I. Introduction

Intent The following guidelines are meant to establish appropriatedesign principles, as required for the Gulfstream ParkPlanned Local Activity Center, for:

§ vehicular and pedestrian circulation§ buildings (placement, scale/massing, height)§ architecture§ landscaping and open space§ signage§ parking and loading§ streets

These principles are intended to guide the project design tocreate a high level of quality and cohesiveness. They areintended to provide a broad set of guidelines to be appliedwith flexibility. The plans contained within the designguidelines are conceptual and images are presented asexamples to visually express the design principles.

The Village at Gulfstream Park will be a signature, mixed-use destination in the City of Hallandale Beach, Florida. Itwill be developed as a vibrant and active urban center withvibrant architecture, pedestrian-friendly streets, and outdoorpublic spaces. In its truest form, the urban center connotesa denser arrangement of buildings characterized byoverlapping patterns of uses and activities, and clearlydefined, humanely-scaled spaces, where people canconduct their business and meet and mingle freely withothers.

The elements of an urban center create a system ofrelationships larger and more comprehensive than thedesign of individual buildings, which requires specialconsideration for best results. The organization of theseelements or design principles is grouped into “urban design.”These guidelines provide clear examples of the principlesthat will be utilized to create a successful and memorableplace at the Village of Gulfstream Park.

The design guidelines are presented as part of the PlannedLocal Activity Center (PLAC) rezoning application for theVillage at Gulfstream Park. Forest City Commercial Group is

requesting a rezoning from the current zoning of CommunityRecreation-Active (CR-A) to Planned Local Activity Center(PLAC) for the Village at Gulfstream Park. The PLAC willprovide the “ability to maximize redevelopment potential andprovide for high-quality development by setting standardsthat are site-specific,” as stated in the City’s Zoning Code.

As part of the PLAC zoning, Forest City Commercial Groupis presenting a concept plan for the Village at GulfstreamPark. All detailed site plans will be submitted to the City ofHallandale Beach for review and approval as part of a MajorDevelopment Review for each development phase and willcomply with the guidelines contained in this document, asapproved by the City of Hallandale Beach.

Guidelines The Design Guidelines establish principles for the urbandesign elements of the Village at Gulfstream Park.

Good urban design is fundamental to urban places such asthe Village at Gulfstream Park. These design guidelines areas much a statement of the development approach asregulatory in their ambition and their scope for the futuredevelopment of the Village. The guidelines are part of agreat story of design helping to enhance the vision andcharacter of the Village at Gulfstream Park.

Based on the principles set forth, the next step in theprocess, for all phases of development, will be thedevelopment of more detailed site plans and relateddocuments for presentation as part of the MajorDevelopment Review for approval by the City of HallandaleBeach Planning and Zoning Board and the City Commission.

II. Village at Gulfstream Park

DevelopmentZones

The Village at Gulfstream Park will be truly a mixed-useproject consisting of retail, office, residential, hotel, and acinema. The Village is a vision that is unfolding into aquality, outdoor, lifestyle environment utilizing principles ofsmart growth, sustainable communities, and transit-friendlydevelopment. As a premier destination in the City ofHallandale Beach, the Village at Gulfstream Park will centerthe commercial and residential components of the project onthe Village Green and entertainment plaza. Throughout theVillage will be beautiful landscaping, lighting, and pathwaysculminating in the pedestrian only areas within the VillageGreen.

Figure II-1 on the following page is a representation of theVillage at Gulfstream Park development zones. The Villageat Gulfstream Park is proposed as five development zones,adjacent to the Gulfstream Park Racing Facility. The fivedevelopment zones represent the conceptual areas forimplementation. Zone A is currently being proposed as themixed-use hub of the project being designed to complementthe redevelopment of the Gulfstream Park Racing Facility.Zone A will consist of primarily retail, restaurant,entertainment, public space, and parking. The remainingdevelopment zones will contain a mixture of office, retail,residential, hotel, service, and parking.

The letters for each zone, identified in Figure II-1 are usedsimply to represent the different development areas and arenot used to denote any timing or order of development.Please note that any references to land uses andintensities/densities are based on the entire project site area.The distribution of land uses and the developmentintensities/densities will be a function of the final plans foreach zone, but will not exceed the approved totaldevelopment thresholds. It is important to note that while theVillage at Gulfstream Park is separate and distinct from theredevelopment of the Gulfstream Park Racing Facility, theprojects will be coordinated and integrated through planningand design.

Circulation Plan The goal of the circulation plan is to illustrate the sitecirculation for vehicles and pedestrians.

The planned circulation system will extend from theexisting street system in the City of Hallandale Beachthrough the site. Vehicular and pedestrian circulationincludes multiple access points which connect the Villageto the existing street network. The circulation systemprovides various options to access different portions ofthe site. In addition, the multiple access points andcirculation system promote the flexibility to efficientlydistribute vehicles based upon the different demands ofthe variety of uses and different peak activity schedules.

The pedestrian circulation network is layered upon thevehicular circulation network. Pedestrian circulation isfurther enhanced by pedestrian only areas, occurringprimarily in Development Zone A adjacent to theGulfstream Park Clubhouse.

Figure II-2 on the following page illustrates theconceptual vehicular circulation for the Village atGulfstream Park. The street types listed on Figure II-2are detailed in Section V – “Streets Types.” Figure II-3 isthe conceptual pedestrian circulation plan for the Villagewhich includes pedestrian connections to the City’sexisting pedestrian and transit facilities and into theGulfstream Park Clubhouse.

Please note that while the plan substantially reflectsprimary and secondary vehicular and pedestrian routes,the exact locations of the vehicular and pedestrian routesmay be subject to change. In addition, certain elementsof connectivity will be implemented and enhanced as partof the development of each respective developmentzone, as necessary.

III. Urban Design Principles

Buildings – General Development

Site Design The general intent of the Village’s urban designprinciples is to create an urban, mixed-use center withan outdoor, retail experience uniquely situated adjacentto the Gulfstream Park Clubhouse and Racing Facility.The Village at Gulfstream Park will create a comfortablescale by balancing building heights, setbacks, andmassing with street and sidewalk widths beautifullydetailed and accentuated by landscaping. The Villagewill utilize varying building heights to achieve acomfortable and appropriate pedestrian scale toenhance the Village as a vibrant, urban community. Thedesign of the Village also incorporates traditional mainstreet design elements such as areas of on-streetparking, enhanced sidewalks, and comfortable urbanplazas.

In general, the buildings may have an architecturalpresence toward both Federal Highway and the internalVillage streets. Ground floor uses will be designed,where practical, to engage pedestrians. Setbacks willrespond to street width and building height to create asense of scale for urban areas.

The following Urban Design Principles will guide thedesign of the Village. Specific design parameters areprovided to the fullest extent possible to achieve theflexibility required to promote a traditional urban, mixed-use environment.

Building Types The use of building types provides a template forpotential buildings within the Village at Gulfstream Park.Building types are intended to provide a morepredictable image of the buildings. The elements ofeach building, presented in Section IV, include:

· Building Height

Building height will be measured in stories. Thisprovides the necessary flexibility whenconsidering the different uses proposed and theirrespective floor-to-floor height requirements andwill create a more diverse skyline within theVillage.

· Building Placement

Buildings serve to define streets spatially. Properspatial definition is achieved with buildings orother architectural elements (including certain treeplantings) that make up the street edges whenaligned in a disciplined manner with anappropriate urban ratio of height to width. Thespatial definition of the street is most effectivelyaccomplished using buildings placed within closeproximity to the sidewalk, where practical. TheVillage at Gulfstream Park intends to achieve anappropriate human scale and urban spatialrelationship between the streets and buildings,where appropriate.

For the Village at Gulfstream Park, the buildingtypes will address building placement in relationto the street which it fronts versus setback fromthe property line. This is necessary as thebuildings should relate to streets within thedevelopment versus the property line (typical of asetback measurement). However, potentialbuildings along Federal Highway, discussed later,reference placement based upon the right-of-wayof Federal Highway, consistent with the internalVillage streets.

· Building Use

This element identifies the types andcombinations of uses that may be utilized within aspecified building type. Since the Village atGulfstream Park is a mixed-use development bothvertically and horizontally, many of the buildingtypes may allow a wide variety of uses. However,all of the uses will be within the retail, office,restaurant, residential, hotel, and entertainmentcategories, approved by the City of HallandaleBeach.

· Building Separation

The Village at Gulfstream Park is designed as atraditional, urban, mixed-use environmentproviding a living, working, and shoppingexperience similar to downtowns and main streetsof many communities. Typically, buildings inthese areas maintain fluid and, whereappropriate, contiguous street frontages to createvibrant buildings that draw people from onebusiness or building to the next. The buildingsand their respective street frontage lengths arebalanced with the urban design principle of shortblocks to provide comfortable pedestriancirculation for pedestrian passageways, plazaareas, and/or streets.

· Lot Coverage, Pervious/Impervious Area

In general, urban, mixed-use projects havesignificant lot coverage maximizing thedevelopment of a site. This is typicallyaccomplished by contiguous buildings withstructured parking which break at intervals forvehicular and pedestrian circulation andopportunities for public plazas. The Village atGulfstream Park is promoting an urban, mixed-use environment providing concentrated lotcoverage, along with multiple opportunities forpublic plazas. The maximum lot coverage,

consisting only of buildings, for the entire Villageat Gulfstream Park will be 75 percent. While it isnot anticipated that the development will everapproach the maximum, the Village at GulfstreamPark is reserving the opportunity for infilldevelopment as the project and the City evolve.The impervious area of the site consisting ofbuildings and parking areas will be a maximum of85 percent.

· Architecture, Signs, and Landscaping

This section establishes design guidelines for aunified building character drawing from SouthFlorida design characteristics. However, abuilding type may warrant special considerationsfor scale/massing, character, architecture, signs,and landscaping beyond those detailed in thedesign principles that follow. In these cases,special considerations for that building type will beprovided as part of the Major DevelopmentReview.

Architecture

Intent The general intent is to create a high quality, urban,mixed-use center characterized by the architecturalstyles and design elements. The architectural stylesutilized within the Village will be complementary and willestablish a unified character for the development. Thearchitectural style will draw from various South Floridadesign elements and may incorporate some of theelements of the Mediterranean Revival stylecomplementing the proposed design of the GulfstreamPark Clubhouse.

Colors Finish colors of buildings will reflect South Florida orcoastal themes and complementary tones. Theproposed color palette for each building will be providedfor each phase of development as part of the MajorDevelopment Review.

Materials Materials will be used that reinforce the human scale atthe street level. Primary materials traditionallyassociated with South Florida such as stucco, stone, andcast stone will be utilized throughout the Village.

Building Scale/Massing

Massing is defined as the shape or form of a building, orassemblage of buildings, assumed through architecturaldesign. All building facades are a composite ofhorizontal tiers and vertical bays.

Varied architectural elements on the lower levels ofbuilding facades will be used for visual interest topedestrians. Large, blank surfaces are discouragedunless they have a compelling design purpose. This isespecially true at the ground floor level which requiresadditional detail and visual amenities for pedestrians.

Facades/Articulation

All sides of a structure will be continuous in design forthe appropriate function of the facade; i.e., service areaswill be appropriately detailed, but not to the level ofstorefront facades.

Entries will be articulated with different buildingmaterials, changes in building massing, or changes inthe roof line that break the facade’s regulated surface.Enhanced lighting and signs will be incorporated in entrydesign. Storefronts and entrances will be articulateddifferently to create interplay between the public andprivate realms and between exterior and interioractivities.

Balconies Balconies may be incorporated in the facade of allbuilding types to enhance the building facade. Balconiesmay vary in size; however, the style will be consistentwith the architectural style of the building type.Balconies may be surrounded by railings or parapets.The projection of the balcony beyond the facade will notextend beyond the vertical threshold of the back of thecurb of an adjacent street.

Awnings Awnings may be used to enhance building facades andstorefronts with color and dimension and to provide forbrowsing and cafe seating. Awnings will vary in size,color, and material. Creative use of materials isencouraged. Awnings will be generally consistent inheight and depth to create a canopy of shade andprotection from rain.

Awnings at the sidewalk level will project a minimum offour feet from the building facade. Awnings on thestories above the sidewalk level will project a minimumof two feet from the building facade. All awnings will beconsistent with the architecture of the building.

Arcades/Colonnades

Arcades and/or colonnades are the part of the buildingfacade that overlap the sidewalk with the ground floorset back to provide a comfortable, shaded pedestrianenvironment. Arcades may be used to enhance buildingfacades and storefronts and provide protection from sunand rain, if applicable. Arcades, where appropriate, willprovide a minimum width of eight feet for pedestriancirculation and/or outdoor café and restaurant seatingopportunities. Design of the pedestrian areas withrespect to the arcades will encourage pedestrian activitywithin the arcades.

Lighting Architectural lighting is encouraged to highlightlandscaping, signage, and special architectural features.Lighting in storefronts is recommended to encouragewindow shopping and other evening activities whenstores are typically closed. Whenever practical, secondstory windows may be illuminated to imply humanpresence and counter the perception of desertion.

A lighting plan for the parking areas consistent with theCity’s Zoning Code will be presented to the City forreview as part of the Major Development Review.

Landscape

Landscape Specifically, the Village will utilize only the landscapingwithin the recommended plant list in Section 1.2 of theCity’s Design Guidelines Manual.

The Village at Gulfstream Park will be a carefullylandscaped urban environment. As required, royal palmtrees will be used along Federal Highway in a landscapebuffer with a minimum height of 15 feet at the time ofplanting. A proposed cross section of the FederalHighway frontage is provided in Section IV – BuildingTypes. The Village at Gulfstream Park will meet theCity’s minimum landscaping requirement of 15 percent,including open space such as plazas, arcades, waterfeatures, and other pedestrian common areas. Thespecific landscape provisions and quantities will bedetailed in the landscape plans submitted to the City aspart of the Major Development Review.

Open Space

Open Space Open space is an essential element of the Village atGulfstream Park and will consist of plazas, arcades,water features, pedestrian common areas, andlandscape areas. The type and character of the openspace will be influenced by the surrounding uses.

The type of open space provided for each developmentzone will be dependent on the types of usesprogrammed for the respective zone. The main openspace plaza and Village Green will be in DevelopmentZone A. A detailed open space plan for Phase 1 of theVillage at Gulfstream Park will be submitted as part ofthe Major Development Plan Review package.

Central Plaza The focal point of the Village at Gulfstream Park is theCentral Plaza proposed at the heart of the Villageadjacent to the Gulfstream Park Clubhouse. The plazawill be a unique design incorporating a variety of colors,textures, and landscaping to create a comfortable urbanarea for formal and informal gatherings, pedestriancongregation, and other social encounters. The CentralPlaza will be clearly defined by the Clubhouse andadjacent buildings within the Village.

Village Green The Village Green is at the heart of the Village and isconnected to the main plaza area in front of theGulfstream Park Clubhouse. The area of the VillageGreen will be defined by the landscaping and buildingsoverlooking the green. The dimensions of the VillageGreen are approximately 90 to 120 feet wide by 200 feetlong. The area will contain design elements similar to theCentral Plaza such as incorporating a variety of colors,textures, and landscaping to create a comfortable urbanspace for formal and informal gatherings, pedestriancongregation, and other social encounters. As a mainpedestrian area, the Village Green will be designed toinclude a variety of pedestrian amenities throughout thedesign.

Sign Types The types of signs permitted within the Village atGulfstream Park include, but are not limited to,monument and pedestal signs, blade signs and lettersfixed directly to building walls, projecting and hangingsigns, and neon and dynamic LED-type signs for mediauses.

Wayfinding A clear navigational system is encouraged to illustratethe Village’s components as well as its geographicconnection to the City of Hallandale Beach andsurrounding community.

Parking/Loading

On-streetParking

On-street parking provides additional parkingopportunities and creates a more urban street type withpedestrian buffers and greater access to businesses. Allon-street parking spaces will be a minimum of eight feetwide by 20 feet long, unless otherwise noted.

Mid-block pedestrian crossings may be provided toincrease pedestrian crossing opportunities and to breakup the number of parallel spaces provided in a row.

For the Village at Gulfstream Park, on-street parkingrefers to parking provided along street internal to the siteand does not correspond to any parking on public rights-of-way.

Off-streetParking

In general, surface parking will be provided with 90-degree parking stalls with a minimum dimension of ninefeet wide by 19 feet deep, with a minimum drive aisle of23 feet wide. Handicap parking dimensions will conformto the requirements of the Americans with DisabilitiesAct (ADA). Landscape islands will be provided at theends of parking aisles and generally throughout thesurface parking areas to break up the expanses ofasphalt. Parking shall be striped in conformance with theCity’s Zoning Code. Generally, wheel stops will not beutilized in the parking areas.

StructuredParking

As the Village at Gulfstream Park evolves, some of thesurface parking areas may be converted to structuredparking to increase the amount of parking providedwithin a smaller footprint. The structured parking may beprovided in combination with the proposed retail,residential, hotel, cinema or office uses or independentof any other uses.

To the fullest extent possible, parking structures will bescreened or “wrapped” by uses such as residential orretail. The uses will be strategically placed to minimizethe amount of exposed parking structures. In the event aparking structure cannot be wrapped by a use, the

structure will be architecturally treated on all sides.

When the parking structures are provided in combinationwith other uses, any exposed portions of the parkingstructure will be treated architecturally to complementthe architecture of the combined uses. Examples ofparking structure architectural treatments are providedbelow for illustrative purposes only. All details for futureparking structures will be approved through the MajorDevelopment Review.

Loading An off-street loading space shall include at least 12 feetwide by 50 feet long with 14 ½ feet vertical clearance.Each off-street loading space shall be easily accessibleand arranged for convenient and safe ingress andegress by truck or trailer combination. Off-street loadingspaces may be combined with service areas provided invarious locations of the Village. The number of loadingspaces within each service area will correspond with theadjacent uses and the respective loading requirements.

Service areas for the Village at Gulfstream Park will beinternalized, where practical. In areas where theservices cannot be provided within an enclosed servicearea, screen walls, landscaping, and other treatmentswill be utilized to limit the visibility of the service area.

Building Types –Adjacent to FederalHighway (US 1)

Federal Highway is the western frontage for the Village atGulfstream Park.

In order to adequately address the importance of FederalHighway, the proposed retail facing Federal Highway and itsrelated parking areas will be provided adjacent to FederalHighway along with a minimum eight-foot wide buffer zonecomprised primarily of landscaping. As part of thelandscaping plan for the area between Federal Highway andthe parking areas, royal palms will be used as required in theCity of Hallandale Beach Design Guidelines Manual Section4.3. Architecture, signs, and landscaping will be consistentwith the general design principles previously discussed. V. Streets

General

Street Types The planned streets and sidewalks for the Village atGulfstream Park will generally connect to the existingCity of Hallandale Beach street and sidewalk network.The Village’s urban environment will be enhanced by thetypical cross sections provided in the following sections.

The street types within the Village at Gulfstream Parkconsist of the following:

· Central and Entry Boulevard· Avenue· Street· Accessway

Each street is part of a greater street hierarchydeveloped to organize land uses and activities, andbalance vehicle mobility and access with pedestriancomfort and safety. The street types are also designedfor the most appropriate context within the site. Designprinciples for these street types are provided in thefollowing section.

Sidewalks Sidewalks are the main pedestrian facilities and will bedesigned to create a comfortable, outdoor public spaceto accommodate a range of active and passivepedestrian activities. Sidewalks will be simply designedto achieve these requirements. Dimensionalrequirements vary for each area of the project and aremore clearly described within each typical cross section.Sidewalks and pedestrian corridors provided throughoutthe Village will maintain a clear width as required by theAmericans with Disabilities Act (ADA).

Landscape bulb-outs are encouraged as a tool forenhancing the pedestrian experience by extending thesidewalk and creating shorter crossing distances atintersections. Pedestrian crossings will be highlightedby changes in materials and finish treatment, including,but not limited to, stamped or colored concrete. In

addition, appropriate pedestrian treatments, such ashandicap ramps and tactile sensors, will be provided atall intersections and pedestrian crossings toaccommodate the mobility needs of all patrons.

On-streetParking

On-street parking provides additional parkingopportunities and creates a more urban street type withsubstantial pedestrian buffers. All on-street parkingspaces will be a minimum of eight feet wide by 20 feetlong, unless otherwise noted.

Landscape Landscaping will be planned in conjunction with thesidewalk design. In general, trees will provide shadeand aesthetic enhancements without conflicting withvehicle or pedestrian movement, awnings or commercialsigns. Landscaping will conform to criteria within theCity of Hallandale Beach Design Guidelines ManualSection 4.3, along with the requirements of Article IX,Landscape Regulations.

Lighting Lighting will be used to create attractive nighttimevehicular and pedestrian environments. A minimum lightlevel of one foot candle will be maintained in the parkingand travel lanes. Light levels for pedestrian areas willnot be less than 0.8 foot candles in any location.Lighting will conform to criteria within the City ofHallandale Beach Design Guidelines Manual Section4.6. The fixture type and illumination technology usedthroughout the Village at Gulfstream Park will beappropriate to the context of the lighting application (i.e.,plaza area, street, parking area).

Street Furniture Street furniture will be part of the urban streetscape toencourage pedestrian activity and provide suchamenities as trash receptacles, benches, bollards,pedestrian lighting, bicycle racks, street signs, tables,and chairs. All street furnishings will comply with theCity of Hallandale Beach Design Guidelines ManualSection 4.11.

Street Type 1:a. Central Entry

The central entry boulevard is the formal entrance from Federal Highway (US1). The visual termination of the boulevard to the east is the Gulfstream ParkClubhouse. The central entry boulevard may be accented by a water featureor landscaping within the median. A pedestrian connection on both sides ofthe boulevard between Federal Highway and the Village Green leading to theClubhouse is also provided.

Other entry boulevards are proposed to provide access to the site that mayinclude landscaped medians. Similar to the central entry boulevard, theseboulevards will have four travel lanes, two in each direction, and sidewalksconnecting to the City’s sidewalk network.

Street Type 2:Avenue

Similar to the boulevards in Street Type 1, the avenue has amedian, but may also incorporate on-street parking in certainsections. In general, avenues are adjacent to retail, office, andmixed-use buildings that will generate a higher pedestrianvolume. To support the higher volumes of pedestrians, theavenue provides a shorter pedestrian crossing distance andsidewalk buffering with on-street parking.

Streets are similar to the avenue except that no median isprovided and on-street parking is not present. The crosssection still provides a short pedestrian crossing distance whilemaintaining an adequate sidewalk width for the higher level ofpedestrian activity. An accessway is typically more single-purpose than the otherstreet types, providing access to parking areas, parkingstructures, loading areas, and service bays. However, theaccessway does provide additional circulation opportunities tothe entire street network within the Village at Gulfstream Park.Sidewalk dimensions are typically smaller as the volume ofpedestrians is less. In addition, landscaping is generallyminimal along these corridors to minimize the width of the crosssection and allowing for wider pedestrian and landscape areasalong other street types.

The following provides the general design principles for each public art typeanticipated for the Village at Gulfstream Park. While not all public art types canbe envisioned at this time, the intent of the following information is to provide arepresentative list of potential public art installations. Public Art types listedbelow are not intended to restrict the form and type of interpretive expression,including but not limited to sculpture, murals or paintings, combinations of mediaincluding sound, film, holographic or video systems, hybrid forms of expression,lighting, earthworks, mosaics, and temporary installations.

In all cases, public art is artwork displayed in publicly accessible spaces andbuildings. Art can take on many forms and is typically created by a professionalartist. Public Art displayed at the Village of Gulfstream Park must be appropriatefor the particular location, Permanent installation themes and concepts mayreflect elements of the Mediterranean Revival style and/or uses and activities onsite.

Public art may require additional approvals from the City of Hallandale Beach.Public Art Type:
