The AC which was available also taken for repair but not provided more than 10 months passed. Proper ventilation or AC to be provided since more than 5 TNC/staff are working at a time.Remarks: Works in progress.b) Posting of Clerks at SS office at CLR.Remarks: Already on OS is available at SS office CLR.b) One TNC post is required in SKVL: Previously one TNC was working at SKVL the same employee was transfer to VSG. Now, approximately 30 to 35 fertilizers rakes are moving from SKVL station. Presently there is no TNC, station Master is looking after the TNC work. Now they are complaining to this union it is not possible to look after two works that is train movements and fertilizers rakes. This union requests the administration kindly post one TNC at SKVL.Remarks: 21 posts of TNCs were surrendered during SM posts restructuring. However, posting of One TNC at SKVL will be examined.Posting of Traffic inspector at MPT: When the loading operations started a decade ago, MPT used to load about three to four rakes per day. At that juncture, to liason, coordinate and monitor the operations between the Port and the railways, a Traffic Inspector was posted at MPT. The loading/unloading operations have since doubled to ( 8 min and 11 max) but the vacant post has not been filled up till date and thereby this work load was shifted on to the Station Manager and Traffic Inspector of the section. This has affected the maintenance of the station and the section. Hence it is requested that a ‘Traffic Inspector/MPT be filled up.Remarks: As on date, there are 64 vacancies in SMs cadre.

TI/VSG is nominated for 7 stations only. His services are being utilized at VSG also. Further AO/VSG is available for monitoring the loading/unloading operations at VSG/MPT. However, on filling up of 64 vacancies in SMs cadre. Personnel Branch, posting will be done for TI/MPT post.Ballari is known to be very hot place, especially during summer it is unbearable, staff are put into untold suffering with severe dehydration. Hence, this union demands to provide desert air coolers to all offices immediately.Remarks: Matter pertains to Sr.DEE/UBL. Sr.DEE has been requested to provide vide this office letter No.H/T.154/ Divn./ PNM/ 15 dated 11.11.2015.At BYC station existing building is old, a new building to be constructed with elevated view to enable SM on duty to exchange all right signals for train movements, as it has been done at PKL & KGW. Especially when rakes are stabled on road one, SMs are finding very difficult to exchange the all right signals. Hence, this union demands to address the problem at the earliest.Remarks: Matter pertains to Engineering Department. Sr.DEN/Co-Ord has been requested to provide vide this office letter No.H/T.154/Divn./PNM/15 dated 11.11.2015.b) At BYC station on duty pointsmen are facing untold hardships while exchanging all right signals on off side in between Road 2 & 3, especially in rainy season and summer. Hence, this union urges to provide temporary shelter near Road-4.Remarks: Matter pertains to Engineering Department. Sr.DEN/Co-Ord has been requested to provide.Provision of gateman at LC No. 82A at Hospet Yard:- At present one gate man is forced to operate 2 gates i.e, LC No: 82 & 82A, LC No: 82 is located in grid No.1 where maximum number of trains passes through this gate it is interlocked with home and starter signals connected to ‘B’ Cabin and further this gate man has to operate LC No. 82A for reception and dispatch of trains on grid No.2 and close and open the gates for each and every shunting movements which is round the clock. Since shunting neck is provided at grid No.2 the gateman are forced and over stressed for working 2 gates. Sometimes facing the irr of commuters, further whenever he is attending the grid 2 shunting operations trains to receive and dispatch at grid no.1 is getting delayed. Hence there is need for operating separate staff for LC No.82A.Remarks: Out of 52 sanctioned strength, 48 Pointsman are available. This sanction includes gate duties. Due to sick, leave, RC causalities, SMR/HPT is unable to provide Pointsman to gate. When there are no causalities, Pointsman will be deputed for gates. However, 2 CG candidates will be posted at HPT.b) Provision of Spare Printer:- There are occasions that printer in use at Hospet is getting failed frequently and thereby causing detention to train service for delaying in issue of caution orders to the trains. Hence the spare printer may be provided.Remarks: SMR/HPT will be advised to collect Printer from this office.c) Supply of sufficient ribbons to printer: There is a need of one ribbon box for every two days, but at present only one ribbon box is being supplied for one month. Hence suitable action may be taken to provide sufficient stock of ribbon as per requirement.Remarks: Sufficient number of printer ribbons will be supplied.a)Provide IInd Class waiting hall at Bijapur station: as Bijapur is a ‘B’ city there is no IInd Class waiting hall for Gents and ladies. Provision of Accommodation for CLIs/HPT : There are 4 CLIs posted at Hospet and required to work round the clock and as and when required by the administration they conducting enquiry and other day to day work in connection with the monitoring of the Loco’s. At present they are place to work without any accommodation with necessary furniture and computers. Hence this union urges for accommodation with necessary furniture and computers.Remarks: A room will be earmarked for Loco Inspectors to discharge their duties at their H.Q. Lap Tops are being procured and provided for their usage.Our staffs are always ready to go online to attend the troubles of the Loco or accompanying the Loco in the enroute. But a sufficient time and a proper procedure is to be adapted to programme the “Online” for example, the staff who have finished half/ more than half of the shift time, should not be forced to go online on urgently receipt of a message and at the same time it is to be processed to arrange to send the next shift staff to go for online to attend the loco which is in enroute and facing same trouble. The advance money is provided to staff who is going online if he requires unless he should not be compelled to go online. Berth is readily arranged to the staff who is going online for longer distances like 100 km or more than 100 km of distance utilization of Running room facilities should be applicable to our shed staff who are on online account or otherwise the administration had no right to pressurize the staff to go online without following the proper plan and system and without providing the online staff basic amenities. Hence this union urges to focus particularly over “Online processing system” to ensure the provision of the basic amenities for the online staff and facilitate safe attending of enroute Locos.

Since the work load increase, staff remained as it is.Remarks: HPT-TGT section doubling, a proposal for creation of 46 additional staff to maintain the increase in signaling assets has been made and sent to HQrs. CPO Office on 15.07.2015 vide Sr.DPO/UBL letter No.H/P.135/V/S&T/Crea-Surr/HPT-RVNL Doubling.Material room for S&T departmental: There is no room in section station to keep the S& T material since it is not allowed to keep material in battery/Relay room. Kindly make arrangements in every station to keep the material.Remarks: In the proposed doubling work, the S&T accommodation as per the approved plan is being constructed which is having the facility of one room for ESM Maintainers cum Data logger Diagnostic room where ESMs can keep the very urgent needy materials of day-to-day maintenance.a) Provision of room at S&T office, DWR: It is demanded to construct an additional room for office at S&T office, DWR for convenient working.Remarks: A work proposal for extension of SSE/Sig/DWR office is under preparation. Kindly arrange to supply of 3 Cup boards and 8 long back revolving chairs.Remarks: Procurement and supply of cupboards and revolving chairs will be processed.c) RG arrangements to CCs at Booking office CLR.Remarks: Necessary instructions have already been issued to CCI/W/UBL vide this office letter dated H/C.415/Staff/RG-CLR/2015 dated 30.10.2015 to send RGCC regularly from LD station to CLR station.a) Provide IInd Class waiting hall at Bijapur station: as Bijapur is a ‘B’ city there is no IInd Class waiting hall for Gents and ladies. This union requests to provide Waiting Hall At Bijapur station.Remarks: The proposal for improvement to station building, other passenger amenities at SVM, KUD, UGR, BGM, BJP, MLP & DAJ including FOB’s at KUD & UGR at newly declared Adrash stations has been proposed for PWP 2016-17 under plan PH-5300, in which provision of 2nd class waiting rooms separate for ladies and gents (Upper class) and 2nd class waiting rooms separate for ladies & gents (for general) have been included.Detention to trains on account of over carry parcels/ package from enroute/ stations: Due to over carry parcels of other stations are the parcels are coming to Hubli station as a terminating point and transshipment point. Staff are not in a position to complete the day today work is carried along with parcel office, Hubli, for which staff are harassed and charge sheeted/ threatened for punishment and same should be avoid please.Remarks: CPSR/UBL have been instructed to furnish the details of over carried parcels received during Oct.2015 to process further in the matter vide letter No.H/C.441/PLS/Misc./15 dated 30.10.2015.a)Earmarking berth for TTE by train No: 17305/02779 (A2 Coach): COR’s are facing lot of hardship to work by the above mentioned train no 17305/02779 Ex UBL/NZM as there is no earmarked TTE berth in A2 Coach. Hence this union requests the administration to provide one berth to the COR.Remarks: A reference has been made to CCM/SWR/UBL vide this office letter No.H/C.518/PRS/Misc./15 dated 10.07.2015 to earmark one berth for on duty TTE in A2 coach of T.No.17305/12779 Ex.UBL/NZM Express.c) Train no 17319/ 17320 UBL-SC and back which is regularized the TTE’s are facing problem to work by the train up to Hutigi. Since it is arriving at 04:15 hrs towards SC. To avail rest there is no rest room or any other facilities and TTE are stay at platform nearly 3 hrs holding money value book and cash. Hence this union urges the administration to allow us to work upto BJP and back.Remarks: This is being examined duly drawing links with working hours.

Now the staffs are demanding to open a small room for union activities. b) Re-deployment of Surplus Typist Category: This union welcomes the decision taken by the administration with regards to merger of surplus Typist category with Ministerial Category ( Clerical category) in the division vide Office order No:24/Genl. Admin/2014 issued under letter No.H/P.531/ IV/Genl. Admin ( Typist) dated 18-11-2014.As seen from the notification issued by Administration that whenever surplus staff are meant for re-deployment to other department, it shall be done equally amongst all the departments, especially Personnel, Mechanical, Commer -cial, Engineering, Operating, whereas in this notification, out of 13 No’s of surplus Typist category, 07 Surplus Typists ( Major portion) have been allotted to Engineering department. Due to this, the senior most staff of Engineering dept, who is waiting for the promotion, is getting affected badly. Depriving the promotion avenues of senior employees, who are working for a long time in the department, have badly affected due to the above order, which is not correct and not arbitrary. When such an order is to be issued, it shall be issued, duly deploying to all departments equally, so that the impact will be bare minimum. In this connection, Secretary Administrative branch has also written a letter dated 12.01.2015 and this aspect has already been brought to the notice of Sr. DPO personally by Divl. President, but no action has been taken till date. As such, the union urges the administration to re-deploy the surplus Typist category equally amongst all the departments, as to not to affect the promotional avenues of the senior most staff working in the concerned departments.

c) Drainage to be provided near Union Office at VSG: One drainage near union office it is not connected outside drainage. In rainy season rain water is stagnated in front of 33 block railway quarters near health unit, Union office, SC/ST office, OBC Office. Water is entering in the railway quarters 33 blocks nearly two feet water stagnated inside the quarters and office. This union requests the administration to construct one big drainage in this location.Provision of proper facilities at Railway Institute A.S.Gudi Colony at Hospet: The Railway Institute for functioning well with some limited facilities and fetching revenue to railways by way of renting it to marriage and other non-communal purposes, but of late the Institute completely damaged for want of maintenance and provision of facilities. At present following facilities are required to repair the earlier splendor:

i) Floors to be provided with tiles, Wall to be distempered neatly, proper electricity facility to be provided at dining hall as well as main hall with frames, fans and tube lights, Marriage hall to be provided with false ceiling. The worn-out AC sheets should be replaced with new sheets (Fiber), Doors and windows to be replaced, Water taps to be replaced.

b) 20% of HRA to be increased as it is eligible for the Bijapur City since it is upgraded for Corporation, supporting documents given.

e) Provide Ambulance to CLR.Remarks: Provide Ambulance to CLR.b) At BAY Rly Hospital there is no supply of mask, whenever break out of Virus disease like Swine Flu etc which are contagious and dangerous. Staff who are directly dealing with public need to be prevented by providing with sophisticated and medicated masks. This union request to provide the same.Remarks: Already available.

Arrangements of R.O. plant: There is no proper drinking water facility in the TL work spot. Safe drinking water is very much essential for working TLD staff in work spot. Hence, one R.O. plant may be provided.Remarks: Presently no place is available for installation of RO with electrical department.Ballari is known to be very hot place, especially during summer it is unbearable, and staffs are put into untold suffering with severe dehydration. Hence, this union demands to provide desert air coolers to all offices immediately.Remarks: Indent has already prepared and will be sent to account for vetting.At Ballari Booking office whenever there is a power cut to switch on the generator it needs minimum five minutes entire office will be plunged into darkness specially at peak hours it is very difficult to manage. Hence this union demands to provide emergency light to avoid sufferings of the staff.Remarks: Emergency light has been provided in Bellary booking office. Replacement of fused light bulbs in ROH shed/HPT: Presently only 8 to 10 bulbs are working in ROH shed out of 30 bulbs (approximately). Staff regularly working up to 21.00 hrs as there is no proper illumination. Staffs are facing problems yet times. This may lead to accidents. SSE/C&W/ROH/HPT has repeatedly communicated to SSE/E/HPT regarding this problem. But so far no action has been taken. Hence this union urges to replace all the fused bulbs with good ones immediately.Remarks: All defective bulbs are replaced and at present working satisfactorily.

Staff are finding very difficult to attend nature call. This union urges to attend the repairs immediately.Remarks: Blockage of staff toilet was cleared on 07.11.2015. A permanent repair work will be taken up.The gate lodge of LC Gate-8 at BNHT station, which was newly built, is not to the standard, a window doesn’t have shutters and it is built in such a way where in a ceiling fan cannot be provided. this area is prone to have wild (animals) poisonous and harmful creatures. This union demands to provide a standard gate lodge with fencing which covers winch and also a Winch shelter and steps to be provided before any untoward incident take place.Remarks: Window shutter work will be attended by 07.12.2015. Winch shelter will be provided by 07.12.2015.At BYC station existing building is old, a new building to be constructed with elevated view to enable SM on duty to exchange all right signals for train movements, as it has been done at PKL & KGW. Especially when rakes are stabled on road one, SMs are finding very difficult to exchange the all right signals. a) At BYC station staff are suffering due to non availability of drinking water since the supply of Municipal water is once in fifteen days and the sump provided in the ground level, no proper closing arrangements are made, filled with all dirt’s and cattle’s often come and drink water, due to this it is polluted and not fit to use and also an old over head tank is provided which is not in use. This union request to make proper arrangements to close the sump and pump the water to the overhead tank.Remarks: At BYC station, source of water is from Bellary Municipal corporation pipeline which is passing very nearby station building and is supplying free of cost. The water is stored in GLR and sometimes if pressure is available on old water tank also filled. But this water is supplied once in a week and due to less pressure the HL tank is not filling now a days. The old GLR and HL tank was cleaned before 14.11.2015 and one electrical pump is required to fill it in HL tank. A fencing will be provided around GLR to avoid cattle coming near to it.b) At BYC station on duty pointsmen are facing untold hardships while exchanging all right signals on off side in between Road 2 & 3, especially in rainy season and summer. Hence, this union urges to provide temporary shelter near Road-4.Remarks: Presently there is no shelter available in exchange point in many yeards. Some times to avoid loco failure and improve operation, staff are deputed on line to attend the loco problem.While attending “TM” schedules of Loco the staff of Elect/LS/Sec have to search for same old and empty tine which are not safety, not to sufficient extent of the height. This is not safety practice in the shed and the problem is not only being faced by Elect/LS/Sec staff but also the staff of Battery/UT Section/Air Brake section/TM Section & CP/HR/Sec. Hence this union urges to take necessary steps to procure suitable ladder stools as early as possible.Remarks: Required stool will be procured and given to section.

Improvement of Rly Samudhaya Bhavan at DWR: Railway Samudhaya Bhavan needs lot of improvement since ever it is built in 2006 only one meeting was conducted in same year after that no meeting has been conducted. Inspite of many required to Secretary and other office meeting took place. So this branch requests to arrange a meeting immediately to discuss the improvements. And it is also demanded to provide a shuttle cock court in Samudhai Bhavan premises like BGM.

Remarks: Sr.DEN/C: At Dharwad Community hall has been constructed with all modern facilities. If any other facilities are required by the committee, the same will be provided after discussion in the meeting.

Remarks: Sr.DPO: Work for improvement at DWR Samudaya Bhavan has already been started. Further requirement may be given.

Subject No 7/33 Sr.DOM, DEN/HQ

leakage of fall ceiling in Control Office: During Rainy season fall roofs ceiling of Control office is leaking very badly and this water dropping is continuous for more than two three days after rain stopped. Staff have to search for place and work where water is not dropping. This union urges to immediately attend the repairs.

Remarks: Sr.DOM: Work is in progress to arrest the leakage.

Remarks: DEN/HQ: Leaky roof of control office is treated with water proofing material and leakage is arrested. The damage false ceiling will be replaced later on as there is no agency is available at present.

Subject No 8/33 Sr.DOM, DEN/HQ

Whenever heavy rains comes, water is getting stagnated in the corridors and inside office building i.e. Coaching section, Caution order section, Rules and Safety section. After fixing the cement fevers in open space available in between the building this problem started. This union requests the administration to make proper drainage and roof leaking problem in caution order section to be attended.

Remarks: Sr.DOM: Work is in progress.

Remarks: DEN/HQ: The floor of corridor in front of coaching section and caution order section etc. is raised. The blocked drainage is cleared and now water stagnation is not seen. The water leakage in the junction of wall will be attended by epoxy grouting. The work of the same is in progress.

Permission to claim TA more than 15 days for P.Way Supervisors and other staff.

Remarks: More than 15 days TA is permitted only for the staff working for USFD, due to nature of their job. They have given limit for maximum 21 days, as per approval. For other staff maximum 15 days is paid. In case TA claims exceeds 15 days, it is being paid with the approval of ADRM. However, such cases are very less.

Subject No 10/33 DEE

Provision of Fork lifts for AC and TL depots:For transportation of materials from depots to work spot, one Fork lift is essential for loading and unloading of heavy items i.e. Alternators, Battery chargers and Condenser Motor units for both the TL and AC depots.

Remarks: Extension of pit line for coach electrical repair has been proposed year 2016-17. Provision for forklift has also been made in this estimation.

Subject No 11/33 Sr.DEN/W, Sr.DPO

Water Pipe line at SVM: In SVM station nearly 82 quarters are available, almost water pipe lines are damaged particularly drainage side pipe line is in bad condition. Occupants are bitterly complaining to union to replace the new pipe line.

Remarks: SSE/SW/VSG will conduct joint inspect with union representative of SVM colony and give a detailed report regarding water pipeline, being damaged as there was no complaint in this regard earlier, Further work will be taken up based on report submitted.

Remarks: Sr.DPO: Colony inspection group to conduct inspection and submitted the report for further.

Subject No 12/33 Sr.DOM, APO/T

Posting of additional ASM to assist the Dy.SS at VSG: The workload of SMs at VSG has increased multi- fold in the last few years due to the doubling of loading/unloading operation and increase in passenger and express trains. Due to the limited infrastructure, this has also resulted in hectic shunting activity too. As per extant Railway Board Orders, an additional ASM should be posted at such stations.

Remarks: Sr.DOM: To provide additional SMs work study has to be conducted. As on date there are 64 vacancies of SMs cadre. Based on work study report, SMs post have to be created. Personnel Branch requested top conduct Work Study vide this office letter No.H/T.154/Divn./PNM/15 dated 11.11.2015.

Remarks: APO/T: Proposal for creation of 20 Revenue posts and 44 Work Charged posts have already been sent to Accounts.

Subject No 13/33 Sr.DSTE

At BAY reservation office, Network rack is kept which contains Routers, Switch Modems, Multiplexer, Terminal, Dum terminal, Lane extension etc., due to this, often staff are disturbed, since Telecom& CMS staff regularly meddling with systems and also it is health hazardous and unsafe to the staff who are closed to this rack. Hence this union demands to shift it from Reservation office.

Remarks: Data Com equipment are housed in Network rack rack and kept nearer to PRS terminals as per technical requirements. Unauthroised handling can be better monitored by reservation staff as the AMC is also under Commercial Department. Also, it is to mention that this Data Com equipment is not known to emit health hazardous radiations.


At Ballari Booking office whenever there is a power cut to switch on the generator it needs minimum five minutes entire office will be plunged into darkness specially at peak hours it is very difficult to manage. Hence this union demands to provide emergency light to avoid sufferings of the staff.

Remarks: Emergency light has been provided in Bellary booking office. However for full fledged emergency lights, work is already sanctioned, indents under process once material comes dedicated emergency lights system for BAY will booking office will be in place.

Subject No 15/33 Sr.DEN/E

Rest room provided at BNHT for Station Masters is not fully furnished and no toilet and bath room. This union requests to provide toilet and bathroom and well furnished rest room.

Remarks: Regarding furnishing Sr.DOM to look into the matter. Toilet facilities available at ground floor and first floor can be utilized. If some improvement requires it will be attended.


At BNHT station is situated in jungle, staff are facing untold hardship to reach their work place since there is no approach road to BNHT station. This union requests the administration to provide approach road and save the employees by any untoward incident.

Remarks: Feasibility for approach road will be examined, as land adjustment to Railway boundary and uip to main road does not belong to Railway.

At BNHT and RNJP SMs are working without rest for the past two years since Rg vacancy is not filled up & they are put into untold hardship since they are not able to avail weekly rest. This union urges to address the problem immediately.

Remarks: Sr.DOM: Due to 64 vacancies, RG SM could not be posted. SMs are availing weekly rest on managing duties. Section TI also arranges RG SM from other station. Personnel Branch has been requested to fill up 64 vacancies of SMs.

Remarks: APO/T: 15 Pro ASM’s are under training, proposal for creation of post has already been sent to Accounts


At BNHT station over head tank is provided staff are using same water for the drinking purpose also. For the past many years this tank is not cleaned in spite of number of letters written SSE/Works, it is not been attended. Hence this union requests to clean the tank regularly and maintain cleanly to avoid health hazardous problems.

Remarks: BNHT overhead tank cleaned on 06.11.2015.


At TNGL by pass cabin, the staff is facing untold hard ship for handing over caution order and PLCT, since surrounding area is pruned for poisonous snakes. This union requests to provide compound and connectivity to the Bypass line from the SMs office.

Remarks: Pathway provided. Compound wall necessity will be examined.

Subject No 20/33 Sr.DOM, Sr.DME/P

Opening of Crew Booking Lobby at BAY:The Running staff of Hospet i.e, LPs ,ALPs and Guards have given representation to this union for opening of Crew booking Lobby at Bellari for smooth operating of GDR for the following reasons:- 1) Operating of Goods train towards KPTCL for placement and pulling out of empty rakes, ACC siding for placement and pulling out of empty rakes, loads at KDN stations for which the crew changing at BAY.2) Trains coming from JRU going towards JVSL, MBIV for which crew changing at BYC.3) Trains coming from JRU going towards GTL for which crew changing at BAY.4) Trains coming from JVSL going towards JRU for which crew changing at BYC.5) Trains to BYC ( FCI siding) for placement and pulling out of rakes. At present for the above the operations Goods crew are moved to and fro Pilot from HPT, where an average of 8*30=240 No. of crews per month involving 480 of hours for pilot movement and to avoid detention of crew at running room BAY. Hence it is requested to open a crew depot at BAY. And moreover a number of Loco Pilots Goods, Asst. Loco

Pilots, Guards are prepared to work from BAY and have applied for request transfer for the better education of their children and medical facilities at BAY. On opening a crew depot at BAY, BAY based GDR can be utilized for extended crew working trains up to Gooty (BAY-GY) and Raichur ( BAY-RC). Bay based crew can be utilized on BAY-JVSL-RNJP-HPT-BAY sections efficiently.

Remarks: Sr.DOM: Mechanical Branch has been requested to open Crew Lobby at BAY vide this office letter No.H/T.154/Divn./PNM/15 dated 11.11.2015.

Remarks: Sr.DME/P: BAY Station deals with lot of Express and Passenger trains and also heavy freight traffic and there are no sufficient lines for movement of like re marshalling. ETR freight stock to be stabled for any reasons like change of crew and trains for presidence and crossing etc. In view of the above constraint the opening of crew base is not feasible.

Provision of facilities to Rly quarters at HPT:i) Maintenance of Repairs: almost all the Qtrs at HPT needs immediate repairs to doors, windows, etc. further all most all the quarters requires new flooring with tiles.ii) Toilets are choked and over flowing, immediate attention is required to construct new pits and further it is required to reconstruct the toilets with tiles.Path way along the track at Hospet yard for shunting staff:- iii) All most all the lines at Grid No.2 and lines leading to shunting neck are filled with bushes and unwanted scrap railway materials lying in between tracks causing heavy causalities for shunting staff who are moving along the shunting movements for detaching and attaching of vehicles. At present path ways are provided for other departments, like wise path ways may be provided for shunting staff duly removing all the unwanted railway materials and bushes.iv) Provision of extra lighting facilities at HPT yard: The present lighting facility at Hospet yard is not sufficient and further lighting is required towards shunting neck and sorting lines.

Provision of Rest room for Trackmen:In Hospet section there are no rest rooms for Trackmen and facing lot of inconvenience especially in summer and rainy seasons. In these seasons they won’t find proper place to take food and to keep their belongings, it is very pathetic. Hence this union urges to provide rest rooms which are a basic requirements at the top priority for the following stations:KGW,PKL,BYO,GNR,TNGL,DAJ,BNHT,RNJP,MRB,GIN,KBL,BNP,TBDM,VYS,VC, RMGD,YTG,SDMG siding, SMLI. Remarks: Policy matter to be cleared by HQ.

Subject No 23/33 Sr.DOM

Provision of UPS and spare printer at Dy.SS Office, Hospet:-At present one UPS has been provided at Dy.SS office for the use of computer for printing caution orders. The UPS is not working and unable to use the PC during failure of power. Hence there is an emergency need for the provision of UPS for continues power supply to PC as provided for UTS.

Remarks: Sr.DOM: File No.H/T.320/PC/UPS has been sent to ADRM/DRM on 04.11.2015 for sanction of UPS on replacement account. After sanction, indent will be sent to DMM/UBL for procurement.

Subject No 24/33 Sr.DME/C&W, APO/M

b) Posting of Welders under SSE/C&W/HPT:Presently only 5 Welders are available at ROH/HPT. The work target is about 230 wagons turn out per month, but with only 5 Welders it has become very tough work to attend wagons and meet the target. Hence this union request 25 Welders to be posted immediately to meet the work load and enable smooth working for the employees as well as administration.

Remarks: APO/M: As on date the vacancy position of welder is enclosed herewith. It can be seen from the same that out of 16 sanctioned posts of welder, 12 employees are available. Volunteers have been called to fill up 04 posts (UR-01, SC-01 & ST-02) vide this office notification dated 24.09.2015(copy enclosed). Last date for receipt of application from volunteers is 22.10.2015. None volunteered for the post of Welders.There are 07 sanctioned posts of welder at HPT, 05 employees are working against these posts.A proposal for creation of posts in the category of welders in ROH department at HPT received from Sr.DME/(C&W), with proper justification duly offering matching surrender to meet the money value requirement, is sent to Sr.DFM/UBL vide this office letter No.H/P.135/IV/Creation/ Surrender/Vol.I of 04.12.2015(Copy enclosed). Concurrence awaited from Sr.DFM/UBL.Sr.DME/C&W/UBL’s proposal No.H/M.13/P/Welders of 27.11.2015 addressed to Sr.DFM/UBL for outsourcing of welding work at ROH Depot at Hospet is enclosed herewith.

Remarks: Sr.DME/C&W: A proposal for creation of 10 posts of welders has been forwarded to Personnel Branch for onward transmission to Divisional finance for concurrence. Meanwhile, till such time the posts are created and filled up a proposal mooted out for out sourcing the welding work as a stop gap arrangement. The proposal is being vetted by Divisional finance.

Subject No 25/33 Sr.DME/P, Sr.DME/DSL It is very difficult and very dangerous to attend the Loco Fault “Ground Relay” in the enroute without having placement over pit. If it is compelled to attend the GR problem of Loco In the enroute, the staff has to crawl over the Gravel stones underneath of the Loco truck to reach a particular Traction Motor, having no sufficient working space and in the influence of pressure and panic, he has to disconnect the connection of that particulars “TM” in order to make it isolated from the loco whenever Loco pilot permits on a stoppage of formation at a particular station. If the same problem continues, the same above process to be continued for Six TMs till the problem, “GR’ be solved by accompanying the Loco despite day/night with ho sufficient food and sleep. Hence this union urges to arrange a proper placement over a pit wherever it is possible in the en-route to attend the “GR” problem.

Remarks: Sr.DME/Dsl: On line Loco GR problems: However, loco pilots are advised by concerned supervisors for disabling the truck cut-out through loco computer and no staff forced to attend any loco en-route in un-safe condition by the concerned supervisors, who are monitoring the loco problems with concerned staff who is on line. In most of the GR investigation. However, in very rare circumstances, to avoid line blockage, staff are advised to check with all safety precautions.

Remarks: Sr.DME/P: Pertains to Diesel Shed.

Subject No 26/33 Sr.DME/DSL

A Loco which is to be dispatched if it required some component which are not available in stock of the shed then staff of elect/LS/Sec are pressurized to remove the same component from a long standing loco as well as to provided in the urgent loco so as to felicitate the dispatch of that loco. In this case, it is clearly double work to the staff consumes a lot of time for simple work also and staff exhaust for a small job also. So to stop this unnecessary activity which is going on almost in all the sections of the shed, proper/ procurement of materials should be arranged according to the requirement of the shed well in advance.

Remarks: The material utilization from other locomotives are resorted to, only in emergency situation of material non-availability.

Subject No 27/33 Sr.DPO (Policy)

Requesting for merging of ancillary technician and ancillary artisans into one category in S&T Dept, Tinker, Carpenter, Blacksmith, Painter, DSL MECH, MT Trolley driver etc into one which will be of help in promotion.

Remarks: Matter will be looked into and feasible merger proposal will be put up for further approval.

Less man power of group ‘D’ employees: At BJP MG (Meter – Gauge) period there were 53 luggage porters posted with lesser trains and small platforms. Now train services are increased about ½ km about 90 trains ( daily and non-daily trains) will have to attend with only 16 Luggage porters is round the clock in 3 links ie, 8 hrs shift hardly 2 or 3 luggage porters are working per shift.

Remarks: There is no sanction of 16 luggage porters at BJP Station. Following is the position of luggage porters at BJP.

a) Providing tiles to kitchen room, Bath room, and toilet room at Rly Qtrs VSG station & section. At VSG station and section nearly 313 Quarters available. But last four years back some Quarters are provided with tiles at VSG. Some Quarters not provided, this creates discrimination .hence kindly provide tiles for the left over Quarters at VSG and VSG section.

b) Permanent Drinking water supply at VSG. At VSG, nearly 141 Qtrs are situated. There is no proper drinking water supply to Railway Qtrs. And Railway water is not fit for drinking purpose. At driver Hill one HL Tank is provided with capacity of 1 lack litre. For drinking water purpose, can approach MMC VSG.

(a) Works was proposed to provide GLR along with pumping arrangement for station side and drive hill colony. The same is sanctioned in LAW 2015-2016, will be taken-up shortly.(b) The work consists of GLR, pipeline and water tank with one water tap connection in each kitchen as per sanction. Estimate is under preparation and tender will be invited by 10.7.2015. This will solve drinking water problem at VSG. TDC: 06 months after opening of the tender.

Remarks: Calling of tender for taking up of the work is under process.

Subject No 2/32 Sr.DEN/W, Sr.DPO

a) Pakka building to SWRM UNION at VSG. At VSG, existing SWRMU VSG building is very small with AC sheets, now only one union is elected and there is no space to conduct BEC meeting and other emergency meeting, it is required big hall with one chamber, Bathroom, and Toilet. Kindly sanction one pakka building near RPF office opposite to Railway Station.


Requirement will be submitted to Engineering by personnel branch and work will be uploaded on IRPSM for sanction.

Due to electrical cable, location of the building will be shifted. Agency is available and work will be completed by 30.9.2015.

Provision of lighting arrangement in goods yard NVU.The goods trains are offering for checking and issue of BPC at NVU. But there is no proper lighting arrangements were made in NVU yard. Staff are finding very much difficult to carryout train examination during night time it is one of the most important safety subject. Hence it is requested to arrange proper lighting arrangement at NVU depot.


Sr.DOM:DEE/UBL has been advised to provide necessary lighting arrangements for carrying train examination activities at NVU yard vide this office letter No.H/T.154/PNM/SWRMU/32/2015 dated 23.03.15.

Remarks: DEE: For repair of high mast at NVU, tender was opened and TCP under finalization for platform lighting arrangement in NVU. Tender will be opened on 22.12.2015.

Remarks: Sr.DOM: DEE/UBL has offered remarks in the minutes of the meeting that all the lighting arrangements will be provided at NVU.

b) Provision of pit in IOH shed NVU:Sr.DME/C&W

At present BVZI brake vans are undertaking IOH schedule at NVU shed. These brake vans are fitted with ICF trolleys. To carryout IOH schedule for these Brake vans pit line is necessarily required for proper fitment of centre pivot and other safety fittings. Hence it is required to provide pit line at NVU shed to undertake IOH schedule.


Work to be proposed for construction of pit line under revenue by Engineering Department. Till such time pit line is not there, IOH work will not be carried out.

Remarks: Proposal uploaded in IRPSM Portal.

Subject No 4/32 Sr.DME/C&W, Sr.DPO

Shortage of man power at C&W depot/UBL.After installation of mechanized laundry at C&W depot UBL, 48 staff from C&W withdrawn and utilizing in laundry with out sanction of post for this new work. Because of this there is acute shortage of man power in existing work like. Shift duties, at coaching and goods IOH & sick lines & safety checking of rolling stocks. hence necessary arrangements to be made to fill up the existing vacancies and also creation of new posts for mechanized laundry work.


Sr.DMEC/&W:Vacancies are filled up now. Proposal has been initiated for creation of posts for mechanized laundry. The proposal may be expedited by Personnel Branch.

** Sr.DPO:The Proposal has been sent to Sr.DFM/UBL for initial concurrence for creation of 48 posts Vide this office letter No.H/P.135/IV/C&W/Vol.1 dated 10.06.2015.

Remarks: Sr.DME/C&W: As on date, there are no vacancies at UBL and the promotion in the categories of Technician II and III have been ordered. The observations made by Sr.DFM/UBL on the proposed creation of posts for operation of laundry have been complied and concurrence is awaited.

Bed furniture and mattress has been provided.Remarks: Cot, table and chairs are to be provided on 15.05.2016.


TTE/Base at Belgaum This issue also approached in last PNM’s even though assurance was given nothing has been done. recently Belgaum M.P Sri.S.C. Angadi also complained regarding this issue to GM/SWR. Hence it is suggested to open TTE/Base at BGM.

MINUTES OF THE 32ndPNM MEETING HELD BY DRM/ADRM/UBLON.17/18.6.15Railway Board has imposed restriction in number of ticket checking squad in the division with the available strength. Ticket checking base cannot be operated at various independent base like BGM, VSG, BAY & BJP. The movement of existing squad is distributed in such way that all the sections are covered evenly.Remarks: The UBL Division checking arms are vide spread in all directions. UBL/HQ is centrally located to access different places of UBL Division. Keep a separate base at BGM is not justified in addition to UBL base.

Providing Thar road behind old lobby to Vallabhai Nagar since it is very worst condition. Railway employees are staying in railway quarters and mantur road to come their work spot that is workshop, station and lobby. They are facing very badly suffering to drive their vehicles, specially in rain season cannot go by walk also.


Due to poor performance of the contractor, 48 hours notice has been issued. It is expected that the work will again commence in two / three days time.

At BAY,staff working in booking office is finding lot of difficulties in replying to passengers about the late running of trains when asked, for information of train late running position they depend on DySS/PF who will be also very busy thereby they are not in a position to inform about the late running position of the trains. Hence, this union demands to activate NTES (National Train Enquiry System) in the UTS, to enable them to provide the position and also to provide digital display board to display the late running of trains.


Sr.DCM: Matter referred to CRIS/CEN. Copy of reply received from CRIS will be given to Divisional Secretary, SWRM Union.

Sr.DSTE: Feasibility of shifting PC based system to booking office counter for enquiry, shall be explored by 20.06.2015.

Remarks: Sr.DCM: As desired, copy of the letter received from CCM/SWR/UBL letter No.C.518/NTES/Policy-Corres./2015 dated 27.05.2015 was sent to DS/SWRMU on 25.06.2015 vide letter No.H/C.14/PNM/SWRMU/15.

Remarks: Sr.DSTE: Feasibility of shifting PC based system to booking office counter for enquiry be explored by 20.06.2015. S&T had provided 5-line Display Board at entrance for displaying arrival/departure times of trains. Also one NTES console has been proposed for all class A & B Stations under DTES Works by commercial department which is dropped for this financial year 2015-16. A proposal for construction of new office accommodation for SSE/Sig/BAY is sent to Sr.DEN/Co-Ord/UBL and GM/S&T/RVNL/SBC for inclusion in estimate of RE work of BAY-HPT Section.

Sr. DOM c. There is no Safaiwala post @ OBM station but excess Safaiwala operated @RDG station. This union urges to post safaiwala at OBM to keep the station and railway colony clean & hygienic.


One safaiwala will be shifted from RDG to OBM.

Subject No.12/32Sr. DEN/E

a) In BAY section, there are no rest rooms for trackmen and facing lot of inconvenience specially in summer & rainy seasons. In these seasons they won’t find proper place to take food & to keep their belongings, it is very pathetic. Hence this union demands to provide rest rooms which are a basic requirement at the top priority.


This is a policy matter which will be discussed with HQrs and decision will be communicated in 15 days.

Sr.DEN/Eb) Trackmen working at BAY section are put into lot of risk while performing their duties while train passes they are confused and shocked since there is no respite(Trolley Refugee) to stand at the time of train passing and also there is no cess it is very risky and dangerous . Hence this union demands to provide trolley refuge &cess at the top priority.


(a) The estimate has been received for the section between BAY-KDN from the field and will be processed for finance concurrence.(b) Field details for other sections are also under process. (c) Tender will be invited by 1.8.2015.

Remarks: Tender opened for cess repair work on 01.12.2015 and it is under finalization. Work will be taken up shortly.

CMSc) At BAY Railway Hospital in ADMO ‘s chamber there are no chairs even where union office bearers go for discussion ,except one person the other office bearers are forced to stand which is very embarrassing. Therefore this union demands to provide at least minimum no of chairs.


Will be provided in another 45 days.

d) At BAY employees are complaining that medicines for BP and diabetic patients are not issued regularly if issued, required quota was not getting, This union demands these medicines are very essential without any delay & break should be given.

Subject No 13/32 Sr.DOM, Sr.DPO

a) Problems of station masters working at OBM, SLM & RDG train services between BAY and RDG are increased by many folds. This union demands to conduct the Job analysis to introduce continuous roaster to bring down the stress.


Sr.DOM: Letter has been sent to Sr.DPO/UBL for conducting job analysis to introduce continuous roster vide Letter No.H/T.263/Job Analysis/BAY/RDG/2015 dated 17.04.15.

Sr.DPO: Proposal for conducting job analysis received from Sr.DOM on 20.05.2015 has been registered. The same will be conducted after monsoon.

Sr. DEN/Eb) At BAY railway colony employees staying in multi-storied buildings are put into untold problems like parking of vehicles have become unsafe, lot of thefts have been taking place, also unknown people are parking their vehicles and creating nuisance, to avoid this problems and tension, this union demands to provide a cellar compound wall with a gate to all multi-storied buildings.


Brick wall with thin grill is proposed with gate for each block. The site details will be collected within one week’s time and will be processed under revenue.

c) At BAY railway quarters No.109/C HRA is not recovered from the time of occupation (15.04.2011).This quarters belongs to medical pool. This union is very much concerned about the leakage of revenue and demands such deliberate mistakes to be avoided.


** The pool belongs to Medical Dept and it is allotted to Sri.HkumarHopetal Attendant on 8.04.2011 and he has vacated on 09.05.2014. The necessary OP of HRA & arrears of Rent of Rs.41,752/- has been recovered in 15 installments from March 2014 to May 2015.

160 KVA (Kilo Volt Ampere): At Toranagallu station earlier 160 KVA was provided which used to feed all most essential units like Running Room, Station building, PRS ,UTS and signal department’s equipment rooms, work was carried on without any hassles. Now for the best reasons known, high capacity generator .i.e.160KVA generator been shifted and replaced with least capacity generator 10 KVA ,by which untold hardships faced by the employees. Due to this there is unrest among employees. This union demands to replace the high capacity DG set.


Repaired DG sets of 63 KVA will be provided on priority by 18.10.2015.Remarks: One DG set of 63 KVA under repair at HPT. The same will be shifted to TNGL..

Subject No 15/32 Sr.DCM, Sr.DEN/E

At Rayadurg booking office is connected with SM office, on duty commercial staff are put into lot of inconvenience & disturbance while discharging his duties for the following reasons

i) In SMs office the SM on duty will be busy in train passing as well as booking of Parcels for which interference of public will be there.ii) Since there is a Common entrance for SM & CC where public will enter in to the SMs office for enquiry due to heavy crowd in front of the counter and also forcing to issue tickets inside. iii) No privacy & security for cash. iv)The booking counter is in the entrance, the public will be in Queue for booking of regular reservation, Tatkal& UTS tickets , it will be crowded and entrance will be blocked even passengers who want to exit or enter are facing problems. Therefore, this union demands to provide separate booking office and avoid all kind of hindrance & to have peaceful atmosphere for on duty commercial staff.


(a) Sr.DCM: Sr.DEN/E/UBL has been referred to identify suitable place for providing separate booking office at RDG station.(b) Sr.DEN: The work of RDG-TK new line is under progress. The plan of construction for a station building will be studied and necessary facilities required will be provided.

Remarks: Sr.DCM: As desired, copy of the letter referred to Sr.DEN/E/UBL to identify separate booking office at RDG was sent to DS/SWRMU on 25.06.2015 vide letter No.H/C.14/PNM/SWRMU/15.

At Gadag, menace of dust and noise pollution plus loss of accessibility, suffered by occupants of Betgeri side Rly Colony due to plying of Lorries lined up through the Rly Colony much earlier the arrival of the train meant for unloading children are put into great risk, as they cannot venture out of their Qtrs without being escorted. As such it is urges that one old road already available for specific use of lorries, which is to be updated.

(b) Road pattern will be studied in consultation with security & if necessary steel gate will be provided to prevent entry of heavy vehicles in colony.

Remarks: a) Work completed.b) Representation require alternative road to be made function as per site situation it will require movement crossing some of existing lines. Function of that road will have effect on trains also. Operating and Commercial aspects also to be studies and decided.

Subject No 18/32 DEN/HQ, DEE

I) Repair work of DERD/PUMP Depot: Heavy leakage of slab at Main store room, due to this water is seeping in the wall and in Electrical switch board, ii) Heavy leakage of cement sheet at Iron store room and welding section, many sheets can be seen in broken condition, hence necessary replacement of broken sheet is required to stop leakage.iii) Flooring of entire depot is fully damage and plastering of some walls is also damage, hence necessary repairs of flooring and wall plastering is required to be done.


(a) DEE will write to DEN/HQ to undertake the work at the earliest. (b) DEN/HQ: Will be examined.

Remarks: DEE: Work is in progress.

Remarks: DEN/HQ: Site is inspected by ADEN/HQ for ascertaining the problem. Physical work not taken up, will be attended and TDC is 31.12.2015.


Additional staff is required for maintenance of AC coaches at Hubli:Total AC coaches -40 No’s and R.A. Coaches- 12 No’s and window/AC and water coolers total- 500 No’s a) New trains has been introduced and no staff sanction for these new trains.b) Staff has to work continuously about 80 to 90 hrs without rest, and has to continue if there is no staff for other trains. Hence it is requested to create sanction for new trains.


Proposal for creation of additional posts in A.C.Cadre for 358 posts was concurred by Sr.DFM/UBL and put up to DRM/UBL for administrative approval as per Sr.DFM/UBL Lr. No.A/FE/UBL/Elect./7 dated 27.4.2015.

Remarks: After DRM’s approval proposal for creation of additional post in AC cadre for 358 post has been sent to CPO/SWR vide Lr. No.H/P.135/VI/Cr-Sr/Vol.II (AC) dt. 22.07.2015.

Subject No 20/32 Sr.DFM, Sr.DPO

a) Early allotment of PRAN of staff of SSE/WW/UBL:The staff of SSE/WW/O/UBL have brought to the notice of this union that the allotment of PRAN is inordinately delayed. Since these staff are appointed several years ago but the PRAN allotment is still awaited whereas for staff appointed subsequent to these staff have already been allotted PRAN. The list of staff awaiting the allotment of PRAN is enclosed herewith.


** As on 31.05.2015 24 PRAN cards issued to SSE/WW, employees, remaining cards will be issued on receipt from NSDL Mumbai. Remarks: Sr.DFM: Personnel Branch has to collect S-I form from the employees on appointment which should be forwarded to NSDL with the signature of competent authority. NSDL after scrutinizing all the necessary details will issue the PRAN cards of the concerned employees. Hence, it is advised to verify whether the applications (S-I forms) from the staff of SSE/WW/UBL have been collected and forwarded to the NSDL and if forwarded the current status may be followed up with NSDL please. In this connection, it is clarified that this office has no role to play in the issue of PRAN cards or the delay involved in issue of PRAN cards please.

Subject No 21/32 Sr.DPO

Anomaly in assigning of seniority case of Sri.Somaskhekar Doddappa Gr.I/Mason /SSE/Qrs/UBL:

In this case the administration is denying seniority for not representing the matter by the employee in Engg dept, during that period illiterate person used be predominantly absorbed in the cadre and the in-charge officers are not bringing up the anomaly to the notice of affected staff whenever seniority lists are published. In view of the circumstances brought out above, this union urges the administration to assign the correct seniority to staff affected by not representing in time cut off circumstances beyond their control.

Complaint against Vithobarao. Jr.Clerk/ADEN/O/UBL:Sri.Vithobarao, PB Clerk at ADEN/O is not at all working. MACP cases are not processed and staff are deprived from the MACP even though they have crossed 10 yrs/ 20 yrs/ 30 yrs service. Newly appointed staffs are not allotted PRAN and amount towards NPS is not recovered. 60 staff of SSE/Works staff has complained against this clerk on 22-10-2014, but so far no action is taken and staff are deprived from their legitimate privileges. This union urges the administration to take suitable action on this issue.

Subject No 23/32 Sr.DEN/Co-ord, DEE

It is very difficult to operate points of the tracks which are available within the EMD shed premises due to the abundant growth of thorny bushes and unwanted plants. Particularly at night times of 14/22 hours shift and 22/06 hours shift, there is no proper visibility due to lack of lighting as well as a dangerous situation of crawling of snakes, it is a big task for pointsmen to operate the concerned point. To overcome this dangerous situation, at least to some extent, pavers blocks to be provided around every point available in the shed, so that the pointsman can reach the point safely perform his duties.


(a) Sr.DEN/Co-Ord: JCB for removal of vegetation will be given to Sr.DME/Dsl. And earthen/morram path will be provided.DEE: All High mast at EMD shed will be repaired after inspection.

Shed Remarks: Sr.DEN/Co-Ord/UBL has deputed JCB to shed and cleared 40% of Bushes only. DEE/UBL has to arrange for lights.

Remarks: DEE: All high mast at EMD Shed has already been attended.

Remarks: Sr.DEN/Co-Ord: JCB was given for removal of bushes as per requirement of Sr.DME/Diesel/UBL.


Staff safety items such as helmet, headlight, Apron, industrial safety shoes, respiratory mask, hand gloves, skin protective cream and ear guards etc. to be procured and supplied to staff with particular time limit since diesel staff are working round the clock and in the continuation of diesel, lubricating oils of several types, high decibel sounds, dirt, dusty and

risky environment. So, the above safety measures are to be taken necessarily since the nature of job is strenuous and time bounded.


The safety items available in the tool room will be distributed among the eligible identified staff.

Remarks: The following safety items are provided for diesel loco shed, Hubli. Staffs for daily utilization are furnished herewith.

Helmate Sufficient quality purchased and issue to required staff and few quality are also available in Tool Room for staff whenever required.

Head Light Sufficient quantity purchased and issued to required staff and few quantity are also available in Tool Room for staff whenever required.

Apron Aprons are purchased and issued two numbers for each staff.Industrial Safety Shoes

Sufficient quantity purchased and every year is being issued for the staff.

Diesel staff at TSP/CLR are more responsible for 24 hours of the day and rush to attend the work dispatch the repairs of WDG4/WDP4 Locomotives and to dispatch the loco without any delay. The room which is allotted to stay our staff the roof is fully leaking and the beds provided are completely wet and the condition worsens than worst. The union urges the administration to take necessary measures to attend the repairs of the room and to provide a new and good quality beds.

The tools and equipment which are available now in shed were procured when the shed had approximately 100 Locos. Now, we are maintaining 182 locos with the scarcity of tools, sufficient number of tools sophisticated such as the Hydraulic ratchets to torque/ slack crabnuts, the ratchet with which the main bearing attention is carried are to be procured as a

spare set since the work should not be hampered if present running set goes wrong. Similarly very significant tools like Hotair gun, impact wrench are to be necessarily of compressed air system, the Pneumatic tools usage ensures the work speed as well as quality in work. So, the administration is required to take necessary steps to procure pneumatic tools for these advanced technology locos.


40 indents have already been placed to meet the requirements.

ii) A calibration of tools, equipment devices and cranes and its accessories is to be arranged at fixed and frequent times, so that the industrial safety can be maintained and the calibration program sheet to be displayed on the notice board of tool room.


A chart for all the tools with due date of calibration will be maintained.

Remarks: Calibration of required tools are done regularly. Calibrating equipment for torques wrenches is available at tool room and proposal for EOT crane and wire ropes is under process.


Provision of Supply of de-mineralized water for batteries:Difficulty experienced by field staff due to Non-availability of de-mineralized water for batteries. The water which is supplied for top-up to the batteries after adding the same the battery starts drawing a high current by which a rise in temperature and chances of explosion. Thus endangering the life of staff.


Regeneration of demineralization plan will be done at UBL by 17.7.15, followed by at other locations.

Remarks: EMD Shed: Another D.M. Plant along with R.O. system is under process under 200 loco project vide N.S Indent No. M&P/1314/2160A. Dt. 06.04.2013 submitted COS/SWR duly vetting by FA & CAO/BNC vide this office letter No.H/M/111/EMD/L/200 Loco dated 05.04.2014.

Remarks: Sr.DSTE: De-mineralized water plant is available at all SSE/Sig offices. It is ensured that distilled water is of good quality by testing with the lab. Where problem is noticed in that section re-generation of plant is planned. In addition it is proposed to procure one number each of plant for each SSE/Sig/Office for which indent is under preparation.


Provide Doors and windows at all Rly Qtrs at CLR: At CLR, all the Railway Quarters are doors and windows are decayed condition. This union urges to replace or provide new doors and windows of all the Rly Qtrs at CLR.

Shortage of clerical staff (Ministerial staff) in safety branch of UBL division.With due respect we bring the following grievance of Ministerial staff of safety branch of UBL division.Earlier to this in safety branch 5 Ministerial are working as follows:Ch.OS- 01, b) OS/Head Clerk- 03, c) Clerk -01,Out of this now one has given VR (One year over vacancy not filled up yet) , one has been deputed to MDRTI/DWR ( from last one and half year), now one more staff is working in operating branch. Now only two staff are available to look after entire dealings of Safety branch which is over burden to them. And by this there is heavy delay in transaction of files like files connected to Accident Free Service Award, Safety Drives, Accident files, compliance to inspection notes of officers, GM and CRS etc. it is difficult to transfer staff from Operating department, staff from other Safety category departments (i.e, Engineering, Mechanical, S&T, electrical) may arranged as per broad basing. In MYS and SBC Division, other department staff are working in Safety Organization as now safety is an independent organization (Earlier it is part of Operating department).


Sr.DOM: As per Railway Board advise, long back Safety Branch has been taken out from Traffic Department and now comes under General Administration. Hence, All Branches should depute staff to Safety Branch. At present, Two staff from Operating department is working in safety section. It is not possible to depute `anymore staff from operating department, since 7 posts of Jr. Clerks are surrendered in Cadre Restructuring. Therefore, it is suggested that staff from other departments like Engineering, Mechanical, S&T and Electrical may be posted to Safety Department.

Sr.DEN/Co-ord: Matter will be put up by Sr.DPO along with Railway Board’s policy for necessary decision.

As the earmarked quarters for JE/P.Way is not occupied, it is proposed to convert the quarters as JE/PWayOffice. JE/P.Way shall vacate his office from station building and come to quarters. However, this requires the approval of DRM and hence, proposal will be processed by Sr.DPO for approval.

Remarks: A proposal for the same may be initiated by Sr.DOM, so that approval of competent authority can be obtained.


Problems of EMD Shed: a) Since there is no sufficient chairs at EMD canteen, staffs will stand and have breakfast. Hence it is requested to supply sufficient chairs to canteen.

To pass this rain water drainage to be constructed duly disposing the scrap materials dumped in front of works office.


Work will be planned for preventing water logging and completed by 21.2.2015.


a) Available scrap will be shifted by the side using JCB. Finally will be sent to GSD as scrap.d) Work for preventing water logging will be completed by 3.7.2015.Remarks: DEN/HQ: Debris obstructing passage of water is removed, and through passage is made for smooth flow of water.

Subject No 31/13 Sr.DCM, DEE

Problems of Station Branch:

a) TTE Rest Room at VSG has no caretaker the conditions of bed is in shabby condition with full of bed bugs and wooden cots are in bead condition. Hence new bed’s and steel cots to be provided. The fans provided are too old and hence new fns to be provided. Due to summer 4 air coolers to be provided and bed sheets are not changed in regular intervals. Sr.DCM: 12 Steel cots are available in VSG TTE’s rest room. The remedial action so as to combat bed bugs menace for TTE’s rest room is done on 16.12.2014 & 19.12.2014. One air cooler, six tube lights & water purifier are in working condition.

DEE (a) Two fans have been replaced.(b) Desert cooler will be checked and repairs, if any, will be attended by 23.6.2015.

Remarks: Sr.DCM: DEE/UBL has been advised for provision of air cooler for VSG TTEs rest room (H/C.409/TTEs RR/VSG/W/C/15 dated 04.08.’15). There are 3 sanctioned post of caretaker for VSG station. The matter has already been referred to Sr.DPO/UBL to make necessary arrangements to fill up the post of care taker. In the meantime a luggage porter is taking care of Retiring room will be instructed to take care of the TTEs rest room as well. Within four months Housekeeping contract will be in place to take care of the problem.

a) Parcel office at UBL: Parcel office is very old building (about 80-90 years old) require major repairs for roofing, flooring with tiles along with replacing doors, windows and steel doors for main entrance of the office.

a) Construction of Railway Quarters at Hospet: As you are aware Hospet Railway Station is one of the important stations with the facility of ROH depot and other wagon maintenance works. Presently there are approximately 1200 employees working at Hospet. Only 273 quarters are existing. As Hospet is an important business centre for iron ore, the house rent and advance deposits are very high, causing employees great problems in far away distance, causing very much problem to attend duties. Hence this union urges to kindly construct sufficient railway quarters for all departments at HPT.


Work proposed in PWP 2015-16 for construction of staff Qrs. At HPT – Ty-II-16 Units.


Work proposed in PWP 2015-16 but due to funds constraints work has not been sanctioned.

Remarks: Construction of Type-II -16Nos, Type-III- 12Nos & Type-IV-07Nos, total 35 quarters work is taken up by RVNL in Doubling work at HPT.

Sub No.31/19 Sr.DEN/E

TNGL-Running RoomPresently a running room is being constructed at TNGL opposite railway station this was started during the year 2009 but so far this has been not completed for the past 2 years the construction works has been stopped for the reasons not known. The existing running room at TNGL is in very bad conditions the surrounding of running room has been filled with lot of thorny bushes and other thick vegetation breeding to lot of mosquitoes and pigs are also staying in the muddy water pools. Further it is very adjacent to main road the flying or vehicles and other traffic is causing big disturbance some of the trucks are being packed near running room. Hence this union would like to bring to your kind attention that the partially constructed running room completed without further delay.


The left over work is proposed to be charged from D&G charges. Tender will be invited after approval of DRM.


Tender has been awarded on 5.6.2015 and will be completed within 4 month’s time.

a) Posting of MCM, Electric at LWR: Previously there is one post of MCM at LWR now he has been taken back to BGM. As present there is no electric maintenance staff at LWR. Staff has to come from BGM to LD to attend failures. Since there are more than 80 Qtrs. at LWR one man is required at LWR.


One staff will be posted by 31/01/2015 at LWR.


Staff will be posted to LWR when the new RRC candidates report by 23.7.2015.

Subject No 31/26 Sr.DEN/W, Sr.DME/C&W Problems of Vasco Branch: a) Repairs of Pit line at VSG Station: VSG station pit line under the cat walk floor is completely damaged, it is very difficult to walk in particularly during night. All the staff of Mechanical, Electrical, Traffic Departments vociferously complaining. It is required to attend repairs with rough tiles.


(a) Work will be taken up in Zonal Agreement 2014-15. (b) Minor repair works will be done through work order and completed by 15.3.2015.(c) Major repair works will be proposed under special revenue.


Sr.DME/C&W: Engineering Department has been advised to provide rough tiles in the pit. Remarks may be taken from Engineering Department. Sr.DEN/West: Work for fixing of tiles has been issued and work will be completed by 31.7.2015.

Quarter’s compound wall required: In VSG Station, 60 Railway Qtrs. Are there near Railway Station and there is no compound wall at Driver’s hill. Hence this union urges to construct compound wall at Driver’s hill.


Boundary wall will be proposed at the boundary, instead of individual blocks.


Approx length of 200M wall is required. Work will be processed under revenue. TDC for inviting tender: 01.08.2015.

Remarks: VSG Compound wall as priority is being decided by HQ for which No.1 priority is Londa for above work has already been submitted to CGE office. The proposal is ready awaiting for HQ decision.


i) Continuous Roster for LC gates No. 380 to 383 &371 :LC gates No. 380 to 383 & 371 between BGM – KNP is having heavy road traffic and also train service. Since in slack period job analysis was conducted count not come through for continuous roster. This union urges the administration to conduct one more job analysis to know the situation.

MINUTES OF THE 32nd PNM MEETING HELD BY DRM/ADRM/UBLON.17/18.6.15(d) Sr.DEN/W: Job analysis was done at LC No.383 jointly by SSE/P.Way/BGM along with welfare Inspector during March 2015 further process to done by welfare section for continuous roster of LC No.380 to 383 & change of roster for LC No.371 from 72 hours to 60 hours as per TVOS.(e) Sr.DPO: The results of Job analysis conducted from 24.02.2015 to 27.02.2015 does not justify for revision in classification from EI to Continuous.(f) Minutes: Provision will be made as per Railway Board guidelines.

Subject No 30/09 CMS

Medical facilities to TNGL staff: a) Staff and family members of railway men working at TNGL are finding untold hardships while they are sick and require medical treatment. Nearly about 44 staff and 60 sets of GDR movements will be there at TNGL in a day. Whenever these employees have any medical problem, they need rush to Bellary which is away by 30 kms plus due to bad roads and heavy traffic more than 1 ½ hours is required to reach BAY, to avoid suffering of the employees, this union urges to tie up with Sanjeevini Hospital, which is maintained by Jindal close to TNGL station.


Tie up proposal with Sanjeevini Hospital at TNGL, will be forwarded to HQrs.

Reference has been made to Sanjeevini Hospital for accepting at CGHS rates. Reply awaited from Sanjeevini Hospital. CMS will be visiting Sanjeevini Hospital during First week of February, to pursue further.


CMS shall visit Sanjeevini Hospial personally by second week of July.

At BAY SSE/Sig/O/ having two small rooms of the office in 40 plus and all the important electronic items are kept outside the office for want of place in any case of any damage administration will hold responsible to SSE and staff for not preserving equipments before anything bad incident could happen this union urges to extend the SSE office by constructing a spacious rooms.


SSE/Sig/O/BAY has been catered in the RE estimate of RVNL. Temporarily one room of the SSE/Tele/O has been handed over to keep the electronic materials of SSE/Sig.

Problems at CLR branch: Most of the railway Qtrs at CLR and LD is very old which requires re-wiring. Maintenance of street light is very poor due to non-supply of street light fittings the same may be dealt on top priority. Vacancies are filled up but accommodation to the staff is very acute. In general many railway Qtrs are vacant no demand from employees side. This matter may be appraised with Sr.DPO/UBL for change of pool wherever required.


Sr.DPO: Proposal for change of pool will be done based upon demand from the department.DEE: The rewiring of quarters – CLR area, is being covered in LAW of 2014-15 and is in process.

DEE: Assessment will be made. Sr.DPO: Change of pool of quarters will be done after the meeting with the Colony Inspection Group.


Existing practice to be continued, if it is already being provided. Provision of fuel will be ensured.

Remarks: DEE: The rewiring of Qtrs is proposed in PWP of 201-17, short listed by GM and forwarded to Railway Board.

Subject No 30/23 Sr.DME/C&W, Sr.DEN/W

At C&W/CLR: This depot is located on platform at CLR and the strength of the depot is about 50 to 60 employees out of which 5 ladies staff are available many times this issue was brought to the notice of all levels for providing toilets but so far nothing is materialized, even a common toilet is not provided at CLR station.


Estimate is under vetting for other end examination facility. In that construction of toilet for staff is included. A sketch will be prepared for provision of one toilet in consultation with Sr.DME/C&W and work will be executed under Zonal work order.


The work will be carried out under present Zonal work order.


Work order has been issued and work will be completed by 15.8.2015.

Subject No 30/24 Sr.DME/DSL, DEN/HQ

b) Reactivation of RO Plant: (RO) is to be reactivated as early as possible.


RO plant will be repaired by the consignee.


Municipal water is supplied for drinking, which is passing as per the prescribed norms. The RO provided by construction to be taken over by Division and repairs to be processed.

Proposal for AMC of all the RO plants installed by Engineering are in process. Proposal will be expedited.

Shed Remarks: R.O Plant was erected under 100 loco project by construction branch. R.O Plant had already been taken over by the open line Engineering Branch, vide minutes of meeting dt. 01.01.2008, however, a letter has been addressed to DEN/Central again for taking up operation and maintenance of R.O Plant (copy enclosed). They have been advised to repair and to put in working order.

Remarks: DEN/HQ: As drinking water is being supplied by Municipal Corporation which is tested and as per the test results, the same is found satiable for drinking.


Problems at Hospet :a) Condemnation of dilapidated Rly Qtrs No. 9A to J (beside Rly station) b) Hospet and Construction of New Railway Qtrs at Hospet:At Hospet the Railway Qtrs No. 9A to J ( beside Rly station) have been totally damaged and Mangalore tiles roof is totally broken and leaking. As the Mudalapur village approach road passes just parallel to the Qtrs, causing heavy dust, leading to allergy problems and other health hazards. Hence this union urges to condemn the old Qtrs and also it is requested that as the Qtrs are occupied by the employees, before dismantling a new quarters may be constructed.

The work will be proposed under works program for construction of compound wall for the stores of ROH shed at HPT.


(a) The work has already been proposed and estimation is under finalization. (b) Sr.DME/C&W to write a letter to Sr.DSC for arranging to conduct beats.

Subject No 28/07 Sr.DME/C&WProvision of pit line to 140 tonne BD crane :140 tonne Diesel Hydraulic crane of ART is stabled on ART siding and it is not having pit line. This crane is to be attended daily, weekly, monthly schedules and to attend these schedules pit line is essential. To attend these schedules crane to be moved to pit line and every movement of BD Crane DRM permission to be obtained and sometimes could not get

permission due to administration reason. Hence it is very much essential to construct 16 meters pit line on BD siding itself.


Sr.DME/C&W: Proposal was mooted and uploaded in IRPSM portal for inclusion in LSWP of 2013-14 under PH-42. However Hqrts has advised to include this work in LSWP-2014-15.Work to be proposed again and will be pursued with HQrs.

Remodeling of SWRMU Office Hospet Branch with RCC Roof: a) The existing union office building at Hospet is having Asbestos sheet roof, during heavy rain it is leaking heavily several times repairs have been attended by SSE/W/HPT. But due to heavy monkeys menace roof is getting damaged regularly. The interial thermion false ceiling roof is getting damaged frequently due to heavy leakage of rain water. Hence this branch union urges to convert the existing asbestos sheet roof to RCC roof.

Drain work tender opened on 18.6.2014. Road repair tender opened on 1.7.2014.


Work has been awarded. Will be completed by 31.3.2015.


Inspection was conducted and it was found that Pukka drain is not required since quarters are at top and ground attached to above quarters is at much lower therefore no issues of drainage. Main road concrete work is already awarded will be taken-up shortly, further small approach work will be done through zonal contract, W.O. already approved. TDC: 01.08.2015.

Remarks: Agency is already available, it was having three sub works out of which two works is over and third i.e., above road and drain work in CLR will be taken up soon.

Subject No 28/24 Sr.DME/C&W

Provision of Lighting arrangement at platform no 1,2,3,4&5 at UBL: There is no sufficient lighting arrangement in platform. New focus lights to be provided to all platform to ensure light from board to board to ensure staff to check the formation thoroughly.


Sr.DME/C&W to propose for provision of lighting, based on guidelines of Rly Board.


Work to be proposed for provision of illumination.


Attending to missing tube lights between platform lines will be done by Electrical department under revenue. Letter will be given by Sr.DME/C&W to DEE by 18.6.2015.

Remarks: Shall be taken up and pursued with DEE/UBL. Already letter have been sent.

c) Floor of parcel office is in broken condition and staff are getting hurt due to uneven flooring. Hence floor is required to be attended.

Assessment is under process for repairs to trolleys all over Hubli Division and priority will be accorded for repairs to trolleys at Hubli. Work will be completed by 15.2.2015.


(a) Administrative approval for the condemnation has been obtained from “ADRM” and procurement is under process. (b) Indents will be placed by 25.6.2015. New trolleys will be provided by 18.09.2015.

Remarks: N.S. Indent COM/15/1000044 of 24.06.2015 for the procurement of 20 Nos. of four wheeled Platform trollies polymer rubber bounded wheel tube less (Nylon wheel) for use of Parcel offices on UBL Division was sent to COS/SWR/UBL dated 11.08.2015.


Pathway provided towards Dharwad end to reach platform No, 2,3,4,&5 is damaged and pathway towards Gadag end is not at all provided. Thereby the staff working are put to difficulties the pathway needs to be repaired immediately.


Pathway to PF 4 & 5 towards GDG end is available. Pathway to PF1, 2 & 3 towards GDG end not feasible.Pathway to PF 1, 2, 3, 4 & 5 towards DWR end is available. Pathway connecting PF 4 & 5 needs to be repaired to move the parcel trollies and will be attended shortly.

Provision of pathway for platform 2 & 3 towards GDG end is not feasible. Possibility of Motor operated trolleys to be explored by Commercial Department.

Remarks: Battery operated platform truck 2 tonne capacity is available for the use of Parcel Office at UBL, HPT, BAY & VSG stations. P.O has already been issued for procurement of 4 numbers of Batteries for the above Motor operated platform truck. (P.O.No.67.15.5019.1. 57102 dated 05.11.2015).


Problems at BNHT Station: a) At BNHT Station earlier only trains from RNJP and BNHT were dealt, now trains beside passing through TNGL bypass to JVSL trains from PGST,SMLI,YTG,SVSL,RDGJWT are coming from GNR and engine to be reserved and sent to Jindal. Average at the rate of 450 trains been dealt by BNHT staff, the work load to points man is increased by many folds. This union request for job analysis and introduce 8 hours roaster.


Job analysis conducted from 10.07.2013 to 13.07.2013 and file has been put up for further orders.


Job analysis has been proposed to be conducted from 4.2.2015 to 7.2.2015.


** The results of Job analysis conducted from 04.02.2015 to 07.02.2015 has justified for revision of classification from EI to Continuous. File put-up for approval of competent authority.


a) At TNGL: Quarters No. 3-A to be condemned as it is good-old badly damaged and it is in dilapidated condition. Concrete of the ceiling is dropping flake by flake, it is not fit for human occupation. Hence this Union demands to condemn it immediately.

Similarly one new quarter is constructed for PWI TNGL, this quarter is lying vacant from the date of construction as it is mentioned above, this can be given to the needy, as there is a huge demand and avoid of leakage of revenue to the railways.

c) Staff working at TNGL: Bypass are finding untold hardship while reporting for duty at bypass. Since there is no approach road to go to cabin, they have to walk in thorny bushes, especially at night times, they are finding very difficult and they have to risk their lives. This union urges to provide approach road to bypass cabin to avoid any untold hardships.

Problems of SSE/Water works/Hubli.At Hubli Railway Qtrs and service building extended to large extent and there are five SSE/Works to maintain Qtrs and service building. To maintain Water works supply for the area covered by five SSE/works there is only one SSE/Water works is posted and there is no sufficient staff is available with SSE/Water works causing much problem to maintain the supply of water. Out of 23 sanction of skilled strength there are 16 employees are available and against sanction of 67 Helpers only 49 staff are available and there is a vacancy of 25 staff (7 Group C & 18 Group D ). Unless otherwise vacancies are filled in all the categories, it is very difficult to carry out the maintenance of water supply. Hence necessary action to be taken to supply sufficient materials with one vehicle and action to be taken to fill up the vacancies of SSE/WW to overcome the problems. It is also suggested, all the SSEs of UBL division must and should work as an SSE/WW for a period of two years on the rotation basis to understand the water supply system and to improve the water supply in the division.


For hiring of vehicle initial administrative approval has been taken and sent for finance vetting to HQ on 02.01.2014.


The proposal is with Divisional Finance.


(a) As the post of Mason, Carpenter &Sanitary Khalasi is required to maintain Railnagar& New Vidyaranya Nagar by SSE/Water Works in addition to his own. Problems of BJP Station : Improvement to drainage system at Bijapur Railway Colony:Railway Colony is totally open drainage system it is technically failed and having no proper slope, and sewage water of toilet and Bathrooms are mixed and left in open drainage which is overflowing in low lying old quarters which are having below ground level and stagnated in the colony by this entire colony occupants are facing in hygienic and may cause to Dengue mosquitoes are being spread. SWRMU/BJP branch urges to provide underground drainage system to avoid spreading dengue disease and spreading of mosquitoes.


One septic tank will be provided under zonal work contract and work will be completed by September 2014.

Foot over Bridge Required at BAY Station. There is a foot over bridge No 262/B from PF-1 in the main building to old station. There is a track between the old BG station and railway quarters. All the offices are situated in the main building at platform No.1&2. The employees who are residing in the railway quarters will have to take a circuitous route of about 2kms to come to work spot. They are finding difficult to cover this distance. This difficulty to cover this distance this difficulty is more for lady staff. The FOB 262/B can be extended up to good shed. This extension will ease the difficulties faced by the staff including ladies staff residing at railway quarters.

Repair to RNJP Yard: At RNJP station at the dead end of the station always tracks are merged with water. On duty points man and other staff faces untold problems while operating the point lever and performing shunting. Due to water logged nothing is visible this area is prone to have poisonous snakes and other harmful creatures, to avoid this problems a proper drainage to be provided and make risk free to staff.

Present water supply, emitting foul smell and not fit for human consumption. This fact is certified by the chief chemist & public analyst food & water section public health institute Bangalore. This union urges potable water to be supplied to avoid problems.


10,000 ltr capacity GLR in the colony and 5,000 litre for the station has been provided and Electrical pump provision is in progress.


JSW is not supplying adequate drinking water through tanker. It is learnt that municipal water supply can be obtained directly from TNGL. One municipal water connection to be processed.


As the supply of water Tanker from JSW is not regular, it is proposed to supply drinking water through water tanker on regular basis.

Remarks: DEE: Pump has already been provided but water supply is not available.

Replacement of Roof Tiles at Down Chawl Qtrs at BGM.The tiles roof are in very bad condition, this matter was reported to the administration as a result administration has awarded contract to replace the roof tile, but the work is dis-continued by the contractor on completion of 15 Qtrs. Rest of the Qtrs are still pending. The roof tiles provided to these Qtrs are aged more than 10years. So this union urges roof tile of the rest of the Qtrs to be completed immediately.
