EXECUTIVE SUMMARY

1. In 2005, the Asian Development Bank (ADB) financed a Project Preparatory Technical Assistance

(PPTA) to provide consultants that will assist the Northern Power Project Management Board

(NPPMB) in the preparation of Initial Environmental Examination (IEE) for the following three core

subprojects: (i) Son La – Hoa Binh and Son La-Nho Quan Transmission Line (TL); (ii) 220kV

Thanh Hoa-Nghi Son-Vinh transmission line, and (iii) extension of Van Tri 220 kV substation. The

IEE for Son La – Hoa Binh – Nho Quan Transmission Line (TL) and 220kV Thanh Hoa –Vinh

Transmission Line Subprojects were both approved by ADB and the Government of Viet Nam and

will be updated and finalized following the detailed design, subject to ADB review and approval.

For the Van Tri Substation, it was determined during the PPTA that no land acquisition will be

involved and no IEE was prepared.

2. The PPTA consultants also prepared an Environment Policy Framework to guide the

NPPMB in the preparation of IEE for the following subprojects:

(i). Son La - Hiep Hoa 500 kV Transmission Line (TL);

(ii). Quang Ninh - Mong Duong 500 kV TL;

(iii). Hiep Hoa 500 kV substation;

(iv). Expansion of 500kV Thuong Tin; and

(v). Ha Tinh - Thach Khe 220 kV TL

3. The two IEEs approved during feasibility studies have yet to implement the Environment

Monitoring Program (EMP) following detailed design. For the five subprojects, no

Environmental Management Plan (EMP) has been prepared. At present, two subproject (Ha Tinh

- Thach Khe 220kV T/L and Quang Ninh - Mong Duong 500kV T/L) have been replaced by

three new subprojects (500kV Nho Quan substation 2nd transformer, 220kV Tuyen Quang

substation and 220kV Bim Son substation).

4. To utilize the loan savings, the Electricity of Vietnam (EVN), with the agreement of ADB, has

decided to add three more subprojects into the Loan 2225-VIE namely Kim Dong 220kV

substation, Hai Duong 2 220 KV substation and Thuong Tin-Kim Dong 220kV T/L. As such, in the

VIE-2225 framework, there are 12 subprojects namely (i) Son La – Hoa Binh – Nho Quan

500kVTransmission Line, (ii) 220kV Thanh Hoa – Vinh T/L; (iii) Son La - Hiep Hoa 500 kV

Transmission Line; (iv) Expansion of 500kV Thuong Tin; (v)Extension 220kV Van Tri Substation;

(vi)Hiep Hoa 500 kV substation; (vii) 220kV Bim Son substation; (viii) 220kV Tuyen Quang

substation; (ix) Extension 500kV Nho Quan substation 2nd transformer; (x) Kim Dong 220kV s/s;

(xi) Thuong Tin-Kim Dong 220kV T/L; and (xii)Hai Duong 2 220 KV s/s.

5. On February 2, 2010, Northern Power Project Management Board (NPPMB) and VICA

International Consultants Company (VICA) have signed a consultancy contract on “Resettlement

and Environmental Consultancy of Northern Power Transmission Expansion Project,” which was

funded by ADB. VICA will help NPPMB to supervise the environmental compliance during the

construction and operation stages of the subprojects.

6. In 2011, the 4th, 5th, 6th and 7th monitoring reports were prepared and submitted to NPPMB.

7. In 2012, the 8th and 9

th monitoring reports prepared by VICA were implemented in April and June,

respectively.

8. Due to the changes on the list subprojects and other issues during the project implementation,

there was a need to have a corrective action plan to comply with the requirements of the ADB

environmental safeguards. To assist the NPPMB in its compliance with the environmental

safeguards of ADB, a local implementation consultant (LIC) for the environment, Mr Ngo Huy

Toan, was employed in the project. The LIC will be engaged in the project for 22 months, starting

March 2012.

9. This semiannual environmental monitoring report was prepared with information provided mostly

from results of 8th and 9

th monitoring reports prepared by VICA. Some information has been

referred to the Inception Report as well as the 2nd Quarterly Report prepared by LIC. The

preparation of this semiannual report was requested by ADB during its Review Mission to

Vietnam.

10. To develop the report, the LIC worked with the NPPMB, VICA and local authorities in the

subproject area to update the environmental compliance of the subprojects and conducted site

visits and public consultation in Hai Duong 2 220kV Substation.

1. OVERVIEW

1.1 Project Background

11. Project ”Northern Power Transmission expansion sector” represents a 5-year time slice of Electricity

of Viet Nam’s (EVN) transmission expansion program, covering 500kV and 220kV transmission lines,

and associated substations. The project covers the northern part of Viet Nam which is relatively poor.

The project will enable power to be supplied to the planned industrial zones in the region, thereby

facilitating employment and provide opportunities to increase income generation. Thus, it will benefit

the poor and ethnic minorities living in the project area. The project will also create the potential

for power interconnection between Viet Nam and the People’s Republic of China.

12. The Project is to (i) strengthen the northern transmission network to improve system’s reliability

and quality of supply, (ii) facilitate power transmission by removing transmission bottlenecks, (iii)

reduce transmission losses, and (iv) facilitate efficient utilization of existing and planned power plants.

13. The Project was approved on 21 December 2005. The loan agreements were signed on 22 August

2006 and declared effective on 24 November 2006 for a total loan amount of $360 million. Original

loan closing date was 31 December 2010 and extended on a one-time basis to 31 December 2013.

14. Under the Project, nine subprojects comprising three core subprojects, three non-core subprojects

and three replacement subprojects have been implemented in Northern Viet Nam. The three core

subprojects are: (i) 500 kV Son La- Hoa Binh and Son La - Nho Quan transmission line, (ii) 220 kV

Thanh Hoa-Nghi Son-Vinh transmission line, and (iii) extension of Van Tri 220 kV substation. Three

noncore subprojects are: i) Son La - Hiep Hoa transmission line; (ii) expansion of Thuong Tin 500 kV

substation; and (iii) Hiep Hoa 500 kV new substation. Three subprojects which replaced the originally

proposed Ha Tinh-Thach Khe and Quang Ninh - Mong Duong transmission lines are: (i) expansion of

the Nho Quan 500 kV substation (2nd transformer), (ii) Tuyen Quang 220 kV new substation and (iii)

Bim Son 220 kV new substation. The above three replacement subprojects were decided based on

the priority of electricity supply requirements.

15. Three additional subprojects have been proposed for implementation to utilize the loan savings of

about $29 million. The proposed new projects are: (i) Hai Duong 220 kV new substation; (ii) Kim

Dong 220 kV new substation; and (iii) Thuong Tin - Kim Dong 220 kV transmission line.

16. As such, in the VIE-2225 framework, there are 12 subprojects namely (i) Son La – Hoa Binh – Nho

Quan 500kVTransmission Line, (ii) 220kV Thanh Hoa – Vinh T/L; (iii) Son La - Hiep Hoa 500 kV

Transmission Line; (iv) Expansion of 500kV Thuong Tin; (v) Extension 220kV Van Tri Substation;

(vi)Hiep Hoa 500 kV substation; (vii) 220kV Bim Son substation; (viii) 220kV Tuyen Quang substation;

(ix) Extension 500kV Nho Quan substation 2nd transformer; (x) Kim Dong 220kV s/s; (xi) Thuong Tin-

Kim Dong 220kV T/L; and (xii)Hai Duong 2 220 KV s/s.

17. NPPMB and CPPMB are the two implementing agency for the project. Out of the nine approved

subprojects, NPPMB is implementing eight subprojects and CPPMB is implementing one subproject,

which is Hiep Hoa 500 kV new substation.

18. In the implementation process, international and domestic experts will assist NPPMB and CPPMB in

environmental management planning and implementation of resettlement plans.

19. VICA Consultants International Company Ltd. (VICA) has been engaged by NPPBM since February

2010 to provide services in the preparation of safeguards (environment and resettlement) documents.

VICA will also help NPPMB in the supervision of the environmental compliance during the operation

and construction stages of the subprojects.

20. The local implementation consultant (LIC) for environment was engaged in the project to further

assist NPPMB in the review of safeguards documents, to ensure compliance with the ADB

safeguards policy, and to monitor implementation of the safeguards. The local implementation

consultant (LIC) for environment has been engaged in a lump-sum contract for 22 months, starting

from March, 2012.

21. 2nd quarterly report mention: (i) implemented works of LIC-environment up from March to the end of

30th

June 2012 and (ii) works which is going to be implement in the next quarter

1.2 Objectives and Study Approach

22. At present, among the 12 subprojects, only Son La – Hoa Binh – Nho Quan 500kVTransmission Line,

220kV Thanh Hoa – Vinh T/L and 500KV Son La- Hiep Hoa, Son La are under construction with

associated environmental issue. The three new subprojects include (i) 220 KV Kim Dong substation;

(ii) Thuong Tin Kim Dong T/L and (iii) Hai Duong 2 substation. The IEEs of the three new subprojects

were already approved by ADB and the Government of Viet Nam.

23. The main objectives of the project monitoring are to implement the environmental monitoring

program; to assess the condition of the environment at the construction sites; and to strengthen the

effectiveness of the environmental monitoring system with the participation of the relevant

stakeholders.

24. To achieve these objectives, the methodology used are the following:

25. Review of project documents: IEEs, Loan Agreement, Project Documents, Environmental Monitoring

Reports, Memorandum of understanding from ADB’s missions, ADB ‘s SPS 2009, ADB’s Guideline

on environmental assessment, the 8th and 9

th Environmental Monitoring Report prepared by VICA.

26. Maintain close dialogue and coordination with ADB Safeguard Specialists, NPPMP, CPPMP, VICA,

LIC social, CMC, contractors and concerned local authorities.

27. Conduct site visits. Several visits were conducted to spot check the environmental compliance in the

following subprojects: 500kV Son La – Hiep Hoa transmission line subproject; 500kV Hiep Hoa

substation subproject; 220kV Thanh Hoa – Vinh transmission line subproject; Van Tri subproject;

Thuong Tin- Kim Dong subproject; Kim Dong substation; Hai Duong 2 substation; and Hiep Hoa

substation.

2. ENVIRONMENTAL COMPLIANCE OF SUBPROJECTS

28. The status of the environmental compliance of the subprojects and LIC activities are summarized in

Table 1.

2.1 500 kV Son La- Nho Quan- Hoa BinhT/L Subproject

29. The length of transmission line is 289.9km, with a double circuit of 177km and two single circuits

of 28.6km and 77.3km, respectively. The subproject passes through the provinces of Son La, Hoa

Binh and Ninh Binh provinces, 11 districts, and 36 communes. The transmission line includes a

25km offshoot line to a switch bay in Hoa Binh. The subproject is comprised of the construction

and installation of; (i) 269 km of double circuit 500kV transmission line and associated composite

optical fiber earth wire, (ii) 500kV, 65MVar Shunt Reactor, (iii) 500kV capacitor, and (iv) 500kV

switch gear. The construction component of subproject completed and the transmission lines were

put in use in December 2010. This is one of the three core subprojects aimed to improve the

electricity branch structure of the Northern Transmission Power Cooperation (NPT) and the power

supply capacity in Viet Nam.

30. The transmission line was fully energized in November 2010 and has been transmitting power

from Son La hydropower since December 2010.

31. On May 2011, VICA has carried out the 4th monitoring mission to some sites of the subproject.

Based on the observations from the mission, there were no any environmental issues during the

operation of the subproject. It was also reported by the local resident living along the ROW of the

subproject that there is no any significant impact of electromagnetic field during the operation of

the subprojects.

32. For the succeeding monitoring mission, LIC will assist VICA in conducting environmental

monitoring mission or spot check to the site to ensure that the level of electromagnetic field and

the environmental condition will be continuously monitored.

2.2 500kV Son La - Hiep Hoa Transmission Line

33. The total length of Son La-Hiep Hoa T/L was 268,47km. The ROW of the T/L was determined in the Decree No. 106/2005/NĐ-CP and for 500 kV transmission line which was delimited by two vertical planes in parallel to the line on two sides and the distance from the planes to the nearest wire was 7m. The average width of the ROW was 30.,45m. . The starting point of Son La – Hiep Hoa 500kV T/L was the Son La 500KV substation and the ending point was Hiep Hoa 500KV substation. The T/L traversed 19 districts.

34. The transmission line has been put in operation since 31 March 2012 and it is temporary under the management of the operation unit.

35. On June 2012, VICA has carried out the 9th monitoring mission to some sites of the subproject.

commune, Song Lo district, Vinh Phuc province. For Hiep Hoa 500kV substation subproject, the consultants monitored at the construction site in Dai Thanh commune, Hiep Hoa district, Bac Giang province. For the Thanh Hoa – Vinh 220kV transmission line subproject, the consultants monitored at the construction site in Phu Son commune, Tinh Gia district, Thanh Hoa province; Khuyen Nong and Dong Hoang communes, Trieu Son district, Thanh Hoa province.

36. There have not been any significant environmental issues in the project area. The following were the observations on the monitoring mission: (i) most of the borrow land and road has been cleared and return to its initial state after construction; (ii) there were no accidents recorded so far; (iii) the slope stabilization while construction of irrigation system and foundation have been taken cared by contractors; (iv) ROW has been managed properly and safety distance has been maintained. The ROW has been cleared in a monthly basis, but the tree outside of the ROW has not been cleared in most of visited site; (v) warning, danger signs, name board of tower and ground wire have been installed but still needs improvement; (vi) Worker have been equipped with personnel protective equipment (PPE) and first aid kit has also been provided ; (vii) Several training courses on work safety were held to increase the capacity of the work force; (viii) Worker who works directly under the transmission line will have medical examination twice a year; (ix) there were no complaints from local people that are related to impact on local transportation and on the quality of the road; (x) there is no impact to the waterway transportation at the cross river section of the transmission line.; and (xi) the electromagnetic field (EMF) is within the permissible safety standard (see annex 2 for the monitoring of the level of EMF).

37. LIC has also visited the site on March 2012 and found that the subproject is mostly completed. LIC suggested that there should be continuous monitoring during the operation of the subproject on the environmental condition in the project area and electromagnetic field in all ROW. Close monitoring the subproject in the upcoming time should be maintained since the subproject has just only put into operation in short of time. The impact of electromagnetic field should be monitored in all ROW.

2.3 220kV Thanh Hoa – Vinh Transmission line

38. Thanh Hoa - Vinh 220 kV Transmission Line was one of three core subprojects of Northern Power Transmission Expansion Project (other two projects are 500 kv Son La- Nho Quan- Hoa Binh T/L and Van Tri S/s). The line has a length of 148.3 km passing through 10 districts of 2 provinces Thanh Hoa and Nghe An.

39. On June 2012, VICA has carried out the 9th monitoring mission to some sites of the subproject. It was reported that there are no significant environmental issues. The following were the observations on the monitoring mission: (i) foundation construction has been nearly completed in all packages and the contractor is now waiting for construction material to start tower installation and wire drawing; (ii) the impact on local environment from subproject activities is unremarkable; (iii) most of the visited tower foundation have been cleared upon completion of the construction activities and borrow land was given back to the owner; (iv) workers have been registered with police for temporary residency and there is no conflict between workers and local people; (v) most of the foundations under construction of 220kV Thanh Hoa – Vinh transmission line subproject have no warning or danger signs; (vi) on some construction sites, material is gathered encroaching over roads to obstruct traffic users. Material transport damages some segments of roads, channel; and (vii) water from excavations is pumped and left for sedimentation in ditches outside excavations before discharging into environment, resulting in negligible impacts on rice fields.

40. The following are the recommendations to the contractors: (i) although there were no recorded any accident to local people on the sites, the contractors shall pay attention to having warning signs and fencing be placed in order to ensure occupational safety during construction; (ii) site restoration shall be performed for the next works; (iii) the sites shall be cleaned right after the construction phase is completed; (iv) impacts on traffic and irrigation shall be immediately resolved; (v) continue monitor the operation of equipment and construction machines follow the local standards and regulations; strictly follow the regulations on hygiene and environmental protection and work safety.

41. Since the construction of the subproject is in progress, the environmental monitoring should be conducted in the next quarterLIC with supported by NPPMB will work closely with VICA to ensure the environmental compliance of the subproject areas.

2.4 Extension 500kV Thuong Tin Substation, and Extension 220kV Van Tri

Substation

42. In Table 1, there is no any action required for subproject of Extension 500kV Thuong Tin. The substation was energized in January 2011 and has been in operation since February 2011.

43. For Extension 220kV Van Tri Substation, which is one of three core subproject, it was determined during PPTA that no land acquisition will be involved and no IEE will be prepared. It is due to the fact that the subproject is only involved in supply of Power Transformer, Primary equipment and Secondary equipment. However the transmission line from Van Tri to Soc Son is still incomplete since there is ongoing consultation with Hanoi Peoples Committee (PC) for land acquisition.

44. The LIC visited the site on March 2012 and found that the substation is substantially completed. It was informed that Hanoi PC based on the recently approved Master Plan has agreed to the required land acquisitions. Towers (101 Nos) are being constructed and the target for completion of the transmission line is September 2012. It was observed that the substation is ready for operation. The safety system (sign, fire alarm, fire extinguisher) were also found in the substation. It was suggested that no more action should be done to the subproject.

2.5 500kV Hiep Hoa Substation

45. CPPMB is implementing Hiep Hoa 500 kV substation project. The substation is to be powered by

Son La hydropower station through 300 km long 500 kV transmission line. Prime Minister’s

approval for construction and investment plan of 500 kV Son La-Soc Son transmission line was

obtained in 2005. The original location of substation was proposed at Soc Son. In April 2006, it

was decided to move the location of the 500 kV substation from Soc Son to Hiep Hoa situated

about 10 km north because the local authorities did not approved the proposed site and the

original location is a flood prone area. Two of the three 500 kV power transformers of Hiep Hoa

substation were commissioned on 17 December 2011 and third unit was commissioned on 27

March 2012.

46. Hiep Hoa 500kV substation was built to meet the increasing demand for electricity in the

Northern power system, especially Hanoi area. It receives power from the hydro- power plants in

the Northwest area and thermal power plants in the Northeast area, especially Son La hydro-

power plant and Quang Ninh and Mong Duong thermal-power plants. Furthermore, Hiep Hoa

Substation creates circuit connections between the regions in the electrical system, enhancing the

safe operation and the stability for the national electricity system, reducing power loss in the

transmission network. Therefore, the construction of Hiep Hoa 500kV substation is needed for

the improvement of the national electricity system. This subproject is new construction.

47. On June 2012, VICA has carried out the 9th monitoring mission to some sites of the subproject. It

is reported that the there are no significant environmental issues. The following were the

observations on the monitoring mission: (i) the road that connects the substation to Dai Mao

hamlet, Dai Thanh commune has been completed making the transportation in the area more

comfortable; (ii) the irrigation system surrounding the substation has been rehabilitated with the

reinforcement of the culvert structure; (iii) the safety measures for the substation are in place with

warning signs, fire extinguisher, and fire fighting water system; (iv) there are no accident that has

been recorded in the operation stage; (v) the EMF is below the permissible value for safe

condition (see annex 2); and (vi) the local authorities wonder as the lighting system would attract

insects resulting in agriculture productive lost.

48. LIC also has visited the site on March 2012 and found that the subproject is mostly completed and

ready for operation. It was observed that the safety system is in place and the workers are aware

of the impacts of EMF and prepared the working shift plan to respond to the issue.

49. The level of EMF will be continuously monitored by VICA and LIC to ensure that it is within the

permissible safe standard.

2.6 Extension 500kV Nho Quan substation

50. The subproject is one of the three subprojects which replaced the two originally proposed

subprojects. These subprojects are (i) extension of Nho Quan 500 kV substation, (ii) 220 kV

Tuyen Quang new substation and (iii) 220 kV Bim Son new substation.

51. 500 kV Nho Quan substation is part of a system of transition line Son La-Nho Quan-Hoa Binh.

This substation is located in mountainous provinces. Almost 80% of the columns are going to

pass high mountain peaks, which have complex geology and are far from roads. This project has

invested in improving national installed capacity of 500 kV transformer. Nho Quan 500kV

substation supplied power to the load North to meet the increasing demand on electricity use

of four provinces Thanh Hoa, Ninh Binh, Ha Nam, Nam Dinh and simultaneously enhance the

stability of power transmission systems. The construction of substation is completed and

operational.

52. The extension of the subproject is just involved in the purchasing of auto transformer, primary and

secondary equipment. As such, no civil works will be required and no environmental impacts are

expected.

53. In Table 1, LIC suggest that no more environmental monitoring would be required.

2.7 220kV Bim Son substation and 220kV Tuyen Quang substation

54. Subproject of Tuyen Quang 220kV substation is proposed in order to increase the load capacity

transmission for Tuyen Quang Province, Northern Vietnam; enhance reliability and safety of power

supply and power quality for Tuyen Quang’s and Northern Vietnam region’s power network. The

proposed Tuyen Quang 220kV substation is located on low hill area, in Kim Phu Commune, Yen

Son District, Tuyen Quang Province.

55. The proposed Bim Son 220kV substation is located in Bac Son ward, Bim Son town, Thanh Hoa

province. Main project features are the 220kV side, the 110 kV side and the 35kV and 22kV side.

The main objective of the subproject are to meet the electricity supply demand for Bim Son town

and industry zones, strengthen and enhance networks that provide the long-term stability

and reliability for the two provinces of Thanh Hoa and Ninh Binh; to increase stability, operational

safety for power network and reduce the loss of electric energy, the loss of power in the grid and

contribute to increase the efficiency of electricity production and trading of EVN. Therefore, 220kV

Bim Son substation will play an important role in providing a reliable electrical power supply in the

area.

56. The two subprojects are in the bidding stage and bidding documents have been issued for 3

Packages. Package 3 consists of Civil Works estimated at $3.343 million and $3.623 million for

Tuyen Quang and Bim Son substations respectively. Bid closing was on 9 December 2011 and

the bid evaluation report was received by the Mission on 27 March 2012.

57. LIC will work closely with NPPMP to make sure that EMP was incorporated during bidding and

included in the bidding contracts.

2.8 220kV Kim Dong Substation and 220kV Thuong Tin – Kim Dong transmission line

58. The three subprojects to utilize the loan savings are Hai Duong 220 kV new substation, King Dong

220 kV new substation, Thuong Tin - Kim Dong 220 kV transmission line.

59. VICA is responsible for the preparation of the IEE and CEP to ensure that the subprojects comply

with ADB SPS 2009 and Government, respectively. As requested, VICA has responded to the

comments provided by the ADB Safeguard Specialist.

60. LIC has also reviewed and provided comment to the IEEs of Kim Dong 220kV S/s and 220kV

Thuong Tin-Kim Dong T/L. In particular, several meetings between LIC, VICA and ADB

Environmental Safeguards Specialist were held in order to improve the reports. At present, the

IEEs have been mostly approved by ADB and Vietnam government.

61. LIC suggest that the two subprojects would be closely monitored during the construction. LIC will

also provide technical support to NPPPM to ensure that the EMP of the subprojects will be

incorporated in the bidding documents.

2.9 220kV Hai Duong 2 Substation

62. According to the regional grid development, substation 220kV Hai Duong 2 is connected to the

National electricity system on double-circuit line 220kV Pha Lai- Dong Hoa and directly

connected with Mao Khe thermal power plant.

63. Substation 220kV Hai Duong 2 will enable 110kV power to be supplied to the Northeast region of

Hai Duong and some neighboring loads of Hai Phong. Location of substation 220kV Hai Duong 2

must be consistent with overall planning of Hai Duong and Kinh Mon district, located at load

center, focused on major loads, such as: industrial parks, steel- factories and cement-factories.

EVN authority has the right to approve the project. Technical design is finished and approved by

ADB.

64. LIC was requested by NPPMB to prepare the IEE for 220KV Hai Duong 2 S/S. Several meetings

with NPPMP and ADB Safeguard Specialist were held to assist the LIC to understand the project

and properly prepare the IEE according to ADB SPS 2009. LIC was also requested to organize

the public consultation in project area of Hai Duong 2 S/s. Public consultation meeting was held in

21 April 2012 in An Phu commune, Kinh Mon district, Hai Duong province (See Annex 4). The

revised IEE has also been approved by ADB in the latter part of June 2012.

65. Like Kim Dong 220kV S/s and 220kV Thuong Tin-Kim Dong T/L, Hai Duong 2 S/S will be closely

monitored during construction. LIC will also provide technical support to NPPPM to ensure that the

agreed EMP will be incorporated in the bidding document.

3. CONCLUSIONS AND RECOMMENDATIONS

3.1 Conclusions

66. In general, the contractors implement the mitigation measures during the construction phase,

including safety net system and site restoration upon completion of construction.

67. 500kV Son La – Hiep Hoa transmission line subproject is operating properly and up to the time of

the monitoring trip, there were no accident or problem recorded. Site restoration for borrowed

lands was completed; affected road were repaired; the electric field intensity both inside and

outside of ROW are lower than the permissible level; the ROW distance has been maintained.

However, there are still some concerns on land compensation and incomplete infrastructure for

resettlement area.

68. 500kV Hiep Hoa substation subproject is also operating properly. Up to the time of the monitoring

trip, there were no accidents recorded. The management and operation unit also gave importance

to the environmental protection, fire prevention, and cleanliness and sanitation in the area. Site

restoration for borrowed road and canal near the substation has been done completely. The

electromagnetic field (EMF) is below the permissible level.

69. 220kV Thanh Hoa – Vinh transmission line subproject has completed construction of nearly all

the tower foundation and the contractor is now waiting for the construction materials in order to

start tower installation and wire drawing. The impact on the environment from subproject activities

is not significant and site restoration for borrowed land was done properly.

70. IEEs of 220 kv Thuong Tin- Kim Dong subproject, Kim Dong S/S, Hai Duong 2 S/S are being

finalized under the guidance of ADB.

3.2 Recommendations

71. For the above-mentioned environmental issues, the local environment consultant makes some

recommendations to help the stakeholders improve the implementation of the environmental

management plan as follows:

72. 500kV Son La – Hiep Hoa transmission line subproject: continue maintenance activities on the

ROW, monitor work safety along the transmission line regularly; periodically measure the intensity

of electrical field; ensure safety for maintenance workers during their work on the line.

73. 500kV Hiep Hoa substation subproject: Continue monitoring the environmental condition in the

substation and ensure work safety for all workers; conduct medical examination periodically for

operation workers; equip and maintain fire fighting gear regularly, and to periodically monitor the

electromagnetic field (EMF).

74. 220kV Thanh Hoa – Vinh transmission line subproject: The site restoration shall be performed for

the next works; the sites shall be cleaned right after the construction phase is completed; impacts

on traffic and irrigation should be immediately addressed; continue monitoring the operation of

equipments and construction machines follow the national regulations; strictly follow the

regulations on cleanliness and sanitation, environmental protection and work safety.
