or using a web form entry. The

    Domain Manager can restrict the ‘Transmission mode’ to ‘Send data’ or to ‘Web Form

    Entry’. In such a case, the user is only be able to use one or the other mode to transmit

    data, using the ‘Transmission>Send data file’ and ‘Transmission>Web Form Entry’

    menus.

    When transmitting a data file, there is the possibility of forcing the sending, if necessary.

    The 'Do not allow forced transmission for this dataset' flag blocks this feature if ticked.

    5.3.4 The ‘Timeliness’ section

    This section allows the DMA to specify all the required information which enables EDAMIS

    to calculate the timetable of occurrences for a dataset (see Figure 14). It also allows the

    DMA to send automatic reminders based on calculated deadlines.

    The DMA can define the year of the first reference period and the year of the last

    reference period of the dataset, which can limit the time frame of the data collection for a

    dataset.

    The timetable calculated for subsequent year(s) affects the number of occurrences of a

    dataset which are calculated in advance. This offers the possibility to transmit forecast

    data.

    As this calculation has a direct impact on the transmission screen and on the reports, the

    timetable should be calculated depending on several criteria, such as the periodicity of

    the transmission, the future occurrences of the dataset to be shown, or if forecast data

    are to be used.

    At the end of each year, the timetable is automatically extended by another year,

    provided that the next year is located inside the first and the last year of the reference

    period.

    The Timetable button gives access to the dataset timetable. The timetable exists for each

    dataset and provides the list of all the dataset occurrences for each country. The

    timetable contains the end of the reference period of the dataset occurrence and the

    calculated indicative deadline. Dates can be changed for each dataset occurrence

    following a bilateral decision taken during working groups, which then influences the

    behaviour of the reports and of the reminders.

    When used, the automatic reminders warn the data senders before the deadline, on the

    day of the deadline, several times after the deadline or at the end of a reference period,

    inviting them to send the data file corresponding to the occurrence of the dataset.

    For the automatic reminders, we can achieve a personalization. A specific text could be

    used before the deadline or/and another specific text could be used after the deadline.

    It must be noted that, in some cases, the calculation of a deadline is not possible. For

    example, when a dataset is sequential, there is no periodicity for the data.

    When the domain is not confidential (see Figure 15), you can define a specific dataset as

    confidential by setting the Confidentiality flag to ‘Yes’. For new datasets, this

    confidentiality setting is extended by default to the level of the country.

    5.3.5 The ‘Validation’ section

    In this section (see Figure 16), the DMA/DCR has the possibility to provide the name of

    the data structure definition (DSD) file available in the ‘Eurostat SDMX Registry’. The

    DSD describes the dataset (field names, formats, code list names, and validation rules).

    To access the ‘Manage validation’ screen, the user clicks on the ‘Manage Validation for

    this dataset’ link.

    5.4 Manage links, datasets and countries

    5.4.1 Overview

    This menu of the EDAMIS Web Portal offer several screens allowing the user to manage

    the links between the datasets and the organisations in the Member States. The link can

    be created at the domain level or at the dataset level. In the first case, the organisation

    is linked to every dataset in the domain. In the second case, the organisation is linked to

    the selected dataset only.

    5.4.2 Link between a dataset and an organisation in a country

    From the ‘Inventory>Manage Links Datasets and Countries’ menu, you can access the

    dataset country specification screens (see Figure 17).

    The direction of the transmission through the role of the organisation is defined here.

    • Click on ‘New’ at the domain level to link a country to all the datasets in your domain.

    • Click on the country code at the domain level to update the link of the country to all the datasets in your domain.

    • Click on ‘New’ at the dataset level to link a country only to the selected dataset.

    • Click on the country code at the dataset level to update the link of the country only for the selected dataset.

    If ADM, CCO or DMA/DCR clicks on the ‘New’ button at the dataset level, the country

    specification user form is pre-filled with default values. Select the organisation to link to

    the current dataset. If required, change the default values and click on ’Save’ (see Figure

    18).

    5.4.3 The responsible check box

    Several organisations of a country can be linked to a dataset. One organisation is

    identified as being the responsible one for the dataset. It is usually the National

    Statistical Institute, whereas the others are identified as delegated organisations. They

    are allowed to send or receive the dataset on behalf of the responsible organisation.

    If the organisation is a delegated one, tick the ‘No’ box and fill in the fields as presented

    in Figure 19.

    5.4.4 The expectation to send/receive flag for a country

    When a legal act or an agreement between the Member State and Eurostat obliges the

    country to send the dataset, you can select that option in the Dataset management form.

    The ‘expected to send’ status is displayed in the Report.

    The ‘expected to send’ flag should be set based upon mutual understanding of the

    obligation as it is used to calculate the coverage indicators.

    5.4.5 The derogation to an expected deadline for a country

    If a country (organisation) is not able to deliver data before the indicated deadline set for

    a specific dataset, derogation can be permitted; this is done through the ‘Manage links,

    datasets and countries’ form (see Figure 18).

    5.4.6 Manage Forward Filters

    Once Eurostat receives a file, it can forward it to further institutions or organisations. It

    allows also handling specific cases that cannot be managed via ‘normal’ workflow, e.g.

    the PPP group leader case.

    In this case a special routing that is not possible using the normal configuration is

    required, e.g. forwarding only to one country when the file is received from a specific

    client). The forward filters functionality allows specific routings of any kind.

    The ‘Manage Forward Filters’ function allows the user to see to whom files have been

    forwarded and what is the reception date (when delivery is made via EWA, the reception

    date is not visible in the report).

    The user (ADM, CCO, DMA,DCR) can create a forward filter for all datasets and countries

    for one domain or for a specific dataset and country in the ‘Manage Links Datasets and

    Countries’ screen.

    5.5 Manage Grouped Datasets

    It allows linking several datasets into a dataset group and it is particularly useful with

    EDAMIS Web Forms.

    5.6 Create a template and Code Lists

    For more information about creating templates and code lists, please refer to the ‘EWF

    user guide for domain managers‘ document.

    5.7 Manage Validation

    It allows users (DMA/DCR/ADM and CCO) to associate a Data Structure Definition (DSD)

    to a dataset and to create the sets of validation rules used when sending SDMX-ML data

    files with EWP and EWA.

    To have the validation available for a dataset, the user has to:

    • Associate a Data Structure Definition to the dataset.

    • Create the set of validation rules.

    • Activate the validation of the dataset with this DSD.

    This validation process presented in Figure 20 is used when a user sends a file via the

    ‘send data file’ of the EWP or of the EWA to validate the sent data and the file structure.

    When a user sends a data file related to a dataset with validation rules, they receive a

    validation report.

    6 WORKFLOW

    6.1 Workflow Management

    The EDAMIS Workflow Manager component is a result of the Eurostat CVD project aiming

    to optimize and facilitate statistical production processes for statisticians by providing a

    comprehensive solution for the storage, processing, dissemination, transmission,

    monitoring and reception of data. EDAMIS covers the parts which concern the

    transmission, monitoring and reception of data files for datasets that are defined in the

    EDAMIS dataset inventory.

    The description of the Workflow management is covered in the ‘CVD Manager‘

    document.

    In EDAMIS, three functions (‘Workflow by Domain’, ‘Workflow by Dataset’ and ‘Workflow

    by User’) allow the user to see all the transmissions done by domain, dataset or by user.

    The ‘Workflow by Dataset’ function is presented in Figure 21.

    By clicking on the ‘active’ or on the ‘dataset’ link of an item, the user switches to the

    ‘Workflow Definition’ or ‘Workflow Processing’ screen. They can then manage the data

    transmission. The two other functions work in the same way as this one. The ‘Workflow

    by Definition’ function is presented in Figure 22.

    6.2 Correct Monitoring Information

    This function is accessible to the DMA/DCR/CCO and ADM.

    It allows the user to:

    • Modify the monitoring information stored about the sent data file in order to present ‘traffic monitoring’ information in the EDAMIS reports as accurate as possible.

    • Update the local monitoring information in the EDAMIS Web Application (EWA) installed in the National Statistical Institutes to maintain local reports in line with

    corrections.

    • Enter data files not received via EDAMIS on behalf of a country in order to make them visible in the ‘traffic monitoring’ reports of the EDAMIS

    • Web Portal (EWP).

    7 USERS/RIGHTS

    7.1 Self-Registration

    The user logs into their EDAMIS account using ECAS authentication. When logging in for

    the first time into the EDAMIS Web Portal (EWP), new users have to complete a self-

    registration request form and ask to be either a guest or a sender for domains and/or

    datasets. The user is then notified by email about the status of their request.

    For more information about self-registration, please refer to the document ‘EWP Quick

    user guide’ .

    7.2 Manage Users

    The ‘Users/Rights > Manage Users’ Menu allows the user to manage the members of the

    organisation. The ‘Manage Users’ form is presented in Figure 23

    If the user clicks on a member of the organisation, another screen with four tabs

    appears: Information, Organisation, Rights (Org) and Preferences. On these tabs, ADM,

    CCO, TCO and DMA/DCR can manage user information, user rights and user preferences.

    The following buttons are always displayed:

    - ‘Save all’ changes performed so far on any tab;

    - ‘Cancel all’ changes performed so far on any tab;

    - ‘Give guest rights’ to the user (i.e. grant / approve);

    - ‘Refuse all’ rights requested;

    - ‘Deactivate’ the user;

    - ‘Delete physically’ the user from the database (impossible to undo). This button is enabled mainly for ADM/CCO, but also for DMA/DCR in case the organisation

    allows the DMA/DCR to manage its users.

    7.2.1 The Rights management

    In the ‘Manage Users’ screen, the user can assign roles to members of the organisation

    and link them to domains or datasets. The ADM, CCO, TCO and DMA/DCR can manage

    these rights (see Figure 24 and Table 4).

    Four cases can be envisaged:

    1 Organisation without a Transmission

    The DMA/DCR can grant rights and the TCO

    can approve or disapprove:

    If rights are granted by the DMA/DCR, the

    sender can send files immediately;

    If rights are approved by the TCO, the

    sender can send files immediately;

    If rights are declined by the TCO, the sender

    cannot send files and the DMA/DCR cannot

    grant any rights to the users (the TCO has

    the last word).

    7.2.1.1 Main Principles

    The roles can be added at the domain level (the role is added for each dataset) or at the

    dataset level (the added role is unique for a dataset).

    A user cannot have 2 rights related to the same dataset (example: Sender, Informed).

    Table 5 summarizes who can grant/approve rights to which role according to the role of

    the organisation (Receiver/Sender, Sender or Receiver).

    The sender (SEN), sender/receiver (SEN/REC), guest (GUE), informed (INF) and data

    preparer (DAP) are not allowed to modify user roles related to domains/datasets.

    There is a possibility to grant/approve rights at the domain level and at the dataset level.

    The only difference is that the DMA at domain level can grant DCR rights.

    7.2.1.2 Granting/approving rights to a user who self-registered

    The Transmission Coordinator/Domain Manager can approve/grant the rights to a user

    who has sent a registration request via the EDAMIS Web Portal (EWP). To do that, select

    the ‘Users/Rights>Manage Rights by Users’ menu, choose a Country Group, a Country

    and an Organisation, and then click on the ‘view’ button. Users can have five different

    statuses; each status is associated with a background colour.

    Current and non-active users are displayed with a grey background;

    Current active users – a white background;

    Users with problematic requests (requires the manual setting of rights) are

    displayed with a red background. Problematic request means that a user

    sent his registration request but they requested an organisation that does

    not exists in EDAMIS or they asked for a dataset/domain not linked with

    their organisation. The ADM must take corrective measures.

    Users waiting for the update of their rights (grant or approval) are displayed

    with an orange background.

    If some demands have been accepted, but others not, then a yellow

    background is applied.

    A user is considered as “waiting for the update of rights” if, for all datasets that they

    requested, the status is still awaiting a grant or pending an approval. A user should not

    be mentioned “as waiting for the update of rights” if, for some dataset that they

    requested, they obtained an answer (positive or negative) from the ADM/CCO/DMA/DCR

    and/or the TCO. Of course, a user could ask to have rights removed. In this case, the

    same rule applies. As long as there has been no answer from ADM/CCO/DMA/DCR and/or

    TCO for all of the requests, the user is still considered as ‘waiting for the update of

    rights’.

    By clicking on an existing user, the DMA can see the requester information and the roles

    the user has for all datasets linked to the organisation. In that screen, the Domain

    Manager can add/update the roles to give to the user for each dataset. Click on ‘Delete’

    to remove a user from the list of authorized users from the selected organisation.

    7.3 Manage Rights by Datasets

    In the Menu>>Users/Rights>Manage rights by datasets, it is possible to manage user

    rights for users belonging to MS countries or the EU. ADM, CCO, TCO, DMA/DCR can

    manage the rights in the same way as in the Manage User form.

    ‘Specialized user guide for DMA’ document.

    7.4 Manage User Groups

    User groups are useful when giving the same rights to a set of users. Each new user

    added to an existing group is given the rights of the group.

    Select the ‘Users/Rights>Manage User Groups’ menu. In the ‘User Information’ section,

    enter a Group Id and a Group Description. In the ‘Group composition’ section, select an

    organisation, then select one or more users (using the Ctrl+Shift keys), and click on the

    ‘>>‘ button to place users in the group, then click on the ‘SAVE’ button to create the

    group.

    7.5 Manage Organisations and Persons

    The Transmission Co-ordinator and the Domain Manager can both manage users, groups

    and organisations. The TCO manages organisations in the country, the groups and the

    units in the organisations, while the DMA manages groups in Eurostat only. Any update

    in EDAMIS Web Portal done by the DMA is synchronized with the European Commission’s

    personnel database.

    Select the ‘Users/Rights>Organisation and persons management’ menu, then select a

    country group and a country to list the existing organisations referenced in the selected

    country.

    Click on an organisation to see the form (see Figure 25). In this form, DMA/TCO can

    update the information, create units in the organisation, or delete the organisation.

    The Transmission Coordinator (TCO) can click on the ‘Update’ button to change the

    following settings:

    • Allow the Domain Managers in Eurostat to grant transmission rights to the users of the Organisation.

    • Allow the users of the organisation to use EDAMIS Web Portal to send data even if EDAMIS Web Application is available. In case the TCO un-ticks this option, users in

    the organisation receive an error message when they try to use the ‘send’ function in

    the EDAMIS Web Portal.

    • Allow the users of the organisation to use EDAMIS Web Forms to send data. In case the TCO un-ticks this option, users in the organisation cannot use Web Forms in the

    EDAMIS Web Portal.

    • Disable the download of Java applets to the PCs of the users in the organisation. The Java applets are used to the ‘Send data file’ menu and the ‘Web Form entry’ menu.

    When the organisation’s security policy blocks the download of Java applets, the TCO

    can disable it here.

    7.6 Manage User Preferences

    This function is only accessible to the ADM, CCO, TCO and DMA. By using the ‘Manage

    User Preferences’ function, the user can manage the preferences of all users in the

    Countries and in Eurostat in one screen. The TCO can only manage user preferences in

    the organisation for which they are TCO. The TCO can also modify user rights.

    8 ADMINISTRATION

    This chapter refers to the administration of EDAMIS global parameters which are mostly

    intended for the Central Coordinator (CCO) and for the Administrator (ADM).

    The domain manager (DMA) can access some administrative functionalities dedicated to

    Web Forms and Bulk Uploads functions. The DMA is able to archive Web Forms and to

    maintain the translations of labels used in Web Forms if they were made available in

    several languages.

    The ‘Bulk Upload’ function allows power users to perform many similar operations in the

    EDAMIS Web Portal at once instead of carrying out them one after the other. This

    function is available in EWP for the following operations: Datasets and countries, Dataset

    rights by user, Timetable and Persons.

    The ‘Bulk Upload’ actions are carried out via uploading a CSV file containing a header line

    and the series of records of the same format.

    9 PREFERENCES

    9.1 Defining user preferences

    9.1.1 Setting up user preferences

    EDAMIS Web Portal (EWP) sends three types of emails: the acknowledgement of the

    reception of a data file (meaning that the data file is officially received by Eurostat), the

    notification of the delivery to the production unit in Eurostat and the reminders. Select

    ‘Preferences’ in the EDAMIS Web Portal (EWP) to access user preferences.

    9.1.2 Customized user roles

    For all roles except ‘guest’, the user can change the setting for acknowledgements,

    notifications and reminders. The list of ‘Acknowledgements of reception’ has 3 options:

    ‘For all datasets under my responsibility’, ‘Only for files that I have sent myself’, ‘No’.

    The list of ‘Notifications of delivery’ has 4 options: ‘For all datasets under my

    responsibility’, ‘Only for files that I have sent myself’, ‘Only for a group’ and ‘No’.

    If the ‘Only for a group’ option is selected, the user is allowed to click on ‘Manage

    notifications’ to display a detailed notification management window, allowing the user to

    specify the preferences regarding the notification settings for domain/dataset/country.

    Table 6 summarizes, for each role/profile, the options available for each type of e-mail.

    Sent(1): The user wants to receive Acknowledgements or Notifications only for the

    files they sent.

    All(2): The user wants to receive Acknowledgements or Notifications for all the

    files under their responsibility even if they were sent by another user.

    Group(3): The user wants to receive Notifications only for a group of countries

    sending the data (the group of countries has to be specified).

    Remark: the preferences of all users can be managed by the ADM/CCO/TCO in the

    ‘Manage Users Preferences’ form.

    9.1.3 Setting the language preference

    EDAMIS has multilingual support to allow users to customize the user interface specifying

    the user’s preferred language. The selection is available in the ‘Preferences’ menu in the

    list box under ‘Select your default language’.

    11 LOGIN/LOGOUT

    This menu allows the user to log in to and log out of the EDAMIS Web Application (EWA)

    or the EDAMIS Web Portal (EWP).

    If help is needed, you can contact:

    • The local coordinator and/or transmission coordinators in the country; • The EDAMIS Help Centre; • The EDAMIS Support.

    12.1 The role of local coordinator (LCO)

    Local coordinators belong to the national statistical institutes and they represent their

    organisation in user group meetings held at Eurostat. The purpose of the EDAMIS and

    Validation User Group (EVUG) is providing networking opportunity to the Local

    Coordinators, sharing information on tools, services and best practices used in the

    transmission of statistics to Eurostat, and discussing on-going and future developments.

    This list of local coordinators containing country, organisation, name and e-mail address

    is available via the EDAMIS Help Centre.

    There is one local coordinator in each country, but there may be several transmission

    coordinators in a country, e.g. in each organisation sending data to Eurostat.

    12.2 The EDAMIS Help Centre

    If additional information is needed, you can visit the EDAMIS help centre by clicking on

    the ‘EDAMIS Help Centre’ menu item (see Figure 28 for EDAMIS Web Portal (EWP) and

    Figure 27 for EDAMIS Web Application (EWA)). The website is freely accessible and

    provides ample information about EDAMIS, both descriptive and procedural manner. It

    describes the tools, the standards and offers a list of FAQs.
