The county government of Bomet through the Public Service Board is pleased to invite

interested and qualified applicants to apply for vacant positions in the following two

departments:-

A. TRADE, ENERGY, TOURISM, INDUSTRY AND INVESTMENT (TETII)

1. Director Trade and Tourism – J/G CPSB 03 (1 Post)

Requirements

Be a holder of a Bachelor’s Degree in Tourism, Business Administration /

Management, or any other Social Science from a recognized institution

Master’s Degree in the relevant discipline

Served for a period of seven years, three of which should have been in a

senior management position.

Demonstrated professional, technical and administrative competence

Responsibilities

Reporting to the Chief Officer, the officer will be responsible for:-

Planning, development and supervision of the directorate activities

Supporting the development of appropriate sectorial policies, legal and

institutional frameworks

Administrative, human resource and asset management issues

Preparing annual work plans and financial budgets.

Analyzing staff training needs and planning for the same

Performing any other duties as may be assigned by the Chief Officer.

2. Assistant Director Trade – J/G CPSB 05 (1 Post)

Requirements

Be a holder of a Bachelor’s degree in Commerce, Business Administration /

Management, or any other relevant qualification from a recognized university

Master’s Degree in a relevant field will be an added advantage

Have relevant knowledge and experience in administration and management

of not less than 5 years in middle level Management

Responsibilities

Reporting to the Director Trade and Tourism, the officer will: -

Supervise staff and oversee the smooth running of the department

Prepare reports, business plans and do market research

Organize events that promote trade

Manage department’s budget and maintain statistical and financial records

Coordinate public participation.

3. Assistant Director Tourism – J/G CPSB 05 (1 Post)

Requirements

Be a holder of a Bachelor’s degree in Tourism, or any other relevant

qualification from a recognized university

Master’s Degree in a relevant field will be an added advantage

Have relevant knowledge and experience in administration and management

of not less than 5 years in middle level Management

Responsibilities

Reporting to the Director Trade & Tourism, the officer will be responsible for:-

Supervising staff and overseeing the smooth running of the department

Preparing reports, business plans and conducting market research

Consulting with local tourism businesses in order to assess the effectiveness

of current tourism development policies with a view to developing and

marketing domestic tourism.

4. Trade Development Officer – J/G CPSB 09 ( 2 Posts)

Requirements

Bachelor’s Degree in any of the following disciplines: Commerce, Marketing,

Business Administration, Economics or equivalent qualification from a

recognized institution

Computer proficiency

3 years’ experience in relevant field

Responsibilities

Reporting to the Assistant Director Trade, the officer will be responsible for:-

Identifying opportunities for setting up small enterprises, retail and wholesale

trade, service outlets and self-employment opportunities

Guiding up-coming business people regarding the business opportunities

within or other parts of the country

Collecting and providing information on government policies pertaining to

trade development and promotion

Organizing and/or facilitating trade exhibitions in the County for the benefit

of the local business community

Facilitating and/or organizing training programmes for the business

community

Administering and managing the Joint Loans Board scheme

Monitoring the movement of prices and the supply position of essential

commodities in the County and providing information about shortages, if any,

in the County

Studying the effect of the liberalization on the local trade, availability of

goods, hoarding, counterfeiting and contraband goods and letting the

concerned government agencies informed

Networking and collaborating with local private sector organizations, NGOs,

quasi-governmental organizations and relevant National government

departments for the promotion and development of trade in the County.

5. Tourism Officer – J/G CPSB 09 ( 2 Posts)

Requirements

Bachelor’s degree in Tourism or any other relevant qualification from a

recognized institution

Have relevant knowledge and experience of not less than 3 years

Responsibilities

Reporting to the Assistant Director Tourism, the officer will be responsible for:-

Undertaking market research on tourism trends

Managing staff budget and analyse staff training needs

Planning tourism development projects and coordinating public participation

Reviewing and evaluating tourism development proposals

Diversifying and developing tourism niche products

Supporting marketing of domestic tourism

6. Tourism Assistant – J/G CPSB 11 ( 2 Posts)

Requirements

Be a holder of a Diploma in Tourism, or any other relevant qualification from

a recognized institution

Have relevant knowledge and experience of not less than 2 years

Responsibilities

Reporting to the Tourism Officer, he/she will be responsible for: -

Preparing reports and proposals and presenting them.

Maintaining statistical and financial records

Offering support in the planning and development of tourism niche products

Organising events that promote tourism.

Supporting marketing of domestic tourism.

Performing any other assigned duty.

7. Assistant weights and Measures Officer III - J/G CPSB 11 (2 Posts)

Requirements

Diploma in instrumentation, Computer Science, Information Communication

Technology, Legal Metrology, Engineering (Mechanical/Electrical/Electronic)

or equivalent qualifications from a recognized institution

Minimum one year relevant experience

Responsibilities

Reporting to the Weights and Measurers Officer, he/she will be responsible for:-

Testing, stamping, sealing, adjusting and balancing of weights and verify

counter machines, spring balances and platform machines whether

mechanical or electronic at traders’ premises

Collecting data on verified equipment at traders’ premises

Compiling weight and measures reports for analysis

Implementing weight and measures legislations

Giving evidence in a court of law on arising cases on infringement of the

weights and measures Act (Cap 513) and trade description Act (Cap 505)

Ensuring fair trade practices and be custodian of standards

Maintaining an updated traders’ database in the assigned region

Sampling pre-packaged goods for quantitative analysis

Collecting and accounting for revenues generated.

8. Director Industry, Energy and Investment – J/G CPSB 03 (1 Post)

Requirements

Bachelor’s Degree in Engineering or Commerce, Economics or Marketing from

a recognized institution

Master’s Degree in the relevant discipline

Served for a period of seven (7) years, three of which should have been in a

senior management position

Demonstrated professional, technical and administrative competence.

Requirements

Bachelor’s degree in Energy Engineering, Electrical Engineering,

Mechatronics Engineering or Mechanical Engineering from a recognized

institution

Master’s Degree in a relevant field will be an added advantage

Served for a period of least 5 years, two of which should have been in

management position

Attended management course in a recognised institution

Demonstrated professional, technical and administrative competence.

Responsibilities

Reporting to the Director Industry, Energy and Investment, the officer will be

responsible for:-

Planning, developing and supervising activities of the directorate

Preparation of the annual work plan

Analyzing staff training needs

Monitoring and evaluation of the activities

Performing any other duties as may be assigned by the Director.

Requirements

Bachelor’s degree in Chemical and Processing Engineering or Mechanical and

Industrial Engineering from a recognized institution

Served for a period of least 5 years, two of which should have been in a

management position

Master’s Degree in a relevant field will be an added advantage

Attended management course in a recognised institution

Demonstrated professional, technical and administrative competence.

Responsibilities

Reporting to the Director Industry, Energy and Investment, the officer will be

responsible for:-

Planning, developing and supervising activities of the directorate plans.

Preparing annual work plans

Assessing staff training needs and planning for the same.

Monitoring and evaluating activities of the department and ensure timely

reporting

Performing any other duties as may be assigned.

11. Assistant Director Business Entrepreneurship and Innovation - J/G

CPSB 05 ( 1 Post)

Requirements

Bachelor’s degree in any of the following disciplines: - Commerce, Business

Administration, Statistics, Economics, Entrepreneurship, Business

Management, Business and Information Technology, Management Science or

any other equivalent qualification from a recognized institution.

Masters degree will be an added advantage

Served for a period of least 5 years, two of which should have been in a

management position

Responsibilities

Reporting to the Director Industry, Energy and Investment , the officer will :-

Oversee the control of enterprise fund; budget development and execution

Oversee fiscal and information resource assets

Organize trade fair and exhibitions and be in charge of SME trainings

Do SME survey and perform any other assigned duties .

Be in charge of business entrepreneurship and innovation section.

12. Market Development Officer- J/G CPSB 09 (2 Posts)

Requirements

Bachelor’s degree in any of the following disciplines:- Commerce, Business

Administration, Statistics, Economics, Entrepreneurship, Business

Management, Business and Information Technology, Management Science or

equivalent qualification.

Minimum 3 years’ relevant experience

Certificate in computer applications

Responsibilities

Reporting to the Assistant Director Business Entrepreneurship and Innovation,

he/she will:-

Designate public markets and stalls;

Supervise construction and management of markets, shoe shiners sheds and

Boda Boda sheds

Develop market rules; issue guidelines for the establishment of market

committee for the formation of market committees;

Ensure a clean and safe environment for public market and stalls;

ensure the provision of essential services and utilities in markets and stalls;

Liaise with the other agencies to promote marketing of SMEs products;

Perform any other function as may be assigned.

13. Senior MSME (Micro, Small and Medium Enterprise) Officer- J/G CPSB

07 (2 Posts)

Requirements

Bachelor’s degree in any of the following disciplines:- Commerce, Business

Administration, Statistics, Economics, Entrepreneurship, Counseling,

Business Management, Graphic Design, Business and Information

Technology, Management Science or equivalent qualification.

Minimum of three years relevant experience

Certificate in computer applications

Responsibilities

Reporting to the Assistant Director Business Entrepreneurship and Innovation,

he/she will be responsible for:-

Training and conducting of seminars and workshops on entrepreneurship

and business management; preparing training materials; conducting

entrepreneurship outreach programmes; coordinating business surveys;

coordinating Training Needs Assessment (TNA);

Developing business proposals and business plans for clients and internal

use;

Conducting business clinics; entrepreneurship seminars and workshops;

carrying out entrepreneurship in.-service programmes for budding

enterprises;

Assisting clients for in business start-ups; business information;

implementing business incubation programmes;

Organizing for Micro Small and Medium Enterprises (MSMEs) exhibitions and

trade fairs; monitoring and evaluating training programmes.

14. Investment Officer – J/G CPSB 09 (2 Posts)

Requirements

Bachelor’s degree in any of the following disciplines:- Commerce, Business

Administration, Statistics, Economics, Entrepreneurship, Business

Management, Graphic Design, Business and Information Technology,

Management Science or equivalent quali6cation.

Minimum of three years relevant experience

Certificate in computer applications

Responsibilities:

Reporting to the Assistant Director Business Entrepreneurship and Innovation,

he/she will:-

Formulate, develop, and implement the county investment strategies and

policies.

Research on the viability of proposed investments and recommend

appropriate action.

Ensure the proposed investments are in line with the priority sectors and

development agenda of the county.

Design an efficient control framework for investment risk assessment

activities.

Design, monitor any ongoing evolution of existing and future risk

management strategies for the department and county government.

Coordinate the activities of the investors in the county.

Establish and facilitate communication between the investors and the County

government.

Assist in the development of relationships with new and existing investors

and stakeholders.

15. Chief Industrial Officer – J/G CPSB 07 ( 1 Post)

Requirements

Bachelor’s degree in Chemical and Process Engineering, Industrial

Engineering, Mechanical, Production Engineering or Industrial Chemistry

from a recognized university

Served for a period of 5 years, two of which should have been in managerial

position in a busy industrial set up

Demonstrated professional, technical and administrative competence.

Responsibilities

Reporting to the Assistant Director Industry, the officer will:-

Promote industrial activities

Monitor and evaluate implementation of industrial projects.

Undertake bench marking surveys and support rehabilitation of cottage

industries

Identify and document local technologies and innovation

Link local industrial entrepreneurs with Research and Development

Institutions

Sensitize entrepreneurs on industrial investment opportunities

Sensitize industrialists on the importance of Quality Management Systems

Liaise with the Trade Development Officer to link industrial entrepreneurs to

financial institutions.

16. Industrial Officer – J/G CPSB 09 (3 Posts)

Requirements

Bachelor’s Degree in Chemical and Process Engineering, Industrial

Engineering, Mechanical Production Engineering or Industrial Chemistry

from a recognized university

Minimum 2 years’ experience in an industrial set up or equivalent

Good communication skills.

Responsibilities

Reporting to the Chief Industrial Officer, he/she will be responsible for:-

Identifying opportunities for setting up small industries

Guiding up-coming investors regarding the industrial opportunities in the

County and other parts of the country

Collecting and providing information on policies regarding industrial

development and promotion

Organizing and facilitating industrial/Jua kali exhibitions in the County for

the benefit of the local business community

Facilitating, training programmes for the industrial community

Preparing performance reports.

17. Electrical Engineer – J/G CPSB 07 (1 Post)

Requirements

A Bachelor’s Degree in Electrical Engineering or its equivalent from a

recognized institution

Served for a minimum period of 5 years preferably in a managerial position

in a busy industrial set up

Membership to the Board of Registration of Engineers in Kenya (EBK or

IEK)

Certificate in computer applications

Responsibilities

Reporting to the Assistant Director Energy, the officer will: -

Promote Energy activities as per County Integrated Development Plan

(CIDP) and Strategic Investment Plan

Undertake monitoring and evaluation on the implementation of energy

projects in the county

Advising on electrical and energy related matters

Design execution and maintenance of electrical installations works and

energy systems

Proper management and execution of contracts and submission of project

status report

Reporting on the safety aspects of electrical designs and installations

Participating in evaluation of bids

18. Electrical Technician - J/G CPSB 11 ( 1 Post)

Requirements

Diploma in Electrical Engineering or related field from a recognised

institution

Minimum 1 year experience as a technician in electrical maintenance

Very strong analytical and troubleshooting skills of electrical systems

Good knowledge of generators

Good knowledge of electrical controls including electrical changeover(s) or

transfer switches

Ability to read/understand Electrical drawings and schematics.

Responsibilities

Reporting to the Electrical Engineer, the officer will :-

Respond to power failures in various sites

Troubleshoot and repair power equipment

Carry out preventive maintenance on electrical installations

Ensure that all electrical systems are maintained and functional

Complete service repairs, replacements, upgrades, adjustments and

calibration on all electrical systems

Report on the status of all power systems in various sites

Connect wires to circuit breakers or other electrical components

Diagnose malfunctioning systems, apparatus, and components

Plan layout and installation of electrical wiring, equipment and fixtures

19. Assistant Office Administrator I (Formerly Personal Secretary) - J/G

CPSB 09 (1 Post )

Requirements

A Bachelor’s Degree in Secretarial Studies or a Bachelor of Business and

Office Management or equivalent qualification from a recognized

institution

Served in the grade of Personal Secretary II or Senior Secretarial Assistant

or any other relevant and comparable position in the Public Service for a

minimum period of 3 years.

OR

Possession of Qualifications from the Kenya National Examinations

Council (Shorthand III, minimum 100 wpm)

Typewriting III (50w.p.m.)/Computerized Document Processing III

Business English III/Communications II, Office Practice II and Commerce

II

Office Management III/Office Administration and Management III or

Secretarial Duties II.

OR

A Diploma/Higher Diploma in Secretarial Studies from the Kenya National

Examinations Council or equivalent qualifications from a recognized

institution; and Certificate in Computer Applications from a recognized

institution.

Responsibilities

Working in the deployed office he/she will be responsible for:-

Typing from drafts, manuscripts

Processing data and operating office equipment

Attending to visitors/clients

Handling telephone calls and appointments

Ensuring security of office records, equipment and documents

Preparing responses to simple routine correspondence

undertaking other secretarial duties that may be assigned.

Requirements

Kenya Certificate of Secondary Education (KCSE) Mean Grade C- (Minus)

or its approved equivalent; and

Proficiency in Computer Applications.

Compiling of statistical records, data , updating of staff records and

preparing returns

Sorting out letters and filling

Dispatching letters and maintaining an efficient filling system

Drafting correspondences

Dispatch of letters and Invoices .

Managing office supplies and recording minutes at staff meetings

(DIRECTORATE OF SUPPLY CHAIN MANAGEMENT)

1. Assistant Director/ Supply Chain Management - J/G CPSB 05 ( 1 Post)

Requirements

Bachelor’s degree in Purchasing and Supplies Management, Supplies

Chain

Management, Supply Chain and Logistics Management, Procurement

and supplies

Management or equivalent from a recognized university.

Masters degree in the relevant discipline from a recognized institution

A Diploma in supplies Management or its approved equivalent from a

recognized institution

Membership to Chartered Institute of Purchasing and Supplies

Management (CIPS) Or Kenya Institute of Supplies Management (KISM)

Five (5) years of relevant experience, three (3) of which must have

been in a senior management position or served as a principle supply

chain Management officer

Valid supplies practitioners’ license.

Responsibilities

Reporting to the Director Supply Chain Management, the officer will be responsible

for:-

Providing administrative guidance on the implementation and

interpretation of Public Procurement and Disposal Act 2015 and

regulations 2006.

Planning and coordinating supplies management services.

Coordinating the evaluation of tenders, quotations and proposals to ensure

that the tender process complies with the relevant legislations

Maintaining and updating pre-qualification list and quotation register.

Ensuring movement of products from suppliers to user departments

Ensuring compliance with supply chain activities standards and regulations

Preparing reports on supply chain operations

Implementing inventory management information system

Preparing annual procurement plans and compiling sectional reports

Collection of market survey data.

Performing any other assigned duties

2. Principal Supply Chain Management Officer – J/G CPSB 06 ( 2 Posts)

Requirements

Bachelor’s degree in Purchasing and Supplies Management, Supplies Chain

Management, Supply Chain and Logistics Management, Procurement and

supplies Management, Marketing or equivalent qualification from a

recognized university.

Membership to Chartered Institute of Purchasing and Supplies Management

(CIPS) or Kenya Institute of Supplies Management (KISM)

At least five (5) years relevant experience.

Responsibilities

Reporting to the Assistant Director Supply Chain Management, he/she will be

responsible for :-

Assisting in the preparation of departmental procurement plans.

Guiding staff in the implementation of Supply Chain Management

Policies

Overseeing and coordinating warehousing distribution

Preparing LPOs and LSOs .

Conducting a market survey and research on costs and list of suppliers

for various goods and services.

Registering documents and handling customers’ and suppliers’ databases

Taking inventory and compiling procurement status reports.

Enforcing public procurement policies, regulations, systems and procedures.

3. Supply Chain Management Officer I – J/G CPSB 09 ( 9 Posts)

Requirements

Bachelor’s degree in Purchasing and Supplies Management, Supplies Chain

Management, Supply Chain and Logistics Management, Procurement and

supplies Management ,Commerce, Business administration , Economics and

Marketing or equivalent qualification from a recognized university,

Membership to Chartered Institute of Purchasing and Supplies Management

(CIPS) Or Kenya Institute of Supplies Management (KISM)

Minimum two years of relevant experience .

Responsibilities

Reporting to the Principal Supply Chain Management Officer , he/she will be

responsible for :-

Preparing notifications and execution of contracts

Participating in the tender evaluation process

Maintaining accuracy of procurement records.

Timely delivery of goods and services.

Preparing local purchase orders (LPO) and local service orders (LSO) for the

various departments

Conducting market survey on price trends

Conducting periodic stock taking and inventory audits.

Ensuring safety and security storage of inventory items.

Preparation of quotations, issuing to suppliers, opening and evaluation of

quotations.

4. Supply Chain Management Assistant II – J/G CPSB 10 ( 15 Posts)

Requirements

Diploma in Supplies Management, Logistics and Supply Chain Management,

Supplies Management, Economics, Finance, Commerce or equivalent from a

recognized institution

(CIPS) Or Kenya Institute of Supplies Management (KISM)

Minimum 1 year of relevant experience

Responsibilities

Reporting to the Principal Supply Chain Management Officer, he/she will be

responsible for :-

Receiving items and invoices from suppliers

Compiling records of supply transactions.

Issuing items to various units in the department

Ensuring safety of items .

Preparing and balancing ledger books.

Managing stock levels

Reporting damages and discrepancies

5. Office Administrative Assistant II (Formerly Secretarial assistant I) – J/G

CPSB 11 (1 Post)

Requirements

Diploma in secretarial studies or diploma in front office operations and

administration

Good communication skills.

Minimum 1 year of relevant experience.

Responsibilities

Working in the deployed office he/she will be responsible for:-

Answering telephone calls, taking messages and handling written

correspondences.

Processing reports.

Filing and retrieving documents

Acting as a receptionist .

Communicating and dealing with the public/customers enquiries.

Maintaining diaries and arranging appointments

Ensuring cleanliness of the office.

Conveying general information as required.

Terms of service:- Permanent and pensionable.

Salaries and allowances payable are as guided by Salaries and Remuneration

Commission (SRC)
