lığın güç ve yetkilerini taşımas ı halidir.
Yani sonsuz güç ve kudret sahibi Allah
varlıkta dilediği gibi tasarrufta bulun
duğuna göre/ mutlak bilgiye iradeye
ve kudrete sahip veli de aynı tasarrufa
sahiptir. Daha doğrusu insan-ı kamil
hakikat-i Muhammedi olması hase
biyle kendi varlığından soyunduğu
için Allah oı:ıunla kulları üzerine tasar
ruf eder. Anlaşı lıyor ki/ Muhammedi
hakikat/ Allah'ın halifesi, n ebi ve veliler
de Hz. Muhammed'in halif~sidirler.
Tasarruf ehli makam-ı cemü'l cem'de
bulunan gruptur. Tevhid mertebeleri
nin altınçısı, bekanın da son makamı
olan bu hal, Hak ile halkın/ vahdet ile
kesretin buluşma yeri olup/ bu ma
kamda olanlar Hak ileyken halkı, halk
ileyken Hakk'ı müşahede ederler.
Kur'an'da1 bu maka~a "Atttğm zaman
sen atmadmi ancak Allah attt." (En fal,
1l) ayeti ile işaret edilir.
Görülüyor ki, Hak bu makama fıille
riniı:ı . libasını giydirmiştir. Hür bir ma-
kam olan bu makamdaki kamil/ tek ~ ::.::
kelimeyle kulluk mertebesindedir. Bu a: o
mertebenin hakiki sahibi Hz. Mu ham- ı--
med'dir. Bu yüzden Allah, lsra Suresi
1. ayetinde "Kulu Muhammed'i" diye
başlar. ibn Arabi bu ayet hakkında der
ki: uBöylece onu sırf abd (kul) yapmış/
gece yürüyüşü de dahil her şeyden
soyutlamıştır. Böylece Hak onu her
hangi bir fiili işiernekte RubObiyetten
pay sahibi olmayan mecbur bir kul
yapmıştır:' Hakiki kulluğun en güzel
anlatımı/ ibn Arabi'ye göre ay sem
bolüdür. Onun. kendine ait hiçbir ış ı-
ğı yoktur/ Allah onun bütün ış.ıklarını
söndürmüştür, karanlık olan cismi ile
Allah/ın nur ismine mazhar olur/ az
veya çok, güneş ışığından kendisinde
hiçbir şey bulunmaz.
Insan-ı kamilin aynasında kendi zatı
nı ve aynını ve zatındaki esrna-i hüsna
avanını her yönüyle müşahede eyledi.
Cemalini onda ortaya ç.ıkarmıştır/ zat
onda tecelli etmiş/ sıfat ve isimlerinin
hepsi tam olarak onda görünmüştür.
Zira her şeyin kendin i kendinde görme-87
~ si, başka şey gibi olan şeye tecelli edip :.: a: onda kendi sOretini görmesi gibi değil-o f- dir. Yani aynaya bakmak gibi değildir.

Öyleyse insan-ı kamil zatın mazharıdır
ve mutlak varlık olan Hakk'ın aynası
dır. ilahi isim ve sıfatiardan ve işlerin
den, onun batınında olmayan hiçbir
şey yoktur. Onunla ilgisi olmayan
hiçbir yaratılmış özelliği de mevcut
değildir. Yani varlık sayfasında yaratıl
mış olanların her birinin ve yaratılacak
olanların her harfinin onunla ilgisi
vardır. Onun dairesinin dışında hiç
bir şey ortaya çıkmadığından Hakk'ın
zatı, külli ve cüzi olarak tam manasıy
la onda tecelli eylemiştir. Zat güneşi,
onun yüzünden parlamıştır, Hakk'ın \
gizli sırları onunla meydana çıkmıştır.
Zat ibadetleri onunla tamamlanmış,
ilahi marifet onunla hasıl olm~ştur ...
Bundan dolayı insan-ı kamil Hakk'ın ve halkın kıblesidir. ·Zira her şey ona
yönelmiştir. Feyiz de ondan gelir.69
Hz. Harakanide bu halini şöyle anlatır:
"Kendime d~ğil Allah'a hayret ediyo
rum! Farkında olmaksızın iç dünyam
da bunca pazarlar meydana getirmiş,
daha sonra da beni ondan haberdar
etmiştir. Yüce Allah'ın uiOhiyetinde
işte bu kadar aciz kalmışımdır.70 Al
lah Teala'nın bir avuç toprak ve sudan

kadar iyilik yapacağını katiyen bilmez
di m. Hz. Mustafa'dan sonra bu lütuf bana geldi.711'
Hz. Peygamber ise; "Ziyaretin haytr!ISI, ziyaret edilenin yok olmastdu'' der.
Bursevi'ye göre de, hakiki kul olan ku
tup, Abdullah'tır. Aynı zamanda Abdül
cami'dir, yani bütün ilahi isimleri kaplar.
Ezeli saflığı en ileri seviyede olup, nef
saniyeti ruhaniyetine dönüşmüş, iğ
reti meşreplerden soyunarak Hakk'ın
iradesinde erimiş ve hürriyete ulaşa
rak Allah'ın ondan tasarruf ettiği bir
hiçlik haline gelmiştir. Bu kişinin cese
dinden, nefsinden ve ruhundan şeksiz
şüphesiz Allah tecelli eder. Böyle bir
kişinin bütün varlığını Rabbi kaplamış
olduğundan, kul, Rab aynı gerçekte
birleşir. Onun ilmi ilm-i ledun olup,
evvel-ahir, zahir-batın birleşmiş, hem zahire hem batına nazar edebilme
özelliğini kazanmıştır.
Görülüyor ki bu makam,_ Hak için kamil
bir aynaya dönüşen kişinin makamıdır.
Konevi de Hadis-i Erbain'de buyuruyor
ki, "Eğer Hakk'ın varlığında fani olup
onunla beka bulsaydınız elbette her
şeye karşı bir tasarruf sahibi. olurdunuZ:'
Sultan Veled diyor ki: "Tanrı ufak tefek
şeylere bizzat karışmak ve tasarruf
etmekten çok yüksektir. Bu müdahe
leyi bir hülasa olan kutup vasıtasıyla

yapar. Yapacağı işleri ona havale eder.
Bundan da geri kalan ulvt, süfli, nur,
ilim ve marifetten ibaret namütenahi
parçalara her birinin istidadı ve yakınlığı nispetinde gider:qı
Kenan Rifai Hazretleri de, bütün mah
IOkatın Hakk'ın kudret ve tasarrufu
olduğu konuşulduğu bir anda;'Eğer
canan yolunda can ve baş feda edi
yorsan, eğer sadık ve eğer aşık isen sa
kın kendinde bir varlık görüp kendine
güvenme .. .iftihar edip ne mutlu bana!
deme. Çünkü sana bu vazifeleri veren,
bu hayır yolunda vazife li kılan Allah'tır.
Nasıl ki, tiyatroda, sinemada rejisör
istidatlara göre rol tevzi eylemiş ise,
sen de ezelde üstüne verilmiş olan va
zifelere ifa eyliyorsun, o kadar ... 73 Fakat
zamanın babası yani zamanın tasar-
. ruf edici olup da Hakk'ın tecellisinde
mahvolanlar, her bir zuhurda bir nur
cilvesi görüp daimi zevkte olurlar. Bil
ki, zuhOrun gereği hem kabz ve bast,
yani darlık ve ferahlık, hem celal ve
cemaldir ki, bu tecelliler birbirinden ayrı değil, birbirine eştir.74
Mısri Niyazi ise bu hali;
Ey Niyôzi ka tremiz deryaya saldtk biz bugün
Katrenice onlasun umman olan anlar bizi, diye anlatır.

şekillerde zuhur eder. En üstün ola- ~ ':::>
nı mucizedir ki peygamberler eliyle ı-
aşikar olur. Allah dostlarının eliyle ·
meydana gelen keramet, Allah'ın
lütfu ve inayetidir, nefıs terbiyesiyle
keramete erilmez. Allah düşmanları-nın eliyle meydan gelen kandırmaca
. ya da sihirbaz, medyum gibi adlarla
anılan kişilerin eliyle meydan gelen
göz boyama, el çabukluğuna dayanan
olaylar, bilim ve teknolojik gelişmeler
yoluyla anlaşılan icat ve hususlar ta
sarrufun kapsamı içine girerler. Tasar
rufun en çok karıştığı kavram, hi mmet
olup kulun bir şeyi elde etmek için
kalbinin bütün gücüyle Hakk'a yönel
mesi ve ermiş kişişlerin maksadı hasıl
eden iş bitiren ve dilediklerini yerine
getiren manevi gücüne himmet de
nir. ibrahim Kasar, "Her insanın değeri himmeti ölçüsündedir, himmeti dün
ya ise bir değeri yoktur, himmeti Al
lah rızası ise ona değer biçilmez, der"
Demek ki himmet, yaygın bir şekilde
yardım etme, yönlendirme, kalbi kötü
duygu düşünce ve meyillerden temiz
leme, manen yükseltme ve kal be feyiz
verme anlamlarında kullanılır. Genel
likle mürşidin müride himmetinden
bahsedilir. ibn Arabi himmeti, yoğunlaştırılmış ilahi enerji olarak anlatır ve
geçici olarak yaratma gücü veya bilgi
edinme metodu ve gücü diye iki bö
lümde inceler. Bu da Hakk'ın insanı beşeriikten insan haline getirme gü
cünü, arifın vasıtasıyla gerçekleştir-

leri hayal ederler, arif olan, hayal ettiği
şeyi himmet gücü ile dış dünyada da
görünür hale getirir, hiı:nmet bu şeyin
ruhu mesabesinde geçer; diğer insan
ların ise sadece hayallerinde kalır:'diyor.
ibn Arabi'nin himmete yüklediği ikinci
anlam ise izutsu tarafından şöyle açık
lanır: "Pratikteki vechesi bakımından,
eşyanın teshir altına alınması demek
olan himmet, bilgi edinmeye yönelik
vechesi bakımından, varlığın esrarına
nüfuz etme ama aklın hükümran oldu
ğu bölgenin ötesinde kalan bir kudret
olma özelliğine sahiptir. Bu bakımdan \
lbn Arabi'nin FusOs'unun bir pasajında
varlığın gerçek hakikatinin an~?k him
metle techiz edilmiş bir kul tarafından
bilinebileceğini beyan etmesinin de
çokanlamlı olduğunu şöyleyelim. Him
met asli olarak, bir arifın bütün ruhani
güçlerini belirli bir noktaya teksif et
mesinden ve bu güçlerin yoğunlaştığı
kalbinin de bE:Iirli bir istikamete yön
lendirilmesinden ibarettir:'
Tekrar tasarrufa dönersek, ariflerin
himmetlerini istedikleri şeye yöneltip
onda tasarruf ettiğini görüyoruz. Bura
daki en önemli nokta şudur ki, arif aczi
ni ve eksikliğini bilir, tasarrufa gücü ol
madığını ve kendisinin Hakk'ın elinde
bir araç olduğunu idrak eder, Efendisi
ne isterse sadece onu yapabileceğini
bilir. Bazen de arif, Allah'ın kendisine
lütfettiği bu arızi iradeyi kullanmaya
edep eder. Zira bilir ki, Allah'tan başka
bir varlık yoktur, üzerinde tasarruf ede
cek bir varlık da yoktur. Bu durumda
marifeti onun tasarrufunu engeller.
Anlaşılıyor ki bu durumda iki makam
bulunmaktadır; tasarrufun yapıldığı
makam beka, tasarrufu terk, fena.
Ölümden sonra tasarruf ise çok daha
kolay olmalıdır ki, Hz. Ali, "Siz beni bir de
kılıç kı nından çıktığında görün" buyurur.
Abdülkadir Geylani, Ebu'l Hasan Ha ra
kani, Hz. Mevlana, imam Rabbani gibi
örnekler ölümden sonra tasarrufa en
güzel delildirler.
Hacı Bayram-ı Veli Hazretleri'nde, ken
di beyanlarında ~a olduğu gibi, tasar
rufu çeşitli veçheleriyle görmek müm
kündür. Gerek istanbul'un alınışında,
gerek Akşemseddin Hazretleri'rıin
intisabında, gerekse de Türk Cumhu
riyeti'nin kuruluşunda ve Ankara'nın
başkent oluşunda hayretle Allah'ın
onun varlığıyla tasarruf ettiğini müşa
hede ediyoruz.
Ezeli ve eb ediHayyolan mübarek var
lığının hakimiyeti, onunla kalbi arasın
da ilişki kuran her kulda tecelli eder.
Yüce Rabbim, sevgilisinin lütfunu üze
rimizden eksik etmesin. Amin.
Tasarruf (God's permitting one to use His power) in Haca Bayram-• Veli

~ Tasarruf is the state of the caliph of subsistence (beka).lt is the meeting
point of God the Truth (Hak) and the
people and that of unity (vahdet) and
multiplicity (kesret). Those who are at
this station witness God when with
people, and people when with God.
In the Quran, this station is referred to
in Sura AI-Anfal, verse 17 which says,
"You d id not throw when you threw but
Allah d id throw."

assigned to the caliphate. That is,
just as Allah the infinite Almighty
disposes His power over beings as
He wills, the friehd of God (veli) who
passesses the absolute power, will_

the completed human{insan-i kamil) As can be seen, God has equipped
being the Muhammedan Reality this station with His acts. Completed (Hakikat-i Muhammed/), it is through humans (kamil) at this station of them that Allah freely disposes His freedom are simply at the rank of
servanthood. The true owner of this
rank is Hz Muhammed. That is why

conclude that Muhammedan Reality
is Allah's caliph and the prophets as Allah starts S ura ls ra by addressing him
well as God's friends are the caliphs of "His servant, Muhammedr lbn Ara bi Hz Muhammed.
People of tasarruf are the group
of people who are at the station
(makam) of union of union (jam'ul
jam). This station is the sixth stage of
oneness (tevhid) and the last station
says the following about this verse:
"Thus He made him mere servant
and excluded him from everything
including night journey. In this way
He has made him a bound servant
who has no partnership with the
Lord in doing any action." According is wholly or partially self-disclosed in ~

~ called Abdullah. At the same time he -~ is Abdulcami, meaning he gathers all ~ the divine names.

Such a servant is in a state where his pre-exist~nt purity is in its most advanced stage and b is ani mal. soul
has turned into spirit and is melted in God's will by getting rid of his temporary characteristic features. He
has attained his freedom and thus become nothingness through whom God disposes his power. There is no do u bt at all that God is manifest in the
body, nafs and spirit of such a person. The who le existence of such a person is embodied by his Lord; therefore, the Lord and the servant meet in
the same realitY. His knowledge has become the Divine knowleçlge. The first and the last, the interior ·~md the exterior have joined and thus he has
acquired the capability of looking (nazar) at both the lnterior and the exterior.
As can be seen, such a station is that of someone . who has turned into a perfect mirror for God. In Hadis-i
Erbain, Konevi says, "If you becarne annihilated in God (fena) and found subsistence (beko), you would then of course be able to dispose God's power in everything:'
Sultan Veled says, "God is much more exalted than disposing his power
by interfering with trivial events. He briefly makes this interference
through the poJe, who is a 'smail universe~ He assigns some of His acts to him. What remains are boundless parts that are composed of divinity,
shabbiness, light, knowledge and gnosis take their part according to their preparedness and proximity:'4
While talking about the fact that all creation is under the power and
tasarruf of God, Hazret Kenan Rifai said, "If you can sacrifice your soul and head on the path of the beloved and if you are loyal or a lover, do
not ever trust yourself thinking it is something that you possess. Don't ever compliment yourself saying
how blessed you are! Because it is God who assigns you these duties on the path of goodness. Just as the director of a movie or a theatre play
casts roles according to peopl_e's
capability, you are performing what God has assigned you in pre-eternity. lt is as simple as this .... :'5 But fathers
of time, in other words those who have the authority to dispose God's power and get annihi!ated before God's manifestations, are in constant
pleasure as they see a manifestation of the Divine Light in each selfdisclosure. One should know that manifestation requires contraction (kabz) and expansion (bast), that is

times of dire straits and prosperity.
lt can be both beauty (cemal)
and majesty (celal) . In fact these
manifestations are not separate from
each other. They are all the same.6
Mısri Niyazi deseribes this state as
follows:
O Niyazi we have released our drop
into the ocean taday
How can drops understand, only those
who are oceans can understand us
Completed human's (insan-ı kamil)
disposal of God's power (tasarruf) can
be unfolded in various ways. Mirades
are the supreme ones and are carried
out by the hands of prophets.
Mirades that become manifest
t~rough the hands of God's friends
are God's blessing and benevolence.
One cannot achieve mirades through
the training of nafs. Trickeries done by
God's enemies, delusions and magics
done by magicians or psychics, and
innovations and development of
science and technology are within
the scope of tasarruf. Tasarruf is
mostly confused with the concept of
aspiration (himmet). Aspiration is a
servant's heading towards God w ith all
the powers of his heart so as to achieve
something. Aspiration is the divinely
power of the attained· that ma kes a
purpose achieved, helps complete

a duty, and realizes one's wishes. As ;!; ihrahim Kasar says 110ne's value is :::; .., measured according to the degree
of his aspiration. If his aspiration is·
on worldly matters, then he has no
value. If his aspiration is the consent
of God, then he is invaluabte:' So
aspiration in its general sense means
to help, to direct, to deanse the heart
of negative thoughts and feelings, to
make sameone rise spiritually, and
to give kindness to one's heart. One
can generally mention the aspiration
of a spiritual guide (murshid) to his
disciples (murid). lbn Arabi deseribes
aspiration as concentrated divine
energy. lt is examined under two
parts namely temporary power
of creation and power/method of
acquiring knowledge. This means the
realization of God's power in turning
a person (beşer) into a true human
(insan) through a gnostic (arif). And
this is possible only for a gnostic and
a completed human.
Ahmed Avni Konuk says the following
about aspiration, "People imagine
about some things. Gnostics make
imagination visible in the physical
world through the power of aspiration
which is considered to be the spirit of
the thing imagined whereas people's
imagination stay as fantasies:'

~ knowledge, aspiration bears the

characteristic of penetrating into
secretsofbeings butof powerbeyand
territories where intellect prevails.
In this respect let us say that it is so
meaningful that lbn Arabi mentions
ina passage from his Fusus, saying it
is only the servants who are equipped
with aspiration that can know the
true essence of beings. Aspiration in
essence is composed of a Gnostic's
cancentrating all his divine powerson
a single point and his heart which has
these concentrated powers heading
towards a definite direction:' \
If we go back to tasarruf again, we can
see that gnostics refer the ir aspiı:ation
(himmet) to whatever they wish
and have the right of free disposal (tasarruf). The most important point
here is that gnostics know about the ir
poverty (acz) and shortcomings. They
comprehend the fact that. they do
not have any power in hand and that
they are just a means of Gad. They
know that they can do only whatever
their Master wants. And sametimes
gnostics refrain from using this
temporary power that God bestows
upon them because they know that
there is nothing but Gad and that
there is nothing to have free disposal
over. In this case his gnosis prevents
his free disposaL
One can understand that in such
a situation there are two stations,
namely subsistence (beko), which
is the station where free disposal is
performed and annihilation (fena),
where free disposal is abandoned.
lt must be much easier to have free
disposal after death as Hz Ali says,
"See me when the sword has pulled
out of i ts sheath!"
Abdülkadir Geylani, Ebu'l Hasan
Harakani, Hz. Mevlana, and Imam
Rabbani are the best examples for fee
disposal after death.
As Hazret Haci Bayram Veli states, it is
possible to see free disposal in various

of Akshemseddin, the establishment
ofTurkish Republic and Ankara being
