When a customer wishing to port his/her number to

contact the new provider (Recipient) who will then arrangenecessary process with the old provider (Donor). This isalso known as 'Recipient-Led' porting.

Where a customer wishing to port his/her number isrequired to contact the Donor to obtain a PortingAuthorisation Code (PAC) which he/she then has to give tothe Recipient. Once having received the PAC the Recipientcontinues the port process by contacting the Donor. Thisform of porting is also known as 'Donor-Led' .

Mobile Number Portability (MNP) has finally, after manydelays, been launched across India . The launch of the

nationwide service was staged by Prime Minister, DrManmohanSingh making an inaugural call to Shri Kapil

Sibal, the Union Minister of Communications & IT from aported number

Positive impact of this services in India are:- Increase competition- Wider choice

- Able to switch between service provider easily- Higher service quality

- Fitch Ratings has commented that the introduction of mobile numberportability (MNP) in India is unlikely to have a significantly negativeimpact on the operators, considering the market's dominant pre-paid natureand existing high churn rate. Although MNP is likely to intensify

competition in the post-paid segment, as this segment only represents 5%or less of total wireless subscribers, the agency anticipates that the negativeimpact of higher subscriber acquisition and retention costs for this segmenton overall operating margins will be limited.

First, about cellular generations.

1G, 2G, 3G, 4G, etc. mean. First 1Gwas introduced as the analog standard for cell

phones in the 1980s service was based on a TDM voiceinfrastructure . It had data, but circuit switched over a64Kpbs voice bearer.

Second, 2G service had the same switched TDM backbone,but added a true Data Bearer and a digital voice bearer.2.5G added a packet bearer to the mix, still limited to 64kbpsslots.

Third generation (3G) changed the backbone . Sure youhave packet switched data, but its carried over atraditional TDM backbone. There still a circuit voicebackbone and while the data rates are high enough. thelatency of the data service is to great to base all of the"bearer services" on it, so you still have circuit voice, circuitdata and packet data bearers.

Finally, 4G systems will utilize a packet infrastructurerather than a traditional telephone architecture. Services

will be horizontally layered on top of a proper low latency.Gone will be the circuit voice and circuit data bearers.

So "G" has more to do with the infra-structure and less to do withthe data rates. The data rates over the air are driven by theorganization of the infrastructure and other than that have little todo with what generation they are.In that sense, this NexTel trial is a 4G trial. BTW, I'm a participant

The Comptroller and Auditor General of India (CAG) said it

has submitted to the government the report on the 2G

spectrum allotment that is presumed to have caused a revenue

loss of up to Rs. 1.76 lakh crore.

CAG has accused the telecom ministry for undervaluing 2Gspectrum, sold to new players in 2008, and held that the

allotment price was not realistic, which has caused a revenue

loss of up to Rs. 176,700 crore to the government.

The report is also believed to have castigated telecom

minister A Raja for ignoring the advice of finance and law

ministries on allocation of 2G spectrum to benefit a few

operators.

It is also believed to have criticised telecom regulatorTrai for

standing as a helpless spectator when its recommendationswere bein i nored or misused.

2G spectrum was allocated beyond contracted quantity to 9firms including

Bharti, Vodafone, Idea, BSNL, Reliance, Aircel," Department of Telecommunications (DoT) circumvented the

rules to help Swan Telecom, which effectively acted as afront for Reliance Telecommunications. The charges in the

CAG report are that Swan should not have been consideredfor a license because Reliance Communications held 10.7%stake in Swan - and according to the rules, a telecomoperator cannot own more than 10% stake in anothertelecom company operating in the same service area. The stand-off between the government and the Opposition over2G scam continues. The Opposition wants a JointParliamentary Committee (JPC) to investigate the 2G scam.

Parliament has not functioned at all this winter session - theOpposition says it won't let the House get to work till a JPC isannounced.
