Detailed description of project Type of services provided

The twinning puts as its general objectives some of the priorities identified by the NPAA (National Programme for Accession of Romania to the European Union, June 2002): a) development of the necessary structural and institutional adjustments in the labour market; b) training of the Ministry of Labour and Social Policies and of the National Agency for Employment (NAE) staff with regard to the projects financed by the FSE; c) development in the reform of professional training; d) development of the regional and local infrastructures. Reaching these general objectives will be through the strengthening of the institutional capacity of the NAE. There are two objectives in the project:

� The creation of a system of continuous training for NAE staff aimed at strengthening

the capacity of the NAE to train and update its personnel;

� The establishment of a National Centre for Training of their staff. Setting up a professional Training Centre for its personnel, in an area near Braşov, with innovative features.

Specific objectives of the project will be:

� The study of training needs of NAE personnel;

� The analysis of European best practices on internal training systems of the Employment Services;

� The development of a continuous training system with adequate features for the improvement of employment services and for the development of active policies;

� The development of the institutional capacity of the NAE to implement the measures for employment in the services for employment at all levels;

� The growth in skills of NAE personnel also in the FSE project area;

� Definition of the principal spheres towards which the FSE training projects will be oriented in agreement with the guidelines identified by the National Action Plan for Employment;

� The creation of a team of trainers for the training of all NAE personnel.

The project is elaborated in a 5 Work-Package (WP):

• Strengthen the NAE’s capacity to assess, train and upgrade the relevant skills of its staff both at a national level and in its territorial structures;

• Establish a fully functional Nat’l Training Centre for the NAE’s own staff.

WP1: Analysis of organizational and training needs of the NAE.

2. the assessment of competences and skills of the human resources;

3. Identification of training needs.

WP2: Analysis of best practices EU.

Detailed description of project Type of services provided Migrations represent an important item in the EC agenda, both in terms of flows within the member states and the social-economic relation with third countries. This project tackles sheds light and proposes solutions for an active role of local and regional governments when dealing with the migration issue. This innovative project foresees the creation of a strong network in two directions: with the immigrant communities and with the responsible authorities.

This project aims at a long-term impact with activities targeting not only the needs of the final beneficiaries, but, more strategically, those institutions that implement policies and services for the migrant.

The project foresees

• the creation of a network between the institutions that work for the migration policies and the strategies of urban transformation,

• development of models of cooperation networks among the migrant communities • promotion of projects for the use of remittance to foster local development in the origin countries • dissemination of best practices of rehabilitation of the urban space and environment as “intercultural expression” • proposal to favour common European policies on migration • implementation of pilot projects on the issues of governance of strategic urban places • valorisation of cultural identities and promotion of international events and services The project is divided into 5 components, in particular:

Component 2: Study, analysis and development of methodology and tools

Component 4: International resource centre of the network

Component 5: Establishment of the Network centre (in Brussels) and communication

Detailed description of project Type of services provided

Migration is a complex issue in the transition between the Europe of the 15 and the enlargement to the East, both for today’s cross-border areas and for those that will be cross-border areas in the future. The project aims at :

-promoting and implementing actions favouring the return of migrants to the countries of origin, with special attention to the quality of their return;

- to improve coordination with the countries of the enlarged Europe and to develop common new approaches for migration flow governance;

-to benchmark on strategies and services to provide a response to immigration and foster the social inclusion with the relevant opportunities.

The project is built on the experience of the Migrest project, a cross-border initiative financed by the E.U. which strengthens the capacities of local and regional authorities in managing the problems of migration flows, EU enlargement, and to support the economic-social integration of the workers coming from those countries.

The exchange of practises among partners and other local organisations bring migration services in the new Member States closer to the level reached by Veneto and Austria, while improving the mutual knowledge of local situations. This objective is pursued also through training of trainers and administrators, that would reach a final target group of about 200 people in PL, SK and H .

In parallel, the practice developed by Veneto, to support the qualification and return of migrants to their country of origin, is spread to all participants and involves 7 countries.

Activities mobilise a network of about 50 organisations and establish links with some thousand of companies in Veneto and financial institutions, creating a permanent link between immigrant workers, companies, business intermediaries and public authorities. The network, by means of highly cooperative approach, shall present hundreds of new opportunities for migrants on a monthly basis

Study and investigation on return paths of migrants working in Veneto • Research on profiles of migrants returning to their country and characteristics of the

activities they start up. Identification of common pathways of return and verification in AT,PL,H, RO,SK ,YU

Trans-national exchange among networks

• Definition of transnational agreements on workers mobility, exchange of labour market data and migration flows monitoring.

• Benchmarking on services for workers training, inclusion, mobility, employment; comparison and harmonisation of migration and statistical databases

Preparation and implementation of teacher’s training on migration services in PL, H

and SK (1st level training).

• Participants are trainers and public administrators. Focus on migration services and system of control, latest EU orientations, institutional and regulatory framework.

Training on migration services in PL, H and SK (2nd level )

• Local trainers teach to workers, entrepreneurs and administrators the economic and socio-cultural information on Veneto, sectors in evolution, IT and AT migration services, system of controls, visa etc. Duration 40 hours, 6 courses (2 courses per country).

Design and presentation of an innovative service for return of migrants.

Training for migrants on entrepreneurship and independent work

• To migrants willing to return are offered basic trainings organised in 5 specific meetings (5 hours for each meetings). Each basic training will be open to max 10 people. Individual assistance is provided to drafting business plan and formalise business idea.

Migration can represent an action line for the third countries local development cooperating with destination countries. Project intends to start up an analysis model and migrants phenomenon management like socio-economical development agents through services and policies planning for an active management of the migration flows and of the relapse on the local development.

The project works out a Interreg Cadses Migra Link project concerning the return policies and for the improvement of a network direct to the regional level.

The project aims at launching a model for the active management of migration as a key tool for the integrated economic and social development of host and source regions. It involves partners from EU as well as EU Neighbour countries, representing a broad network of public and private stakeholders, including businesses and migrants. It shall enhance the spatial cohesion of interested regions by valuing the financial and human capital of migrants. Two main objectives: 1. further the scope of the ongoing Migralink CADSES project, which focuses on productive returns, by activating sustainable systems to channel migrants’ remittances to fuel local development in home countries, sponsoring a connection with development dynamics in host regions; 2. address the social dimension of development by devising cooperative and trans-national welfare programs. Activities reflect this integrated yet twofold approach on economic and social perspectives, with analysis and concrete modelling component.

Detailed description of project Type of services provided

1)The project TALENTAGED aims at developing and testing a new integrated training methodology able to support “aged” workers, men and women, during the choices related to the labour market permanence and change 2) The methodological base will be the 20-years experience CORA Network, with EWA European Network, developed in the field of re-entering labour market processes (especially for aged women) and in the field of ex-workers (unemployed) re-conversion 3) The realization of the new methodological approach, referring both to contents and to utilization procedures, will be activated in Italy and France, collecting and comparing the best practices developed in German and Spain. 4)TALENTAGED detects the need to increase aged workers capacity and incentives; thereby they will be able to work as long as possible, adopting positive action designed to keep everyone’s working capacity and qualifications. This approach is particularly right in a knowledge-based labour market and in a constant and always more complex professional skills reformulation. 5) At the same time TALENTAGED, addressing the Corporate Social Responsibility, ask employers to give a greater contribution, through the development of innovative initiatives able to allow aged workers a longer permanence in the labour market Aims and objectives

Te main objective of the project will be the development and the implementation of a skills and competence

empowerment methodology for aged workers, planned to offer Social Partner, Local Authorities and Firms new intervention tools. These are the specific object instead:

� To develop a structured comparison process involving the partner countries and some other target countries (USA, Canada and Australia) by analysing the guidance policies and by identifying good practices concerning the demographic change and the active ageing of the population.

� To elaborate and to test a new guidance in Italy, Spain and Germany, a model acting on occupational empowerment and re-conversion.

� To develop training and promoting actions (for enterprises, workers, social parties and public bodies), able to improve both the awareness and motivation of the aged workers and the trust of the labour market in this particular kind of labour force.

� To transfer the developed approaches into specific national measures (and into the FSE activity), by offering the possibility to include this methodology in future political and occupational plans, particularly at regional level

Methodologies and activities

• Phase 1: analysis of vocational training policies and methodologies, referred to low and high qualification workers and to high unemployment risk workers (women and men). This phase foresees: - Expert group creation; Information collection (both paper and web) - Interviews realization; Focus Group realization

• Phase 2: creation of tools for self and etero evaluation. This phase will be developed through: - Methodology identification and realization of an operative vademecum (guidelines and tools) - Development of a new methodological model for aged workers following the CORA methodology - Sharing of the tools deriving from the new methodology - Monitoring and evaluation of the methodological model

• Phase 3: methodological model testing. This phase foresees: - Realization of 7 transnational seminars with the aims of promoting and disseminating the research

results and the new methodology - Methodological Operators Training through a small training-path - Creation of testing-groups and signature of a testing agreement - Realization of testing processes through working groups and individual meetings

• Phase 4: success cases: application of the “TALENTAGED Methodology”

- Enterprises involvement and awareness raising - Targeted labs for success cases development

• Phase 5: mainstreaming and dissemination. This phase is built as follows: - Creation of a final summary report on a mainstreaming basis - Realization of information and dissemination activities (ex. final conference)

Outcomes An innovative methodological model (guidelines and tools) based on CORA/Retravailler methodology : theory approach, reference scenery, intervention structures and processes, specific tools for aged workers (schedules, case analysis, didactic exercises, competences maps, etc…) with a particular care for the valorisation of the gender dimension and for not stereotyped visions of gender, age, previous occupational level and career motivation. Detailed description of project Type of services provided The project deals with the main topics of development, cooperation and integration in the employment field in

the cross-border Adriatic area. It aims at creating an integrated labour market and at the management of migration flows among these territories.

The specific objectives are:

� Support the network of partnership with public and private subjects representatives, realised within the SVILMA project ,targeted to the employment of the human resources and to the mobility of workers in the regions IAR and EAC in the schedule of the Adriatic market labour;

� Develop the constitution of an associative organization with the aim of improving and stabilizing the Network;

� Support the harmonization of systems in view of the adaptation of institutions and of policies of the EAC countries to those of the UE through actions of technical assistance:

The plan suggests facing these necessities through four areas of intervention:

1. the development of agreement protocols that concur at the creation of a network of subject dedicates to the analysis of the needs of the labour market. in this way it is possible to guarantee the connection with the world of the training offers in order to answer in concrete way to the needs of the enterprises and to generate added value to increase the processes of the economy of the Adriatic Area;

2. the development of actions of study and analysis on the local and the training system aims at delineation of the fundamental characteristics for the creation of a "Centre Services ". This centre intends to give technical assistance and also the requirements for the enterprises involved on the construction of the infrastructural system.

3. exchanging experiences between institutions, involves the active political and strategies for the labour market, in order to constitute a Centre that aims at Contribution to match labour market supply and demand. In this way it will be possible to start up interventions that are in some way preparatory to a future integration into a single labour market for the entire Adriatic Balkan area.

Detailed description of project Type of services provided Scimitar Europe is a project designed to support individuals in the scientific sector who act as trainers/mentors to young people. “Scientific” is a narrow definition and it should more properly be expressed as Science, Technology, Engineering and mathematics (ICT) – shortened to STEM. The work that these individuals do, and will be supported to do more effectively, through the project, is very often carried out in the context of Corporate Social Responsibility (CSR). For the purposes of Scimitar Europe we plan to focus on such activities carried out with and within educational settings – normally, but not always, schools. The project therefore has three overlapping points of focus: the target group are employed within the STEM occupational sector; they operate as (or wish to operate as) mentors/trainers; and do this in schools or other places of learning. The innovation of the project lies within its subject area, the strong sectoral level focus of its activity and the resulting training package which will meet a need to date not addressed. Te specifics projects objectives are: To provide individuals in the scientific, technical, engineering and ICT sectors with the necessary skills to work as effectively as possible as mentors/supporters to individuals and groups in schools and other educational settings. • To meet the needs of the sector by developing a package of effective training support to workers • To develop, test and refine a package of training and support to underpin corporate social responsibility activities capable of bringing this about in different settings across Europe • To develop and test a trainer pack and delivery methodology • To produce and test a resource pack for mentors • To produce and test a CSR information pack for mentees (including relevant sources of information, current issues and legislation/policies at national and EU levels)

Scimitar sets out to achieve the production of a training package designed to support and guide such mentors/trainers. Our flexible learning model will make use of eTechnology in part and take account of different learning styles, the need for busy – and invariably successful - professional workers to train in small time slots, at flexible times and in different locations. Over two years a partnership with representation from five countries (including multinational company partner outlets) will devise, develop, trial and refine a training package suitable to the modern-day needs of the target group. The package will carefully balance the needs of the mentors themselves, the young people with whom they work, the occupational sector within which they work and the educational systems/institutions with whom they will be liaising. The whole will be placed within the rapidly developing context of CSR, its “social” element is apposite as much of the work that is carried out by the target group has elements around both social inclusion and promoting an understanding of the importance of the work and role of the STEM sector. This second factor contains within it a strong theme of educating and supporting young people towards a particular sector of the labour market

Detailed description of project Type of services provided The project “ Routes” aims at supporting the setting up of trans-national co-operation networks, exchanging and evaluating good practices and new approaches in the field of immigrants’ integration. These approaches accompany and contribute to a trend that views an increasingly closer collaboration between public institutions, NGOs and immigrant associations in improving immigrants’ integration as well as the progressive localization of the political choices in guaranteeing an adequate response to integration needs. In particular, the reinforcement and development of consultation mechanisms at a local and regional level represents the most effective way to maintain a dialogue between immigrants and hosting communities, as well as with those institutions and other stake holders involved in the integration process. In order to achieves its aims the project will identify, collect, and deeply analyse good practices concerning integration governance policies produced by local governments as well as those valuable experiences produced by NGOs and immigrant associations that concretely operate in the integration field. All the information about the governance of integration policies at regional and national level, and the practices developed by NGO s and immigrants associations, can represent a useful knowledge base to support both other policy makers developing integration policies in other regions, and other actors operating in the field. In order to provide a better support, instead of providing a mere list of good practices, the project aims at producing a model and a set of recommendations able to integrate to most valuable findings and the conditions for their application in different contexts. This could be thought as a framework for a better integration of the immigrants, outlining, for each aspect of the integration process recommended actions based on concrete experiences. Furthermore, through the implementation of project findings in a concrete test case, “Routes” will be able to produce an evidence of the benefits of the project results increasing the potential for dissemination, and allowing for an additional understanding on where concrete action can be improved for future activities. Furthermore, “Routes” will ensure the widest possible dissemination of its results to the various actors concerned. In fact, it builds upon its wide background of experiences and can rely, through its partners, upon a wide and heterogeneous network of networks in the field.

The main objectives of the “Routes” project are: • Research and monitoring of the main institutions and actors’ working in the area of migration policies; • Development of multi-stakeholders trans-national co-operation networks between research centres,

institutions, public authorities working in the area of migration policies, as well as representatives of the civil society, NGOs, and immigrant’s associations;

• Exchange and transfer of information, lessons learned and good practices concerning the integration of immigrants and identification and development of a set of proposals informing all partners involved in the project about common European migration policies;

• Development of the consultations mechanism between institutional and civil actors at both the local and regional level;

• Identification of the role and experience of NGOs and immigrants’ associations; • Improvement of knowledge and information in the field of regional and local immigrants participatory

practices in the decision making process; • More developed information on services provided by different institutions and actors to facilitate

immigrants’ integration processes; In order to reach the above-mentioned objectives, the partnership has agreed on a series of well-defined actions organized within four main work packages each being directed by a project partner according to its core competences. Detailed description of project Type of services provided In the first phase, the project partners will implement the following preparatory surveys:

� Benchmarking Analysis about policies and initiatives adopted by EU partners for the return of illegal migrants in their countries of origin (state-of- the-art, best practices, lacks and needs, existing agreements with countries of origin);

� Profiling of irregular migrants from Serbia and Senegal (who are; main communities; reasons and ways of their migration; status and stay in the host countries; attitudes and perception towards return; needs and expectations in view of the assistance necessary to achieve a sustainable reintegration) ;

� Research focused on existing reintegration and assistance return schemes in countries involved. � Based on the preparatory surveys, the partners will design an Integrated Voluntary Return Model aimed at

foster and manage voluntary return of the beneficiaries. The model will be developed reflecting a twofold approach: a) social dimension (counselling and organization of the voluntary return; travel pre-departure information; support in obtaining necessary documents for return; updated information about socio-economic and political situation in countries of origin, first psycho-social assistance once returned); b) economic integration dimension (support in job placement in the home countries; vocational training programmes and facility to start-up micro-entrepreneurial activities). In the second phase the coordinator and the partners will contact groups and communities of Serbian and Senegalese citizens in order to single out a number (20 in total) of them residing illegally in Italy, Spain and Slovakia. They will be proposed the RETURN assistance measures ( 2 RETURN PROGRAMMES: 1 in Serbia and 1 in Senegal) foreseen by the Voluntary Return Model. The Programmes will provide the following main services (as already mentioned above): pre-return information; assessment of competences; individual return plans; acquisition of documentation necessary for the return; medical checks if needed; welcoming and first assistance/guidance to re-insertion in home countries; professional training on start-up of micro-entrepreneurial activities (through suitable financing facilities and guarantee funds); support in job placement. In order to enhance dialogue and consultations for a better implementation of the RETURN PROGRAMMES, the partners will create a Network – RETURNET. Through the Network the partners could exchange methodology and strategies for the promotion of Return policies and projects.

Specific Objectives:

� Creation of an INTEGRATED MODEL for the return of migrants from Serbia and Senegal illegally resident in Italy, Spain and Slovakia;

� Favouring the re-integration of irregular migrants in their home countries (social and economic dimension approach);

Detailed description of project Type of services provided Nowadays, the migration phenomena from new neighbouring countries to Europe, is becoming more and more important. Namely, after the recent enlargement including Romania and Bulgaria, countries like Ukraine, Moldova, and other Caucasian countries will be much more exposed to emigration waves, as the borders of the EU are now nearer than before. In this context, the main risk for the people who are emigrating (a big part of them trying to find better working conditions abroad) is to fall trapped in the system of illegality, being often the only way for leaving their country.

Taking into account both the high percentage of illegal migrant workers leaving Moldova and Ukraine to Italy, and the economic difficulties faced by the Moldovan and Ukrainian labour force, the overall aim of the project consists in contributing to the development of legal and sustainable labour migration channels among the countries concerned. As a consequence, it also attempts to prevent any form of labour exploitation of migrant workers from these two countries, human trafficking included.

In order to contribute to the achievement of the overall objective, the current project proposal has been designed to create an innovative information and orientation system for actual and potential migrant workers from Moldova and Ukraine to Italy. The creation of info-points run by local Trade Union organisations will be finalised to support the migrant workers both under the information point of view, as well as, following the need for job orientation. In this way, a permanent channel of information between country of origin and destination will be established. In this context, the info-points will be used both as a tool for prevention of illegal migration, providing migrant workers with legal advice on how to go about legal migration to Italy, and as first step for job guidance.

Detailed description of project Type of services provided Overall Objective:

• To strengthen the institutional capacity of the National Agency for Employment, both centrally and locally, through a new and more appropriate Management and Development System for its Human Resources, based on competency model and coherent with the European standards. To improve the internal climate and relationships of NAE, centrally and locally. The two overall objectives aim to reinforce the NAE’s abilities in managing and developing its Human Resources; the new challenges that NAE has to face front like the transition from passive to active measures, the amelioration of the efficiency and effectiveness of the services delivered by the Public Employment Service, need not only to change processes and procedures but also, and mainly, to change the organizational culture, the operational culture, the skills and the abilities of the NAE staff, at all levels, both in the central and border agencies. To reach these aims its necessary to design, implement and apply a specific Human Resources Development and Managing System, providing the related instruments and the necessary training to the people working in the Human Resources field, both at central and local level.

• Project purpose: • To strengthen the institutional capacity of the National Agency for Employment by designing and implementation of a Human Resources Management and Development System, building the instruments to correctly carry out the performance appraisal, the potential appraise and the career path of NAE’s personnel, with a strong coordination with the Continuous Training System. This new system will endow NAE with the capability to have the right person in the right place, at the right moment, therefore the Romanian Public Employment Service will be able to face-front the future challenges, preparing the shift from passive measures to active measures, and also with an impact on the quality of service delivery. In effect this shift from passive measures to active measures, requires not only to update the existing skills of the PES employees, but also to develop new skills, abilities and behavioural responses to the different scenarios and to the different customers’ requests. In other terms, it requires to manage all the competencies needed by a set of relevant tools.

Fostering development in Rumanian and Moldovan rural areas through the productive return of migrants living in Italy. This is the objective of the SME project “Support to Migrants’ Entrepreneurship” co-financed by the FFR program, managed by IFAD, the International Fund for Agricultural Development – and implemented by Veneto Lavoro with the Brussels Office of the Veneto Region, the Etimos Consortium, Veneto Banca Holding, Banca Popolare Etica and the Foundation for Peoples’ Development F.D.P.S.R (Romania).The first steps towards this goal have been the analysis of migratory and financial flows among involved countries, and the theoretical framework of a Guarantee Fund model apt to capitalize the private savings of diasporas to favor access to credit to those migrants who wish to invest and create businesses in rural areas in their country of origin. Moreover, a public-private network has been set up, made up of different actors that operate in different fields who aim at making synergy among the human, social and economic/financial aspects linked to productive return.

The creation and dissemination of transnational banking tools tailored to ensure a direct and cheaper transfer of remittances and capitals from the country of destination to the origin one has been another SME’s key passage to meet migrants’ needs in accessing financial and credit circuits. To this aim twin bank accounts, increased availability of ATM machines in rural areas and loans across borders have been developed by Veneto Banca in Romania and Moldova.

The information and consultancy service, put in place as a desk to meet and guide would-be return entrepreneurs in their effort to develop business ideas has been the catalyst of SMEs’ various activities. The SME “One-stop Desk” works as a network in Italy, Romania and Moldova and has been designed to offer qualified services to support transnational entrepreneurs. By means of a business idea contest, some pilot cases have been identified to test SME’s system and to facilitate the first assisted productive returns.

The project seeks to exchange experience on 2 major issues: growth and gender equity.

The project objective is to update partner’s economic policies with enough consideration to gender issues. Sub-goals will

be to identify the appropriate economic policies that integrate full contribution of gender, make adequate supports available

on them, initiate their transfer to partners, and develop enough targeted communication so as to provide higher level

decision-making influence that will ease adoption of adequate measures. The partnership consists of 8 partners coming

from 7 countries. The project aims to:

� contribute to identification of good and improvable economic policies for gender parity � empower the public policies about gender parity that can have a positive impact on the economy, specifically

those from local levels of government (city or region) � increase public awareness amongst key actors about the issue � create conditions that help actors and beneficiaries to work on the issue

• a review on gender parity contribution of economic policies in partners' territory • a review on evaluation methods for gender policies (policy making and results) • an evolving database of gender policies in economics being practiced in Europe • a compendium of guidelines describing proposed modules of policies • the achievement of know-how transfer actions (a training; crossed staff exchanges for officers of

Detailed description of project Type of services provided The Su.Pa. project is intended to give positive impacts from migrations in the home countries, focusing on Senegal, which is one of the most represented Country, as presence of migrants, both in Italy and France. The overall objective of the project is to support the human and economic value of migrants, by promoting effective tools to facilitate return paths and encouraging the economic development of the Country of origin. Su.Pa. will concentrate both on the economic and the human capital, considering return migrants as the engine of a new development strategy for Senegal, which involves the transfer of professional capacities, the improvement of knowledge and new skills, but also a more favourable economic environment. Strengthening these aspects will signify, in the short-term new opportunities for business start-ups. In the longer perspective this will signify an increased self-confidence in people, a reduced influence of the external aid, an economic growth based on the local skills and investments, and a decreasing rate of emigration from the Region involved (Kaolack). Su.Pa. identifies as specific objectives:

a) the strengthening of the institutional cooperation, in the field of migration, between the sending and receiving Regions involved in the project;

b) the promotion of innovative paths to support the return of human and economic capital to Senegal, through adequate tools;

c) creation of a strong network of public and private institutions sharing the same vision on co-development strategies, willing to commit themselves on investing in the Guarantee Fund to support migrants entrepreneurship;

d) eradication of the difficulties in the access to credit for migrants, by improving the system of guarantees, needed to promote entrepreneurship and business start-ups in Senegal;

e) support to investments in Senegal, by mobilising migrants’ resources to finance entrepreneurial initiatives, thus limiting negative brain-drain effects and promoting the circulation of the positive outcomes of migration;

f) piloting of economic return paths which will become standard policies in the future, thanks to the direct involvement of the Regional Institutions;

Detailed description of project Type of services provided DART deals with the challenges of shrinking regions. The overall objective of DART is the formulation of an integrated strategy combining three main elements: Education and Lifelong Learning, Health Care and Social Services as well as Tradition and Innovative Economy. The objective will be reached through the exchange of experience, identification of good practice and interregional cooperation. These will contribute to improving the effectiveness of regional development policies. Within the DART regions there are several projects dealing with demographic change. However, most of them focus on sector-specific solutions. DART wants to adjust policies relating to demographic change by the implementation of: good practices from partner regions and previous projects, new products and services to improve the quality of life, especially in new business fields for SME and, a set of indicators to benchmark regions. DART develops policy recommendations to adjust regional policies and public services. The project raises awareness of demographic change and estimates a critical point of public services to measure success in declining and ageing regions.

Exchange of Experience DART will identify and exchange good practices which strengthen the economy in all partner regions, as well as educational and health care services The best of these practices will be transferred to other regions. In line with EU strategy Europe 2020, the partners will organize three main conferences in the fields of: Traditional & Innovative Economy: spring 2011 in Dresden, Germany Education, Lifelong Learning & Job Market: summer 2011 in Prague, Czech Republic Health Care & Social Services: spring 2012 in Kainuu, Finland Five study visits and eight meetings and workshops will take place in nearly all countries involved. Benchmark & Political Recommendations DART will define common indicators to measure demographic change and shrinkage in European regions in line with the Lisbon and Gothenburg Strategies. These indicators will allow the analysis and comparison of data from different regions. DART will give political recommendations for regional and European stakeholders and raise public and political awareness of ageing and shrinking regions.

Detailed description of project Type of services provided Starting from the experience of past projects (+Respect, in other words etc) and bringing forward some instances that concern the creation and perpetuation of stereotypes in Europe with regard to minorities (ROMA, migrants, ethnic or religious groups) and the growing sentiments of hate and discrimination in many EU countries which risk to deny fundamental rights and foster hate towards minority groups, the project aims at identifying the mechanisms of construction and resilience of stereotypes by popular culture, including media – with a focus on new media (social networks, blogs, and other instruments such as Twitter) and non media. It also aims at promoting a non discriminatory public discourse on minorities harnessing facts and debunking popular stereotypes leading to racism, xenophobia and anti ROMA sentiments and attitudes, though awareness raising, concrete actions especially with young generations of culture professionals and more in general with students and young people. The approach of this project uses an enlarged concept of popular culture includes as a broad definition of media production (where the attention has been paid), but focuses especially on pervasive and resilient cultural expressions which include cultural and artistic productions which are not necessarily linked to traditional media production but nevertheless form a powerful source of public discourse and deeply influence public opinion. Popular culture (art, performing arts, visual arts, music, sports, social networks to mention the most relevant) has a deep ethical impact on people, and its perception of society and specific parts of it, namely minorities and other socially constructed categories at risk of discrimination is very pervasive and resilient, as stereotyping in popular culture likely leads to racist, xenophobic attitudes in the popular discourse. The project puts together professionals (media but more in general cultural and social operators), local authorities, educational institutions and civil society organizations working on rights and minorities to create a multi stakeholder and cross-community effort to inform and change perception and behaviours of individuals and communities.

BEAMS addresses the issue of better understanding popular culture (PC) as source of stereotypes leading to discrimination and racist behaviour, as a main cause of perceptions (mainstream of minorities, minorities of mainstream, minorities of other minorities) that hamper mutual understanding and respect of diversity & solidarity. Furthermore, it aims at creating measures where awareness raising goes beyond exposure to anti-discriminatory behaviours, but is internalized, owned and enacted in concrete cultural production by the project target groups. The general objective is : -to contribute to EU policy against racism, by enlarging the scope of analysis of stereotyping mechanisms of minorities (Roma and Sinti, migrants, ethnic / religious groups) to different realms of popular culture and by changing societal racist trends creating cultural products that debunk stereotypes, promote intercultural understanding and improve tolerance in the EU. Specific Objectives: 1. To identify the mechanisms of creation / perpetuation of traditional and new stereotypes (perception and self perception) of mainstream and minority PC, in particular through iconic and new media channels 2. To assess the link between PC production, the public perception of stereotypes and discriminatory, racist and xenophobic trends in different groups and to provide input for awareness raising actions to counter such trends 3. To raise awareness and educate to increase the critical understanding and changing public discourse on minorities, between minorities and mainstream groups, esp. among young generations and cultural producers by implementing concrete pilot actions of PC creation with youth (in school and community groups) 4. What is the added value of successful “dual” systems in Europe and how can they be transferred to countries where youth unemployment is dramatically high? Is apprenticeship an underused tool that can help the transition school-work for future generations? These are some of the topical issues that the Project “FITT: Forma il tuo Futuro”, financed by the Key Action 3 – Support to policy – National Authorities for Apprenticeship of the Programme “ERASMUS +” tries to tackle through the institutional cooperation between Italy and Germany. Late in 2014, the Veneto Region, mandated by the Italian Ministry of Labour, has started to cooperate with the BIBB and GIZ to work on a experimental project to improve the quality of apprenticeship schemes for professional qualifications. A transnational approach The project focuses on the dual approach as the primary tool for equipping young people with practical, on-the-job skills and competences in order to create an inclusive and dynamic labour market. In many ways, FITT! has anticipated the Italian important reform on apprenticeship (due to enter in force in October 2015). In this context, FITT intends to pilot initiatives focused at promoting apprenticeship opportunities for students enrolled in the final years of lower secondary schools and introducing the most performing elements and best experiences coming from the dual systems in countries such as Germany where the system has a very good performance and positive impact on education and employment. A sectorial approach The project insists on a relevant sector, namely the food and hospitality sector, where VET has a great role in creating qualifications and competences and it is significant because it refers to the services and tourism sectors, which are important tenets of the Italian economy. A territorial approach.The Ministry of Labour, Health and Social Affairs has delegated the Veneto Region and its technical agency Veneto Lavoro to cooperate with the German partners to test and evaluate improvements in the current system to increase the overall attractiveness and quality of apprenticeship for qualification, starting from the Veneto region, with a view to mainstreaming the result of the project’s activities into the national level – also to support the adoption of the FITT model in other regions of Italy.
