(A) MAJOR PROJECTS FOR PARTNERSHIP ARRANGEMENTS
Project Name: 200MW Coal power plant, a substation plus a 100km transmission line to connect the 220KV national grid to be build in Mbeya region located at Kiwira -Tukuyu area.
Implementing Authority: The project could be implemented under PPP arrangement. The Government is looking for an investor.
Location: The Coal plant will be located in Mbeya region, Kiwira –Tukuyu.
Short Description: Generation of Power from coal is the priority of the Government. The Coal plant will be constructed in Mbeya region located at Kiwira -Tukuyu area involving a construction of a substation and a transmission line of about 100km connecting to the 220kV national grid. The project could be implemented under PPP arrangement between the Government of Tanzania and private investor. The power generated will be supplied to the Tanzanian national grid under a long term Power Purchase Agreement (“PPA”) with TANESCO.
Project Benefits: Sustainable development and reliable energy provisions for economic growth and poverty alleviation(MKUKUTA 2)
Expand production, distribution, and access to secured energy
Increasing the availability of electricity
That access to electricity brings in terms of social and economic benefits but also facilitates the conditions for private sector development of commercial activity in the country
The project will improve the quality of life for the affected population
At the regional level, the project supports several economic and social development such as employment, infrastructure services in the villages, districts near Tukuyu and Mbeya region
Projects Cost estimates: The project cost estimated at US$ 484 million.
Project Status: The Government is looking for PPP stakeholders. However, M/s Harbin Electric International Company Limited of China have shown interest. Project concept is in place.

Financing Status: The project will be financed under PPP arrangements between the government of Tanzania and the private investor. Up to now there is no financing arrangement in place
Contribution to income generation and/or Poverty eradication
During implementation, employment of local people will generate income. Also the project will promote small to large scale business that require power to mushroom at the surrounding areas during and post construction stages.
Description of the regional character of the project and benefiting countries
A country benefiting from the proposed project is Tanzania and more regions, districts and villages around. Further after completion of Zambia-Tanzania-Kenya interconnector, power could be traded to the Southern and Eastern Regions and benefits countries in South of Africa and other East African countries.
Project Name: 45MW Malagarasi Hydro power project, a substation plus a 132/66KV transmission to evacuate power to Uvinza, Kigoma and Kasulu
Implementing Authority: The Government is looking for PPP stakeholders.
Location: The project is located at Igamba falls in Kigoma region. A substation plus a 132/66KV transmission line to evacuate power to Uvinza, Kigoma and Kasulu.
Short Description: The proposed project is located in western Tanzania about 100 km south of the town of Kigoma. The proposed hydropower project is some 27 km south of the main Uvinza-Kigoma road and railway, is reached by a rough road.
There are three cascades totaling a head of 30m to generate 45MW.The main components of the project will include a dam, an intake pond below Igamba Falls, a headrace canal a Run-of-River power plant and an access road of about 27 km from the main Kigoma – Uvinza road.
Other structures will include water retaining walls, canals, transfer power houses, spillway, an additional switch yard, accommodation for staff and feeder roads connecting the plant and facilities.
A design of 33/66 kV transmission system, designed to evacuate power to Uvinza, Kigoma and Kasulu. The project if successful, will be implemented under PPP arrangement between the Government of Tanzania and private company. The private company will supply power into the Tanzanian national grid under a long term Power Purchase Agreement (“PPA”) with TANESCO.

Projects Cost estimates: The project cost has been estimated to 150.2 mill USD for generation and 32.5 mill USD for transmission line. The costs were at mid 2011 cost level without VAT.

Financing Status: The project could be financed under PPP arrangements between the government of Tanzania and the private investor. Up to now there is no financing arrangement.

Project Name: 160MW Solar PV Power Plant, a substation and a transmission line to connect the 220KV national grid to be built in Dodoma/Shinyanga region.
Implementing Authority: The project could be implemented under PPP arrangement. The Government is looking for an investor.
Location: The plant will be located in Dodoma/Shinyanga regions
Short Description: The Solar PV Power Plant will be constructed in Dodoma/Shinyanga regions, specific location to be identified. Reconnaissance study shows there is intensity of sun shine in the central regions of Tanzania. Upon agreement with the private investor, full feasibility study, design and implementation schedules will be planed. Power evacuation infrastructure will be required and will involve a construction of a substation and transmission line to connect to the 220kV national grid. The project will be implemented under PPP arrangement between the Government of Tanzania and private investor. The power generated will be evacuated to the Tanzanian national grid under a long term Power Purchase Agreement (“PPA”) with TANESCO.

Project Status: The Government is looking for PPP stakeholders. Several investors have shown interest for developing solar projects under PPP arrangements. Currently, the bidding documents are being finalized and tender process to be initiated thereafter.
Financing Status: The project could be financed under PPP arrangements between the government of Tanzania and the private investor. Up to now the status is unknown.

Project Name: 53MW Kakono Hydro power project, a substation plus a transmission line to connect the 220KV national grid to be developed in Kagera.
Implementing Authority: The project could be implemented under PPP arrangement. The Government is looking for PPP stakeholders.
Location: The Kakono hydropower project is located in Kagera and Misenyi along Kagera river. The river bordering Tanzania and Uganda.
Short Description: On 24th august 1977, the three Heads of States of Burundi, Rwanda, Tanzania and Uganda joined in 1981, conscious of the need to establish and develop a regional institution to advance their joint efforts effectively towards the realization of the integrated development of the basin, created the organization for the management and development of the Kagera basin.
Studies related to the comprehensive development of the Kagera river carried out since 1971, with assistance of UNDP and the plan completed in 1976
The Kakono hydropower situated in Kagera river has its source in the western highlands of Burundi and Rwanda and traverses about 800km to its outlet on the western shores of lake Victoria and commonly regarded as the source of the white Nile. The Kagera river basin which occupies 59,800km2 lies between 0° 45' and 3° 55' South latitude and 29° 15' and 31° 51' east longitude distributed among Burundi, Rwanda, Tanzania and Uganda.

The development of cheap renewable energy is in itself a critical factor for development since energy is a basic pre requisite of development

Countries that will benefit from the proposed project are Tanzania, Uganda, Burundi and Rwanda.
Project Name: 300MW Coal fired power generation project, a substation plus a transmission line to connect the 220KV national grid to be developed in Chunya Mbeya.
Implementing Authority: The project could be implemented as PPP arrangements.
Location: The Coal fired power project, a substation plus a transmission line to connect the 220KV national grid to be developed in Chunya Mbeya.
Short Description: Mbeya region is a coal deposit field that and is the best area to construct coal fired power plant. Other reason is to easy the logistics of coal materials mined within the area to the plant. Implementation of the plant will involve construction of the Coal fired power plant, a substation plus a transmission line to connect the 220KV national grid.
The project if successful will be implemented under PPP arrangement between the Government of Tanzania and private investor. The power generated will be evacuated to the Tanzanian national grid under a long term Power Purchase Agreement (“PPA”) with TANESCO.

Project Name: 150MW Gas fired power plant, a substation plus a transmission line to connect the national grid to be developed in Tanga.
Implementing Authority: The project could be implemented under PPP arrangements.
Location: The gas fired power project, will be developed in Tanga, after extension of gas pipeline from Dar es salaam to Tanga
Short Description: There is a plan to extend the gas pipeline from Dare es salaam to Tanga. The gas fired power project to be constructed in Tanga will involve construction of a substation plus a transmission line to national grid.
The project if successful will be implemented under PPP arrangement between the Government of Tanzania and private company. The private company will supply power into the Tanzanian national grid under a long term Power Purchase Agreement (“PPA”) with TANESCO.
