Last week we featured a story on an annual Inland Empire survey that revealed surprising optimism for San

Bernardino’s new civic leadership. I join those residents who believe the new leadership in San Bernardino is moving in the right direction. Until now. It was recently brought to my attention that Gary Saenz, the new city attorney, is presenting a proposal to the city council on August 19th to allow for the opening of medical marijuana dispensaries in the city of San Bernardino. Currently medical marijuana outlets are prohibited there. According to local media sources, city officials are looking at communities like Palm Springs whose medical marijuana sales are contributing to the city’s bottom line as models for San Bernardino’s future. San Bernardino, however, is far from Palm Springs, which is primarily a retirement community. Many cities in the Inland Empire, like Riverside and Murietta, have chosen to prohibit the outlets within their city limits citing increased crime and violence as one of the reasons they were against the dispensaries. While researchers with the UCLA based Marijuana Policy Project have found that the centers do not appear to have any impact on the urban landscape and there were no observed associations between the density of dispensaries and either violent or property crime rates, there is another problem. A problem that comes with a proliferation of dispensaries that San Bernardino doesn’t need, and the small tax benefit to the city isn’t worth… marijuana misuse. These same UCLA researchers have found that the more dispensaries and mobile delivery services a city has, the more its residents use marijuana regardless of whether or not they have a medical reason. I’m not a gambling woman, but I’d bet all the cash I have in my purse that many of those users are minors. And that is a problem. According to a white paper issued by the American Society of Addiction Medicine, the largest association of physicians specializing in addiction, not only can the substance produce serious dependency, there is evidence that young people are more vulnerable to its adverse effects. Young people who smoke heavily have impaired neural connections that interfere with the functioning of their brains. A recent New York Times opinion on what science says about marijuana, while supporting legalization, cautions that it is not a harmless substance and calls for restrictions for both minors and adults. San Bernardino should take note. A second New York Times opinion piece on rules for the marijuana market outlines how policy makers have so little experience regulating the market for the drug, it makes sense for state governments – and I would add local – to proceed with caution. While San Bernardino’s leaders are gaining the trust of the residents who recently voted them into office, they should reconsider this idea as a way to gain more tax dollars. There must be other options to increase revenue while raising the standard of living that doesn’t make it easier for the larger population to get high in the process.

T he Eastside HEAL Zone (EHZ) is bringing a new resident leadership training focused on health to the Eastside Neighborhood

of Riverside thanks to funding from Kaiser Permanente and The California Endowment. The ten-week “Resident Leadership Academy (RLA)” is free and open to all Eastside residents and will be held in both English and Spanish. This is the first time the training, which was developed by San Diego Community Health Improvement Partners (CHIP), will be implemented in Riverside County. CHIP’s Senior Director of Ad vocacy & Community Health Dana Richardson explains in the program’s literature that, “the program is characteristic of a public health Master’s degree. The topics covered provide a holistic view of public health, and the methodology facilitates the empowerment of residents to affect change in their own neighborhoods.” The Resident Leadership Academy covers a variety of topics such as Community Building Principles, Social Determinants of Health, Land Use and Planning, Safe and Walkable Communities among others. The sessions culminate to the development and implementation of a community improvement proj ect. “Our hope is that this training will give Eastside residents the resource and skills to make a large-scale impact on the health of their community,” said Ninfa Delgado, a facilitator for the EHZ and Vice Presi dent / COO for Riverside Community Health Foundation. The EHZ is an initiative to increase healthy eating and active living in Riverside’s Eastside neighborhood that is made possible by funding from Kaiser Permanente on behalf of the Riverside County Health Coalition. This new training is “Phase 2” of the EHZ’s Community Action Plan. Last year, the EHZ imple mented “Phase 1” of the plan by partnering with the

Don’t swim with shocks.

I t’s a nice play on words in a Consumer Product Safety Commission fact sheet, but there’s nothing nice about the hidden dangers

it warns of in and around swimming pools with the summer in full swing. The spring electrocution of a 7-year-old boy in his family’s Miami swimming pool is a tragic worst-case example, but another non-fatal Miami accident where three children were badly shocked is instructive as well. Faulty pool lighting and bad wiring, respectively, are suspected in both accidents. In fact, underwater lights and their wiring are the greatest potential electrical hazards inside a pool since it can’t be said enough that water and electricity don’t mix. A pane of glass and a rubber seal are often swimmers’ only protection from electrical wiring. Any water inside the underwater light fixture — the presence of mold or rust, buzzing noises or flickering lights is a tip-off — is very dangerous, but so is a power system that is not well-grounded and aging or corroded wires. These risks are only heightened if lighting and circuits aren’t protected by Ground Fault Circuit Interrupters (GFCIs). And older pools may not only have degraded lighting fixtures, but also may not have GFCIs on underwater lighting circuits. If these issues exist, they should be updated immediately. “People should have a qualified electrician inspect their underwater lights to make sure that junction boxes and wiring connections are properly and safely installed,” said Don Neal, director of Corporate Environmental, Health and Safety at Southern California Edison (SCE), which also offers a pool-pump rebate program to assist customers. “In addition to fixing any problems, that electrician should upgrade your pool, as well as your hot tub or spa, in accordance with local codes and the National Electrical Code.” GFCIs should also be used on pumps and electrical equipment, such as heaters, used with pools, spas and hot tubs and on all outlets within 20 feet of the water’s edge to protect people from shocks. These are all very important steps because there have been 60 electrocutions and nearly 50 serious electrical shocks in and around swimming

pools in the U.S. since 1990, according to the safety commission. The commission said some of the deaths and shocks occurred during attempted rescues of shock victims because the rescuers were unaware of the electrical hazards. Another safe move is to have an electrician downgrade pool lighting from a potentially deadly 120 volts to 12 volts. The 120-volt lighting systems are particularly prevalent in older pools and GFCIs are recommended on any lighting system 15 volts or greater. “The lower voltage is simply less dangerous,” said Neal. “In case of a broken glass or leakage into an underwater light, you should avoid having 120 volts introduced into your water. Landscape lighting should also be powered by a low-voltage system to prevent shocks on a rain-soaked lawn.”A well-ground power system is also very important since it adds critical protection by guaranteeing that if something goes wrong, the power flows to the ground and not to those in the pool. “Pool owners should also make sure that electrical wires and junction boxes are a minimum of five feet away from water, as also required by the National Electrical Code,” said Neal. As for other hazards outside the water, a permanent or storable pool should never be built or set up underneath power lines (if this exists,

there are clearance requirements, but pool owners should consult their local inspection agency). Long-handled cleaning tools also should be used away from power lines and electrical cords should be kept at least five feet away from the pool. Neal offers an additional warning on the electrical cords, suggesting that, “When possible, people should use battery-operated appliances and not cord-connected ones in and around a pool, spa or hot tub.” Meanwhile, pool owners should always have an emergency plan within view of pool users and power switches should be labeled for pool, hot tub and spa equipment and lighting so they can be turned off quickly during an electrical emergency. In addition, a fiberglass Shepherd’s crook should be used to remove any victims from the water, CPR should be administered and 911 should be called. As for rescuers not taking these precautions, they risk serious injury if they touch a conductive fixture or enter the water before the current is stopped. “Pool electrical accidents are easily prevented,” said Neal. “But pool owners must follow state-mandated codes, conduct proper inspection and maintenance and use qualified electricians to achieve that prevention.”

R etired San Bernardino County Marshal, Calvin Howard Pierce of San Bernardino passed away on Sunday, July 27, 2014

in Loma Linda, California after a short illness, he was 85-years-old. Pierce retired from the San Bernardino County Marshal’s Department in 1989 after more than 30 years of service. At his retirement, he received the designation of honorary captain. During his career as a Marshal he also served as a bailiff in the Superior Court system and earned several awards and commendations for improving court system operations. In fact, his initiative resulted in Marshals being assigned department vehicles. One of the first African American Marshals in the department, he also designed the Marshal’s department badge. Before joining the Marshal’s department, Calvin was a mechanic for Santa Fe Railroad. A lifelong resident of San Bernardino, Pierce

Celebration of Homegoing for Lt. Calvin H. Piercewas born January 11, 1929 to Emmett Caldwell Pierce and Eula Mae Carter, the second of three sons. He graduated from San Bernardino High School in 1947. That same year he married his sweetheart – the love of his life – Barbara Pulliams. To this union three children were born: Francis, Brenda, and Valerie. Throughout life, Pierce had many interests including architecture, photography, jewelry making, and beaded walking sticks. Another of his favorite hobbies was fishing (including deep sea) with his buddies. He also enjoyed cruising on a motorcycle with Barbara. A remarkable athlete, he was nicknamed “Windmill Cal” in recognition of his cake-walk style of running, which he used to return kickoff returns of up to 99-yards. He was an award winning sprinter, runner (Loma Linda Lopers), cyclist, and bowler who participated in multiple marathons and tournaments. A leader and generous by nature, he was a member of

San Bernardino Kiwanis. Pierce was tremendously loved by his family and is remembered for his sharp and charming sense of humor. He was a calming and steady presence in the lives of his family members and friends; and will be always remembered as loving, humorous, and dependable. Pierce is survived by his wife of 67-years,

Dear D.S.: Ebola, the virus that is ravaging parts of West Africa triggered panic in the U.S. after officials revealed last week that two infected Americans evacuated from Liberia are being treated at the Emory University Hospital in Atlanta.At least 729 people in Guinea, Sierra Leone, Liberia and Nigeria have died, and more than 1,400 cases of Ebola have been diagnosed marking the deadliest Ebola outbreak in history. However, CDC Director Thomas Frieden said last week that the outbreak poses “little risk” to the general U.S. population, and health officials “are confident we would not have a spread of

The advisory signals a level 3 health threat, CDC’s highest measure. Frieden described Ebola in stark terms, calling it frightening and a “dreadful and merciless” disease for which there is no proven treatment or vaccine. The bottom line, he warned, is that “Ebola is worsening in West Africa” — and even in the best of circumstances, a true turnaround in the outbreak could take three to six months “or more.” Frieden said he understands people’s concerns, but he called on Americans to be calm and hopes that “fear of the unfamiliar does not trump our compassion” for assisting ailing Americans and others suffering from the deadly virus Ebola.

W illiam Vanderburgh has been appointed the new associate vice president and dean of the Office

of Undergraduate Studies at Cal State San Bernardino. Vanderburgh succeeds J. Milton

Vanderburgh, who will begin his new duties on Aug. 4, has served at Wichita State University, Kansas as the executive director of the Office for Faculty Development and Student Success since 2010. “I am particularly happy to be joining a university where the focus is on helping students succeed and reach their dreams,” said Vanderburgh. “I am a strong believer in the power of urban-serving public universities to change lives and communities, and I know that CSUSB is making the world a better place every day. Being a part of that will be very fulfilling.” “Dr. Vanderburgh brings to our campus a substantial record of accomplishment as a faculty member and a strong record as an administrator,” said Andy Bodman, provost and vice president for academic affairs at CSUSB. “He is deeply committed to the mission of the CSU and has excellent and varied experience in supporting student success.”

Barbara Pulliams Pierce; three children: Francis Howard Pierce of Grand Terrace, Brenda Joyce Lilly of San Bernardino, and Valerie Ann Futch (Terry) of Grand Terrace. An adored grandfather, he is lovingly remembered by four grandchildren: Tiffany Hinton (Glenn), Cherysa Cortez (Jerome), Corey Futch, and Shandyn Pierce; seven great grandchildren, and two great-great grandchildren. Also left to cherish his memory are his brothers Mr. Tyree Pierce of San Bernardino and Dr. Robert Pierce of St. Louis, Missouri. He was also a favorite uncle, cousin, and nephew in a large extended family rooted in California, Arizona, and Missouri. He will also be remembered by a host of friends he held dear.

Vanderburgh held several administrative posts at Wichita State University, Kansas including director of the Center for Teaching and Research Excellence and the director of the honors program, before becoming the founding executive director of the Office for Faculty Development and Student Success in 2010. In that role, he created campus-wide initiatives to promote student success with an emphasis on increasing retention and graduation rates. He established new programs such as a peer mentoring program, a tutoring program and the Military and Veteran Student Center. Vanderburgh also collaborated on projects such as new student orientation, academic advising and undergraduate research. He has been professor of philosophy at Wichita State since 2001. Originally from Montreal, Canada, he earned his Ph.D. in philosophy at the University of Western Ontario, in London, Canada.

This song came to mind because the man in question has used similar language like this when he has referred to women in the past. Boom Boom Boom Boom. This former congressman referred to Gloria Negrete McLeod as a “bimbo” after she decided not to run for re-election to Congress. Boom Boom Boom Boom. Now in order for this man to run in the district, it was reported that he moved from the city of Rialto to Fontana. Some people have said that

known nationally by people in both political parties and all ethnic groups. Mayor Warren just recently returned from the White House by invitation from First Lady Michelle Obama. Various city governments have looked to Fontana as an example of how elected officials should behave when discussing city business. It all happened under Mayor Warren’s leadership. Boom Boom Boom Boom. Under Mayor Warren’s leadership, Fontana began construction of three interchanges to accommodate the over 200,000 residents and the growth of the goods movement throughout the Inland Empire. Boom Boom Boom Boom. Mayor Warren is the founder of the Healthy Fontana Program, which is now an example of teaching residents healthy lifestyles throughout the state. Boom Boom Boom Boom. Mayor Warren has focused her administration on promoting the city as “Open for Business” increasing jobs and sales tax. In 2013, Fontana was named as one of the top 20 safest communities in the entire country. W e the undersigned clergy in the greater San Bernardino area promote the just treatment of all immigrants

on our borders, especially the recent refugees of unaccompanied minors and women from Central America fleeing violence caused in part by the War on Drugs and the market for drugs in the United States. We as a diverse and interfaith group of clergy, can agree upon the wisdom found in the command in the Book of Leviticus “The alien who resides with you shall be to you as the citizen among you; you shall love the alien as yourself, for you were aliens in the land of Egypt: I am the Lord your God. (19:34 NRSV) With the exception of indigenous Americans, our ancestors were aliens in these United States at one time or another and are bound to treat the people coming across our borders with dignity and respect. The Most Reverend Katherine Jefferts Schori, Presiding Bishop of the Episcopal Church, has called on the United States to treat the unaccompanied minors and mothers with children with compassion. They “like Sudanese or Syrian refugees, these people are fleeing hunger, violence, and the fear of rape, murder, and enslavement. The violence in Central America has escalated significantly in recent months, particularly as a result of gangs and trafficking in drugs and human beings. These people are literally fleeing for their lives.” Derek Duncan of the United Church of Christ writes, “Stemming the tide of children requires

D eveloping nations and modern civilizations face age-old crises and dilemmas that researchers and experts from universities around

the world have collaborated on to understand and potentially resolve. From finding answers to malnutrition in underdeveloped countries to uncovering solutions to the water shortages in California, university researchers have their hands in world affairs. UCR is emphasizing the importance of building synergy and fostering collaboration with international research and studies. University officials are currently searching for the school’s first-ever Vice Provost for International Affairs, a coveted leadership position that is a staple of the most respected educational institutions. Faculty members are hoping the new position will bring together a host of international programs to strengthen its involvement in global research. UCR realized for many years the school needed a Vice Provost, but UC budget cuts in the face of the recession five years ago put the position on the shelf. After Chancellor Kim

Wilcox came to UCR last year, interest in creating a Vice Provost position was renewed, said Anil Leolalikar, a developmental economist and founding dean of the UCR School of Public Policy. “You can’t be a major research institution without having a global footprint. The world is a more globalized place, so everything that we do has ramifications here and vice-versa,” said Leolalikar. “The job of the Vice Provost is to find out what all is happening in terms of international work and make it more cohesive so the right hand knows that the left hand is doing,” he said. International collaboration between UCR scholars and their colleagues abroad dates back decades. Some of their research includes improving crop yields in Africa and determining cost-effective ways of reducing child malnutrition in developing countries. “The point of our new approach is with all of these activities, let’s put them all together and see what kind of impact we have. Let’s see if we can exploit some of the synergies from all of

these projects with faculty and students. It’s not optics. It’s making things more efficient ... a more holistic approach,” said Leolalikar. While a lot of the university’s research could provide solutions for problems in emerging nations, solutions to domestic concerns in the U.S. and industrialized countries are also abound in other countries, including those that may not be as modernized as others. “Water is a very important issue in Southern California and other parts of the world because a lot of the world is running short on water. Water is going to be the next oil in the coming century. A lot of the expediency of [foreign] governments have made good policy on appropriate pricing so water is not wasted by farmers or consumers. There are also expediencies with water desalination and recycling. It’s been very successful in places like Australia, Israel, and South Africa. We can learn from those experiences and make use of them in SoCal,” said Leolalikar. The lessons can be applied in reverse, with countries such as China learning from advancements in environmental planning

and pollution control in Southern California, for example, said Leolalikar. Having valuable information affects the quality of decision making, he said. UCR partners with universities throughout the world to maintain its teaching and research standards, keep up with academic trends, and share innovations. The university currently has 170 agreements for collaboration with universities around the world. UCR is hoping its growing emphasis on international studies will influence more students abroad to enroll. Every year, hundreds of UCR students study overseas every year. Susan Ossman, Professor of Anthropology, has directed the university’s Global Studies program since she came to UCR seven years ago. Ossman studies serial migration patterns, working in Morocco, France, and the U.K. before joining UCR. She’s also done research in Tunisia, Egypt, Mali, and the Arab Gulf. Ossman works with graduates and undergraduate students and has noticed an increase in interest in global studies among students.

UCR is a founding member of an experiment at the Large Hadron Collider at the CERN lab in Geneva,

Switzerland, as physicists hunt for Higgs boson, the world’s most sought-after particle.

• English professor Michelle H. Raheja received a Fulbright fellowship to study visual culture of one of the largest indigenous groups in Europe, the Sami people of northern Europe.

• Physics professor Gabriela Canalizo volunteers several weeks each summer in an orphanage in Malawi to raise awareness of science.

• Scientists are developing improved varieties of cowpea that will increase crop yield in several African countries. Cowpea is a protein-rich legume crop that plays a key role in sustaining food security for people and their livestock in Africa and Asia.

• UCR geologists were part of an international team that discovered the mineral qingsongite in Tibet. Nearly as hard as a diamond, it is an important technological material.

• Economist Steven Helfand is evaluating a United Nations agriculture sustainability project aimed at breaking the cycle of poverty in Brazil.

• Historian James Brennan is examining political violence and the “dirty war” in Argentina and, with scholars from Asia, Africa and Latin America, is studying the economic-social-environmental history of the global mining industry in the 20th century.

“I have seen the study has grown to be a popular major. Even those who don’t major, there is an interest to study abroad. [If possible] they’ll try to go during the summer,” she said. Students who take part in international studies usually gain an appreciation for being a part of a new society and appreciating their own, said Leolalikar. However, currently, the university can’t send as many students abroad as it would like because of the costs. Ossman believes having a Vice Provost could strengthen and elevate attention to UCR scholars’ research abroad. “I hope (the Vice Provost) makes everyone more aware of the international work. Sometimes for those of us who work internationally, it’s not as visible as it could be. Having someone who is the point person makes it more visible.” “My hope is that better coordination of all of our activities will lead to a greater societal impact,” said Leolalikar.

Philip Vieira, Riverside’s Newest Brew Master

F or Philip Vieira, working on a Ph.D. in neuropsychology while starting a brewery has meant some sacrifices.

There have been 5 a.m. lab sessions to collect data for his research on different regions of the brain and the formation of memory. There have been midnight sessions of transferring beer to kegs and midnight neuropsychology data analysis marathons. And, there has been little time for long distance runs. “That’s unfortunate because with this industry there is a lot of beer drinking and a lot of calories consumed,” Vieira said. “My scholarly body is being weighed down.” In late May, Seven Brothers Brewery opened in Riverside with Vieira as its head brewer. (The name will soon change to Seven Brethren Brewery because of a trademark dispute that has required new licensing.) The opening comes at a time of tremendous growth of breweries. In June, the Brewers Association announced there are more than 3,000 breweries operating in the United States, almost double the number compared to 2010. Seven Brethren is also part of another beer trend – the growth of brewery incubators. Brewery incubators allow multiple breweries to operate in the same location while sharing equipment, staffing and other costs. Vieira’s brewery is one of three that share a 1,800-square-foot industrial space, which serves as a tasting room and manufacturing facility. The three brewers are contract laborers under the company Brew Crew Inc., which leases the space and handles the business side of the operation. Vieira compared the arrangement to that of a musician and music label. This model allowed him to open a brewery without spending hundreds of thousands of dollars or having to get all the needed equipment, licenses and permits. “As a grad student, the idea of me starting a brewery on my own would be ridiculous,” Vieira said. “But with this model I do one important thing – brewing beer – and the rest happens through the company.”

By Sean Nealon Vieira, 29, grew up in Modesto, one of seven brothers. (The other brothers are all involved with the brewery, but in advisory roles.) After graduating from high school, Vieira spent three years traveling in Europe tracing his family roots, which includes a 16th century monastic brewer. He developed an interest in a variety of brewery traditions as he lived in the Czech Republic, Belgium, Germany and the United Kingdom. He returned to the United States, earned a bachelor’s degree from Fresno State and moved to Riverside for graduate school. The start of graduate school in 2009 coincided with Vieira beginning to brew beer at home. He teamed up with Z Riesz, a fellow graduate student at UC Riverside. They brewed in Vieira’s backyard using makeshift equipment from a WinCo grocery store and Home Depot. Then, as Vieira put it, “the inner scientist” in him wanted feedback. He started entering his beers in competitions. At first he got terrible results. But, the feedback was great. By 2012, he was winning awards and high praise at competitions throughout Southern California. Several of those highly praised beers pay tribute to the city of Riverside, whose symbol is the raincross, and U C Riverside, whose nickname is the Highlanders. The beers include: Raincross Red, an Irish red ale; Tartan Strong Ale, a Scottish strong ale; and Ryeside Ale, a Scottish-American rye ale. He also created several beers using ingredients foraged from the UC Riverside campus, including kumquats, grapefruit and oranges. In the future, he would like to use types of citrus found in UC Riverside’s citrus variety collection, which has more than 1,000 varieties. While brewing at home, Vieira got to know

Brad McCauley, the husband of one of his classmates, Jasenka Orion. McCauley, who also brewed at home, decided with another partner to create the brewery incubator that became Brew Crew Inc. He liked Vieira’s beers and asked him if he wanted to be one of the initial breweries. (McCauley runs Delicious Science, another one of the breweries at the incubator.) Vieira, who is writing his dissertation and expects to receive his Ph.D. this fall, tries to spend only one full day a week at the brewery, but increasingly that is becoming two or three days a week. “Brewing is a lot more fun than typing on a computer,” he said.
