Sophie was initially nominated by her school’s parents and friends association and was one of 12 teachers from Australia and New Zealand selected for a NEiTA 2012 ASG National Teaching Award. Sophie was then declared the 2013 International Space Camp Award winner, for which she will represent Australia in Alabama, USA. Of the accolade, Sophie said she felt ‘humbled and privileged to be included in such an incredible collection of exceptional Australian educators’. Sophie’s approach to education is grounded in her belief that ‘effective teaching is about being open-minded, resilient, creative and flexible’. Sophie’s efforts to provide exceptional learning outcomes for her students have extended her beyond the classroom. Throughout her 15 years in the education sector, she has enjoyed working for curriculum bodies such as Social Education Victoria and the History Teachers’ Association of Victoria, and as a Victorian Curriculum and Assessment Authority (VCAA) assessor. For Sophie, the collegial information-sharing that accompanies these activities is ‘at the heart of education’. When asked how being a VCAA assessor contributed to her approach as a teacher, Sophie said; ‘It had a direct and significant impact on my teaching practice … and opened my eyes to the craft and technical challenges of an exam for students.’ The VCAA congratulates Sophie Fenton on her magnificent achievement and wishes her every success at the International Space Camp. Victorian teacher, Sophie Fenton, wins US International Space Camp Award

‘Effective teachers are powerful agents of change – they facilitate the growth of young people, empower them as learners and help them to develop into proactive citizens.’ These are the

words of Sophie Fenton, a VCE teacher from Ballarat Grammar, who has received the NEiTA 2013 ASG International Space Camp Award.

Sophie was initially nominated by her school’s parents and friends association and was one of 12 teachers from Australia and New Zealand selected for a NEiTA 2012 ASG National Teaching Award. Sophie was then declared the 2013 International Space Camp Award winner, for which she will represent Australia in Alabama, USA.

Of the accolade, Sophie said she felt ‘humbled and privileged to be included in such an incredible collection of exceptional Australian educators’.

Sophie’s approach to education is grounded in her belief that ‘effective teaching is about being open-minded, resilient, creative and flexible’. She demonstrates three essential qualities to her classes: a love of the job, a commitment to developing relationships of mutual respect with her students, and an enthusiasm for her subjects. Sophie observes that by ‘bringing passion for your subject into the classroom, kids can’t help but get caught up in the excitement’.

Senior Secondary Curriculum ReformWe have recently released three consultation papers covering different aspects of our agenda under the strengthening senior secondary pathways element of Towards Victoria as a Learning Community.

The first two, Strengthening pathways in senior secondary qualifications and Strengthening Chinese Language provision in Senior Secondary Schooling have elicited strong and most helpful feedback. We are currently analysing the responses and preparing reports for the Board. In both cases, the responses have opened up discussion on variations on the options contained in the consultation paper. This is precisely why we go through this process of developing propositions, testing with stakeholders and revising them as a result. Both of the policy areas covered are of vital importance to the continuous improvement of our qualifications. We will soon be proceeding to the next stage of formulating recommendations to the Board and subsequently working with you to develop implementation strategies to ensure that worthwhile improvements can be successfully delivered.

The third discussion paper, Proposed directions: Review of VCE English, History, Mathematics and Science studies, is currently still out for comment. This paper is part of the first phase of a two-phase process leading to the review and reaccreditation of VCE studies in these areas. The paper is not about the specific content of individual subjects. Rather, it proposes the structure of the studies to be developed in these areas. In most cases this is a revision of an existing study but

CEO’s columnthere are proposals for new and substantially different studies in all areas. The paper outlines how the VCE reviews intend to use the Australian Curriculum, among other resources, including international benchmarking and our existing courses, as the studies are developed.

We would welcome your feedback by the end of July to inform the Board’s decision about the scope, nature and range of the reviews. Once these decisions are taken, we will be forming our expert reference groups for each subject to develop an initial consultation draft and undertake a full consultation with all our stakeholders. At the same time we are examining how we might more clearly define our expectations of literacy and numeracy achievement in both VCE and VCAL, and whether and how that might be reported more directly.

We anticipate releasing a specific set of proposals on these matters later in the year. As always, the quality of your input is our true safeguard in maintaining and enhancing the quality of our senior secondary qualifications.

New Board membersThe Governor-in-Council recently appointed four new members of the Board and re-appointed, Tony Larkin, Principal, Penleigh and Essendon Grammar School, for three-year terms. Our new members are Professor Anne Jones, Deputy Vice-Chancellor, Victoria University; Suzy Chandler, Principal, Fintona Girls’ School; Russell Pettis, formerly Managing Director of Denso Automotive Systems and Andree Poulter, Assistant Principal, Epping Secondary College. We welcome Tony back and look forward to the injection of fresh ideas from our four new Board members, each of whom has outstanding credentials to make a significant contribution.

The VCAA has reviewed the information provided to schools in relation to the authentication and assessment of VCE

School-assessed Tasks (SAT) in Art, Food and Technology, Media, Product Design and Technology, Studio Arts, Systems Engineering and Visual Communication Design. Advice for the Externally-assessed Task in Music Style and Composition has also been revised.

Detailed clarification of school and teacher responsibilities has been provided on each of the relevant VCE study pages.

VCE Review and Implementation

Text nomination process for VCE English/EAL and VCE Literature

The VCAA invites teachers and other stakeholders to nominate texts for inclusion on the prescribed text lists

for VCE English/English as an Additional Language (EAL) and Literature.

Both study areas are moving into a review process that will include decisions about the incorporation of the Australian Curriculum senior secondary English subjects into VCE English studies. The new studies are expected to be implemented from 2016. Although these reviews may necessitate a change to the structure of text lists, nominations of texts to be considered for inclusion in 2016 will still be received.

Nominations can be made using the online form until Friday 30 August 2013.

In compliance with the annual 25 per cent renewal policy for these text lists, nominations are invited; refer to the following table. The categories reflect the current study designs. A further nomination process may occur depending on the outcomes of the review process.

Consultation on review of VCE English, History, Mathematics and ScienceThe VCAA has released the discussion paper, Proposed directions: Review of VCE English, History, Mathematics and Science studies, for consultation until 26 July 2013. The paper is available online at the VCAA website, and responses to the paper may be submitted using the online response form.

The VCAA will host online Collaborate forums on the proposals for the English and Science learning areas. These forum will provide the opportunity to ask questions about, and provide feedback on, the discussion paper and proposals for these learning areas.

VCE English Language: Examination instructions

The instructions for completing each section of the VCE English Language examination have been revised. The

changes have been made to improve consistency and clarity. There is no change to the way students complete or prepare for the examination.

The revised instructions have been included in the examination specification and advice published on the English Language examination webpage. They will also be published with the examination cover, at the beginning of Term 4.

Languages oral examinations: marking scheme Teachers are advised that the marking scheme for the 2013 VCE Second Languages oral examinations has been amended. Each criterion will now be assessed separately. Previously some criteria were combined. There are no changes to the wording of the criteria however there are minor adjustments to the descriptors used by assessors. Each criterion will be assessed using a 10-point scale. These amendments have been made in the VCE Second Languages Assessment Handbooks, available on the VCAA website.

2014 examination panel applicationsApplications are now open for positions on the 2014 VCE examination panels. Teachers and academics with an interest in examination development and appropriate experience and qualifications in the relevant VCE study area are invited to apply.

and publishers to attend the HTAV Primary School History Conference on Monday 26 August at Melbourne Museum. Assessment plans for VCE VET scored programs

Schools are reminded that assessment plans for students undertaking Units 3 and 4 scored assessment for VCE

VET programs are due on VASS by 16 August. Ensure that all loaded plans are indicated as valid. If students are undertaking Units 3 and 4 of a scored program, but do not wish to undertake scored assessment, VASS administrators should enter ‘NA’ for all three tasks.

VCE VET Automotive The 2013 review of the VCE VET Automotive program has been delayed. Updates regarding the review of the VCE VET Automotive program will be provided in future editions of the VCAA Bulletin VCE, VCAL and VET.

VCE VET Sport and RecreationRevisions have been made to the VCE VET Sport and Recreation program for implementation from 2014 as a consequence of a revised training package. It is anticipated that information

relating to the revised VCE VET Sport and Recreation program will be available in Term 3. Program-specific information will be available on individual VCE VET Program pages on the VCAA website.

VCE VET Building and Construction: Transition adviceThe revised VCE VET Building and Construction program is drawn from 22216VIC Certificate II in Building and Construction.

Students commencing from Semester 2 (or Term 3) 2013 and beyond should enrol in the revised VCE VET Building and Construction program based on 22216VIC Certificate II in Building and Construction. The revised program will be on VASS for students to commence after 1 July.

From 2014, all new enrolments will be in 22216VIC Certificate II in Building and Construction. Future advice regarding students currently enrolled in 21844VIC Certificate II in Building and Construction in 2013 will be provided in the next edition of the VCAA Bulletin VCE, VCAL and VET.

VCAL Update

Online consultation on draft revised VCAL Work Related Skills units

During 2013, the VCAA is undertaking a review of the VCAL Work Related Skills (WRS) units to ensure that

the content remains relevant and meets the needs of the student cohort.

A VCAL WRS Unit Review Panel was established in late December 2012. Following consultation with key interest groups, the panel has proposed a number of changes:• WRS Unit 1 at all levels continues to have a focus on

occupational health and safety.• WRS Unit 2 at all levels continues to focus predominantly

on employability skills.

The VCAA would like input on the proposed changes from teachers who are delivering VCAL WRS units and other interested stakeholders. This input will be taken into consideration and presented to the WRS Unit Review Panel before final endorsement by the VCAA and accreditation by the Victorian Registration and Qualifications Authority.

The draft revised Curriculum Planning Guide: Industry Specific Skills Strand and Work Related Skills Strand and the consultation survey about the draft document can be accessed on the VCAA website. Online consultation closes Friday 9 August 2013.
