ZamPen RDC reviews priority programs and projects for 2022 budget

The Advisory Committee (AdCom) and Executive Committee (ExCom) of Zamboanga Peninsula or ZamPen Regional Development Council (RDC IX) jointly endorsed more than PHP171 billion worth of priority programs and projects in Region IX from the combined budget proposals of 31 regional line agencies (RLAs), six state universities and colleges (SUCs), two TESDA-supervised schools, Zamboanga City Special Economic Zone Authority (ZAMBOECOZONE) and the Department of Transportation (DOTr) for fiscal year (FY) 2022.

The endorsement resulted from the three-day budget review sessions on February 03, 09 and 11, 2021, in line with the mandate of the RDC under Executive Order 325, to review the annual budget proposals of said government entities.

Agencies from the infrastructure sector have biggest requirement amounting to PHP87.28 billion or a 50.86% of the total endorsed budget proposals for FY 2022. This is followed by the social sector with a proposed budget amounting to PHP68.43 billion or 39.87% and the economic sector with a budget proposed at PHP13.19 billion or 7.69%. The development administration sector requires the least with a total amount of PHP2.72 billion or 1.58%.

The budget review was guided by National Budget Memorandum (NBM) No. 138 dated 06 January 2021, or the National Budget Call for Fiscal Year (FY) 2022 issued by the Department of Budget and Management (DBM). It is also the fourth year of the transition towards cash budgeting system and there is a greater reiteration to focus on ensuring implementation-readiness of the proposed programs and projects. The salient features of the NBM was presented to during the budget review by DBM IX OIC-Regional Director Mark Louie C. Martin.

NEDA Undersecretary for Policy and Planning Rosemarie G. Edillon updated the body on Recharge Philippines or Recharge PH, a program formulated by the agency-led Task Group on Recovery to manage economic recovery and address uncertainties caused by the COVID-19 public health crisis.

Among the congresspersons present were the following: Zamboanga del Norte: Hon.

Romeo M. Jalosjos, Jr. (First District) and Hon. Glona G. Labadlabad (Second District); Zamboanga del Sur: Hon. Divina Grace C. Yu (First District); and Zamboanga City: Hon. Cesar L. Jimenez, Jr. (First District) and Hon. Manuel Jose M. Dalipe (Second District).

Also, among the local chief executives who participated in the said activity were RDC IX Chairperson Victor J. Yu, Governor of Zamboanga del Sur, Governor Wilter Y. Palma of Zamboanga Sibugay, Mayor Darel Dexter T. Uy of Dipolog City, and Mayor Sitti Djalia Hataman of Isabela City.

The conduct of the review of priority programs and projects for FY 2022 budget is a crucial segment of the Council’s annual activities which ensures that the proposed PAPs are responsive to the regional and local needs, with continued efforts on the emphasis of project development, investment programming and budgeting linkages. The priorities of the RLAs and SUCs are geared toward the attainment of the region’s vision of becoming the “Center of Sustainable Agri-Fishery Industries of the Philippines”, and supportive of the Socioeconomic Agenda of the President, the AmBisyon Natin 2040, the Updated Philippine Development Plan 2017-2022, and the goals and targets of the Updated Zamboanga Peninsula Regional Development Plan, 2017-2022, and the Regional Recovery Program.

“The year 2020 was notably a challenging year for all of us, as our strategies had to be recalibrated to respond to the adverse socio-economic impacts brought about by the COVID-19 pandemic. Through the prioritization of various programs and projects now geared towards economic recovery, the continued and strengthened coordination among line agencies, local government units, and the legislative branch is anticipated to push forward the gradual and safe reopening of the economy,” said RDC IX Chair Yu.

The reviewed budget proposals shall be duly confirmed for onward endorsement to agency central offices and the DBM, during the 172nd Regular Meeting of RDC IX on 11 March 2021 via Zoom. (Arvel John M. Lozada, NEDA IX)

The Regional Development Council (RDC) IX, during its 172nd Regular meeting on 18 March 2021 via Zoom, endorsed PHP180.78 Billion budget proposals of regional line agencies in Zamboanga Peninsula for FY 2022 for Zamboanga Peninsula.

The priority programs and projects included in the budget proposals of 34 regional/national agencies, six state universities and colleges, two TESDA-supervised schools, and one special economic zone authority were endorsed jointly by the Advisory and Executive Committee of RDC IX during the three-day review and consultation sessions on February 3, 9 and 11, 2021. These proposals are supportive of the development goals, objectives and priorities enunciated in the Philippine Development Plan, Regional Development Plan, and the Regional Recovery Program from the COVID19 pandemic.

The proposals are likewise geared toward the attainment of the region’s vision of becoming the “Sustainable Agri-Fishery Industries of the Philippines”.

Chairperson of RDC IX, Governor Victor J. Yu of Zamboanga del Sur expressed his gratitude and appreciation to all the members on their participation and cooperation during the review sessions of the priority programs and projects in the region. Furthermore, Chair Yu said that “the fight against COVID-19 is far from over”, as he mentioned the rolling out of the COVID-19 vaccination program in the country during his opening message.

During the meeting, the council recognized and awarded

Mr. Jaime Salva Jr., the Regional Awardee for the Search for Outstanding COVID-19 Volunteers. The chairpersons of the sectoral and affiliate committees presented the issues and concerns emanating from their respective first quarter meetings for the appropriate action of the council.

The other local chief executives present were, Governor Wilter Y. Palma of Zamboanga Sibugay Province, Mayor Sitti Djalia Turabin-Hataman of Isabela City, Mayor Darel Dexter T. Uy of Dipolog City, Mayor Anamel C. Olegario of Ipil and President of the league of municipalities of Zamboanga Sibugay, and Mayor Roberto L. Uy Jr. of Liloy and President of the league of municipalities of Zamboanga del Norte. Also in attendance were three representatives from the local government units, 33 heads/directors and representatives from the regional line agencies, and 11 private sector representatives. Assistant Secretary for Mindanao Affairs of the Department of Social Welfare and Development, Jade T. Jamolod was also present during the meeting.

Among the Resolutions passed by the council were the confirmation, endorsement, or approval of the following: (a) FY 2022 Budget Proposal of Zamboanga Peninsula in the amount of PHP180.78 Billion; (b) Supporting Innovation in Philippine Technical Vocational Education and Training System Project; (c) Solar-Powered Fertigation Project; and (d) ZamPen LGUs to support Strict Implementation of RA 11361 and its IRR.

S&T webinar pushes research use against health issues

Cabinet Officer for Regional Development and Security for Region IX and Department of Social Welfare and Development (DSWD) Secretary Rolando Joselito D. Bautista spearheaded the review of the implementation plans of the provinces in the region during the second regular meeting of Regional Development Council (RDC) IX Balik Probinsya, Bagong Pag-asa (BP2) Program Special Committee on 28 January 2021 via Zoom application.

The LGUs of Zamboanga del Norte, Zamboanga Sibugay, Zamboanga del Sur and the pilot municipality of Kalawit, Zamboanga del Norte presented their respective implementation plans, which included proposed programs, projects, and activities to operationalize the BP2 program. DSWD Secretary and Committee Chair Bautista said that much have already been done at the local level but still more are yet to be accomplished. He enjoined the close coordination and collaboration of the members to ensure the successful implementation of the BP2 program.

As an offshoot of the meeting, the Committee will conduct a small group meeting with concerned LGUs, National Housing Authority, DSWD, and other key government agencies tentatively scheduled on February 24, 2021 to discuss the readiness of the LGUs and concerned agencies to accept relative to the proposed resumption of dispatch activities and the profile of the program applicants in detail, among others.

Over seventy (70) participants from ten (10) institutions joined the first of 8-part webinar series entitled, “Research Utilization in the COVID-19 Era: Urgency and Practicality” on 18 March 2021 via zoom. The webinar series on research utilization had recently been launched by the Zamboanga Consortium for Health Research and Development (ZCHRD), and the Ateneo de Zamboanga University–Research Office (AdZU-RO).

The session focused on demonstrating the value of research

utilization against CoViD-19, encouraging the urgent and practical use of available worldwide research to address local health concerns, and emphasizing the effects of taking research data for granted.

Leading those in attendance was Dr. Norvie T. Jalani, research chairperson for the ZCHRD-Research Agenda and Management Committee, and Research Manager/Medical Specialist of Zamboanga City Medical Center. (DOST IX)

DOT IX campaigns for safe, responsible tourism in pandemic

DOT IX launches tourism projects in Siay

Following the series of tourism sites opening in the region and the launch of travel bubble concepts in the Provinces of Zamboanga del Norte, Zamboanga del Sur, and the cities of Zamboanga and Isabela de Basilan, the Department of Tourism IX calls for the public to follow the health and safety protocols enforced by its respective LGUs.

DOT IX and its partners are hoping to regain back the tourism synergy from transport sector tour guide, accommodation, travel agencies to tourism sites. The series of travel bubble concepts launched by DOT on February 15-20, and March 15-20,2021 is a support campaign to DOT’s advocacy on “Safe Pinas” that aims to restart tourism in a safe and responsible manner that, fully enforces public health and safety protocols with the department’s own health and safety guidelines consolidated and supported by tourism stakeholders in May 2020.

Several tourism sites in the region are gradually opening since end of 2020 and first quarter of 2021. These openings are carefully planned and managed by different local government units and private stakeholders. The organization management with respect to health and safety are in place.

Tourism is one of the most badly hit industries in the world by COVID 19 But there has been zero infection among tourism workers reported during the resumption of tourism operations since April 2020 in Zamboanga Peninsula.

Zamboanga del Norte Tourism Association (ZANTA) and Hotel and and Restaurant Association of Zamboanga City (HRAZC) bared that the business industry of Zamboanga del Norte is doing good and stringently enforces local policies on health and the safety guidelines of the department. Most hotels and other accommodation sectors had zero incidence of COVID 19 contractions among its workers.

The tourism stakeholders of the cities of Zamboanga, Dipolog and Isabela de Basilan are hoping that tourism will be given an opportunity to help the government mitigate measures on COVID 19 by encouraging public consumption and patronization of DOT Accredited tourism enterprises..

Presently, only Zamboanga City temporarily suspended leisure travelling, while other areas in the region are open for local tourists. The move is caused by the sudden spike in the number of cases of COVID 19 in the region.

The Department of Tourism IX calls the public to be more cautious when travelling and to visit tourism sites with utmost respect of the protocols set by the local government unit. Pre-Booking of accommodation, pre-registration on tourism sites and adherence to the health and safety guidelines will help tourism business sector to thrive and move forward amidst this pandemic. DOT-IX and the Municipality of Siay conducted joint training and seminar sessions for a community-based tourism project on March 08-13,2021 at Kabug Mangrove Park and Wetlands Reception Center, Laih, Siay, Zamboanga Sibugay.

DOT IX has partnered with EJLD Tourism Consultancy Services for the conduct of the training and for drafting the product development and marketing plans of the site for 2021 to 2024.

In February 2021, DOT-IX and the Municipality of Siay signed a Memorandum of Agreement (MOA) for a collaborative project. The project - Conduct of Product Development Expert for The Development of Community Based Tourism Products in the Municipality of Siay, Zamboanga Sibugay - aims to develop a community-based tourism products and destinations.

The activity in Laih was attended by DOT Assistant Secretary for Mindanao Affairs and DOT-IX Concurrent Regional Director, Asec. Myra Paz Valderrosa-Abubakar together

with former Vice Mayor of Siay, Gerald Acosta, representing Municipal Mayor Jarvis Acosta; Siay Municipal Tourism Officer Eduardo Gonzales, PENRO Sibugay Chief Technical Services Officer Michael Dela Cruz, PENRO Sibugay OIC Edgardo Montojo, and PENRO Sibugay Chief Gina Fernandez. The training-seminar earlier this month was geared towards knowledge enrichment, skills enhancement and ecotourism development of Kabug Mangrove Park and Wetlands in Siay.

The tourism projects aim to promote the site as a world-acclaimed wildlife sanctuary and international bat tourism destination. Furthermore, it aims to empower and capacitate the community in the protection and conservation of the ecosystem and sustainable tourism management.

The entire project capitalizes on Kabug Mangrove Park and Wetlands in Sitio Kabug as its banner product. The agencies aims offer tour packages that will showcase different aspects of the tourism area including activities that can be enjoyed by young professionals, backpackers, and students, local and domestic. Foreign markets are also being eyed once travel restrictions will be lifted. (Romar A. Lim, DOT IX)

DOT IX conducts mock tour of culinary circuit package of Zamboanga, Isabela and Sibugay

City boulevard re-opens after a year of closure

On March 21-24, 2021, the Department of Tourism IX, in coordination with the tourism officers and stakeholders of the Local Government Units of Zamboanga City, Isabela de Basilan, and Zamboanga Sibugay Province, conducted a Mock Tour of the proposed Culinary Tour Circuit Package of the said local government units. The project showcases in one tour circuit package the gastronomical treats and flavors of the 3 LGUs. It is collectively dubbed as COME TA! MANGAN NE! KAON TA! – The Food Crawl of Zamboanga City, Isabela de Basilan and Zamboanga Sibugay.

DOT Region IX partnered with Archipelago Tourism Consultancy and First Accelerated Travel and Tours in developing the tour package in a series of meetings, consultations, presentations, both physical and virtual. In February, this year, all LGU tourism officers, representatives and key persons were convened in pre-planning webinars and virtual trainings to identify the culinary products and tourism activities to be included in the project. As a strategy to promote the local cuisine for the local market, the culinary circuit tour package is developed to be market-ready and engage tour operators in inbound selling, as soon as the

borders are re-opened for travel.

The project is spearheaded by Assistant Secretary for Mindanao and DOT Region IX concurrent Regional Director- Myra Paz Valderrosa-Abubakar, , Ms. Giselle Machutes and Mr. Eugene A. Dacanay- the Project Officers, together with the consultants, Chef Jose Ramlo Villaluna and Ms. Glenda Manabat, the assessors for the culinary tour in the persons of Mr. Kyle Robert Merced Vergara, social media influencer and hotelier and Director Rahyan Carlos, Director of ABS-CBN, with the vibrant participation and collaboration of the Tourism Officers of Zamboanga City -Ms. Anika Lopez-Vito Bucoy, Isabela de Basilan – Claudio Ramos II and Zamboanga Sibugay Province – Ms. Helen Dungog. Mr. Errold Bayona, President of the Zamboanga City Tour Guide Association, local videographers and other invited DOT staff also joined in the said Mock Tour to contribute in the assessment of the same.

ISABELA CITY, BASILAN- March 9, 2021 | The James Walter Strong Boulevard, which had undergone major renovation a year before the COVID-19 pandemic, was formally been re-opened on March 09 2021.

The grand launching of the new tourist attraction was led by Isabela de Basilan Mayor Sitti Djalia A. Turabin-Hataman, with LGU officials and employees , guests from partner agencies and stakeholders like the Department of Tourism and Department of Labor and Employment.

The newly renovated boulevard features the Boulevard Night Market and the Sadlufun: Isabela de Basilan Sunset Boat Tour. The boulevard is named after James Walter Strong who first planted rubber trees in Isabela de Basilan - the first in the Philippines.

The event was Isabela de Basilan’s offering to the 47th Founding Anniversary of the Island Province of Basilan through its Tennun Basilan Pakaradjaan 2021. It was also to show solidarity with all the women around the globe in celebration of the International Women’s Month 2021.

The activity was attended by DOT Assistant Secretary and concurrent Regional Director IX Myra Paz Valderrosa-Abubakar, DOLE IX OIC-Regional Director Atty. Roy L. Buenafe. Basilan Vice Governor Hon. Yusop Alano and Provincial Legal Officer Atty. Rosebell Sanson represented the provincial government of Basilan. Local Leaders of Isabela were in full attendance with Vice Mayor Jhul Kifli L. Salliman and City Councilors Hon. Candu Muarip, Hon, Ar-jhemar Ajibon, Hon. Khaleedsher Asarul, Hon. Yusop Abubakar, Hon. Abdulkuddus Salihin and Hon. KArel Anjaiza Sakkalahul. The President of the Philippine Chamber of Commerce and Industry, Lamitan City’s Councilor Hejem Furigay was also present. Various heads of offices of Isabela LGU were also in attendance.

Mayor Turabin-Hataman, in her welcome message, expressed gratitude to all the partners and stakeholders in making the event possible. Their presence was a testament to their continued pursuit to economic recovery and the efforts in the resumption of tourism activities in the city.

Meanwhile, Basilan Provincial Governor Jim Salliman through his message read by Provincial Legal Officer Atty. Rosebell Sanson expressed elation to see the many developments in the City of Isabela de Basilan. According to Gov. Salliman, all the development projects in the city are a manifestation and support to the redefinition of the image of the whole Basilan province into a place worthy to be called home.

Dir. Buenafe on the other hand extended 40 Negosyo Kariton or NEGO KARTS through its DOLE Integrated Livelihood Program. DOT’s Assistant Secretary for Mindanao Myra Paz Valderrosa-Abubakar highlighted Isabela City de Basilan’s rich tourism potential and said that DOT will further strengthen its support to LGU-Isabela City for the resumption of Isabela de Basilan’s tourism activities through various programs and projects. Lights on for Ramadhan 2021

ISABELA CITY, BASILAN- April 13, 2021 | Isabela City welcomed the Holy Month of Ramadan 2021 with a switch-on of its RAMADHAN MUBARAK lights on Monday night at Isabela City de Basilan City Hall, the City Plaza and at the James Walter Strong Boulevard, this city.

Ramadhan Lights is an observance of the Holy month and a gesture of solidarity of the local government of Isabela de Basilan with the Muslim community around the world. Ramadhan is regarded as the one of most important celebration in the Islamic faith.

The ceremony was led by City Mayor Sitti Djalia A. Turabin-Hataman alongside Deputy Speaker of the Lone District of Basilan, representative Mujiv Hataman, Vice Mayor Kilfi Salliman, and other SP officials, Department of Education, Isabela City Schools Division Superintendent Julieto Fernandez, Isabela City Chief of Police Lt. Col. Homer Dumalag, department heads and employees, barangay chairpersons and civic society organizations.

During the activity, Alzad Sattar, Member Parliament of BARMM delivered an Islamic lecture where he highlighted the significance of Ramadhan, its objectives, and benefits. He also underscored the value of religious tolerance and importance of having a well-rounded belief in God in leading a community.

Isabela City Mayor Sitti Djalia Turabin-Hataman meanwhile lauded the team behind the magnificent colors and lights which according to her brought not only entertainment but also illuminated hope and optimism to face challenges especially these times of health crisis.

Fasting during the Holy Month of Ramadhan is one of the five pillars of Islam and a great opportunity for all Muslims to purify their mind, body, heart and soul by praying to Almighty Allah (SWT). Ramadhan is not limited to fasting alone but also for all Muslims to dedicate themselves to self-sacrifice like abstaining from drink or food and other physical needs, asking forgiveness for their wrong doings and devoting themselves to Allah (SWT). DOST virtual training on oyster sauce processingA virtual training in oyster sauce processing had recently been held for the Kapunungan sa Gagmay’ng Mangingisda sa Conception (KGMC), an oyster farmers’ association based in Bgry. Concepcion, Kabasalan Zamboanga Sibugay.Led by the Department of Science and Technology IX (DOST IX), in collaboration with the Industrial Technology Development Institute (ITDI) and its “Virtual Technology Transfer Training” initiative, the training aimed to establish profitable, value-added talaba products as an additional source of income for the KGMC, and improve socio-economic conditions for its members and the community.

The activity is part of the DOST Grants-in-Aid (GIA) funded project, “Treasure, Assets, and Livelihood Access for Kabasalan-Based Small Fisherfolk Association (TALABA), which has also provided the KGMC access to S&T interventions thru the provision of talaba and oyster sauce production related materials and equipment

Zamboanga receives support for local agri-fishery ventures

In line with the efforts of the Department of Agriculture (DA) to ensure sustainable productivity in food production areas nationwide, Agriculture Secretary William Dar turned over close to P90-million worth of agricultural interventions to farmers’ cooperatives and associations all across Zamboanga Peninsula (ZamPen).

On February 26, sixty-three people’s organizations received assistance in the form of planting materials, chicken production modules, capital assistance, and farm vehicles, among others from DA, through its Region 9 field office.

According to the Secretary, the support is part of the “One DA” holistic approach initiative, which combines all efforts of the Agriculture Department family to accelerate the implementation of projects at the grassroot level.

“One DA”, which rolled out early this year, puts in effect 12 key strategies through the collaboration of different DA offices. Through this, the government aims to attain a growth target of 2.5 percent this year.

Through the Bureau of Fisheries and Aquatic Resources (BFAR), fishery projects were also awarded such as the establishment of seaweed nurseries in Jose Dalman, Sindangan, Sibuco, and Sibutad in Zamboanga del Norte (ZDN) under the Bayanihan II. Various fishers’ groups received fishing gears, postharvest facilities, and a unit of 30-footer fiberglass reinforced plastic boat.

During the awarding ceremony, a P10-million check was

presented to the Aquatic Ace Corporation under the DA-Agricultural Credit Policy Council’s Expanded SURE Aid and Recovery Project for Micro and Small Enterprises. In his message, the agriculture chief underscored the importance of forming groups and cooperatives to strongly link with the government to avail of support and assistance for their agricultural activities and production.

“Cluster and elevate your game, and do your part in producing safe, quality, and accessible food for every Filipino family,” he said.

The Secretary added, that the government will always support food production initiatives through technical and financial assistance to attain the targeted production increase this year. He mentioned that the Philippine Rural Development Project and the regional offices of DA and BFAR have allotted more than P1.5 billion in funds for the province of ZDN to finance various agri-fishery projects for the year, via the Provincial Agricultural and Fisheries Extension Systems (PAFES).

Under PAFES, ZDN will serve as an extension hub of DA to synchronize plans and programs of different stakeholders including the DA, municipal and city government units, state universities, private sectors, NGOs, and community-based organizations.

Zambo Sur assures BNSs’ security of tenure

DOST IX grants 715K to calamansi, cacao rinds research

The first in Region 9!

Zamboanga del Sur enacted Provincial Ordinance No. 040-2020 entitled “An Ordinance Strengthening Barangay Nutrition Program by Providing for a Barangay Nutrition Scholar in Every Barangay; Providing Funds Thereof and for Other Purposes in Accordance with Presidential Decree No. 1569.” Approved on August 13, 2020, the ordinance aims to provide guidance and measures supporting Barangay Nutrition Scholars (BNSs) in their participation in the nutrition and nutrition-related services and development of the province.

One of its salient points is the security of tenure given to the BNSs. Section 6 of said ordinance states that “the services of the registered BNS shall not be co-terminus with the appointing authority and shall

not be terminated, except for cause provided by law, and after due process”. This is good news for the BNSs since their tenure is now protected.

A research in Zamboanga City led by Ms. Julienne Stephanie F. Agapin had recently been granted ₱715,503.00 by DOST IX to develop studies on the active food packaging films from Calamansi peels and Cacao pods. The grant was awarded by the Department of Science and Technology – Philippine Council for Health Research and Development (DOST-PCHRD) through the Zamboanga Consortium for Health Research and Development – Regional Research Fund (ZCHRD-RRF).

The study is expected to

optimize cacao-calamansi mixtures for the production of active packaging films, and to develop active food packaging films from cacao and calamansi loaded with encapsulated lemon grass oil and calamansi oil within the course of one (1) year.

RPMC IX Inspects the remaining gaps in the Zamboanga West Coastal Road

The Regional Project Monitoring Committee (RPMC) IX visited the Zamboanga West Coastal Road (ZWCR) during its 1st Semester Executive Field Monitoring Visit (FMV) on March 30, 2021. The main objective of the activity was to inspect the progress of the construction of the ZWCR and the condition of the remaining road gaps (unpaved sections).

The ZWCR has a total length of 168.701 kilometers, connecting five (5) municipalities of Zamboanga del Norte (i.e., Gulatac, Baliguian, Siocon, Sirawai, and Sibuco, also known as Triple S-B) and the city of Zamboanga in the southwest, and the cities of Dipolog and Dapitan in the northeast.

Once completed, the ZWCR is expected to physically integrate the region’s road network, accelerate socio-economic activities, reduce poverty and address peace and order concerns in the Triple S-B area which is considered among the poorest municipalities in the country. The ZWCR would also significantly reduce the travel time from the Triple S-B to major cities within the region and improve the transportation of goods from farms to “bagsakan” centers.

The project started in 2007. As of March 25, 2021, around 118.983 km was already paved and the remaining 49.718 km was still unpaved. Also, of the 23 proposed bridges in the ZWCR, 19 were already completed. There are two bridges that are on-going and the other two have not yet started. The remaining road gaps and bridges are all proposed in the budget proposal of DPWH IX for FY 2022. Among the challenges faced by DPWH in implementing the project were the irregular terrain of a peninsula, inclement weather and technical preparations required.

The field monitoring visit was led by the RD Phlorita A. Ridao of NEDA IX and Chairperson of RPMC IX, and OIC-

RD Mark Louie C. Martin of DBM IX and Co-chairperson of RPMC IX. The RPMC IX members present were Engr. Alzhammer R. Manupac of DILG IX, PSR Florence A. Alcazar, and Mr. Francis A. Hatab of DOLE IX.

The following also joined in the project visit: RD Cayamombao M. Dia of DPWH IX and her team; InfraCom IX Chairperson Atty. Carl Andrew M. Rubio; Mr. Jose Alfonso Q. Bernad of the Office of the Zamboanga del Norte Governor; and Mr. Adrian Michael A. Amatong, Chief of Staff of Congressman Isagani S. Amatong of the 3rd Congressional District of Zamboanga del Norte. Likewise, Mayor Joel M. Ventura of Sibuco and Mayor Julius S. Lobrigas of Siocon welcomed the team in their respective municipalities. The monitoring team was accompanied by military personnel during the entire activity.

Among the recommendations forwarded by the monitoring team during the debriefing session were the following: RDC IX to

push for (a) the approval of the DPWH IX proposed budget for FY 2022 to complete the remaining gaps in the ZWCR; (2) additional budget for the regular maintenance of the ZWCR to ensure the soundness of the road and avoid the destruction of gabions/slope protection structures, landslides along roadway side slopes, siltation of line canals, road cave-in, and encroachment of vegetation on the roadways; and, (3) the creation of another District Engineering Office in Zamboanga del Norte to serve the Triple S-B area.

According to Mr. Amatong of the 3rd Congressional District, the completion of this project is very vital to improving the lives of each resident in the area, as well as improving the economic capability of the region. He hoped that for FY 2022, all proposed projects will be funded and be completed on time.

Over-all, the Team including the guests were pleased on the progress of the road construction along the section. They were united in their hope that by 2022, the ZWCR be paved completely and all types of vehicles including public buses could already use the road with ease and safety. (Reyna Joie Q. NEDA X orients NEDA IX on IPALAMDAG

The National Economic and Development Authority (NEDA) Region X presented the salient features of its web-based geo-spatial technology that manages Regional Project Monitoring and Evaluation System (RPMES) Reports to NEDA IX on February 17, 2021 in Pagadian City. The system is called IPA-LAMDAG, which stands for Innovative Platform for Programs/Projects/Activities’ (PPAs) Location Assessment, Monitoring, and Budgeting for Development Planning and Governance System. IPA-LAMDAG is a Visayan word which means “to enlighten.”

Dir. Phlorita A. Ridao of NEDA IX in her opening remarks shared that the implementation of IPA-LAMDAG system for RPMES Reports management would provide great help not only for the staff of the NRO, but also to the program/project implementers. It would also assist the regional line agencies and other implementers such as government owned and controlled corporations (GOCCs) and state universities and colleges (SUCs) in the region in systematizing, managing, monitoring and evaluating the progress of their respective projects. She shared the plan of possibly adopting the IPA-LAMDAG in Region IX as well.

NEDA X Regional Director Mylah Faye Aurora B. Cariño, during her presentation of the salient features of the system, emphasized that aside from getting real time picture of

the programs and projects implemented, government agencies and local government units would be able to see where the development efforts are concentrated and which barangays or areas in the region are left behind in terms of development. The system also assists the decision makers or leaders in the region in the prioritization of programs and projects.

According to RD Cariño, the database of the IPA-LAMDAG currently contains 5,797 programs and projects in Region X and is being maintained and updated by 24 partner agencies/GOCCs/SUCs.

Mr. Candido B. Balaba, Jr., the system developer from NEDA X, presented the Data Entry Simulation and Records Updating using the system to process RPMES Forms 1 to 4, while processing of RPMES Forms 5 to 11 was explained by Mr. Rodolfo T. Serrano, Jr also from NEDA X.

Enhanced Nutribun re-introduced in Region IX!The famous ready-to-eat complete meal during 1970s makes a comeback in Mindanao with its enhanced features.

On January 11, 2021. Dipolog City Schools Division officially included the E-NUTRIBUN to Schools’ Feeding Program targeting 3,268 pupils in elementary schools. This is after technology generator, DOST- Food and Nutrition Research Institute’s (FNRI) and Dipolog-based micro enterprise, 2242 Phil. Food Co. Ltd sealed an agreement for the adoption and commercialization of the Enhanced Nutribun.

The 2442 Phil Food is first in the region to supply the nutritious bread to school learners.

Through the DOST Small Enterprise Technology Upgrading Program’s (SETUP) assistance, the company eyes for a full scale daily production of 8,000 pieces of nutribun. The e-Nutribun is the enhanced version of the 1970’s Nutribun formulated by DOST-FNRI that mixes the nutrient requirements of children. It has a natural color, flavor and softer in texture. It uses squash and other locally available alternative as one of its main ingredients. It is one of the DOST-FNRI’s answers to the call of the Department of Social Welfare and Development’s (DSWD) Memorandum Circular No. 12 Series of 2020, or the Guidelines in the Implementation of the Supplementary Feeding Program During Community Quarantine or Other Similar Emergencies. 8 schools in Zamboanga Sibugay receive DOST digital library units

Eight units of the Science & Technology Academic Research-Based and Openly-Operated Kiosk Stations (STARBOOKS) have recently been released to selected public high schools in Zamboanga Sibugay. Each unit includes a desktop computer, a monitor, mouse, keyboard, an uninterruptible power supply (UPS), and a compartment-type printer.

Developed by DOST-STII (Science and Technology Information Institute), STARBOOKS allows users to access a massive collection of local and foreign S&T resources in text, video, and audio formats, that include digitized journals, serial publications, reference materials, and other sci-tech resources found in the DOST-STII’s libraries.The following are the recipient schools:

DOST IX presents updated Covid-19 guidelinesAn updated version of the internal CoVid-19 guidelines of the Department of Science and Technology IX (DOST-IX) had recently been presented during a 2-day orientation session held for 42 Contract of Service (CoS) and agency-based employees on February 16-17, 2021 in Zamboanga City.

The updated guidelines now include actions for employees that have been stranded abroad or locally, plans for high-risk employees identified by health authorities, and rulings on attendances and absences in relation to alternative work arrangements,

and the availability of agency transportation.

The session also introduced the numerous agency programs and services such as the SETUP (Small Enterprise Technology Upgrading Program- the flagship program of DOST), STARBOOKS, iFund, iSTART, CEST, and Scholarship Program among others.

10th closed season for sardines in Zamboanga Peninsula lifted

The Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) officially lifted on March 1, 2021, the 10th closed fishing season for sardines in Zamboanga Peninsula.

The closed fishing season has been implemented for a decade as a marine conservation measure to protect and conserve sardine species in the Zamboanga Peninsula. The Bureau Administrative Circular (BAC) No. 255, bans the catching of sardines using purse seine, ringnet, bagnet and scoopnet within the conservation area covering the East Sulu Sea, Basilan Strait, and Sibuguey Bay for 3 months beginning December 1 of every year, and ending on March 01 of the following year. The closed season ensures that sardines fish stocks are able to replenish and recover, and the abundance of sardines and other fishery resources in the area is sustained.

Data from Region IX’s National Stock Assessment Program showed an upward trend in sardine production with the volume reaching an all-time high of 297,683.49 MT in 2020 since 2011, the year the closed season started in Zamboanga. This is a significant indicator especially for sardine-rich Zamboanga waters, which account for 49.25% of the country’s total sardine production from 2010 to 2020, based on data from the Philippine Statistics Authority.

“More than ever, now is the time to take advantage of this open fishing season to take part in ensuring the country’s food supply.” DA-BFAR National Director Eduardo B. Gongona said in his speech during the Lifting Ceremony held earlier today. Adding that with the active participation of law enforcement units, the local government, the private sector,

and stakeholders, including local fisherfolk and key players in the sardine industry, the government, through the DA-BFAR, was able to implement effective conservation and management measures, including the sardine closed season.

In support of the closed fishing season and as part of its ongoing campaign against Illegal, Unreported, and Unregulated Fishing (IUUF), the DA-BFAR, through the Fisheries Protection and Law Enforcement Group in Region 9, continues to conduct full patrol operations. During the closed fishing season, seven apprehensions were made, but none in violation of BAC 255.

The implementation of the sardine closed fishing season in the Zamboanga Peninsula as well as in other major sardine fishing grounds in the country is integrated in the National Sardines Management Plan (NSMP).

With this plan in place, the Bureau aims to work towards the sustainability of the sardine industry in the country. It aims for three specific goals: to establish improved science-based indicators for the sustainability of sardine stocks, to improve distribution of benefits among sardine fisherfolk communities, and to strengthen science-based management for sustainable sardine fisheries industry. These are aligned with the OneDA’s strategies to guide the growth and transformation of agriculture and fisheries.

“As we sail again to the waters of Zamboanga, we are hopeful to receive the abundance of aquatic resources reinforced by our unwavering support towards fishery conservation and management,” Director Gongona said. (DA-BFAR)

ZDS cacao and coffee farmers get S&T training from DOST-IX

A “Package of Technology on Cacao and Coffee Production” training was successfully conducted by the Department of Science and Technology IX (DOST- IX) thru its Provincial Science & Technology Center- Zamboanga del Sur (PSTC- ZDS), in partnership with the Provincial Local Government Unit of Zamboanga del Sur (PLGU- ZDS) on the 17th and 18th March 2021 at Chandler Suites, Pagadian City.

Technical personnel Kent A. Maneja- Agricultural technologist from LGU- Molave ZDS, Joseph Marlou M. Jumuad- Project Development Assistant from Social Services Facilitators Office (SSFO) ZDS and Christian Carl R. Resente- Science Research Specialist II of DOST- IX, served as the resource speakers for the 30 demo-farm beneficiaries and 10 coordinators of cacao and coffee farmers.

The training aimed to equip the participants with science-based knowledge on the current trends in cacao and coffee production and the adoption of the “Smarter Approaches to Reinvigorate

Agriculture as an Industry” (SARAi) technologies in managing their farms.

Back in January 2020, the PLGU of Zamboanga del Sur had received a grant amounting to PhP846,165.05 for the provision of farm inputs and implements to the identified beneficiaries of the said GIA project. (DOST IX)

Isabela City holds series of CoVac forums

ISABELA CITY, BASILAN – The City Government of Isabela de Basilan through the partnership of City Health Office and City Information Office, conducted series of COVID-19 Vaccination Forum for Isabela City health workers, senior citizens, youth and other stakeholders starting February 18, 2021 to April 7, 2021.The forum aims to raise awareness on the advantages of the COVID-19 Vaccine, as well as, clarify misconceptions about the vaccine The forum series was in response to government’s nationwide call for vaccine awareness and curbing misinformation about COVID-19 vaccines. This is also in compliance with DILG Memoradum Circular 2021-07 mandating all LGUs to conduct early communication campaign to disseminate critical information with reference to the publication and media collaterals produced by the Presidential Communications Operations Office, Philippine Information Agency, Department of Health and other government used agencies. The discussion includes overview of the COVID-19 Vaccination Plan of the city and presentation on the frequently asked questions as regards COVID-19 vaccination. Presented by City Health Officer Mohrein H. Ismael VI he underscored the importance of COVID-19 Vaccine most especially to those who are considered vulnerable and included in the priority A-2 group, the statistical report on the vaccination procedures rolled out in other parts of the world and plans set by the city in the procurement of COVID-19 vaccine doses

to achieve target herd immunity. He also emphasized that COVID Vaccines are safe and effective and have successfully undergone series of clinical trials and are being widely used to combat as against COVID-19. City Local Government Operations Officer Pilar V. Gudio of the Department of Interior and Local Government Sub-Office Isabela City on the other hand encouraged partner government and non-government agencies to collaborate closely with the government to ensure unified and coordinated vaccination campaign. During the forum health authorities reminded individuals who are included in the priority group that the DOH shall strictly observe “No registration, No vaccination”policy. The vaccination is also NOT MANDATORY rather HIGHLY ENCOURAGED and prescribed to fight against the effects brought about by the N-Cov Virus.

To date, enlistment of Senior Citizens and other individual belonging to priority Group A-2 are ongoing. Those who wish to be enlisted are advised to submit their names in the nearest Rural Health Unit or at the City Health Office. While Seniors with existing medical conditions willing to get inoculated are advised to secure medical clearance from their respective physicians prior to the vaccine schedule. Region IX MSMEs join DOST IX Halal webinarSome 25 micro-, small- and medium-enterprises (MSMEs) and representatives of various government agencies in Zamboanga Peninsula region attended the webinar on Halal Awareness and Certification Process via Zoom, held on March 16, 2021 by the Department of Science and Technology Regional Office IX (DOST-IX).

The Webinar discussed topics such as Basics of Halal, Process of Halal Certification, and Government Assistance on Halal Certification. Mr. Nuhman M. Aljani, DOST Focal Person on Halal S&T Program and Halal Lead Auditor,

presented the topic on “Towards Halal Certification: DOST Assistance for MSMEs”, while Mr. Ar-chadee Bahjin, Senior Trade Industry Development Specialist of the Department of Trade and Industry IX (DTI-IX) explained the “DTI Assistance on Halal.”

The Halal Awareness Webinar is part of DOST’s effort to help boost the Halal industry in the country by educating MSMEs on Halal concepts, and the process by which they can get Halal certification so they can cater to Halal markets, both local and abroad. (DOST IX)

Isabela City gets top Gawad Tanglaw sa Pandemya Award

ISABELA CITY, BASILAN- April 22, 2021– The Isabela City Anti- COVID-19 Task Force emerged as the Top1 Most Functional COVID-19 Task Force – Component City Category in Region IX with an over-all score of 96 points during the assessment conducted recently to assess their compliance in setting up policies and directives against COVID-19.Isabela City Anti- COVID-19 Task Force chaired by Mayor Sitti Djalia T. Hataman presented all the necessary documents supporting their efforts against COVID-19. The assessment used an assessment tool developed by other partner agencies and approved by the RIAT and RTF-COVID19 to scale up the resilience of the local task force against the emerging infectious diseases as per DILG Regional Memorandum Circular 2021-001. After the regional assessment, DILG Region IX recognized the LGUs through the “Gawad Tanglaw sa Pandemya: Awards for the Most Functional COVID-19 Task Force in Region IX.

Isabela City represented by Mr. Jaime A. Rivera received the award and a cash prize of P40,000 on April 20, 2021 in Pagadian City.

Mayor Sitti Djalia T. Hataman in her facebook post, expressed her gratitude to DILG IX for the recognition and committed to uphold national, regional and provincial policies. “ Our sincerest thanks to DILG IX for this recognition. OCD IX conducts 1st BICS blended training course to LGUs

The Office of Civil Defense IX through its Capacity Building and Training Section, successfully conducted the first Basic Incident Command System Training Course for Local Government Units (LGUs) using the blended learning modality last 22 – 26 February 2021.

This was participated by 42 representatives from the LGUs of Zamboanga City; Dapitan City, Zamboanga del Norte; Sindangan, Zamboanga del Norte; Mabuhay, Zamboanga del Norte, Pagadian City, Zamboanga del Sur; and Isabela City, Basilan .

The Blended Learning Training Course is a modality adopted by OCD for its training course offerings under the National Disaster Risk Reduction and Management Education and Training Program (NDRRMETP) this year. This is part of the agency’s conduct of its capacity-building initiatives on the risks brought about by the ongoing pandemic.

In his opening message, OCD IX Regional Director Manuel Luis Ochotorena expressed his gratitude to the participants for actively taking part in the training despite connectivity difficulties and other logistical issues. Moreover, he emphasized the importance of continuous capacity building in DRRM amidst the ongoing health crisis. “Various natural and human-induced hazards still continue to batter several parts of the country. That is why we should never rest on our laurels as we continue to do our tasks in keeping our respective constituents prepared and resilient from any disaster”, Dir. Ochotorena stressed. He added, “we hope that you continue to support our other activities, amidst the challenges that these new learning modalities pose to everyone.”

PCA braces for coconut trust fund law implementationAfter decades-long of waiting, President Rodrigo Duterte signed on February 26, 2021 the landmark Republic Act No. 11524, otherwise known as the Coconut Farmers and Industry Development Trust Fund Act. This law prescribes the management and utilization of the coco levy fund, the tax exacted from farmers during the Marcos Administration from 1971 to 1983 and currently deposited in the national treasury. This also covers assets acquired through the said fund for the benefit of the coconut farmers and development of the coconut industry. With the signing, the Department of Agriculture-Philippine Coconut Authority (DA-PCA) braces itself to facing new and enormous challenges of effectively implementing the law aimed at consolidating the benefits due to coconut farmers and sustaining the development of the coconut industry.

DA-PCA Administrator Benjamin Madrigal, Jr said that as the lead government agency tasked to implement the coconut trust fund law, the Authority is poised to ensure that “the policy of the State to consolidate the benefits due to coconut farmers, especially the poor and the marginalized, under the various statutes and to expedite the delivery thereof to attain increased incomes for coconut farmers, alleviate poverty and achieve social equality,” as stated in Section 2 of the Act, shall be implemented to the letter.

Under the new law, a trust fund will be created which will be capitalized, managed, invested, utilized, and accounted in accordance with the Coconut Farmers and Industry Development Plan (CFIDP) that will be crafted by the DA-PCA. This plan will essentially set the overall strategy for the development and rehabilitation of the coconut industry in the next fifty (50) years, and therefore must be a product of tight collaborative effort between the government agencies involved in implementing the law and the coconut farmers and industry stakeholders, as well as other civil society organizations and the academe.

Along this line, DA-PCA has partnered with technical experts from the University of the Philippines-Los Baños, to come up with the draft Coconut Farmers and Industry Roadmap

that will set the strategic direction for the progressive development of coconut farmers and the industry. This will be presented in the various regional and provincial stakeholders’ fora that DA-PCA has already established as a major consultation platform. With the inputs and support of all stakeholders, the crafted CFIDP shall ensure that the current and next generations of coconut farmers are capacitated into empowered “cocopreneurs” that will drive the coconut industry into its full potential.

In anticipation to the passage of the coco levy law and the enormous responsibilities that the Authority is bound to face, DA-PCA has undertaken significant organizational transformation initiatives that aim to transform it into a more efficient and capable organization responsive and proactive to the concerns of the coconut industry. To enhance its capacity to effectively perform its mandate, DA-PCA is following a comprehensive transformation roadmap under the Performance Governance System (PGS) of the Institute for Solidarity in Asia (ISA). The Authority is also undergoing critical organizational review in consonance with the provision of the law to reconstitute and strengthen the DA-PCA.

DA-PCA Administrator Madrigal said that, “this landmark legislation, made possible through President Duterte’s genuine concern for the coconut farmers and the perseverance of the members of the Senate and the House of Representatives who vigorously pursued the enactment of the law, finally brings to reality the aspirations of the entire coconut community for the past four decades.

We, therefore, call on all coconut farmers and industry stakeholders to actively participate and work together to realize our common purpose of prosperity for our coconut farmers and a globally competitive coconut industry.” Agriculture Secretary William Dar, for his part, said that, “this is the legacy that the Duterte administration wishes to bequeath to succeeding generations of Filipinos – a modern, industrialized, and globally competitive Philippine coconut industry.” (DA-PCA)

Tech-voc school gets P2 m boost from DOST IX

The Molave Agri Industrial Technology Inc. (MAITI) recently received assistance worth ₱2,052 million through the Small Enterprise Technology Upgrading Program (SETUP) of the Department of Science and Technology (DOST) IX - Provincial Science and Technology Center Zamboanga del Sur (PSTC-ZDS).

The technical-vocational school was introduced to the DOST S&T Community-Based Farm (STCBF) project on cacao and coffee in 2016. To date, the firm focuses on fermented beans, tablea, and various chocolate products as value-adding measure.

The assistance and upgrades received are projected to increase production capacity by 50%, enabling MAITI to keep up with the market, and improve product quality through the upgraded chocolate tempering machine. This will

be used to reduce the size of chocolate particles from 20 microns to 15-10 microns. Increased refinement results in smoother chocolate texture, translating to higher market competitiveness and value. (DOST IX)

Water search and rescue equipment arrive in Isabela City

ISABELA CITY, BASILAN- April 14, 2021 | Isabela City de Basilan welcomes 1 unit Sea Ambulance and 1 unit Rescue Boat which arrived Wednesday, April 14, 2021 direct from Cavite.

The total allocation for the procurement of both water assets amounts to 6.5M, CDRRMO ASSAULT 3200 - One (1) unit Sea Ambulance (32-footer, 9ft8in beam, fiberglass enclosed cabin, cap 10-15pax, to transport patients to Zamboanga City for referrals to Level 2 or 3 hospitals) and CDRRMO RAVEN 2600 - One (1) unit Rescue Boat (26-footer, 9ft8in beam, fiberglass open-type cabin, cap 10-15pax, for inter-island rescue and patient transfer from outlying islands - Malamawi and Lampinigan - to mainland Isabela City for transfer to Level 1 hospitals)

Both sea assets shall be operated by the City Disaster Risks Reduction and Management Office to transport patients and/or emergency cases to Level II or III hospitals in Zamboanga City or to ferry patients from Malamawi and Lampinigan Island to Isabela City’s hospitals.

At the very day of Isabela City Mayor Sitti Djalia A. Turabin Hataman’s assumption to office, she mentioned the sea ambulance being health one of her administration’s top priority.She immediately worked out the procurement of water search and rescue assets from 2019 allocation.

In a social media post on her official account she said, “We managed to purchase two for the same amount - one with the exact specs as previously determined, and another smaller one for Isabela inter-island use.” (Isabela City LGU)

Sibugay rice mill gets P630K S&T upgrade from DOST-IX

A new set of village type rice milling facility is now operational in Berbaña Rice Mill, Imelda, Zamboanga Sibugay, after it received an additional 50% fund this January 26, 2021 from the Department of Science and Technology IX’s innovation fund (DOST IX’s iFund) through its Provincial S&T Center in Zamboanga Sibugay.

Eight months earlier, the firm through its owner, John A. Berbaña already received the initial 50% of the fund for the procurement of the start-up materials and for the fabrication services. A total of P630 thousand was turned over to him for the realization

of this project.

By availing the DOST’s Small Enterprise Technology Upgrading Program (SETUP), the firm was able to upgrade their facilities that are expected to increase the milling output from 15 bags to 20 bags (50kg) per hour with high recovery rate of 62%. As soon as commercial scale operations are reached, the milled rice will be better in quality compared to their earlier produce. Moreover, the firm will now be able to provide good milling service to its customers in the locality. (DOST IX)

The Regional Disaster Risk Reduction and Management Council (RDRRMC) IX convened for the 1st Quarter RDRRMC IX full council meeting on 18 March 2021 via Zoom video teleconference.

RDRRMC IX Chairperson and Office of Civil Defense (OCD) IX Regional Director Manuel Luis Ochotorena presided the first meeting of the RDRRMC IX, exactly a year after the outbreak of the COVID-19 pandemic.

The 4 RDRRMC IX committees representing the thematic pillars presented their reports and significant updates before the body: Disaster Prevention and Mitigation Committee led by Department of Science and Technology (DOST) IX; Disaster Preparedness Committee led by Department of Interior and Local Government (DILG) IX; Disaster Response by Department of Social Welfare and Development (DSWD) Field Office IX; and Disaster Rehabilitation and Recovery Committee led by National Economic Development Authority (NEDA) IX.

Ms. Cheryl Louise Leal, Chief of the Disaster Risk Governance Division, Policy Development and Planning Service of the Office of Civil Defense, apprised the members of the RDRRMC IX on the Updated National Disaster Risk Reduction and Management Plan (NDRRMP) 2020 - 2030. Ms. Leal lauded DOST IX Regional Director Martin Wee for aligning the accomplishments of the Committee on Disaster Prevention and Mitigation based on the updated NDRRMP 2020 – 2030, wherein 6 out of the 23 outcomes concern the Disaster Prevention and Mitigation thematic pillar.

OCD IX DRRM Division Chief Ms. Emilia V. Julhajan presented

updates on the CY 2021 Gawad KALASAG (GK) Seal and Search, and likewise enjoined all LDRRM Offices and Councils, Civil Society Organizations (CSOs), People’s Organizations (POs) and Volunteer Organizations (VOs) to participate in this year’s GK Seal and Search. On the other hand, Mr. Al-Emran Asani of OCD IX Planning Section, presented to the body the RDRRMC IX 2021 Calendar of Activities.

In his opening message, RDRRMC IX Chairperson Dir. Ochotorena recognized the efforts of the RDRRMC IX member-agencies for not wavering on their DRRM mandates amid the COVID-19 response operations in the region.

“The cascading impacts of the COVID-19 pandemic has undoubtedly heightened our people’s vulnerabilities to other hazards”, said Dir. Ochotorena on the effects of the pandemic in aggravating the communities’ exposure to risks brought about by climate-related and human-induced hazards. With the ongoing response operations to beat COVID-19, he added that strengthening disaster risk reduction and management in all levels is equally important due to the continuous onslaught of other devastating hazards and threats.

“The vaccination has started. Does this signal that we are on the homestretch in the fight against COVID-19? Nobody can tell, so the RIATF – RTF against COVID-19 is here to stay. But we need to maintain the initiatives of the RDRRMC IX, through its four (4) Committees, in support to the six (6) lines of efforts of the National Action Plan and Regional Action Plan against COVID-19 – the Prevent, Detect, Isolate, Treat, Reintegrate and Mainstream the New Normal,” Dir. DOST-IX lab receives ECCThe Department of Science and Technology Regional Office No. IX, represented by its Regional Director, Mr. Martin A. Wee, has obtained an environmental compliance certificate (ECC) for its Regional Standards and Testing Laboratories (RSTL) after successfully complying with the requirements of Presidential Decree No. 1586, and DENR Administrative Order (D.A.O.) No. 2003-30.

The certificate allows RSTL to operate subject to the rules on environmental protection and proper management of hazardous waste and

materials.

The certificate was granted by the Department of Environment and Natural Resources (DENR), through the Environmental Management Bureau (EMB), on February 8, 2021 in Zamboanga City.

In the DOST IX – RSTL is already compliant with Philippine Clean Water Act of 2004 ,Toxic Substances, Hazardous Waste Control Act of 1990, Philippine Clean Air Act of 1999, and Ecological Solid Waste Management Act of 2000. (DOST IX)

NDRRMC holds earthquake drill online

The National Disaster Risk Reduction and Management Council (NDRRMC), through the Office of Civil Defense (OCD), successfully conducted online the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) 2021 on March 11, 2021, with the online pressing of the ceremonial button and conduct of the “Duck, Cover and Hold” via Zoom. The activity was also livestreamed on the Facebook page and Youtube channel of Civil Defense PH.

Thousands of participants from around the country actively took part in the virtual activity. The first ever online NSED was conducted by the NDRRMC and OCD last year, due to the outbreak of the COVID-19 pandemic. The online conduct of the quarterly activity continues this year, considering the continuing need for observing minimum health standards during the pandemic. With the ongoing health crisis, it is also important to be cognizant and vigilant as several climate-related and human-induced hazards continue to endanger the communities, especially those at-risk sectors.

Per NDRRMC Memorandum No. 08, s.2021 dated 29 January 2021, this year’s NSED focuses on the 14 Basic Sectors as the target audiences, and puts premium on their role in advocating and strengthening resiliency in their communities.
