PREFACE

Agency on Statistics under the President of the Republic of Tajikistan (RT) is pleased to present a report, developed based on results of contracting construction organizations and individual houses survey, held in April 2010.

The survey was financed by the World Bank in the framework of "Strengthening the National Statistical System of the Republic of Tajikistan" Project.

The main goal of this survey was to collect data to determine the price index for construction materials and cost price for construction of individual houses, built by population.

Agency on Statistics under the President of RT expresses its gratitude for the support and recommendations, provided by the Federal Statistics Office of Germany. We would like to thank Christoph Schaeffer, Volcker Shtroyfert, experts of Statistics Office of Germany, for the development of survey methodology, questionnaire and carrying out an analysis of survey results.

Thanks to the experience of experts, we had an opportunity to, thoroughly and comprehensively, use up-to-date methods on conducting similar surveys, develop questionnaires and instructions, as well as analyze output data.

Agency on Statistics under the President of RT continues to collaborate with international experts in order to improve skills of highly qualified specialists.

Special thanks to Mr. Mustafa Dinc, the World Bank Representative and the Manager of "Strengthening the National Statistical System" Project for his timely assistance, rendered in order to conduct the survey.

Also, we are thankful to Personnel of Statistics bodies of the Republic of Tajikistan for active participation and investment of their knowledge and skills that contributed to overall success of the survey. More than 21 specialists from Agency on Statistics under the President of RT, employees of public institution "Main Computer Center", leading oblast statistics offices and statistics offices of towns and rayons have been involved in the field work.

The entire cycle of the survey, beginning from methodological work to obtaining final results, took almost a year, from March, 2010 to December, 2010.

INTRODUCTION

Tajikistan politics was characterized by a sequence of political, economic and social reforms during the recent years. But, despite actions taken to improve social - economic conditions in time of transition to market – economic relations, country faced a number of difficulties, associated with the lack of highways that meet world standards and could connect the center of the country with other oblasts and rayons, neighboring countries and foreign countries; the lack of railways that connect the center of the city with oblasts, towns and rayons, without the involvement of other neighboring states; the need of population and opening up of industrial organizations; the shortage of electricity for construction of schools and health facilities.

In recent years, Tajikistan, in order to be free from traffic reliance, began the construction and reconstruction of highways that meet world standards, as well as tunnels, bridges and railways. During this period of time, construction and reconstruction of highway began from Dushanbe city to the border of Kyrgyzstan (phase I, II, III), including highway from Dushanbe - Chanak, Dushanbe - Kulyab - Kalai Khumb - Khorog - Kulma, Dushanbe - Saritosh - Kurgan-Tube - Dusti, tunnels "Istiklal", “Ozodi”, "Shahriston", "Chormagzak", railroad "Dushanbe - Kurgan - Tube", road bridge "Darvoz - Pyanj", which connect Tajikistan with the Islamic Republic of Afghanistan. Some of them are partially completed and already in operation but most of them are under the construction.

The Government of the Republic of Tajikistan pays particular attention to construction of schools, as certain funds have been allocated for construction of schools in all towns and rayons. In addition, foreign investments have been attracted for this purpose and the aim of these funds was the construction of modern schools and modernization of schools with modern equipment.

In recent years, construction of health clinics continued on the base of allocated public and foreign funds. Now, new clinics operate almost in all remote and nearby villages.

Also there is on-going construction of critical facilities of the century, such as hydropower station Sangtuda - 1, Sangtuda - 2, Rogun and other small hydropower stations. Some of them are built and partially in operation, and some of them are under the construction.

In the construction of critical facilities of the century, shares of international organizations have been used as well. Foreign investments have been used almost in all constructions such as construction or reconstruction of highways, railways, or building of schools and clinics, small and large hydropower plants.

Construction boom made both domestic and foreign construction companies to be aware of prices for construction materials in order to analyze and compare current prices with previous year prices.

Agency on Statistics under the President of RT made a decision, together with consultants of Statistics Office in Germany, to develop a program that determines the price index for construction materials in general and separately for every construction material when entering prices into the table. During two years cooperation the program was developed, but in order to enter prices for construction materials into the table there was no required data. Therefore, in April 2010, the survey was conducted in the framework of "Strengthening the National Statistical System of the Republic of Tajikistan" Project, with the support of the World Bank, in order to define prices for construction materials in contracting construction organizations. At the same time, it was defined what sectors of construction objects were built in. Data on total number of full-time employees, contract employees and women in construction organizations have been collected through survey. Also, data on all types of construction equipment, used by contracting organizations at the sites, rented or provided for rental to other companies, has been collected during the survey.

Another goal of this survey was to define conditions of construction of individual houses in the country and the cost of these houses. Hence, the duration of construction of individual houses, including modernization of constructed houses and construction costs have been defined in the course of the survey.

The survey gives an opportunity to complement basic statistical data in order to learn about the process of construction work, performed by contractors, procurement of construction materials for construction of buildings. It will also help to determine the cost price of individual houses construction, with the help of labor involvement.

The given survey identifies issues related to prices for the construction materials that go up and down, with the break down by regions, the use of contract labor and the cost price of buildings and structures, constructed by population.

We hope that this report will be used by contracting construction organizations to compare prices of construction materials in the future.

Also, this publication may attract users because of survey findings and results in order to determine price index for construction materials and their further use in practice.

The given work allows to use final survey results at the state level and compare these results with other countries that use the same survey methods.

This publication can serve as a basis for future projects, related to issues on price index for construction materials and could be used while determining costs of individual houses construction in the Republic of Tajikistan.

1. CONSTRUCTION SECTOR SURVEY METHODOLOGY

1.1 Goals and objectives of the survey

The goal of construction sector survey was to obtain complete, accurate data on price index for construction materials and cost of individual houses.

The objectives of the survey were as follows:

1. Define total number of employees, inviolved in construction, including women, with education in construction field, and contracted workers.

1.1 Determine construction equipment, available at the contracting construction organizations.

1.2 Determine whether the equipment was rented or provided for rental by contracting construction organizations.

1.3 The activity of contracting organizations by construction industry.

2. Define price index for construction materials.

2.1 Determine total and living area at the residential house.

2.2 Determine constructed houses and total cost price of these houses

2.3 Determine ways of modernization of houses, number of storeys and types of construction materials, used to build houses.

1.2 The system of indicators and their characteristics

The Methodology of the system of indicators, used for questionnaires of contracting construction organizations and individuals, was developed based on guiding documents, recommendations of Consultants from Statistics Office of Germany and the legislation of the Republic of Tajikistan.

During the construction sector survey, the focus of analysis was on current contracting construction organizations and completed commissioned houses.

Contracting construction organizations are organizations that carry out constructions at the construction sites on the base of contracts concluded with clients.

Total number of workers includes all workers who work at the construction sites. Also, the following people are considered to be workers: management of organization, individuals, regardless of gender, and contracted workers.

Women, regardless of whether they are contractual employees, or full time employees.

Contractual employees are those, who work at the organization almost all the time. They can work at construction sites based on the seasonal contract, or they can work when there is a big scope of constructions.

Construction equipment is equipment, used during the construction work at the site.

Equipment, provided for rental, is equipment that was let for some period of time to other construction companies on the base of contract.

Rented equipment is equipment that was rented on the base of contract from other organizations for definite period of time in order to perform construction work.

The scope of contracted work is a set of tasks, performed by contractors.

Construction industry is civil work performed by contracting organizations, depending on future industrial use of constructed objects.

Houses that were put in operation - are houses, built by population for living, and after the completion of construction, they should submit a report to the statistical bodies.

Total area of residential houses is the level of area at the residential house, with all additional constructions.

The level of living area, without additional constructions.

The number of apartments is the total number of apartments in apartment complex that have separate apartments.

The cost of houses is total amount of investments directed at construction of residential buildings from the beginning of construction to final commissioning of houses.

Modernization of residential buildings, is equipping houses with pipes, sewers, heating – energy central systems, bathroom, gas and electric stoves, etc.

The number of storey and types of construction materials – finding out the number of storey in the building (1-storey, 2-storey, 3-storey …..9-storey) and type of construction materials, used for building houses, such as burnt brick, raw brick, panel, concrete mix, reinforced concrete mix, clay, etc.

Due to the fact that the survey was conducted for the first time at the contracting construction organizations and at the construction sites of individual houses at the state level, the given survey was developed without the dynamic of comparison.

1.3 Sampling Methodology

In order to carry out the survey in construction sector, recommendations of consultants from the Federal Statistics Office of Germany have been used, with due consideration of legislation of the Republic of Tajikistan.

Outcomes of 2009 state level records have been taken as basis for sampling contracting construction organizations in the survey. In 2009, there were 671 contracting organizations in the Republic of Tajikistan.

2009 total data, collected at the state level, was also used as a basis for sampling of constructed individual houses. In 2009, total number of built and put in operation individual houses was 13,118 houses in the Republic of Tajikistan.

2. The obtained results

The given survey covered 180 contracting construction organizations and 542 individual houses.

 As a result, it was found that total 9,944 employees were employed by contracting construction organizations. 7,835 people of total number of employees were regular employees, 847 - women, 2,773 – employees with higher education in construction field and 2,109 - contracted workers.

871 units of construction equipment were used in the construction. 49 units of total number of equipment were provided for rental and 331 units were rented.

According to the results of the given survey it was found that contracting construction organizations were mostly involved in such sectors as education, health, transport and communications, industry, housing, culture, trade and catering, as well as utility services.

In order to find the price index for the construction materials, 76 construction materials, used by contracting construction organizations, have been surveyed.

Statistical analysis showed that total area was equal to 58,632 square meters in surveyed 542 individual houses. 36,816 square meters, of total area, was living area. Total number of apartments was 1839 in surveyed apartment complexes. The cost of constructed individual houses was 44,160,400 Somoni (TJS), and the cost of 1 square meter was 753 TJS.

Modernization of individual houses was done according to conditions and how equipped the house is going to be (pipes, sewerage, hydro power plants, bathtubs, gas and electric stoves, and etc.).

Types of construction materials in individual residential houses have been identified by such types of materials as burnt brick, raw brick, a large panel, concrete mix, reinforced concrete mix, clay, and etc.

Aimed at defining prices for construction materials, statistical data was collected based on indicators, presented by contracting construction organizations, the list of used materials, and prices and costs.

According to the results of the survey, it was found that in March 2010 construction companies bought 76 types of construction materials. Prices for each type of procured construction material have been defined during the survey.

The obtained data on price index for construction materials was entered into the program that was jointly developed with German consultants and the price index for each construction material was defined separately and nationwide. In the future, the price index for construction materials will be determined by regions of the Republic of Tajikistan in a comparative way.

In the table below there is a claculation of price indices for construction materials, based on mapping with baseline data of 2007.

As a result of these findings, the price index for construction materials in the country, compare to the baseline data of 2007, was 111.0 percent.

In the future Agency on Statistics under the President of RT is planning to calculate price indexes for construction materials by comparison method.

In the course of the survey, sectors of constructions, carried out by contracting construction companies, have been defined. It was also determined what industries the contracting construction companies build their objects for.

4. Future plans

The given survey was conducted by the Agency on Statistics under the President of RT for the first time and it was more like a learning experience. At present, experts in this area are analyzing their work plan together with the Agency on Construction and Architecture of the Republic of Tajikistan, other ministries and agencies and contractors, involved in different sectors, in order to continue the given activity.

This activity is needed because correct calculation of price index for construction materials is a basis for defining total cost of constructed buildings and structures, and is a key instrument for other ministries and agencies to forecast the construction of facilities.

Agency on Statistics under the President of RT established a basis in methodology due to the given survey, and, plans, taking into account capabilities, to conduct such surveys more often in the future. It plans to determine the price indices for construction materials with the break down by regions, as additional transportation expenses to get to the construction site play a big role in total cost of construction materials.
