CITY OF SAN FERNANDO –Gov. Lilia “Baby” Pineda yester-day pushed for the segregationof waste as the effective solu-tion on the province-wide gar-bage problem

This, she said, derails herpriority project on health care.

In her speech at the SolidWaste Management and Disas-ter Awareness Program at theCapitol’s Benigno Hall, Pinedasaid the segregation of garbage“beginning at home” would be the“best solution.”

She invited barangay leadersfrom the province’s first andfourth districts at the meetingcalled on a short notice to im-mediately address the problemon solid waste.

“I have noticed that it’s notenough that I fix our hospitalsand improve their services. Wemust first deal with the garbagemess which affects people’shealth,” said Pineda in the dia-lect.

ernment Units (LGUs) andbarangay councils to allot a por-tion of their funds for the wastemanagement project in the prov-ince.

“This is not just the project ofthe province but the municipali-ties and barangays as well. They

must give their share to ensureits success,” said Pineda.

Candaba Mayor Jerry Pel-ayo, Pampanga Mayors League(PML) president, echoed thesentiments of Pineda. He saidthe segregation of waste “wouldbe the solution against the gar-bage problem.”

to “help the governor win thewar.”

Armando Garcia, presidentand general manager of MetroClark Waste Management Corp.(MCWMC), attended the meet-ing of Pineda with barangay cap-tains. His sanitary landfill is astate-of-the-art final waste facil-ity using German technology.

Pineda said the segregationof waste would allow the provin-cial government to save millionsof pesos in the hauling and trans-fer of garbage.

Board Member Nestor Tolen-tino, chairman of the committeeon environment, urged the may-ors and village officials to helpsolve “this big problem.”

DINALUPIHAN, Bataan –The Department of Agri-culture on Fridaylaunched the soil conser-vation guided farm in amountain village here as“show window” for soil andwater technologies in a bidto create awareness onthe continuing degrada-tion of natural resourcesin the country.

Joel Rudinas, under-secretary for field opera-tions of DA, said that theguided farms or sloppingtechnology provides up-land farmers the bestfarming practices withouthastening land degrada-tion.

He said that two thirdsof the total land area inthe country or about 20million hectares are up-lands or slopping lands.

Rudinas also saidthat eight million hectaresof these lands can beused for agriculture butthere is a need for a man-agement technique.

He voiced his concernthat with the shortage ofagricultural lands in thelowland, more farmers aregoing to the uplands.

SO READ the invitation I got my hands on over the weekend.An ordinary, innocent enough invitation with some tongue-in-

cheek – “Eight Thirsty” – thrown in for effect, perhaps mostinadvertently. At first glance.

A most disturbing proposition on second look:at the prime movers of the event – “Presentedby BriSteel Overseas Ventures Inc. incoordination with The Pampanga Media Group.”

So who comprise this media group? So everymediaman worth his name in ink could rightfullydenounce them for dragging the profession tothe level of paid hacks.

By coordinating the presentation of themanifestation for investment of a private foreignconsortium, this “Pampanga Media Group” isactually doing advertising, if not engaging in directmarketing job for that investor. Which isanathema to journalism praxis. Media is in thebusiness to report news, not to market productsor companies.

There is a clear breach of media ethics here.This “Pampanga Media Group” indeed deservesdamnation.

By clearly taking the side of BristeelOverseas Ventures – okay let’s just use theacronym BOVI for brevity, how can this mediagroup still adhere to fairness, to objectivity, toaccuracy with the other proposals to develop theDMIA terminal and other expansion projects atthe Clark airport?

For instance, there is the all-Filipino Philco-Aero consortium of business titans – San MiguelCorp. among them; telecom-energy-media-inframagnate Manny V. Pangilinan a-joining – whichproposal is said to be much superior to theMalaysian BOVI’s. That is if insiders at the ClarkInternational Airport Corp. are to be believed.

Our CIAC moles said Philco-Aero’s proposalincludes giving CIAC a share in terminal feesand other airport revenues which were not in theBOVI proposal.

“The color of their money is not so green:they are financially incapable to develop DMIA.They don’t have any landmark experience indeveloping airports and they have no financialproposal for the 200-hectare area they want todevelop.” So they said of BOVI.

My curiosity stirred, I surfed the web for BOVI.The nearest I got to was a “Bristeel CorporationSdn. Bhd. (182455D)” profiled as “Design, roll-forming, fabrication and installation of steel trussroofing system and contract of roofing works.”Nothing on airport development. Sheer latero wefound there.

Rummaging through my file of local storieson BOVI, I got to this statement from one WilliamChee, “authorized representative of BOV” thatsaid: “…among its consortium members includeMalaysian Resources Corp. Bhd. (MRCB) AndMalaysian Airport Holdings Bhd. (MAHB).”

A check in the web again disclosed that trueto Chee’s statements, MRCB is indeed one ofthe largest property development and investmentcompanies in Malaysia which concerns included“residential, tourism, commercial, industrial andmulti-modal transportation hubs and projectsworldwide.” Yes, true too that the award-winninglandmark project Kuala Lumpur Sentral – “a citywithin a city” around Malaysia’s largest transithub was its own creation.

Chee was also correct with MAHB being “awholly-owned government firm mandated todevelop, operate and manage all airport facilitiesin Malaysia including the newly-built $ 3.5 billionKuala Lumpur International Airport (KLIA) in asprawling 10,000-hectare complex in Sepangdistrict.”

However as to BOVI being part of eitherMRCB or MAHB is something that could not bedetermined in the web. A check of bothcompanies’ subsidiaries or consortia did notshow any BOVI.

No, this is in no way a disparagement ofBOVI. It is a simple statement of a fact, intriguedas I was with the utter contempt for ethics bythat “Pampanga Media Group.”

Tidak boleh lah. No can do. To tell it inBahasa Malaysia. No can do in using the localmedia to advance whatever interest BOVI wantsto pursue at the DMIA.

And a word of caution too to BOVI: Awas.Beware of the “media” you deal with.

Already the Pampanga Press Club, throughits president, Perry Pangan, has disownedanything to do with BOVI, contrary to what waswritten in good friend Ram Mercado’s well-readcolumn.

Our Society of Pampanga Columnists hasnothing to do with BOVI.

The prolific Ashley Manabat, chair of theNational Union of Journalists of the Philippines-Pampanga Chapter has denounced any mediagroup engaged in endorsing BOVI or any privatecompany pursuing business interests as “grosslyunethical.”

The Central Luzon Media Association, theAngeles City Press and Radio Club and thePampanga Tri-Media Association have alldisowned even the slightest connection withBOVI.

So who are these “Pampanga Media Group”?A creation of BOVI itself to get some leverage

in its negotiations with CIAC, given the currentproblems of CIAC with the media? That’s onewily ploy.

Name names. Boleh lah?

SUBIC BAY FREEPORT – The Sub-ic Bay Metropolitan Authority(SBMA) has become one of thefounding members of the AsianCruise Terminals Association(ACTA), a newly-formed group con-ceptualized to provide a unified mar-keting platform for the cruise shipindustry in the Asian region.

SBMA administrator Armand Ar-reza said that the SBMA is the onlyfounding member from the Philip-pines, thereby giving it a great op-portunity to build a solid businessnetwork with ACTA member-coun-tries like China, Singapore, Taiwan,Japan, Korea, Sri Lanka and India.

“Joining ACTA is a strategic movefor the SBMA, as we are targetingthe major players in the industry tomake Subic part of their cruise itin-erary,” Arreza said. “Once Subic hasbeen established as the next cruiseship playground, the economic im-pact will trickle down to local busi-nesses in terms of providing supplies,fuel, food, and even manpower.”

Among the cruise lines that mayinclude Subic in their itinerary un-der the ACTA platform are Star Cruis-

es, Royal Carribean, Silver Seas,and Costa Crocere.

“These are all known as key play-ers in the industry,” Arreza noted.

The SBMA’s membership inACTA would also enable the SubicBay Freeport to develop a differenttourist market niche, said SBMAdeputy administrator for businessRaul Marcelo.

Marcelo, along with SBMA mari-time investment department headRonnie Yambao, was recently in Sin-gapore for the organizational meet-ing of ACTA, a non-profit organiza-tion that was the brainchild of theSingapore Cruise Centre Pte Ltd.(SCCPL).

Marcelo said that after the SB-MA’s presentation on what the SubicBay Freeport has to offer, SCCPL vicepresident Ivan Ng expressed confi-dence that Subic would pass the stan-dards for a cruise ship destination.

“With the port infrastructure, deepnatural harbor, support facilities, se-curity, and tourist attractions, I amnow convinced—and this strength-ens the business case for Subic—that indeed, it is ready to play a keyrole in the cruise ship industry,” Ngwas quoted as saying.

“We are glad that SBMA will beone of the founding members ofACTA, as we have only chosen oneport in the Philippines and that isSubic Bay Freeport,” Ng added.

Marcelo said that joining themeeting also allowed the SBMAgroup to benchmark from the SC-CPL, which handles about nine mil-lion passengers annually.

“It’s learning from the best of thebest in terms of passenger handling,formulating waterfront developmentplans to integrate with the passen-ger terminal, technology, marketingactivities and maintaining the momen-tum of the cruise ship market growth,”Marcelo described the experience.

ACTA, which is set to belaunched in January next year, isprimarily expected to provide mem-bers with a platform for regional co-operation in terminal development,operations and management.

Ayon kay Tanya, simpleng civil wedding lang naman daw talaga ang gusto niya.“Natuwa naman ako kasi nga isang special occasion ito para sa amin ni Mark and tama lang na i-share namin ito with our

“Naawa kasi ako kay Tanya... Siya yung nagiging target ng mga intriga parati sa relasyon namin. Perobilib naman ako kay Tanya kasi kinakaya niya ang mga sinasabi ng maraming tao sa kanya. Bilib ako sapatience at pagiging matatag niya sa samahan namin.

“Kaya ngayon siguro ay matatapos na ang mga pintas nila kay Tanya kasi nga, legally, Mrs. Mark Lapidna siya. Kahit na civil wedding pa lang ito, it’s still official. Sana ay wala na silang masabing hindi magandasa misis ko.”

ABUCAY, Bataan – Joint opera-tives of various police and mili-tary units in Bataan on Thurs-day arrested a suspected high-ranking officer of the CommunistParty of the Philippines/NewPeople’s Army in barangaySalian, Abucay, Bataan.

A CRACKDOWN on illegal log-ging activities that began earlypart of this year yielded 1,000cubic meters of assorted forestproducts worth P12.5-million,authorities from the Departmentof Environment and Natural Re-sources (DENR) here an-nounced recently.

The confiscations came inthe wake of renewed calls to endillegal logging operations in iden-tified environmental hotspots inthe region, said Executive Direc-tor Ricardo Calderon of the re-gional DENR office in CentralLuzon.

He said 16 illegal loggerswere jailed since 2005 while 67others have been charged for vi-olating forestry laws in variouslocal courts in the region.

Section 68 of P.D. 705 statesthat any person who shall cut,collect, gather or remove timberor other forest products from anyforest land, or timber from alien-able or disposable public land orfrom private land without any au-thority, or possess timber or oth-er forest products without legaldocuments, shall be punishedfor the crime of theft with penal-ties imposed under Articles 309and 310 of the Revised PenalCode.

Under the Revised PenalCode, an illegal logger faces aminimum sentence of two yearsimprisonment and up to a max-imum jail term of 20 years forseized forest products worthmore than P22,000.

As this developed, at least200 forest protection officers andrangers have been mobilized tomaintain a strong presence in“hotspot” areas while 16 DENRcheckpoints have been placedon red alert to monitor and inter-cept the movement of contra-band forest products, especial-ly those coming from the SierraMadre mountains of Nueva Viz-caya, Quirino, and Quezon prov-inces. –RPAO
