Human Services Committee

1. Office for the Aging Director Madeleine Gasdik is requesting a resolution to accept and

appropriate a donation in the amount of $1,000 from the Grace United Church in Wellsville. The donation comes from funds raised through donations and fundraising events. These funds will be used to increase travel expenses (mileage) for the Home-Delivered Meals Program and should be appropriated as follows:

Appropriation: Amount: A6779.422 (OFA – Wellness in Nutrition – Gas & Oil) $1,000

Revenue: Amount: A6779.1792.PC (Supplemental Nutrition Program – Local Contribution) $1,000

2. Ms. Gasdik is requesting permission to fill one part-time Typist (Non-union, Grade 4, Step: Base).

This position is responsible for telephone and office reception and clerically supports the whole agency. The annual salary for this position is $12,977 with benefits estimated at $1,365. This position is funded 20 percent with County funds, 57 percent with State funds, 10 percent with Federal funds, and 13 percent with “Other” funds.

3. Social Services Commissioner Vicki Grant is requesting a resolution to accept and appropriate additional Local Assistance General funds in the amount of $30,000 for 2019 expenditures related to the Family First Transition Fund. The funds should be appropriated as follows:

Personnel Committee

1. County Clerk Rob Christman is requesting permission to fill one part-time Motor Vehicle Cashier/Examiner (Non-union, Grade 8, Step: Base) due to a resignation. This position is responsible for DMV transactions required by the State of New York. The annual salary of this position is $15,661 and is not eligible for benefits. This position is funded 100 percent with County funds.

2. The Sheriff’s Office is requesting permission to fill one full-time Senior Account Clerk Typist (AFSCME, Grade 10, Step: Base – Step 7). This position will assist the full-time Accountant with their workload and help to reduce the current Accountant’s overtime hours. The salary for the remainder of 2019 is estimated between $12,615 and $15,178 with benefits estimated between $5,392 and $6,488. This position is funded 100 percent with County funds. The filling of this position is contingent on the adoption of the resolution creating the position that is being considered at the July 8 Board meeting.

3. The Sheriff’s Office is requesting approval to change the Accountant (PEF, Grade 7, Step: Base – Step 11) position hours from 40 to 35 hours per week to match other Accountant’s in the County. This transition would better suit the needs of the Sheriff’s Office as they also intend on hiring a full-time Senior Account Clerk Typist who will also work 35 hours per week to provide consistent accounting services to the Sheriff’s Office. This change also allows the Sheriff’s Office to fall in line with the County’s new standard work hours. The annual salary for this positions new hours is estimated between $43,611 and $60,369 with benefits estimated $18,644 and $25,807. This position continues to be funded 100 percent with County dollars. Additionally, the Sheriff’s Office is requesting permission to fill the Accountant position at 35 hours per week.

There is only one typist position at the Office for the Aging. This position is responsible for telephone and office reception, and clerically supports the whole agency. If other employees were asked to do these jobs, the county would be paying higher wages for typist duties.

The Sheriff’s Office is requesting approval to change the Accountant hours from 40 to 35 to match other Accountants in the County. This transition would better suit the needs of the Sheriff’s office as the Office also intends on hiring a full time Senior Account Clerk Typist, also working 35 hours, in providing consistent accounting services to the ACSO. This move would also assist the Office in becoming more efficient within normal hours to deliver these services to the Office and the County.
