EXECUTIVE SUMMARY

SUPPORT FOR HUMANITARIAN ACTION IS ON THE DECLINE

» The survey shows skepticism about individual or collective ability tomake a difference

• There is low trust in organizations and in political leaders

There is significant ambivalence in defending social values over perceived self-interest, which indicates a grcfsving-isolationism

The readiness to act shows a downward trend

POPULISM HAS CROSSED OVER FROM POLITICS

The survey results reflect a rise in isolationism and nationalism in many countries in recent years

Most beUeve.their country has done more for refugees than their country has actually done

Most believe migrants take more than they contribute into the economy

» Most express sympathy, but not empathy

THERE ARE POCKETS OF HOPE

The younger generation is more positive across the board

More informed publicsrecognize the contribution of migrants

Women and the younger people value diversity

A NEW MODEL FOR IMPACT

Low trust in international organizations and leaders demonstrates the need for a disruptive, holistic new model of action where government, civil society and business together identify issues of importance, honor incredible acts of courage and drive practical solutions to addressing the world's humanitarian needs.

TURNING UP THE VOLUME VIA MEDIA

The Humanitarian Index demonstrates the important role the media can play in shaping public perception of the refugee crisis. The Aurora Humanitarian Initiative calls on the media to bridge the compassion gap by drawing public attention to pressing problems to spark humanitarian action, and reporting on the positive contribution refugees are making to their new communities..

HOPE LIES WITH THE YOUTH

The Humanitarian Index reminds us that hope lies in the hands of young people, the next generation of humanitarians.

The Aurora Humanitarian Initiative calls on educators to teach from a purpose-driven curriculum that educates young people about the causes and consequences of humanitarian disasters, the value of engagement and aid, and drives them to join in solving the most pressing hujmanitarian challenges Aurora's commitment to this effort is demonstrated through the Aurora Gratitude Projects and the Gratitude Scholarship Fund, in cooperation with the Near East Foimtotion and other partners.

Denis Mukwege: TIME op-ed draft 4,20-17 Word count: 819 From Chemical Weapons to Sexualized Violence in War: We Must Enforce international Law

Denis- Mukwege, ,M.D.,is the founder of the Panzi Hospital in the Democratic Republic of the Congo, caring and advocating for survivors of sexual violence. He is one of five finalists for the Aurora Prize for Awakening Humanity, which is awarded annually in Yerevan, Armenia, on behalf of the survivors ofthe Armenian Genocide and in gratitude to their saviors. This year's ceremony will be held on May 28.

Rape is not just a physical, violent act perpetrated against one victim. lt is an assault on humanity. The victim suffers not just from physical trauma, but the lingering effects of psychological violation. That/ after all, is the. purpose of rape ata time of war. Rape destroys the will to live, it paralyzes victims, their families, and entire communities. Rape is a cost-effective way to establish power over the vanquished. With each woman or girl who is attacked, a family is ruined. In eastern Congo, many thousands of families have been devastated. This crisis threatens to destroy the very fabric of our society, leaving us torn to shreds, subdued, and crushed.

I am a surgeon, certainly, but I am a women's rights advocate as well. More and more, I realize that I am a human rights advocate, perhaps that above all else. Many years before the war, I realized maternal health and mortality should be protected. Families become consumed by sadness on what should be the happiest day of their lives - all because they do not have access to basic medical care and support.

The developed world often takes access to medical services and facilities for granted. In Congo, these necessities are all too often unavailable. And so, I chose a profession that would help me help them.

But the war changed everything. In 1996, we fled to Bukavu. We founded Panzi Hospital in 1999. It was smaller and had fewer resources, but I thought I could resume my work.

I tried. But the war had changed everything. In three months, I treated 45 victims of the most brutal kind of sexual assault. My patients were survivors of rape - most often gang-raped, beaten, physically and mentally battered, the women who came to me ranged from young children to an 80-year-old woman. They all believed they had ho reason to live.

The 80-year-old woman, who had been gang-raped asked me, "Why didn't you just let me die?*

Imagine you have been raped in front of your family, your children, your community; how can you ever recover? I wanted to help her, and all our patients that suffered such trauma.

The small hospital was insufficient to tackle the scale of the violence. We established our holistic healing model that today has helped more than 50,000 survivors of sexualized violence. We began by treating their physical wounds. But as more and more women shared their horrors, we started to see that the wounds went far deeper than those we could treat physically.

We hired a psychologist. We had to help women start to find a way back from their ordeal. We, help younger survivors resume their education, while older women are provided vocational training and support to help them provide for themselves, to feed their children and put a roof over their heads.

Denis Mukwege: TIME op-ed draft 4-20-17 Word count: 819 We see these women fight back from the brink. They find power within themselves. They fight for the rights of their children and their community. They want justice. We havesince helped them with legal assistance. We see these women transform from victims and survivors into activists.

In 2011, the American Journal of Public Health revealed that 48 women and girls aged 15 to 49 were raped each hour in a single province of Congo. That is more than 1,000 women and girls each day. in Congo, without political and econom instability, this scourge of rape threatens to destroy more families, more communities.

Our goal is to increase protections for women and to advocate that those responsible for sexual violence be brought to justice, including the Congolese government and militia groups laying siege to the eastern part of our country. The Congolese government has responsibility to listen to the voices of civil society, to negotiate a path to peace in good faith, and to eradicate corruption. The Congolese government must be held responsible for the exploitation of our natural resources, and the negative economic impact this ongoing conflict has on the Congolese people.

Sexual violence has been accepted as part of this conflict for too long. That must change. We have an international consensus against the use of nuclear weapons and against chemical and biological weapons, and against torture. Since 1919, international law has recognized that rape as a weapon of war must end. And yet it continues as a cheap, effective tool of war. Making the bodies of women and children the battlefields. As human beings and governments, we need to say, if you win a war by destroying women, the international community will never accept you as a leader.

We must pursue justice for all crimes against humanity that shock the conscience.

We also need a cultural shift on the ground; men heed to understand that to protect women is to protect themselves, and that respect for women is key to real equity. Rape is not only a woman's issue; it is humanity's crisis to solve.

Dr. Tom Catena: TIME 6p-ed Word count: 595

Focus Humanitarian Efforts Where They're Needed Most - Even Amidst a Civil War

Dr. Tom Catena is a surgeon arid Catholic missionary who for many years was the only doctor permanently based tn Sudan's war-torn Nuba Mountains. He is one of five finalists for the Aurora Prize for Awakening Humanity, which is awarded annually in Yerevan, Armenia, on behalf of the, survivors of the Armenian Genocide and in gratitude to their saviors. This year's ceremony will be held on May 28.

The Nuba Mountains in southern Sudan is a rugged region the size of Austria and home to 750,00 men, women and children. It is also a conflict zone. Since 2011, a war has raged between the Government of Sudan, and the Sudanese People's Liberation Movement, who are demanding self-determination and power-sharing for the Nuba people.

Caught in the middle of the struggle are those living in the mountains. They have suffered tremendously, with aerial bombardments a daily occurrence for many years. Villages and farms have been targeted, forcing the local population to flee into the mountains where they have little or no food. As can be expected, mass starvation has followed.

As one of two doctors at the region's only hospital, I have experienced the atrocities and hardships of this war, firsthand. There have been times when I've treated as many as 500 people in a single day. Men who have received terrible burns across their bodies; toddlers who have lost legs to shrapnel wounds; people with leprosy and ma I nutrition;, and children severely burned during middlenaf-the-night attacks. It is an endless parade of victims with every war zone injury imaginable.

When the war first broke out, the Catholic mission that sponsored me wanted me to evacuate and return to the United StateS:. But I stayed, and I've never regretted that decision. The difficulties of running a hospital in a conflict zone, however, cannot be underestimated. Thestaples for running a hospital anywhere else in the world - electricity and running water - are a luxury to us. And, most types of foreign aid are nonexistent. We don't have access to medical technology. We don't even have reliable telephone access. But I'm always on call> delivering babies, treating cancer, training my staff and all too often, repairing the wounds inflicted by war.

While I see; way more tragedy than I ever imagined, I am also blessed to witness such increcUble courage every day from our team and the people we serve. I recall treating a woman in her 60's who had fled with her family to hide out in a cave, only to be hit with a shell that destroyed her foot and fractured her thigh bone. Uhfprtunately, we had no choice but to amputate her foot due to the extent of her injuries, and while she was recovering in our hospital, airstrikes came again. The hospital itself was hit, and at that moment, an 11-year-old girl nearbystarted crying. As the girl and the woman huddled on the . hospital floor after the attack, the woman - in tremendous pain herself, with her leg propped in an uncomfortable position, and despite her own anguish, began to speak to the little girl, calmly, providing reassurance. She reached out with warmth, proceeded to tell stories, and concentratedon making the child feel somewhat protected in the midst of the frightening attack:

Far me, themore challenging the situation, the more I know my services are needed. The same should hold true for the international community; as .nations continue to be ravaged by conflict and disease, more aid is needed, not less. The international community needs to do more to help provide medical supplies; training and basic aid to help us better serve the people who need our services. We can't just let hundreds of thousands of people be passed over and forgotten.

Treat the World as Your Family

Fartuun Acton is the executive director ofthe Elman Peace and Human Rights Centre in Somalia, and has championed human and women's rights, peace-building, development and the rehabilitation of child soldiers, together with her daughter, llwad Elman, who works with her in Somalia, she is one of five finalists for the Aurora Prize for Awakening Humanity, which is awarded annually in Yerevan, Armenia, on behalf of the survivors of the Armenian Genocide and in gratitude to their saviors. This year's ceremony Will be held on May 28.

lam a morn. But to me that has never meant only caring for my three daughters. I knew that to be true even as I fled my Somali homeland with my girls following the assassination of their father bySomali warlords. My husband's peace-building program, "Drop the Gun, Pick Up the Pen" was a threat to those destroying Somali society for personal gain. He dedicated his life to eradicating violence, so 1 knew I had to continue his work.

My daughters and I went to Canada to find safe haven. But I knew I would return. Once settled, I told riiy daughters I was going back; They feared for my life and were frightened that they might lose their only parent But I reminded thern: Young boys in Somalia didn't have work, didn't have a future, and were forced to become child soldiers. Somali girls and women were abused, raped, and mutilated. The government denies these crimes and rejects justice for the victims. In many ways, I felt these young boys and girls, too, were my children. And, no mother would stand by Idly while their children faced such atrocities. So I listened to my conscience, and I returned.

In honor of my husband, I started the Elman Peace and Human Rights Centre to provide much-needed access to education. Thatf s where we: began. In Somalia, education is often out of the Question, a luxury unavailable to most. All too often, extremists take advantage of this, forcing young boys to become f ighters even though they don't really want to kill. They join because no other opportunities exist But education gives these boys a choice. At Elman, 80 percent of those who want training will graduate with the skills they need to protect themselves and their futures.

For women who desperately needed hope, I started the Sister Somalia program to help girls in my country who have survived rape or escaped forced marriages. Now, for the first time, Somalia hasa sexual violence hotline and rape crisis center. Today we can say we've reached 8,000 women and girls who were victims of sexual and gender-based violence. We offer counselling and medical services, business start-up kits and funds, entrepreneurial skills training, and relocation to a safe place. It has been so rewarding to see the unimaginable— girls finding their voice, leaving the center, more empowered, knowing we stand with them.

We've even begun to see a behavioral and cultural shift due to our work. We're slowly breaking apart the social norms that ignored such heinous Violence against women and girts. We've put pressure on international bodies like the United Nations to hold peacekeepers accountable for their abuse, and it's led to tangible change. My daughters now understand why I returned to Somalia to help their sisters and brothers, and this keeps me alive.

My own daughter, l lwad, has joined me and dedicated herself to helping the community here, too. Words cannot describe how proud I am. As llwad says, "There is love, beauty, friendship and comrmunity thriving here. And if we heard more about that, it would allow people around the world to see

Educating Women to Enlighten Society Or Educating Women to Light a Path to Understanding

Jamila Afghani is the founder of the Noor Educational arid Capacity Development Organization, which promotes the rights of Women and ghis in Afghanistan. She is one of five finalists for the Aurora Prize for Awakening Humanity, which is awarded annually in Yerevan, Armenia, on behalf of the survivors ofthe Armenian Genocide and in gratitude to their saviors. This year's ceremony will be held on May 28.

As a disabled woman living in Afghanistan, you might think I would be the last person to tackle the traditions and practices that prevent women from receiving-ran education. In my country, marry consider it shameful to send their daughters to school - it is a damaging mindset caused by a misunderstanding of religious teachings. But I consider myself lucky, since because of my disabled legs, I was allowed to learn to read.

As a child, I suffered from polio. At first, I was sad that I couldn't play Outside with my siblings, but I embraced the opportunity to spend my days with books. And later, I received the rare opportunity to attend school, where I was thirsty to learn more. In class, I studied hard and earned high marks. While education for women in my country is often considered taboo* women should never be ashamed for wanting an education. My life is committed to making this possible.

I am proud of my work, but it can be challenging and dangerous. I operate in a region surrounded by misery and conflict putting me and my family at mortal risk. To advance my work, I must confront imams who, by misinterpreting Islam, suppress women's rights and strfte their right to learn. But rather than fleeing from the challenge, I address it head on, working with these powerful Imams, hearing their concerns, and demonstrating my own respect for Islam, which I believe does not limit women's education. I look for the commonalities that connect us as humans (which often surprise them), earn their respect, and go forward together.

This is how I've always lived: working with whatever I have been given. During my second year at university, 36 women and children died around me because there wasn't enough food or water at the refugee camp in Pakistan where my family was living after we fled the Afghan civil war. With my friends - many of whom were also disabled - 1 decided we must do something; working with whatever resources we had. Within one month, we collected food for 1,000 families in the camps.

But while we were distributing food and medicine, we also wanted to find a long-term solution. I met women who were convinced their only way to survive was to beg or perform sexual acts for men. We needed to empower women. And we knew education would be the path toward a better life. Working together, we started our organization, which we called the Noor Education Center. . We chose Noor as the name of our organization because it means light and serves as a symbol of hope. We started volunteer classes in the camps for children and women, teaching reading and other skills.

Today my organization has grown. We work with families to support the acceptance of girls' schooling in rural areas, and with thousands of imams to deliver sermons on the importance of educating women and women's rights. Across Afghanistan, I've worked on numerous projects for the empowerment of

women and children socially and economically, and 1 defend women's rights under both Islamic and international law.

Despite the challenges, I feel strongly that we are pursuing a critical cause, for peace building and fighting this cycle of conflict. To truly have sustainable peace in Afghanistan or anywhere, we need to educate and empower women. If you educate one woman, you educate a whole family. It's just like a candle - if you light one candle, that candle can light many others around it. That is how our societies will become more enlightened - in Afghanistan, and throughout the world.

Muhammad Darwish: TIME op-ed 4-20-17 Word count: 524

When War Comes, Anyone Can Be a Doctor

Muhammad Darwish, 26, become one of three remaining doctors in the.besieged town gfMadayg, Syria -home to 40,000 people - despite his lack of medical training. He is oneoffive finalists for the Aurora Prize for Awakening Humanity, which is awarded annually in Yerevan, Armenia, on behalf ofthe survivors ofthe Armenian Genocide and ingratitude to their saviors. This year's ceremony will be. held oh May 28,

Situated in the mountains not far from the Lebanese border, my home town, Madaya used to be a popular mountain resort. That changed in the summer of 2015 when the Syrian civil war reached us. At that time, I was a year away from completing my studies to become a dentist.

I left university and returned to my town, shocked by the scenes of destruction. Many had abandoned all their belongings and fled, thousands were injured yet most of the doctors had either left or been arrested. I felt it was rny duty to my town and my people to help in some way. These were the people I grew up with -- my family and friends -- normal people with normal lives. Hearing the hopeless cry of a small child, blood mixed with tears running down his face, I had to act.

I had studied dentistry, not surgery but despite my lack of experience I went to work in the hospital. There were so many people in need of help. I had to take a crash course on practicing medicine, learning from the one licensed doctor - before he, too, left. Today, there are no medical specialists, only limited, rudimentary medical equipment and no access to the most basic medicines. And yet, .the demands for our services are relentless; We treat up to 100 people each day. The town is surrounded by 14,000 landmines, and dozens of snipers target the town continuously.

Soon rt was just me and the other inexperienced "doctors" doing the best we could. The first time we performed a surgery, fear took over, because we had a man's life in our hands. We knew we weren't qualified, but we had no choice. The man's parents told us to go ahead, because delaying was not an option. During the operation, I took pictures on my smart phone of what was happening, then left the operating; room, where.there is ho Internet access, to ask dbctorsfor advice Using WhatsApp. Then I returned, re^sterilized, and continued. When the operation was successfully completed, we all cried.

Because of our isolation in a war zone, we receive a small amount of international aid — limited to rice, groats and beans - all carbohydrates. People lack protein and other essential nutrients. This has led to severe forms ofmalnutrition. this is something we'd never seen before, yet We struggle to manage it.

The siege has now lasted two years. It permeates your very being and has a suffocating effect. The familiar streets where I played as a boy are now strewn with bodies, the blood of victims, piercing wails and silent incredulity. The hospital has been almost constantly targeted by shelling and sniper fire. WeVe been personally threatened and forced to move four times.

But we persist and I maintain hope. As I say to others, you will be surprised by the good that will follow and the experience you gain. One day, when the war is over, I will go back to school and study so that I can become a fully qualified surgeon. But for now, my people need me and I must respond.

A U R O R A HUMANITARIAN INITIATIVE

NEW STUDY REVEALS STATE OF HUMANITARIAN MORASS WORLDWIDE

Waning Compassion, Lack ofQompeterit Leadership and Skepticism in One's Ability to Make a Difference Drive Decline in Humanitarian Support

Pessimism Buoyed by Confidence in Millennial to Take Future Humanitarian Action

25 May 2017 - YEREVAN, ARMENIA - A new international study released today, the 2017 Aurora Hurnanitarian Index, revealed support for humanitarian action is on a steep decline and there is an overwhelming lack of confidence in world leaders to address the refugee crisis.

Results from the Index, which surveyed nearly 6,500 people in 12 couritries, were compounded by the fact that only nine percent of individuals believe their actions can make a difference in solving the global refugee crisis. For the second year in a row, terrorism is cited as the undisputed top humanitarian issue at 63 percent, followed by the'widening gap between the rich arid poor, hunger, climate change and forced migration.

The annual public opinion survey gauges attitudes towards humanitarian issues worldwide, the effectiveness of humanitarian intervention, and individuals' motivations to intervene on behalf of others. A bright spot in the 2017 Index showed youth outpacing their older counterparts, showing greater openness toward and support of refugees, and willingness to take humanitarian action.

"The sense of apathy towards humanitarianism today highlights ah urgent need for engagement in every sector," said Ruben Vardanyan, co-founder of the Aurora Humanitarian Initiative f AHI) and United World College at Dilijan. "However, this negativity is cOLfnter balanced by the incredibly positive attitudes of youth towards humanitarianism and the individual impact on the refugee crisis. All of us need to educate and motivate the young people around the world so they not only understand their capacity for meaningful impact, but are inspired to act upon it"

Key findings from the 2017 Aurora Humanitarian index commissioned bytheAHl, a non-profit organization committed to building a global humanitarian movement to empower modern-day saviors, include:

• Confidence in individual impact on humanitarian action is low: o Only nine percent of respondents feel they can make a difference in solving

humanitarian issues. o Although 56 percent of respondents are upset upon hearing the hardship that

Syrian refugees are experiencing, 51 percent feel they are unable to make a meaningful impact.

• Support for humanitarian action is declining: o Though a majority of respondents agree refugees deserve help, only 37 percent

would welcome refugees into their own countries, o 42 percent of respondents feel their couritries have already taken in too many

refugees.

o Respondents across the 12 countries identified Germany, France and the U. S. as the couritries accepting the highest number of refugees. In actuality, Pakistan, Iran and turkey have permitted the most refugees into their countries.

• Isolationism and nationalism extend beyond politics: o 34 percent of respondents agree that immigrants make their country a better place

to live, yet one-third view migrants as a threat to their religious beliefs. o 44 percent of respondents feel their country is threatened by ethnic minorities. This

figure rises significantly in the UK (56 percent); Kenya (56 percent); Turkey (55 percent); and France (54 percent).

• There is a crisis in competent leadership: o 32 percent of respondents could not identity a leader capable of addressing the

refugee crisis. o U.S. President Donald Trump (33 percent) and German Chancellor Angela Meckel

(31 percent) are perceived as the leaders best positioned to provide solutions to the refugee crisis today, a sharp decrease from the 46 percent of respondents from the 2016 Aurora Humanitarian Index which perceived then U.S. President Barack Obama as most capable.

o Despite their distinctly different views, Pope Francis of the Roman Catholic Church, British Prime Minister Theresa May and Syrian President Bashafal-Assad are ai) equally believed by only 15 percent of respondents as being best positioned to provide solutions to the refugee crisis.

o Every sector surveyed is perceived as doing less in 2017 to address the Syrian refugee crisis than one year ago, as reported in the 2016 Aurora Humanitarian Index. The media, international communities, respondents' governments and developed countries suffered the most significant decljne in perceived action since 2016.

o The European Union and the United Nations are perceived as the most capable bodies to address the ongoing crisis, but confidence in global organizations across the board has declined since 2016.

• Hope lies with the next generation of humanitarians: o Overall, younger people are more positive and confident tn their capacity for

impact, with 68 percent of respondents aged 18 to 34 years agreeing that refugees deserve help, and 47 percent wanting to help Syrian refugees.

o Younger respondents value diversity, with 29 percent of respondents agreeing it is better for a country if everyone shared customs and traditions.

o Of those surveyed, respondents aged 18 to 34 years are the most likely to take action to address the refugee crisis in the next 12 months.

The global survey, led by research partner Kantar Public and interpreted by academic partner University Libre de Bruxelles, was fielded between February 21 and March 19, 2017. Interviews
