Maguire  has  a  successful  long‐term  relationship  with  the  Town  of  Plymouth  in  Connecticut, having  first designed the 1988 upgrade with a 1.75 mgd average design flow capacity for its WWTP.  The plant site was extremely tight and necessitated phas‐ing‐in  new work  to  keep  the  old  plant  running. Many  existing  tanks  and  structures were reused, rehabilitated, or converted to provide a cost‐effective solution to the site constraints. Maguire  was  later  asked  to  evaluate  nitrogen  removal  alternatives  to meet DEP  requirements. Maguire’s  study  recommended  converting  the  existing  ex‐tended aeration process to a modified Bardenpho® process, achieved by in‐tank modi‐fications. Maguire helped the Town receive  financial  incentives  from the  local power company for the energy‐efficient turbo blowers that are being installed. 

In  addition  to  the  denitrification  upgrade,  the  existing  headworks was  upgraded  to include an automatic fine screen and standalone grit washing system.  The fine screen was installed in the existing influent channel; the manual bar screens were retained as backup to the automatic screen. An existing grit rake was replaced with a pump that delivers grit to the washing system. New equipment was housed  in a pre‐engineered building for protection against the weather. The new building required special design considerations for the “explosion‐proof” environment  in the headworks portion.   The headworks building also provides a separate 2‐bay garage area  for parking and stor‐age. Future planned plant upgrades include evaluation of chemical addition and filtra‐tion to meet the new DEP phosphorus removal requirements and replacement of the existing but outdated UV disinfection system.
