The sale of the Radio Monte Carlo group has been an on -going question since 1986 and has been considered by no less than seven different govern- ments. As one source close to the pro- ject says: "If the selling of RMC by the state was easy, it would have been done a long time ago." The last attempt to privatise the RMC group-which includes three networks, RMC, Radio Nostalgie and Montmartre FM- collapsed in 1996. This time around, an impressive list of national and international companies are lining up in a bid to acquire all or part of the troubled radio group. Among the interested companies are French radio groups NRJ, Sud Radio and Europe 1 Communications, British media conglomerate EMAP, luxury goods company LVMH, and Gerard Louvin, owner of Paris -based dance station Voltage FM.     PARIS - The French government haslaunched its fifth-and hopefullyfinal-attempt to privatise RMC,France's fourth largest radio group.

    The sale of the Radio Monte Carlogroup has been an on -going questionsince 1986 and has been considered byno less than seven different govern-ments. As one source close to the pro-ject says: "If the selling of RMC by thestate was easy, it would have beendone a long time ago."

    The last attempt to privatise theRMC group-which includes threenetworks, RMC, Radio Nostalgie andMontmartre FM- collapsed in 1996.This time around, an impressive list of

    `Political pressure' ousts RAI boardby Mark Dezzani

    ROME - The entire board of gover-nors, including the president, ofItalian public broadcaster RAI is tobe replaced following resignations-reportedly under political pressure-during the past week.

    President Enzo Siciliano and twogovernors, Liliana Cavani andMichele Scudiero, resigned onJanuary 21st. The remaining two RAIgovernors, Fiorenza Mursia andFederica Olivares resigned onJanuary 27, leaving all five positionson the board vacant.

    This followed pressure on theboard to resign in the face of mount-ing accusations of pro -governmentbias in TV news bulletins and fallingaudiences for the network's three TVstations. The exodus of the broadcast-er's entire senior executive has

    occurred despite an ongoing restruc-turing plan for RAI's three nationalradio networks, which appears to beachieving positive results.

    RAI Radio Uno (news/talk) andRadio Due (full service) have main-tained their listening figures andtheir lead inthe ratings,whilstRadio Tre(cultural)has inc-reased lis-tening over the past 18 months.

    The position of Claudio Cecchetto,recently appointed to revamp RadioDue's afternoon youth -targeted musicprogramming, is likely to remainsecure for the immediate future, sinceany strategic changes under a newexecutive will probably be directed atRAI's TV operations. Cecchetto was

    previously owner/director of privateCHR networks Radio Deejay andRadio Capital.

    A new governing board for RAI isexpected to be appointed by earlyFebruary, to avoid a leadership vacu-um. Italy's centre-left "Olive Tree"

    government coali-tion has beenpreparing a new lawto slim down RAI'sexecutive structure,and to distance theselection of execu-

    tives from politicians. Currently, theleaders of the senate and parliamentare responsible for appointingRAI governors.

    The government proposals alsoinclude plans to partially privatisethe state-owned RAI; these areexpected to be an integral part of thenew executive board's mandate.

    Spanish licence row rumbles onby Howell Llewellyn

    MADRID - Alarm bells are againringing over government plans,approved in September last year(M&M, Sept. 20 1997), to grant 350new commercial radio FM licencesacross Spain during 1998.

    Augusto Delkader, director generalof Spain's largest commercial radio net-work, Cadena SER, has now warnedthat one of the three existing nationalnetworks "would disappear" if a fourthgroup emerged as a result of theincreased number of licences. His viewhas been backed by the SpanishAdvertisers' Association (AEA).

    The three national commercialnetworks-SER, Cadena COPE andOnda Cero Radio-all said before theNew Year break that the emergenceof a fourth group would mean adver-tising revenue would not be enough tosustain all four networks.

    "One of the three current networkswould disappear, and I shall do all Ican to make sure it isn't SER," said

    Delkader at a series of debates titledRadio Days at the faculty of journal-ism in Madrid's ComplutenseUniversity on January 20.

    Delkader estimatesthat the minimuminvestment to set up anew network would bePta8 billion ($52.6 mil-lion), in a sector withan annual turnover ofabout Pta50 billion($329 million)-"insuf-ficient to feed a fourthnetwork." He adds:believe in competition,but things have to bedesigned with a bit of discernment."

    Central government formallyoffered the new licenses for tender onSeptember 8 1997; this year, each ofSpain's 17 autonomous regions willaward its allotted number of stations.The first two regions-Galicia andExtremadura-are expected -to issuetheirs next month.

    Delkader has also called on the

    centre -right government to enforcecurrent legislation limiting the num-ber of municipal radio stations,which, he claims, have an unfair

    advantage because theyreceive financing frompublic funds as well asfrom advertising.

    He also reminded his(mainly student) audi-ence at ComplutenseUniversity that Spain'soverall radio audiencefell last year. In 1996,59.9 percent ofSpaniards said they lis-tened to the radio every

    day; the figure. was 58.8 percent in1997, according to a survey by EstudioGeneral de Medios (EGM).

    The day after Delkader's comments,the AEA issued a statement sayingSpain's advertising cake was not bigenough for a fourth network. "There isno space in the market for four net-works to survive from advertising rev-enue," the statement declared.

    Over -powered Antigoon off airby Marc Maes

    ANTWERP - Following a report filed byBelgian Telecom, the Flemish local radiowatchdog has forced Antwerp -basedCHR station Radio Antigoon to stop allbroadcasting for a 10 -day period.

    The station fell silent on January22, and was due to resume broadcast-ing on February 1. Belgian Telecom isresponsible for monitoring telecommu-nications and broadcasting activity inthe country. According to the FlemishMedia Ministry, officials noted as farback as 1995 that Radio Antigoon wasinfringing radio legislation by broad-casting at 400 watts in excess of thestation's allocated power limit.

    Antigoon was also, says theMinistry, using hardware not

    approved by the government, andincreasing itsallocatedbroadcastarea by usinga frequencyrange of 150Khz insteadof the regula-tion 75 Khz.

    In June 1997, BelgianTelecom again reported similar infringe-ments by Antigoon, and filed a com-plaint which led to a recommendation tothe media minister, in September 1997,that Radio Antigoon should suffer a 10 -day broadcasting suspension.

    Radio Antigoon managing directorDavid Daggelinckx' says, "We don'tagree with the suspension, because we

    have our doubts about the proceduresused by the Telecom officials. In addi-

    tion, a frequency range is diffi-cult to measure." However, hecontinues, "We are respectingthe 10 -day shutdown."

    Daggelinckx also criticisesthe local radio watchdog'smethods which, he alleges,

    leave some stations alone whilst othersare taken off -air for various infringe-ments. In 1997, some 10 stations facedgovernment suspensions for a range ofregulation infringements.

    Radio Antigoon, which will complywith the power and frequency rangeregulations when it comes back on -air,will launch a $20,000 campaign to re -promote the station when the suspen-sion expires on February 1.

    Q: What are the common linksbetween the weekly Pepsi ChartShow on commercial radio in theU.K. and the Channel 5 show?A: The countdown is the same, and NeilFox [95.8 Capital FM/London presen-ter, who also presents the radio chartshow] will be the off -camera voice forthe TV show. So, there's continuitybetween the two. Of course, the sponsoris the same. [Pepsi] want to pull in thesame demographics with both shows.

    Q: Do you see ways in whichInital, Channel 5 and U.K. com-mercial radio can work together?A: Absolutely. We have a meetingscheduled with Richard Park [Capitalgroup programme director]; we're look-ing to come up with a creation whereone plus one equals five, and Pepsi isorganising chart -related events. Sothere are ways we can work with radioto our mutual benefit. One reason weopted to go for the Pepsi Chart wasbecause it's on commercial radio.

    Q: What about cross -promotionbetween radio and Channel 5?A: One of our ambitions is to promotethe fact that you can hear the chart oncommercial radio every Sunday. So theradio show will be getting two plugs aweek on the TV show. As far as broad-casting regulations are concerned, weare allowed to do that. The BBC hasdone it for years with its five radio andnetworks and two TV channels. It'sabout time the commercial sector did it.

    Q: Channel 5 is less than a year old;what's its approach to the show?A: They are taking a very consideredview about it all. Everybody knows it'snot going to pull in 2-3 million viewers.Music TV shows don't. But at the sametime, the profile of the show-and thefact that it plugs into commercial radio,advertiser -funded programming andthe British music industry-is veryinteresting. It will draw the kind ofaudience everyone involved is keen toget; 16-24 year -olds. That's one reasonITV is keen to have the Brits [show],because it draws that age group, whichtraditionally turned away from IW.

    Q: Any plans to roll out the showon outlets other than Channel 5?A: We are in advanced stages of negoti-ations with a major satellite TV broad-caster in the U.K An agreement shouldbe wrapped up shortly. Overseas inter-est in the TV show, particularly fromScandinavia, is very strong.

He will remainas a consultant; his successor as MD will be announced short-ly by Sony Music Entertainment Europe president Paul Rus-sell. Sten of Klinteberg joined Sony Music-at the time, CBSRecords-in 1970 as marketing manager for the EuropeanRegional Office in Paris, moving to Sweden in 1977. In addi-tion to Sony Music Sweden, he was MD-and oversaw thestart-up-of the Skivakademien Record stores acquired bySony in 1989 (the company sold the last of the chain in 1997).

    DIGITAL SUMMIT FOR MIDEM'99?CANNES - Next year's MIDEM may be preceded by a day-long summit meeting to discuss concerns raised by the digi-tal environment. Reed MIDEM Organisation chief executiveXavier Roy says this year's show (January 18-22), demon-strated to him the level of music industry apprehensionabout new ways of doing business. MIDEM may respond tothis, he says, by staging a summit meeting involving seniormusic industry and telecommunication and Internet accesscompany chiefs, to be held on the day-or two days-beforenext year's show. "It's an idea... I will have to present to theindustry," he says. "But it is an idea that I hope will help thetwo sides understand more about each other's concerns."

    IRTC APPROVES TODAY FM CHANGESDUBLIN - Irish commercial broadcasting regulator, theIRTC, has approved the changed output of lbday FM (for-merly Radio Ireland), the result of revamped music and mar-keting strategies at the national broadcaster. The IRTC saysit is "confident" that the station's new programming and If1 million -plus ($1.61 million) promotional blitz will "lead toan improvement" in the station's audience figures. However,the regulator was not satisfied by the "absence" of certain edi-torial elements, which lbday indicated last November wouldbe part of the schedule revamp which began at the turn ofyear. The IRTC and lbday are discussing those issues.

    SANZ IS TOP SELECCIoNMADRID -Alejandro Sanz, the Spanishsinger who has just broken a nationalsales record by shifting lm units of hisfourth album, Mcis (More) in just fourmonths, was among the winners at theSeleccion Dial 97 music awards, held inMadrid. The awards are voted for by lis-teners to Spanish language -only net-work Cadena Dial. Others receivingawards included Monica Naranjo, InmaSerrano, Jose Maria Cano (the latter

    two both ex -members of Mecano), Presuntos Implicados,Rosana, Ella Baila Sola, Tontxu, Ismael Serrano, Los Saban-denos, Remedios Amaya, Siempre Asi, Camilo Sesto andRocio Durcal.

    SEX AND RELIGION AT THE RALONDON - U.K regulator the Radio Authority has upheldthree listener complaints against local FM services for broad-casting "items on sexual matters during morning program-ming." The complaints were among 25 upheld by the RA dur-ing the period October -December 1997, from a total of 127adjudicated upon (62 on programming, 65 on advertising.The local services were: Fox FM/Oxford, GWR/Swindon andNorthSound/Aberdeen. The RA also upheld a complaintagainst national rock broadcaster Virgin Radio over a gayversion of The Lord's Prayer which "clearly breached" theregulator's Programme Code. The penalties which the RAcan impose range from a broadcast apology to a fine or theshortening/revocation of a licence.

    K's CHOICE WIN AT ZAMU AWARDSBRUSSELS - Double T Music/Sony al, Ks Choice werevoted best Belgian act and best export artist at the fourthannual Zamu Awards, held here last week. The awards areorganised by the official Flemish musicians and producersassociation. Also recognised during the ceremony wassinger Arno, whO received a lifetime achievement award.

    Royalties blow for French labelsby Rena Bouton

    PARIS - French record labels'collecting societies SCPP andSPPF could be forced to payback Ffr400 million ($70.1 mil-lion) in royalty payments to TVchannels for music videosbroadcast on TV.

    In what could be a landmarkdecision, a Paris civil courtruled on January 14 that agree-ments between SCPP and SPPFwith commercial TV channelM6 and between SCPP withpay -channel Canal+ were void.SCPP and SPF will have to payback to the channels what theyhave collected to date.

    SCPP, which representsmajor companies andindependent labels,and SPPF, whichincludes only inde-pendents among itsmembers, haveappealed against thejudgement. "If thatdecision was to be con- SOCIETE CIVILE DES PRODUCTEURSfirmed," SPPF DE PHONOORAMFAES EN FRANCE

    general manager Jerome Roger,"our societies would face bank-ruptcy. The Ministry of Cultureshould be aware of the stakes."

    of SCPP, is nonetheless opti-mistic. "[In similar cases] eachtime labels lost the first legalround, they eventually won theappeal," he says. "If that wasn'tthe case, then it would be amajor problem for us. It willaffect not only the productioncompanies-especially thesmallest labels-but thewhole music community."

    The heart of the conflictdates back several years,to when representatives ofartists and musicians,through their collecting Ssociety Spedidam, com-plained that deals madeby SCPP and SPPF regardingthe payment of videos broadcast

    on TV channelsexcluded artists andmusicians, to the solebenefit of labels.Hence Spedidam'sdecision to call on acivil court to declarethe agreements voidand negotiate a newcontract that will

    include all rights owners.M6 and Canal+, which both

    broadcast a huge number ofvideos, pay SCPP and SPPF aspecific amount for each video

    broadcast. Until now, thosesums were collected and dis-tributed to SCPP and SPPFrights owners. Labels contend-ed that the money financed theproduction of videos.

    Artists' society Spedidam,which has long been embroiledin conflict with other collecting

    societies,asserts thataccording tothe 1985 copy-right Law on

    neighbouringrights, musicians

    and performers areentitled to 50 percent

    of the broadcasting rights on allmusic broadcast by TV chan-nels, including on the audiopart of music videos. SCPP andSPPF argue that a video is anaudiovisual product, and there-fore, the broadcasting rights arefully collected by the companieswhich have financed the videos.

    The court has ruled thatSCPP and SPPF have to payFfr400 million back to M6 andCanal+. In addition, SCPP andSPPF are to pay artists'/musi-cians' union SNAM Ffr600,000-and the same amount to Spedi-dam-in compensation.

    Swedish stats show static sceneby Keith Foster

    STOCKHOLM - Sweden's firstset of %dio audience figures for1998-supplied by researchcompany RUAB and coveringthe last quarter of 1997-showthe Swedish radio market look-ing fairly static.

    The stable picture, however,is forcing some stations-par-ticularly those broadcasting ACformats-to make changes.While some rock, oldie or dancestations have found their niche,chiefly in the major cities, theAC stations which make up thebulk of Sweden's commercialbroadcasters -continue to jockeyfor position.

    Many stations are having toadapt to audience tastes whichvary between Sweden's threemajor cosmopolitan cities andthe geographically large ruraldistricts. One such operator,commercial network MixMegapol, sees its audienceshares rising in Stockholm,Gothenburg and Malmo by 0.5,0.7 and 0.3 percentage pointsrespectively, although its overallnational figures refuse to budge.

    Megapol managing directorMarcus Forsell says the problemlies in the "saturation" of themarket outside the three bigcities. "The market just isn'tgrowing out there," he says. Lastspring the network added "Mix"to its name and went from a Soft

    AC format to a Variety ACstyle-an "in your face" blend, asMarcus Forsell puts it. "We hadto clarify our image in the cities,and it has worked well." Despitethe overall stasis, he adds:"We're very happy with our audi-ence share and ad sales."

    Another network competingfor the city listeners is RadioCity, owned by media holdingsgroup Scandinavian Broad-casting System. Radio City'sfigures show a rise from 4.7percent to 5.4 percent in Stock-holm, and very little change inMalmo and Gothenburg. MDPeter Benson says the threeRadio City stations in the bigtowns have now revampedtheir formats to a more '90s -based AC style partly becauseof rival networks' activities.

    "You have to react," he says."We're constantly carrying out

    research and overhauling ourmusic content as the audienceshifts and changes moods.

    The addition of a new awards cate-gory, the City of Hamburg New TalentAward for National Pop Artists, bringsthe total number of prizes on offer atthe seventh edition of the annualGerman music awards show to 23. Thenew award, valued at DM40,000($22,500), is sponsored by the ministryof culture of the city of Hamburg, inassociation with three private partners(this is the third time the Echoes havebeen located in Hamburg).

    A feature-length edit of the ceremo-ny will be broadcast by public TV net-work ARD at prime -time the followingday. The German PhonographicAcademy estimates the show attractedsome five million TV viewers in 1997.

    Winners will be selected using aformula based 70 percent on MediaControl sales data, and 30 percent onvotes cast by members of industryorganisations IFPI, BundesverbandPhono and the PhonographicAcademy. The Academy' 400 mem-bers include authors, producers, pub-lishers and media people.

    CANNES - Europe's music TV marketis about to get even more crowded.

    On March 5, French broadcasterM6 is to launch M6 Music, a 24 -hour"100 per cent music" station (M&M,September 20, 1997).Investment from the musicindustry would be welcomesays the new channel.

    M6 already operates anational terrestrial TVchannel in France, with 30percent of its airtimedevoted tomusic program-ming. M6Music will ini- 0tially broadcast to 400,000 satellitehouseholds via the TPS digital plat-form. M6 itself already has a cable TVchannel joint venture, Fun TV, in con-junction with radio station Fun FM:the service is also carried by TPS.

    Alexis de Gemini, MD of the newchannel, says M6 Music will aim toattract a broad, 18-35 demographic,rather than more tightly -focused audi-ences sought by other channels.

    "We don't want to be a youthlifestyle programme" he explains,pointing to the incorporation of sportsand youth affairs issues into the pro-gramming of MTV and others. "It willbe a 100 per cent music channel." DeGemini adds that VJs will not feature;video clips, live concert broadcasts,

    music magazine programmes and achart run-down of its own listings will.

    The new channel's main rivals inthe French market are MCMEuromusique and MTV Europe. BothMTV and MCM Euromusique broad-cast on a rival platform, CanalSatellite and it has been suggested

    that M6 ownerMetropole's reason forstarting the channel is toprovide ' additionalmusic programming forthe satellite platform.

    De Gemini says hischannel's strength will

    HILVERSUM - "Unofficial" ratings forthe Dutch market show newly acquiredFM frequencies giving a major boost tolocal broadcasters' listening figures.

    The official Dutch ratings forDecember/January have not yet beenpublished but market researcherIntomart, which compiles them, hasissued interim figures to broadcasters,covering the first two weeks in January.

    Comparing the new "mid-term" figures with the last fullsweep (October/November1997) shows the new-comers on the FM bandbenefiting from theirnewly -acquired fre-quencies, whichbecame operational onNew Year's Day as a result of amuch -anticipated frequencyredistribution plan.

    On that comparison, commercialstation Radio 10 Gold makes a leap for-ward in the "ad hoc" ratings from an 8.3percent market share ' inOctober/November (M&M, Nov 8) lastyear to 10.8 percent. The oldies stationonly has FM frequencies in the

    Northern provinces and in the mid-lands, and director of marketing andcommunications Mark Out stresses: "Ifwe had coverage across Holland, ourratings would have been even better."

    "Besides," he adds, "people have toget used to our new position [on thedial]. This is only the beginning. We'rein the middle of our TV and billboardcampaigns. As soon as the official rat-ings over for December/January comein, they will be binned, as the situation

    In its aggressive new campaign to breakShania Twain internationally, Mercury mightbe taking a little bit of the country out of thegirl. It has certainly decided to take the girlout to some new countries.

    Twain's commercial achievements in NorthAmerica over the past three years are almostunparalleled. The 1995 set The Woman In Me-widely perceived as her debut, but in reality hersecond U.S. albumrelease for Mercury-is certified for sales of10 million copies inAmerica alone, andhas provided four con-secutive country No.1hits. Her runawaysuccess has stayed inthe fast lane since theemergence lastNovember of itssequel, Come OnOver, which is alreadyat the three -millionmark in the U.S.

    But for all the glory of two consecutivechartbusters and a groaning sideboard ofawards and accolades, Twain has remained aspecialist fancy in most of Europe. With the fullcooperation and participation of the artist,Mercury is now addressing the challenge ofplacing Shania in the common market.

    Remixed for EuropeA new -look, new -sound version of The WomanIn Me is now emerging across the continent.Twain and her husband, co -writer and produc-er "Mutt" Lange, have revisited the album andremixed parts of it to come up with what shecalls a "more universal" edition. "We've takenout some of those sounds that Europe wouldfind a little less palatable," says Twain. Thealbum is released in continental Europe onFebruary 16 and in the U.K on March 16, led

    want to release it the way it was,people would accept that it does-n't sound country, so the pointwasn't really to 'de-countrify' thealbum. And we didn't re-recordthe songs, it's still the same inessence, really."

    Reworking the album for Europeappears to have paid off in termsof crossover airplay. In the lastweek of January, more than 20European CHR stations, includ-ing markets leaders such as 95.8FM Capital FM/London, have the

    single You're Still The One on their playlists.Philippe Untershute, head of music at

    German-speaking Swiss station Radio Pilatus104.9 FM/Luzern, enthuses, "There are a lot ofSwiss people who like country music-butmodern country. There is a mainstreamappeal for modern country, so this track is agood crossover and works well for our pro-gramming." Twain's single can currently beheard on Radio Pilatus twice a day.

    At Capital -owed BRMB/Birmingham inthe U.K-where the track was playlistedbefore it went on -air at its big brother stationin London and is currently averaging sevenplays a day-assistant programmer AdamBridge says there was some debate aboutwhat rotation You're Still The One should begiven. "Paul Jackson [programme controller]and I listened to it. I instantly kind of liked it,but Paul said he wasn't sure. But the trackgrows on you," Bridge continues. "It is not toocountry. There is a time when crossovercomes, and she is at that stage now."

    Refusing the pigeonholeTwain rails against the idea that she shouldappeal only to fans of one musical style. "A lotof my listeners are crossover listeners. In theirCD collection there might be me next to AlanisMorissette, Smashing Pumpkins, MariahCarey... so many listeners are like myself, theylisten to a bit of everything." She jokes that thenew version of The Woman In Me could wellturn into a hot import in Canada and the U.S.

    Nevertheless, she admits to being perplexedby country music's general inability to minemulti -platinum across the European borders.

    High -profile European marketing of thenew Woman In Me will be supported byEuropean promotion by Twain, who also hopesto include dates across the continent on whatwill be her first -ever world tour, planned tostart in the U.S. in early summer.

    Meanwhile, Twain will carry the fight tothe industry pigeonholers. "Some artists aremore obviously rap, R&B or one thing or theother," she says. -"I'm not. I guess what I wouldconsider more universal. I'm the kind of musicthat I listen to."

    DANISH CROSSOVERIt's Over by Caucassus is the latest in a long line of strongreleases from Copenhagen -based Flex Records. It's an oddmixture; part soul tune, part slamming club groove and partpop song, the track deserves recognition for coherently cover-ing so many different bases. Happily, it also has an excellentmelody-which should please radio programmers and athumping groove for clubbers. And with so many potentiallysatisfied customers, it might even chart!

    THE HOUSE OF ISRAELOne of the tracks causing a stir at Midem was Jez &Choopie's Yim (Agnosia/Israel), a tune widely predicted to beone of the first crossover hits of 1998. Combining soaring eth-nic vocals, arabic string motifs and a hard house groove Yimis truly something different-the house sound of Tel Aviv.Already licensed in all major territories, the track is out onwhite label in the U.K on Multiply and garnering ecstaticreactions from club DJs.

    DELICIOUS VISIONAmongst the new wave of labels, the tastefully -titledLondon -based Sperm Records is emerging as a force to bereckoned with in the next millennium. Their no-nonsenseapproach is typified by Yum Yum's The Vision, a track whichcombines a tech/trance instrumental feel with vocoder anda dash of humour. Refreshing, playful and groovy.

    MAESTRO JOINS THE BANDOn their first long player Join The Band! (CosmosRecords/Spain), Barcelona -based Alex Martin Ensemble havetaken their particular vision of nu -Jazz to an altogether high-er level. Whereas previous releases tended to concentrate ongroove and melody, merely hinting at band leader Martin'sjazz roots, JTB! is the real thing. From the opening Slicesthrough to Catch Me, If You Can the album mixes smooth,Weather Report -style fusion sounds with some risque ele-ments, backed by a genuinely modern, wide-screen take onall things dance. A category -defying tour de force from a mae-stro in the making.

    ORIGINAL FACESAlongside Juan Atkins and Derrick May,Detroit's other famous techno originatoris Kevin Saunderson. However, of thethree, it's Saunderson who has most elo-quently resolved the fundamental con-flict between the requirements of thedancefloor and very different needs ofmainstream radio and chart action.

    Now, his eleven years of recordingare documented on the double album Faces andPhases on Belgian independent SSR/Crammed, in collabo-ration with Saunderson's own KMS imprint. While BigFun, Good Life and Watcha Gonna Do With My Lovin'-allrecorded under the nom de tune of Inner City-would haveto count as his commercial zenith, other career peaks havebeen strictly dancefloor.     Spain's biggest indie hitsails in with Dover landingby Howell Llewellyn

    Can Dover make the cross-ing to Dover? Or to put itanother way, can the bandbehind Spain's biggest indiealbum yet successfully taketheir English -language rockto the rest of Europe and-finally-the U.K?

    A multi -national musicpublisher and a smallSpanish label have joinedforces in an unusual strategyto find foreign licencees tolaunch and distribute Dover,who over the past nine months have become themost successful group ever to emerge fromSpain's indie scene.

    Signed to Madrid -based SubterfugeRecords, Dover have sold 350,000 units of theiralbum Devil Came To Me since its April 1996release, according to Spanish IFPI-affilitateAFYVE, and was still at number 8 in theSpanish album charts after 35 weeks. Thoseare major achievements in a market wherealbum sales of 15,000 units are usually consid-ered a big success for an independent label.

    Warner Chappell Spain's managing directorAlvaro de Torres is so convinced of Dover'sworth that he wants to help Subterfuge directorCarlos Galan to find partners who can launchand distribute the album in other territoriesprior to a European tour by the band.

    "We have received offers from everywhere,but either the labels are too small, or they aremajors who want us to deal through the

    Spanish offices of their operation," says Galan.De Torres says Warner Chappell will act as

    intermediary between theband and potential partnersacross Europe. "It's part ofour growth strategy to fosterrelations with local reper-toire through indie labels,"says De Torres. "Our interna-tional network and infra-structure is one thing we canoffer to nourish the industrycircuit, while always respect-ing the band's wish to stayindependent."

    De Torres is sendingDover's CD to Warner Chappell artistic direc-tors in various European countries-Germany,Switzerland, France, Italy, Belgium-but notthe U.K. yet because it is "a notoriously diffi-cult market." The local Warner Chappelloffices will then approach labels based on theirknowledge of the scene.

    Dover play straightforward, melodic rock,with English lyrics. The band consists ofsinger Cristina Llanos, Cristina's sisterAmparo on guitars, Jesus Antunas on drums,and bassist Alvaro Gomez.

    Subterfuge has long been a standard bearerin the Spanish indie scene, and has launchedsuch alternative favourites as The KillerBarbies, Australian Blonde, and Sexy Sadie.But none of their albums sold more than15,000 units. Now Dover may have rewrittenthe book on what is possible. Other Spanishacts and labels will be keenly watching theirprogress over the coming months.

    Virgin unveils Unbelieveable Truthby Paul Sexton

    Unbelievable Truth are a new name to most, but.the U.K. band, from Abingdon in Oxfordshireare already on their second time around.

    This time, however, they're making theirmark for the first time with their second sin-gle Higher Than Reason (Virgin I, picking uphealthy U.K airplay as Virgin Records intro-duce the trio in Europe. The single is out onFebruary 2 in Britain and most of the conti-nent, with strong interest from Germany.Benelux, Norway, France and Italy.

    Vocalist and guitarist Andy Yorke-brotherof Radiohead's charismatic frontman Thom-graduated in Russian language and literatureand studied in Moscow before joining forceswith friends Jason Moulster (bass) and NigelPowell (drums, keyboards, guitar). Takingtheir name from a 1990 movie directed by HalHartley, the band started to gig and had a pub-lishing offer from Zomba, but Yorke veered offin the other direc-tion, returning toRussia to work asa translator.

    "I was just a lit-tle bit scared, Ithink, and lackingin confidence," herecalls. "I wentaway and did myown thing for a yearand a bit, then wereformed in Unbelievable Truth

    September 1996, and since then things havestarted moving pretty quickly."

    The band signed with Virgin in March 1997,securing publishing with Chrysalis Music. Theirdebut single Stone-released last summer-andsupport dates with the Sundays, Sparklehorseand Beth Orton made Unbelieveable Truth oneof the hottest tips for 1998.

    Yorke is resigned to the inevitable attentionattracted by his family ties. "It has pluses andminuses," he says. "One of the minuses is thatit makes it easier for people to dismiss us beforethey've even heard what we do. But it also helpsus to get noticed in the first. place."

    Yorke's plaintive voice and the band's deli-cate melodies will invite comparisons withRadiohead, but their own identity is rapidlyestablishing itself and, following the upbeatresponse to the singles, Virgin plans to releaseUnbelievable Truth's first album Almost Herein the U.K. and most of Europe on April 20, aweek after it appears in Japan.
