1 PREFACE

This manual describes how to use the e-Form Application from a citizen’s point of view.

2 INTRODUCTION

2.1 AUDIENCE

This guide is intended for users who are using the e-Form web application. Users of this guide

should be familiar with the functionality of the e-Form Application.

2.2 HOW TO USE THIS DOCUMENT

This document is basically a guide for the users who will use the e-Form application. Step by step

flow is mentioned in the document. Users can follow the steps to successfully use the e-Form

application.

2.3 STANDARDS AND CONVENTIONS USED IN THE GUIDE

i. A star (*) implies a mandatory field.

ii. Unique Application ID, generated after the submission of the eForm, should be kept

cautiously for any future reference.


3 GETTING STARTED

e-Form application enables the Citizens/Entrepreneurs to avail different services provided by

different departments of Government of West Bengal. A selected set of application forms are

available with a web interface which can be submitted online to avail the respective services. The

following sections elaborate the steps to access the required services for Online Single Window

Clearance System (OSWiCS).

3.1 ACCESS THE eSERVICE PAGE

Use the URL https://eservices.wb.gov.in/ to get the following page:

• Click the link called “Online Single Window System for Large Scale Industries” to get the landing

page for Online Single Window Clearance System. Please follow the instructions on the screen.

• Click the link called “Manage your account” to get the new user registration link on the eForm

Application Login page.


3.2 ONLINE SINGLE WINDOW CLEARANCE SYSTEM – INVESTMENT

Manufacturing” to access the landing page for Large Scale Industries:

Click any one of the choices above to get the Login screen to enter the respective application

window. On successful login, the initial landing page for the respective application will be displayed

as displayed in the following sections.

In all the above cases, click on the link as mentioned below to get the respective responses:

1) Please go through the instructions by clicking this link before you proceed further

a. This will display an outline help on the respective service in PDF format.

2) Click here to submit a new application or check status of the already submitted application

a. This will take the user to the Login page for that application.

b. Successful login with the already registered user credentials will display the respective

landing pages of the application.


4 USER REGISTRATION & MANAGEMENT

The following sections details out different user registration & management activates that the

Citizen/Entrepreneur can perform in the eForm application.

4.1 NEW USER REGISTRATION

Citizens need to register themselves using the Create New Account link in the eForm Application

Login page:

Clicking Create New Account link, Citizen will get option to choose to register himself/herself as an

Entrepreneur.


Citizen will be able to Register himself/herself & get his/her Login Credentials to apply for the

eServices.

4.1.1 Field Details

User Name* Provide this to create User Name

Password* Provide this to create Password

(Password should be exactly eight character long and must contain at

least one Capital Letter and One Number and One Special Character

from @,#,$,%,_ )

Confirm Password* Provide the same as entered in Password to confirm the password

Email id* Provide this to receive Email messages

Applicant's Mobile No.* Provide mobile number to receive status messages

Save Click this to Register as new user using the information provided and

avail the eServices.

Cancel Click this to clear all the entered information & close the Registration

page

Post successful Registration of user, the screen will show a confirmation window.

Application will also send SMS & Email to the Registered User using the credentials provided.


4.2 RETRIEVE PASSWORD

Clicking the link Forgot Password, registered users can retrieve the saved password.

User needs to choose the Entrepreneur option in the following window:

User needs to fill up required details & click Get Password to get a new password in his registered

5 EFORM APPLICATION SUBMISSION PROCESS

5.1 LOGIN

To avail the e-services of the concerned departments, Citizen requires being a registered user. The

login page appears with the following features:

5.2 ONLINE SINGLE WINDOW CLEARANCE (FOR STATUTORY CLEARANCES)

On successful login, the initial Dashboard page for “Online Single Window Clearance System” will

appear to the Entrepreneur User which is as follows:

• For the first time users, please click the link to “Click here to submit a New Application” to get

the respective new application page.

• This will take you to the Basic Information entry & submission page.

• Please fill it up & submit to start the submission of other relevant Departmental Forms or

Approval Documents or Manual submission details using the following Dashboard page:
