A FOUR-FOOT restricted-area arc in the lane for women’sbasketball has been approved by the NCAA Playing Rules OversightPanel.

The arc has been located three feet in front of the basket.A secondary defender must be outside the arc and in league

guarding position to draw a charge. If the player is in the restrictedarea when the contact occurs, a block will be called.

The panel also approved allowing teams to choose from whichside of the court to inbound the ball after advancing it to the frontcourt after a timeout in the back court. Previously, teams had toinbound the ball at the 28-foot line on the side with the scorer’stable.

Other action on the panel saw the “use-it-or-lose-it” timeout inthe first half eliminated. Coaches will be allowed to carry alltimeouts over to the second half.

Guest SpeakerDr. Scott Gines, vice president forintercollegiate athletics andcampus recreation, was the guestspeaker at an Eggs and Issuesprogram sponsored by theKingsville Chamber of Commercelast week in McCulley Hall oncampus.

The 10-second back court will not be reset when the offensiveteam calls a timeout beginning in 2017-18.

Officials will be allowed to use replay to determine if therelease of the ball on a made basket occurred before the shot clockexpired.

The coach’s box will be extended to 38 feet. It was previously28 feet.

A player must now have both feet on the floor outside the laneto avoid a three-second violation.

THE COMMITTEE ALSO approved several changes formen’s basketball.

The coach’s box will also be extended to 38 feet, just as withthe women.

The panel approved a rule permitting a reset of the shot clockto 20 seconds when the ball is inbounded in the front court after afoul by the defense. If more than 20 seconds remain on the shotclock, the clock will not be reset.

Referees can use the instant replay rule in the last two minutesof the second half or last two minutes of overtime to see if asecondary defender was in or outside the restricted-area arc butonly when a call has been made. If the player is in the restrictedarea, a block will be called on the defender. If the secondarydefender is in legal guarding position and outside the restricted area,a player-control foul will be called.

The cylinder rule was adjusted to allow more freedom ofmovement for the offense. If a defensive player straddles anoffensive player’s leg in a way that prohibits him from making anormal basketball move, contact that creates a common foul will becalled on the defensive player.

OMAR GONZALEZ, WHO has been a member of theJavelina men’s basketball coaching staff for the past two years, hasbeen named an assistant men’s basketball coach at Blinn College.
