Warden's MessageThe County of Simcoe has a long tradition of leadership in Solid Waste Management services and programs. We know that curbside waste collection is important to our residents and we have worked with our collection contractor to address the impacts to service levels that occurred in 2019. To bring consistency and predictability back to your weekly curbside waste collections and to support the growth of our green bin program, the County is joining other municipalities across Ontario in alternating curbside collection weeks for some of your materials.

Starting February 3, 2020, households within the County of Simcoe will receive garbage and recycling collections on alternating weeks, while green bin collection will continue every week.

Collection days are not changing, but collection times will be adjusted. Residents are reminded to have materials out to their curb by 7 a.m. on their regular collection day. To support with the transition to alternating weeks, residents can

set out two bags/containers of garbage every other week and excess recyclables can be placed in bins, cardboard boxes or see-through bags on recycling collection weeks. As this change moves us to single-stream recycling, your recycling materials no longer need to be separated into different bins. Rest assured that these materials will be sorted later in the process.

To help residents with the transition, the County has offered a free blue bin through a voucher program that runs until February 28, 2020 or while quantities last.

This change will assist in addressing labour challenges experienced by our waste collection contractor by reducing the number of collection vehicles required each day. We understand that this is a major change for our residents, however it will support the environment, encourage residents to positively adjust their waste habits, and help us control contractual costs.

By working together, we can all use our green bins more,

reduce the amount of single-use plastics, cans and containers used, and continue to be leaders in increasing our diversion. The County’s website (www.simcoe.ca/collectionschange) has helpful information about this transition, including tips on using your green bin and storing recycling materials.

In addition to this change, 2020 will see the County continue to deliver other curbside innovative services including the collection of textiles, leaf and yard waste, electronics and batteries. Our Waste Management facilities are among the best in the province and we continue to enhance our landfill and transfer centre programs to support diversion and provide convenience to our residents.

Faced with rising costs, new provincial waste regulations and closure of County landfills, the County of Simcoe is working to manage our waste differently.

Currently under development at 2976 Horseshoe Valley Road West in Springwater, the Environmental Resource Recovery Centre (ERRC) will process green bin organics into valuable compost or fertilizer and manage the transfer of garbage and recycling.

The County promotes organics collection to help prolong the life of our existing landfills. Only 40 per cent of organics material is being diverted from curbside garbage, but approximately 55 per cent of what we throw in the

garbage can go in the green bin. As we learn to compost more, the importance of managing organics within Simcoe County increases. By processing organics locally, the County can reduce emissions from transporting organic material, which currently travels 3600 km a week to an external processing facility.

The planning approvals process is ongoing as the County continues to complete necessary studies on the site through 2020. As part of the development process, the County recently completed the reforestation/restoration of 11 hectares of land, planting more than 21,000 trees within our green and growing Simcoe County Forests.

Yard Waste CollectionBi-weekly yard waste collection takes place during specific weeks in the spring and fall. Determine your collection area/week by looking at the map. Place material out for collection by 7 a.m. on Monday of your collection week. Collection will occur during the week, not necessarily on your garbage day.

If you already donate used clothing, please continue to do so. Alternatively, help us keep textiles out of the garbage!

A special curbside collection of used clothing and textiles will occur in June. Textiles placed out for collection must be dry and odour free but may be torn, stained, etc. as these can be made into industrial rags and some textile fibres can be recycled. Watch for information and a textile bag in your mail. Place extra material into clear bags for collection. Sealed bags must be out on your regular collection day at 7 a.m. of your specific week. The County reserves the right to refuse collection of improperly set-out or ineligible material.

Waste Drop-off Facilities Tips• Busy times are on Saturdays and early in the

week; avoid these days if possible.

• Material not properly sorted into the designated diversion area cause your entire load to be charged at the mixed-waste rate of $310/tonne

• Separate materials in your load. Divertible materials may be free or qualify for a reduced fee (see page 3 for more information).

• There is a minimum fee of $5 for disposal; avoid coming to the facility with small loads.

• Propane cylinders are accepted free of charge but please do not put them in the garbage or recycling. Notify site staff upon arrival at the facility as they are managed differently for health and safety reasons.

• All vehicles must enter the scale on a green light and declare what type of waste materials you have.

• Due to health and safety policies, staff can not assist with the lifting or removal of waste from vehicles.

• Prior to leaving the site, vehicles must return to the scale. The computerized weigh scale system calculates waste disposal charges.

• Payment is due prior to leaving the site.

• Remove plastic tree bags, decorations, and stands. Trees must be out to the curb by 7 a.m. on Monday of your collection week.

• Collection will occur during the week, not necessarily on your garbage day.

• The maximum size is 2 m; if longer, cut into smaller sections.
