DRA Update What is the DRA and what does it mean to TEAL and our Customers... The Deficit Reduction Act of 2005 (DRA) was enacted by Congress to limit payments for reimbursements for certain medical imaging procedures, starting this past January. The reason for this new law was to help reduce the Federal Budget Deficit by cutting Federal spending in a variety of areas. One of the areas most impacted is reimbursement payments for medical imaging procedures. The impact of this new law is significant for all of us, not just TEAL or our medical imaging customers. The result of the DRA is that reimbursement payments for certain medical imaging procedures performed in the office setting (which is becoming more and more common today) will be reduced to the point that the reimbursement will fall below the actual cost of the procedure in many cases. Larry came to TEAL in December of 2006 and brings a wealth of knowledge in Quality Management Systems from various industries, including electronics and data storage in the US and Asia. TEAL is releasing a firmware upgrade for the TEALwatch® Internet based remote power monitor. Release 3.0 includes several new features and improvements. The most important new feature is the addition of an optional active email notification that a power quality event occurred. The basic upgrade to Firmware Release 3.0 is free and can be installed in any TEALwatch®. You simply upgrade the firmware through the TEALwatch® website that is the main interface. The optional email notification can be activated once the firmware upgrade is complete. Other new features include an improved Status Page layout, easier access to the Real Time Clock for viewing and synchronizing, a manual “Trigger’ button Continued on page 2... TEAL Opens TPE Tecate Facility In 2006, TEAL opened our own Maquiladora in nearby Tecate, Mexico...In early 2006, TEAL began operating our new TEAL Power Electronics (known as TPE Tecate) facility in Tecate, Mexico. The 25,000 square foot facility is located in a relatively new industrial park in Tecate, just about a 1 hour drive from TEAL’s headquarters in San Diego.

TEAL has years of manufacturing experience in Mexico with specific products lines. We have previously used other Maquiladora facilities, primarily one operated by TEAL’s sister company, Condor, now known as SL Power Electronics.

TEALwatch® UpdateAutomated email notification among the features included in the newest TEALwatch® Power Monitor firmware update, Release 3.0...TEAL is releasing a firmware upgrade for the TEALwatch® Internet based remote power monitor. This reduction of reimbursement means that it will be more difficult and more expensive to receive some of the modern diagnotic examinations that are used more and more today.

Many in the in-dustry believe that the DRA unfairly targets the medical imaging community, which uses modern technology to help diagnose and fight disease, improving the health for all and reducing the long-term healthcare costs for all. Many of the diag-nostic imaging procedures help diagnose problems at earlier stages of development, making long term treatment and care easier and more affordable. Limiting the reim-bursements for diagnostics to save money today may actually end up costing us all much more in the long run.

What is the TEALwatch®?With the unprecendented ease of

remotely collecting data from the inter-net-based TEALwatch®, you can easily capture and analyze waveform data. The TEALwatch® user interface is a website that you can view with your standard web

browser soft-ware, no special software need-ed. Summary status of each captured event

is shown, as well as the system status. You can easily download the waveform data, and use a spreadsheet program to open it and view it graphically.

TEAL Opens TPE Tecate Facility Continued from page 1...

Having our own Maquiladora in a near-by city enables TEAL to closely manage all of our operations from start to finish. If support from headquarters is needed, TEAL can respond to Tecate by having people on site very quickly.

The TPE Tecate facility is now ISO 9001:2000 certified. It was a part of TEAL’s most recent ISO 9001:2000 audit in February 2007, and both our San Diego and Tecate facilities passed the audit with-out a non-conformance.

Manufacturing at TPE Tecate presently includes most Transformers and Trans-former sub-assemblies, most wire harness assemblies, and several specific product lines that meet certain volume and cus-tomer requirements.

TEAL presently manufacturers the units and sub-assemblies at TPE Tecate, which are then shipped back to TEAL San Diego for final assembly and final test prior to

delivery to our customers.TPE Tecate uses the same computer

network and online documentation system as TEAL San Diego. In fact, thanks to modern high-speed communications, we actually share the same network. If an online document is updated by TEAL’s

Engineering group, the production groups in San Diego and TPE Tecate would both see the update immediately.

TPE Tecate is just another example of how TEAL continues to strive to be a world class partner for our customers!

The Trigger button is a software trig-ger that can be activated by the push of a software button on the TEAL website URL. This feature enables you to capture the waveforms at any time rather than only when a predetermined trigger threshold is exceeded. It is an excellent tool for setting your baselines if you are so inclined.

Also included in Release 3.0 is the abil-ity to view and set the Real Time Clock in more practical places within the TEAL-watch website interface. The RTC can now be viewed from the main status page so that you can confirm the clock settings at a glance.

Another new feature is the ability to change the gain calibration of the monitor in the field. If you wish to calibrate the voltage readings, it can now be accom-plished in a relatively easy to use interface (that is password protected) that is an inte-gral part of the TEALwatch®.

The main STATUS page received a facelift to display the voltage and phase angle data in a cleaner fashion (as well as adding the RTC display as mentioned above).

The automated restart feature was up-graded and improved after certain Power Loss events. The TEALwatch© gets it’s power from the same lines that it is moni-toring and if voltage drops below the Pow-er Loss event threshold, the TEALwatch© needs to capture the “Power Loss” event and shut down in an orderly fashion. Re-lease 3.0 adds a watchdog circuit that will restart the unit after a partial power outage after it has deemed the sys-tem stable (typically 1 -2 minutes), and allow the TEALwatch© to re-tain Events stored in memory.

TEAL will begin notifiying our customers that Firmware Release 3.0 is available in Q2 of 2007!
