Shelburne, VT 05482 RE: Site Management Activity Completed Site: Babbott Residence, 236 Fox Run Rd., Shelburne (SMS Site #2005-3399) Dear Ms. Babbott: The Sites Management Section (SMS) has received the letter detailing monitoring well closure activities at the above referenced property, which was submitted by Heindel & Noyes (H&N) and dated March 2, 2009. Contamination was documented at this property during the removal of a heating oil UST. Following review of the information in the site file, the SMS has made the following conclusions: On June 13,2005 , a 2,000-gallon #2 fuel oil UST was removed from the above referenced site. Petroleum contamination was evident in the soils surrounding the tank. Soils screened for volatile substances using a photoionization detector (PID) had readings as high as 61 parts per million (ppm). Groundwater was not encountered in the excavation, which went to a depth of 8 feet below grade. Obstacles on the property prevented the consultant from locating the extent of contamination. All of the soils excavated were backfilled into the tank grave . A sample was collected from the onsite drinking water supply well during this work and analyzed for volatile organic compounds (VOCs) and total petroleum hydrocarbons (TPH). No contamination was detected in excess of the minimum laboratory detection limits. On October 28 ,2005 , H&N oversaw the installation of three soil borings (SB-l through SB-3) in the vicinity of the former tank. Soils were screened using a PID and had readings up to 84 ppm. Two of the borings at the site were developed into groundwater monitoring wells (MW-1 and MW-2). Samples were collected from the two wells and submitted to a lab for analy sis . MW-l had detections of several petroleum compounds that were in excess of the Vermont Groundwater Enforcement Standards (VGES). On June 6, 2006 , H&N installed two additional soil borings/ monitoring wells (MW-3 and MW-4) downgradient of the source area to further define the limits of contamination. During the installation of these points, the maximum PlD reading was 2.9 ppm, which was detected at 1 foot below grade. Groundwater samples were collected from all four onsite wells and analyzed for VOCs . No contaminants were detected in any of the four wells, however, the reporting limits in the lab data had been raised for MW-1, so it could not be determined if any contaminants exceeded the VGES. • On January 2, 2007, H&N returned to the site to collect confirmatory samples from MW-I and the onsite water supply well. MW-1 had detectable concentrations of several petroleum contaminants, though none exceeded the VGES. The sample from the onsite well showed a detection of toluene at a concentration of 0.6 parts per billion (ppb) , which is below the VGES level of 1,000 ppb . The SMS believes it is unlikely that the toluene contamination in the onsite well is related to the UST release, as there were no other petroleum-related compounds detected in the sample, and only minor concentrations of toluene were detected in the source area well (MW -1). Toluene is frequently found to be a contaminant in newer drinking water well installations. Also , this sample was taken from a garden hose, which is another possible source of this contaminant.

• A survey of sensitive receptors was conducted as part of this investigation. It appears that any groundwater contamination at the site is limited to the immediate vicinity of the former UST. The samples taken from the onsite drinking water supply well does not seem to indicate a contaminant impact from the former UST. No elevated PID readings were recorded in the indoor air spaces adjacent to the former UST during the removal of the tank .

• The monitoring wells at the site were properly closed by H&N on March 2, 2009 .

• No unacceptable risk to human health or the environment is believed to be present due to any residual contamination remaining at the site from the 2,000-gallon heating oil UST.

Based on the above , the SMS is assigning this property a Site Management Activity Completed (SMAC) designation . The SMAC designation will not release the owner(s) ofthe property from any past or future liability associated with the petroleum contamination at the site . It does , however, mean that the SMS is not requesting any additional work in response to the contamination discovered during the removal of the UST in June, 2005.
