This information does not take into consideration taxes paid on personal property such as automobiles. Assuming a taxpayer owns personal property with a market value of $40,000, 4.9 mills would cost an additional $39.20 per year, or $3.27 per month

In 2000, voters approved an amendment to the Arkansas Constitution that provides up to a $300 homestead property tax credit on a property owners personal residence. Effective with the assessment year 2007, the amount of the credit was increased to $350.

The purpose of amendment 79 is to limit the increase in the assessed value of a tax payer’s real property after a county wide reappraisal. (NOTE: A homestead has to be claimed and proof of eligibility provided to the assessors office before the assessment value will be frozen at the value of the year it became eligible.)

• If a homestead was purchased or constructed on or after January1, 2001 by a disabled person or a person over the age of 65, then that parcel is assessed based on the lower of the assessed value as of the date of purchase (or construction) or a later assessed value.

• If a person is disabled or is at least 65 years of age and owned a homestead on January 1, 2001, then the homestead is assessed based on the lower of the assessed value on January 1, 2001 or a later assessed value.

• When a person becomes disabled or reaches age 65 on or after January 1, 2001, that person’s homestead should thereafter be assessed based on the lower of the assessed value on the person’s 65th birthday, on the date the person becomes disabled or a later assessed value.Simply put, when a person becomes disabled or age 65, the assessment of that person’s real property will not increase. Taxes will still be paid, but on the lower assessed value. The tax payer must report to the assessor when they meet one of this cirteria.

Although 1 mill is the same per household, there is a big difference in what a mill generates at your local school. Valley View’s mills are higher than Jonesboro’s and Nettleton’s because Valley View does not have the industry or business to generate as much funding per mill.

Valley View School is one of three schools in which all the school buildings are within the city limits of Jonesboro. Because of the lack of business and industry in our district, Valley View does not have the tax base the other city schools have. Looking at the slide you can see where one mill for Jonesboro School district generates $487,904.76. This is 3.24% more revenue per mill for Jonesboro than for Valley View. For Valley View to receive the same amount of local revenue received as Jonesboro with their current millage, Valley Views millage would have to be 97.3.

Nettleton receives $362,7312.07 per mill which is 2.41 % more revenue than Valley View receives. Valley View would have to have a millage rate of 90.62 to receive the same revenue as Nettleton’s current millage.

Valley View receives $150,434.05 per mill. We continue to offer the same programs, compete academically and athletically as both Jonesboro and Nettleton with less local funds. Valley View does not receive federal monies as does Jonesboro and Nettleton. Much of our special programs are provided by local resources and through fund raising activities mostly through our P.T.A.

Valley View School was recognized for being the second best efficient school district in the state by the Arkansas Department of Education.

All Public Schools in Arkansas are required to have 25 mills which represents their portion of State foundation funding. Schools may ask voters to increase the mills above 25 for a variety of reasons, that is M&O, debt service, utilities, salaries, building transportation, etc.

In 2003 Valley View School District’s millage rate included 10.97 mills for maintenance and operation (M&O), 1.68 mills for capitol outlay and 20.15 mills for debt service. Our total millage rate was 32.8 mills. In 2002 the Arkansas Supreme Court ruled that all Arkansas School Districts, through Amendment 74, levy a 25.0 mill for (M&O). Since Valley View had only 10.97 mills for M&O, by order of the Supreme Court Valley View had to restructure mills to meet the requirement of the law. If no attempt was made to adjust the mill structure, or if the proposed restructure was not passed by the voters, the state would increase our mills by 14.03. The board and administration worked diligently to rework the millage structure to meet State requirements and to also recommend a millage rate that would assist the school in several projects without increasing the mills by 10.03 but by 4.9. That millage passed in September of 2003.
