December 1, 2015 – Public Hearing was held regarding the adoption of the 2015 codes.

December 15, 2015 - Washington County Commissioners voted to adopt the 2015 Maryland Building Performance Standards, the 2015 International Existing Building Code, trade codes, local amendments thereto, and related ordinance and resolution. The implementation date for these codes will be March 1, 2016.

All plans submitted after March 1, 2016 must be in compliance with the new codes

Inspections for permits issued after March 1, 2016 will be conducted under the new codes.

Any existing project or plans submitted prior to March 1, 2016 will be reviewed and inspected under the old codes

Change Summary: • The maximum height for accessory structures has been increased from two to

three stories above grade plane. Technical requirements have been removed from the definition, and accessory structures are now permitted to be unlimited in area.

and not more than two stories in height, the use of which that is customarily accessory to and incidental to that of dwelling(s) and which that is located on the same lot.

Change Summary: Carbon monoxide alarms now require connection to the house wiring system with battery backup. Exterior work such as roofing, siding, windows, doors, and deck and porch additions no longer trigger the carbon monoxide alarm provisions for existing buildings. An attached garage is one criterion for requiring carbon monoxide alarms, but only if the garage has an opening into the dwelling. A carbon monoxide alarm is required in bedrooms when there is a fuel-fired appliance in the bedroom or adjoining bathroom. Carbon monoxide detection systems only require detectors installed in the locations prescribed by the code and not those locations described in NFPA 720.

Change Summary: • The code sets the maximum allowable spacing for deck joists supporting the

various types of common decking materials.

• Wood-framed decks shall be in accordance with this section, or Section R301, for materials and conditions not prescribed herein. Where supported by attachment to an exterior wall, decks shall be positively anchored to the primary structure and designed for both vertical and lateral loads.

• Maximum allowable spacing for joists supporting decking shall be in accordance with Table R507.4. Wood decking shall be attached to each supporting member with not less than (2) 8d threaded nails or (2) No. 8 wood screws.

Change Summary: New sections and tables provide prescriptive methods for joists and beams in deck construction. Section R507.5 describes requirements for deck joists, Section R507.6 lists requirements for deck beams, and Section R507.7 describes minimum bearing requirements for joists and beams.

Deck Beams: Maximum allowable spans for wood deck beams shall be in accordance with Table R507.6. Beam plies shall be fastened with two rows of 10d (3 inch by 0.128 inch) (76 mm by 3 mm) nails minimum at 16 inches (406 mm) on center along each edge. Beams shall be permitted to cantilever at each end up to one fourth of the actual beam span. Splices of multi-span beams shall be located at interior post locations.

• Deck Joist and Deck Beam Bearing: The ends of each joist and beam shall have no less than 1½ inches (38 mm) of bearing on wood or metal and not less than 3 inches (76 mm) on concrete or masonry for the entire width of the beam. Joist framing into the side of a ledger board or beam shall be supported by approved joist hangers. Joists bearing on a beam shall be connected to the beam to resist lateral displacement.

Change Summary: Doors on wood-burning fireplaces must be listed for the application. The requirement for gasketed doors on fireplaces has been removed.

Fireplaces: New wood-burning fireplaces shall have tight-fitting flue dampers or doors, and outdoor combustion air. Where using tight-fitting doors on factory-built fireplaces listed and labeled in accordance with UL 127, the doors shall be tested and listed for the fireplace. Change Summary: • The minimum required separation between the leading edge of a projection and the

line used to determine the fire separation distance has been modified in a manner that provides for a significant increase in the separation required.

• Projections: Cornices, eave overhangs, exterior balconies and similar projections

extending beyond the exterior wall shall conform to the requirements of this section and Section 1406. Exterior egress balconies and exterior exit stairways and ramps shall also comply with Sections 1021 and 1027, respectively. Projections shall not extend any closer to the line used to determine the fire separation distance than shown in Table 705.2.

Change Summary: • An exemption for sprinkler systems in small resident bathrooms has been introduced into the IBC because

the provision was removed from the current edition of the referenced NFPA 13 standard.

• NFPA 13 Sprinkler Systems: Where the provisions of this code require that a building or portion thereof be equipped throughout with an automatic sprinkler system in accordance with this section, sprinklers shall be installed throughout in accordance with NFPA 13 except as provided in Sections 903.3.1.1.1 and 903.3.1.1.2.

construction requirements from the International Mechanical Code (IMC).

• Ladders: Permanent ladders shall not serve as a part of the means of egress from occupied spaces within a building. Permanent ladders shall be permitted to provide access to the following areas:

– 1. Spaces frequented only by personnel for maintenance, repair or monitoring of equipment. – 2. Non-occupiable spaces accessed only by catwalks, crawl spaces, freight elevators or very narrow

– 1. The requirements of ANSI/ASHRAE/IESNA 90.1 – 2. The requirements of Sections C402 through C405. In addition, commercial buildings

Change Summary: •This section covers the commissioning of the building mechanical systems in Section C403 and electrical power and lighting systems in Section C405.

•Prior to the final mechanical and plumbing inspections, the registered design professional or approved agency shall provide evidence of mechanical systems commissioning and completion in accordance with the provisions of this section.

Change Summary: • Heated water circulation systems shall be provided with a circulation pump. The

system return pipe shall be a dedicated return pipe or a cold water supply pipe. Gravity and thermosyphon circulation systems shall be prohibited. Controls for circulating hot water system pumps shall start the pump based on the identification of a demand for hot water within the occupancy. The controls shall automatically turn off the pump when the water in the circulation loop is at the desired temperature and when there is no demand for hot water.

cementing is not required for 4-inch pipe size and smaller.

• Solvent Cementing: Joint surfaces shall be clean and free from moisture. A purple primer that conforms to ASTM F 656 shall be applied. Solvent cement not purple in color and conforming to ASTM D 2564, CSA B137.3, CSA B181.2 or CSA B182.1 shall be applied to all joint surfaces. The joint shall be made while the cement is wet and shall be in accordance with ASTM D 2855. Solvent-cement joints shall be permitted above or below ground.

The air shall be discharged to a location from which it cannot again be readily drawn in by a ventilating system. Air shall not be exhausted into an attic, crawl space, or be directed onto walkways.

Change Summary: A requirement has been added for Type I hood installations to comply with all aspects of a Type I exhaust system, whether the Type I hood is required by the code or installed by choice.

Commercial kitchen exhaust hoods shall comply with the requirements of this section. Hoods shall be Type I or II and shall be designed to capture and confine cooking vapors and residues. A Type I or Type II hood shall be installed at or above all commercial cooking appliances in accordance with Sections 507.2 and 507.3. Where any cooking appliance under a single hood requires a Type I hood, a Type I hood shall be installed. Where a Type II hood is required, a Type I or Type II hood shall be installed. Where a Type I hood is installed, the installation of the entire system, including the hood, ducts, exhaust equipment and makeup air system shall comply with the requirements of Sections 506, 507, 508 and 509. an interlock with the appliance to prevent operation of the appliance when the damper is closed. Manual dampers are prohibited on combustion air openings.

• Dampered Openings: Where combustion air openings are provided with volume,

smoke or fire dampers, the dampers shall be interlocked with the firing cycle of the appliances served, so as to prevent operation of any appliance that draws combustion air from the room or space when any of the dampers are closed. Manual dampers shall not be installed in combustion air ducts. Work Exempt From a Permit: • One-story detached accessory structures, of wood or metal construction, not used for human habitation,

provided the floor area does not exceed 400 square feet.

• Residential decks not exceeding 200 square feet in area, that are not more than 30 inches above grade at any point, are not attached to a dwelling, do not serve the exit door required by Section R311.4 will no longer require a permit.

• Retaining walls that retain less than 36-inches of unbalanced backfill unless supporting a surcharge or

impounding Class I, II or IIIA liquids.

• Prefabricated swimming pools accessory to a Group R-3 occupancy, as applicable in Section 101.2, which are less than 24 inches deep.

• Noncombustible awnings or canopies shaped to positively shed snow and supported by an exterior wall that do

not project more than 54 inches from the exterior wall and have a maximum height of four (4) feet and a maximum width of eight (8) feet. Awnings or canopies with proposed lighting as an integral part or that are intended to be used as a sign shall require a permit.
